Look Back INISLet’s call to mind the reason and process of INIS establishment.

Look Back INIS40 years ago, due to the use of atomic bomb during the Second World War, many countries had the strong desire to research nuclear and use nuclear technology for their war and civil purpose. So information exchange became the major question, countries wanted to get the information on nuclear science and technology from other countries. Based on the requirement above, experts from different countries met together to explore a mechanism to achieve the goal. This is the reason of INIS birth.

Look Back INISThis can be the driving force of INIS establishment. From the process of INIS establishment, we find it is a long way from putting forward idea to the establishment, the members is 25 at the beginning of INIS and it is 147 now, the number of INIS data is more than three million. INIS is one of the continuously growing and developing systems.

Look Back INISINIS system has several characteristics which make it success, they are:

Firstly, INIS concentrates most of the nuclear literature published in the world and all of INIS member states can use all of the literature inputted into INIS database, this has been of benefit to the development of nuclear science and technology.

Look Back INISSecondly, INIS always adopts new technology and method not only in the literature processing but also in output production, for example, thesaurus method, computer-aided indexing technology, full text search and so on. Based on the accuracy and standardized input, plus choosing the best technology, INIS provides the best information service production.

Look Back INISThirdly, INIS leads nuclear literature management in the way of decentralized input and centralized output production, this kind of cooperation way is still of advantage even if Internet is more and more popular today.

Following let’s analyze the development of peaceful use of nuclear science and technology, and the demand to nuclear information and knowledge.

The Present SituationDemand for energy is growing steadily in recent years, and is likely to reach increasingly higher levels as populations and economies expand. During the last quarter-century, world energy demand increased by over half, and a similar increase is projected between now and 2030. However, future growth builds from today’s much larger base, meaning that tomorrow’s energy requirements are unprecedented in scale. This will pressure the global energy supply system.

The Present SituationEmissions of carbon dioxide result primarily from the combustion of fossil fuels, world energy-related carbon dioxide emissions grow from 29.7 billion metric tons in 2007 to 33.8 billion metric tons in 2020 and 42.4 billion metric tons in 2035, which directly results in worse of environment condition and world climate change.

The Present SituationIncreasingly energy demand and global warming urged countries to substitute fossil fuel with nuclear energy. So many countries have planned to increase the rate of nuclear electricity, some reactor units have been applied to prolong the operation life cycle, more than 60 nuclear power plants are under construction, some reactor plants are planning.

The Present SituationNuclear power used in non-electricity generation applications may increase in the future such as desalination of seawater, district heating, and hydrogen production. Nuclear power’s contribution to the reduction of greenhouse gas emissions is enormous.

The Present SituationThe demand of energy and the low-carbon economy accelerate the development of nuclear electricity and nuclear technology application, followed by the requirement of nuclear information and knowledge exchange, INIS can meet the need.

Suggestions for INIS Future

Following I would like to set forth my opinion on INIS development.

Suggestions for INIS FutureThe peaceful use of nuclear technology has made benefit to human beings, and it will be in the future. So INIS should become the leading store of nuclear information and knowledge, and provide One-Stop-Shop service, for the R & D of nuclear technology. To achieve this goal, I suggest that INIS should be enhanced in some areas, such as:

Suggestions for INIS FutureEnlarge the rate of full text: Most of INIS users need to get the full text once they find some interested information from the bibliographic data as soon as possible. The rate of full text collection is not high now, about 10%. This is the defect of INIS. So INIS should enlarge the rate of full text as possible as it can, not only the NCL, but also the journals and books.

Suggestions for INIS FutureAdd the literature collecting types: Patent literature and standard literature are two of the most important literature types; they are main literature types which should be included in INIS. INIS Secretariat may discuss with different patent authorities, for example the European Patent Office, to explore the cooperation possibility.

Suggestions for INIS FutureProvide more effective service: Subject indexing and subject classification are two aspects of spending lots of time in the procedure of INIS input, but the effect of indexing and classification couldn’t be used fully because most of users are not information experts, so they don’t know thesaurus, don’t know classification scheme. I think thesaurus literature processing method is good, the problem is how to make thesaurus link with INIS retrieval system and make it call thesaurus automatically when user search INIS database.
