For Terraplan, on behalf of Engen Petrole- um, it was fifth time lucky to have the filling station premises on the corner of The Hills Road and Durban Avenue redeveloped. Engen Petroleum plans to extend the cur- rent premises to a new double-storey service station, including a training centre and a 24- hour convenience shop with a bakery. Why it was first turned down The premises are currently being rented by Hillside Motors to be run as a filling sta- tion, workshop and car wash. Four previous applications to approve the plans for the convenience outlet and train- ing centre were turned down. At their meeting on 21 October last year, the subcouncil 7 (Koeberg) decided not to ap- prove the application. The reasons given were: the plans are not in line with future planning for the area as Durban Road is a scenic entrance to the Durbanville Wine- lands and town centre; provision is made within the planning framework for busi- nesses in more suitable areas; the proposed development could have a negative impact on the residential character of the area; and the proposed development constitutes com- mercial creep into residential areas. However, this decision was revoked at the Spelum meeting. More than 60 letters of objection were re- ceived, including a number from the Ken- ridge The Hills Ratepayers’ Association and Durbanville Community Forum, while only two were in favour of the development. No noise expected Spelum decided to grant the appeal for sev- eral reasons, such as that the existing facili- ty requires upgrading and that no unaccept- able visual or noise impact is expected. The report emphasised that it is important that the convenience shop be included in the upgrade since the trainees must be exposed to the full spectrum of their future business. The report stated: “The objections raised during the process have been considered. Care has consequently been taken in the for- mulation of the conditions of approval to en- sure that the impact on the surrounding res- idential environment be limited.” These conditions include that the training facility be limited to a maximum of 20 at- tendees, be operated during office hours, and not be used as a venue for functions or social events.
