Introduction:

The forthcoming FIFA Extraordinary Congress of February 2016, schedued by the recentExtraordinary FIFA Executi!e Committee "eeting is not #ust business as usua$ This foo%s

the unex&ected announcement by the FIFA 'resident to resign, a fe% days after being eected

at the recent 6(th FIFA Congress$

A this occurs in the midst of un&recedented action by a% enforcement agencies against

se!era eaders of FIFA$ As a 'residentia candidate, I fuy understand that these are difficut

times for FIFA, %hich demands extraordinary and resoute eadershi&$

These e!ents, do not mean the death )ne of footba, the biggest s&ort in the %ord &ayed

since time immemoria and sti to be &ayed for many generations to come$

In a %ay, the situation can and shoud be utii*ed to turn things around to rene% FIFA, no%

111 years od since its ince&tion in 1+0$

This "anifesto is the basis for a turn-around strategy, not ony to re&air the damage done to

the FIFA brand gobay, but moreso, to restructure the organi*ation and %in bac) the trust

and confidence of a our sta)ehoders - fans, &ayers, officias, administrators, &artners,

s&onsors, go!ernments, the media and other im&ortant &ayers incuding chidren %ho are

footba.s future$

Committee to set in motion the &rocess

of the 2016 FIFA 3eform Committee, a&&ointed by the six FIFA Confederations, aimed at

recommending 8significant changes to FIFA.s institutiona structure and o&erationa

&rocesses9$ The %atch%ord is Trans&arency ; both in decision-ma)ing and in financia

management and contro systems$
