簡介 Introduction

1. 本報告列載普通幼稚園、小學及中學

的學生人數詳細統計數字，亦包括為

有特殊教育需要學生而設學校的學

生人數基本統計數字。

1. This report presents detailed statistics on student

enrolment in ordinary schools at kindergarten,

primary and secondary levels. Basic statistics

on enrolment in schools for pupils with special

educational needs are also included.

2. 本報告所載的學生人數統計數字，是

根據教育局各資訊系統所備存的行

政記錄，以及學校教育統計組按年進

行「學生人數統計調查」所搜集的數

據編製而成。就二零一二／一三學年

的統計數字而言，大部分數據（主要

包括所有公營中、小學和參加學前教

育學券計劃的幼稚園的數據）是來自

上述資訊系統；而餘下有關國際和私

立中、小學的數據，以及上述資訊系

統未能提供的一些有關幼稚園的特

定數據項目，則是透過「學生人數統

計調查」搜集得來。是項統計調查的

回應率為 100%。

2. Student enrolment statistics contained in this

report are compiled based on administrative

records kept in the Bureau’s information systems

as well as data collected via the annual Student

Enrolment Survey conducted by the School

Education Statistics Section. For the statistics of

the 2012/13 school year, the main bulk of the

data, covering primarily all public sector primary

and secondary schools as well as kindergartens

participating in the Pre-primary Education

Voucher Scheme, were available from the

information systems. The remaining data, being

those of international and private primary and

secondary schools as well as selected data items

of kindergartens that were not available from the

information systems, were collected via the

survey. The survey achieved a response rate of

100%.

3. 所有幼稚園、小學及中學的統計數字

均反映該學年九月中的情況。為簡化

代號，本報告會以學年開始的年份來

表示某一學年，即二零一二年的數字

是指二零一二／一三學年的數字。

3. All statistics for kindergarten, primary and

secondary levels refer to the position as at

mid-September of the school year. To simplify

the notations, the year that a school year

commences is used to represent the school year

hereafter. In other words, statistics for 2012

refer to those for the 2012/13 school year.

4. 本報告內所載的學額數字，指有關學

校按照其預設班額所開辦的班級(不

包括空置課室)而可容納的學生人

數。

4. Statistics on accommodation given in this report

refer to the number of students that can be

accommodated in operating classes (excluding

vacant classrooms) in accordance with the

planned class sizes as adopted by schools

concerned.

5. 由二零零五年九月一日開始，當局實

施協調學前服務的措施，凡提供三歲

或以上學前服務的機構（包括過往受

社會福利署監管且提供零至六歲或

二至六歲服務的幼兒中心），均須根

據《教育條例》（第 279 章）註冊為

幼稚園，並以幼稚園或幼稚園暨幼兒

中心的模式營辦。下文所述的「幼稚

園」，已包括「幼稚園暨幼兒中心」。

由二零零五年（即二零零五／零六學

年）開始有關幼稚園的數字包括幼稚

園暨幼兒中心開辦的幼兒班、低班及

高班的數字，因此不能與較早年份的

數字作比較。

5. Upon harmonisation of pre-primary services on

1 September 2005, all pre-primary institutions

providing services for children aged 3 or above

(including child care centres providing services

for children aged 0-6 or 2-6 supervised by the

Social Welfare Department before then) are

registered as kindergartens under the Education

Ordinance (Cap. 279) and are operated as

kindergartens or kindergarten-cum-child care

centres. Kindergartens hereafter mentioned

include these kindergarten-cum-child care

centres. Figures for kindergartens from 2005

(i.e. the 2005/06 school year) onwards include

nursery, lower and upper classes in kindergarten

-cum-child care centres. Accordingly, they are

not comparable to figures for earlier years.

6. 本報告內中五級別的統計數字亦包

括於二零零四／零五至二零零九／

一零學年期間推行的「毅進／中學

協作計劃」及於二零零五／零六至

二零一零／一一學年間由直接資助

計劃高中學校開辦的「中五以上程

度一年制課程」。

6. Enrolment statistics for Secondary 5 in this report

also cover the Yi Jin/Secondary Schools

Collaboration Project (launched during the

2004/05 to 2009/10 school years) and 1-year

Post-Secondary 5 Courses run by senior

secondary schools under the Direct Subsidy

Scheme (launched during the 2005/06 to 2010/11

school years).

