    4 TANKERS, HAZARDOUS

    CARGOES, HAZARDOUS WORKS

    AND DANGEROUS MATERIALS

    4 .1 VESSELS CARRYING EXPLOSIVES

    4.1.1 The ma ster of any vessel in any port , harbour, roadstead, or anch orage havin g on board or

    intending to load explosives must hoist on the ship the f lag B of the Internat ional Code by day

    and a red l ight by n ight .

    4.1.2 The m aster of any vessel in any port , harb our, roadstead or anch orage, or the pi lot , m ust not

    al low that vessel to approach within 200 metres of any other vessel that is carrying or loading

    explosi ves, except :(a) wit h the permi ssion of the Harbour Master; or(b) for the purpose of loading or unloadin g that oth er vessel; or(c) for the purpose of rendering assi stan ce to that oth er vessel in an emergency.

    4.1.3 The ma ster of any vessel carrying explosives in any port , harb our, roadstead, or anchorage, or the

    pi lot , must not al low that vessel to approach within 200 metres of any other vessel, except:(a) wit h the permi ssion of the Harbour Master; or(b) for the purpose of loading or unloadin g that oth er vessel; or(c) for the purpose of rendering assi stan ce to that oth er vessel in an emergency.

    4.1.4 Nothi ng in Clause 4.2.1, 4.2.2 and 4.2.3 app l ies to any vessel which :(a) is carrying not m ore tha n 27 ki logram s of explosives; or(b) Is carrying no explosi ves oth er than explosives of Cla ss 1.4S as defi ned in t he IMDG Code or

    f i reworks of Class 1 .3G, 1.4G and 1.4S as def i ned in the IMDG Code.

    4 .2 SIGNALS TO BE DISPLAYED BY OIL TANKERS

    4.2.1 On or im medi ately before the arr ival in port of any vessel carrying bulk oi l cargo, and so long

    as the vessel remains in port , the master must display by day a red Flag B of the Internat ional

    Code of Signals , and by n ight a red l igh t at the m asthead or where i t can best be seen f rom al l

    direct ions.

    4 .3 DUTIES OF MASTER WHILE TANKER IS IN PORT

    4.3.1 While in port , the m aster of an oi l tanker m ust operate in accordan ce wit h the current edit ion ofthe International Safety Guide for Oil Tankers and Terminals (ISGOTT).

    4.3.2 The ma ster mu st :(a) berth or moor the tanker only at such wh arf or place as specif i ed for bul k oi l discha rges, or

    as otherwise permi t t ed in wr i t ing by the Harbourma ster ; and(b) keep th e tan ks conta inin g Class 3 packing g roups I and I I oi l cargo securely c losed, except

    when opened for loading or discharging; and(c) in th e case of a vessel carrying a cargo of bulk oi l , unless exempt ed by the Harbourma ster,

    ensure tha t suf f ic ient m ot ive power is avai lab le at al l t i mes to enab le the vessel to be movedfrom t he berth in case of f i re or other emergency.

    4 .4 OIL TANKERS NOT TO LIE CLOSE TO OTHER VESSELS

    4.4.1 The m aster of a tanker mu st ensure tha t , except for the purp ose of t ran sshipm ent, the tan ker does

    not l ie with in 30 m etres of another vessel, unless the consent of the Harbourm aster has f i rst been

    obtained in wr i t ing.

    4 .5 HOT WORK OPERATIONS

    4.5.1 With in the Napier Breakwater Harbour, the mast er of every vessel on board which or on thehul l of which i t is proposed to carry out weld ing or f lame-cut t ing operat ions in or f rom any

    posit ion, whether on board the vessel or not , must obtain a Hot Work Permit in accordance with

    requirement s set out in Schedule 4 no less tha n tw o hours before com mencin g th e work.

    4.5.2 The m aster of the vessel must ensure tha t , before any welding operat ions are comm enced,

    precaut ions are taken for the detect ion, prevent ion, and ext inguishing of f i re on board vessel or

    elsewhere during the welding operat ions and that the requirements of the Hot Work Permit are

    met. Provis ion must be made for the cont inuance of the precaut ions unt i l the operat ions are

    completed.

    4.5.3 Despit e c lauses 4.5.1 and 4.5.2, the Harbourma ster m ay exempt f rom compl iance wit h thoseprovis ions the master of a vessel ly ing at any vessel-repair ing establ ishment.

    4.5.4 I f in any case the Harbourma ster is not sat i sf ied tha t adequa te precaut i ons have been taken,

    the Harbourm aster m ay forbid the operat ions to be com menced or cont i nued un t i l h e or she is so

    sat i sf ied or has caused such precaut i ons to be taken as he or she thinks n ecessary.

    4 .6 LOADING OR DISCHARGE OF CARGO

    4.6.1 No person shal l discha rge, drop, cause or al low to be discha rged or dropped, into Hawkes Bay

    Regional Counci l navigable waters any cargo or anything f rom a vessel, wharf or land that would

    or may const i tute a danger to navigat ion safety.

    4.6.2 Any person who discharges, drops, causes or al lows to be discha rged, any cargo or any other

    material into Hawkes Bay Regional Counci l navigable waters that would or may const i tute a

    danger to navigat ion safety shal l be l iable for the cost of removal.

    4.6.3 Any person handl ing logs on shore or loading logs onto a vessel in the Port of Napier Limit ed

    Breakwater Harbour, shal l monitor the operat ion and immediately ident i fy any logs lost into the

    water and t rack them unt i l they have been removed.

    4.6.4 Any person handl in g or loadin g logs in the Port of Napi er Limit ed Breakwater Harbour m ust advise

    Port of Napier Limit ed Breakwater Harbour Securi ty and th e Harbourm aster im m ediately any logs

    are lost into th e water and a gain when th e logs have been recovered.