7. 當局於二零零八/零九學年起，透過

公營學校提供免費高中教育，並由二

零零九年九月開始，在中四推出三年

的新高中學制。因此，由二零一一年

開始有關中六學生的數字是反映就

讀新高中學制的學生，並不能與較早

年份的數字比較。此外，新高中學制

亦於二零一二/一三學年全面推行，

本地課程自該學年起沒有中七津貼

學額。

7. Starting from the 2008/09 school year, senior

secondary education is provided free through

public sector school. The 3-year senior

secondary education under the New Senior

Secondary Academic Structure was

implemented in Secondary 4 in September

2009. Therefore, figures for Secondary 6

students from 2011 onwards referred to students

enrolled under New Senior Secondary

Academic Structure. Accordingly, they are

not comparable to figures for earlier year.

Moreover, upon the full implementation of New

Senior Secondary Academic Structure in

2012/13 school year, there are no subsidised

secondary 7 places under local curriculum

starting from that school year.

8. 為方便編製按級別的統計數字，本局

已要求提供非本地正規課程的學校

（主要為國際學校），按相等於本地

正規課程的級別程度劃分提供按級

別的學生數據。小學的統計數字亦包

括國際小學開辦的預備班的數字。

8. To facilitate the compilation of statistics by

grade, schools offering non-local formal

curriculum (mainly refer to international schools)

have been requested to provide the student data

by grade according to the grades equivalent to

those of the local formal curriculum. Figures

for primary level reported by international

primary schools also cover preparatory classes.

9. 為方便讀者了解學生人數統計的各

項數字，本報告的最後部分附有「名

詞釋義」，列出學生人數統計中各主

要名詞的定義。這些名詞的定義或會

與教育局其他分部／組所用的定義

不盡相同，故不能視為其他用途的正

式定義。

9. To facilitate better understanding of the statistics,

a glossary listing the definitions of major terms is

given at the end of this report. The definitions

listed may differ from those used by other

divisions/sections of the Education Bureau and

should NOT therefore be taken as OFFICIAL

ones to be adopted for other purposes.

以下是學生人數統計中所用各主要名詞的定

義。列出這些定義的目的，在於方便讀者了解

學生人數統計的各項數字。因此，這些名詞的

定義或會與教育局其他分部／組所用的定義不

盡相同，故不能視為其他用途的正式定義。

This glossary lists the definition of the major terms

used in student enrolment statistics. They are

included here simply to facilitate better understanding

of the statistics. As such, they may differ from those

used by other divisions/sections of the Education

Bureau and should NOT therefore be taken as

OFFICIAL ones to be adopted for other purposes.

(For easy reference, the terms below are arranged in

alphabetical order.)

學額 Accommodation

一般來說，學額指小學或中學已開辦班數可容

納的學生人數，該數字根據有關學校所採納的

標準班額或預設班額，又或有關課室的實際容

額（即核准學額）計算。課室的核准學額訂明

於教育局簽發的「容額證明書」上。至於空置

課室可容納的學生人數，則不會計算在內。

Generally speaking, it refers to the capacity of

operating classes at primary or secondary level in

terms of the number of students that can be

accommodated according to the standard class size or

planned class size as adopted by the school

concerned, or as constrained by the physical capacity

(i.e. permitted accommodation) of the classroom

concerned. The permitted accommodation of a

classroom is stipulated in the Certificate of

Accommodation issued by the Education Bureau.

Places in vacant classrooms are not counted.

標準班額適用於公營學校（包括官立、資助及

按位津貼學校）。在不同年度，標準班額或會

有所不同，須視乎當時的政策而定；而在小學

方面，標準班額亦會視乎學校的選擇而各不相

Standard class size is applicable to public sector

schools (including government, aided and caput

schools). It may vary across years depending on the

prevailing policy, and at primary level, may vary

amongst schools according to their options. In the

2012/13 school year, the standard class sizes at

primary and secondary level by grade are given

Planned class size is applicable to Direct Subsidy

Scheme, international and Private Independent

Schools. It refers to the number of students that a

school plans to admit per class as reported by the

school in the Student Enrolment Survey. In the case of

Direct Subsidy Scheme schools, figures on

accommodation prior to the 2007/08 school year are

derived based on information on standard class sizes as

assumed based on past records for individual schools.

至於不屬於私立獨立學校的私立學校，每個開

辦班級可容納的學生人數假定為45人（即《教

育條例》所規定每班最多可容納的學生人

數），或以有關課室的實際容額（即核准學

額）為上限計算。

For private schools other than Private Independent

Schools, the capacity of an operating class is taken as

45, i.e. the maximum number of students that can be

admitted according to the Education Ordinance, or as

constrained by the physical capacity (i.e. permitted

accommodation) of the classroom concerned.

資助學校 Aided School

由志願團體開辦的學校。這些學校的辦學經

費，主要由政府按照統一的資助則例撥與。

A school operated by a voluntary body and mainly

financed by the Government through the unified Code

of Aid.

按位津貼學校 Caput School 受政府以按位津貼形式資助的學校（即按每名

學生計算）。

A school which receives Government assistance in the

form of a Per Capita Grant (i.e. on a per pupil basis) . 每班人數 Class Size

即在進行學生人數統計時，各班所註冊的學生

人數。如一班內有不同級別的學生（即混合

班），各級別的學生人數會以個別級別所有的

學生計算。而班級數目則按該班內不同級別的

數目而分為二分之一班、三分之一班等。

The number of students registered in a class as at the

reference date. For combined class with students from

different grades, the class size of a particular grade is

the number of students of that grade. The number of

class is counted as one-half, one-third, etc. according

to the number of grades in the class.

直接資助計劃 Direct Subsidy Scheme (DSS) 是一項在一九九一年推行的計劃，目的旨在使

教育制度更多元化，以為家長提供更多選擇。

在這計劃下，直接資助學校在符合基本教育標

準的情況下，可自行決定課程、學費及收生條

件。政府所給予的資助，則視乎有關學校的學

生人數而定（即有關學校能否吸引家長）。

A scheme introduced in 1991 to inject more variety

into the education system to provide parents with more

choices. Under the scheme, schools are free to decide

their curriculum, fees and entrance requirements that

are consistent with basic education standards.

Government subsidy may vary depending on the

number of pupils in the schools, i.e. on the success of

the schools in attracting parents.

分區 District

指按照地方行政而劃分的區議會分區。本港共

有十八個區議會分區。

This refers to District Council (DC) districts which are

delineated basically for district administration

purposes. There are 18 DC districts. 英基學校協會學校 English Schools Foundation Schools

指由「英基學校協會」管轄的國際學校。而

「英基學校協會」是在1967年根據有關條例成

立，在香港或其他地方擁有、管理、管治和營

辦學校，該等學校是不分種族及宗教、提供以

英語為媒介的現代的通才教育予能從上述教育

獲益的男童及女童的。

They refer to those international schools operated

under the administration of the English Schools

Foundation (ESF). The ESF was established by

Ordinance in 1967 to own, manage, administer and

operate within Hong Kong or elsewhere schools

offering, without regard to race or religion, a modern

liberal education through the medium of English

language to boys and girls who are able to benefit from

such an education. 官立學校 Government School

完全由政府資助及直接營辦的學校。 A school wholly financed and operated by the

Government.

級別 Grade

代表學生在一個學年內所修讀的學校課程。 A division of the instructional programme of a school

representing the work of one school year.

國際學校 International Schools

指提供非本地正規課程，為某種文化、種族或

語言組別或希望往海外留學的學生而設的學

校。國際學校包括「英基學校協會」屬下的學

校及其他國際學校。

They refer to those schools offering full non-local

formal curricula designed for the needs of a particular

cultural, racial or linguistic group or for students

wishing to pursue their studies overseas. They include

schools under the English Schools Foundation and

other international schools.

本地學校 Local Schools

相對國際學校而言，本地學校是指提供本地正

規課程的學校，而該校學生準備參與本地公開

考試（例如：香港中學文憑）。

Relative to international schools, local schools refer to

schools which offer local formal curriculum and whose

students are prepared to sit for local examinations (e.g.

the Hong Kong Diploma of Secondary Education).

非牟利幼稚園和私立獨立幼稚園 Non-profit-making Kindergartens and Private

Independent Kindergartens

本港所有幼稚園（包括幼稚園暨幼兒中心）均

屬私營，並獨立於政府架構外，主要可分為非

牟利和私立獨立幼稚園兩大類。非牟利幼稚園

指由慈善機構開辦的幼稚園，可根據《稅務條

例》獲豁免繳稅，並且符合資格申請政府資

助，包括退還租金、差餉和地租。符合資格的

非牟利本地幼稚園可參加學前教育學券計劃

（學券計劃）以兌現學券。而私立獨立幼稚園

是指不屬於非牟利類別的幼稚園。

All kindergartens (including kindergarten-cum-child

care centres) in Hong Kong are privately run and

independent of Government. There are two main

categories of kindergartens, namely non-profit-making

kindergartens and private independent kindergartens.

The former refer to those kindergartens run by

charitable organisations. They are granted tax

exemption under the Inland Revenue Ordinance and

eligible to apply for government subsidies which

include reimbursement of rent, rates and government

rent. Eligible non-profit-making local kindergartens

may join the Pre-primary Education Voucher Scheme

(PEVS) to redeem the voucher. Private independent

kindergartens refer to those kindergartens which do

not belong to the non-profit-making category.

實用中學 Practical School

為那些對學習實用科目較有興趣，但對一般中

學課程缺乏學習動機的適齡初中學童而設的一

種新類型學校。為配合教育改革，照顧學生學

習能力的差異，實用中學由二零零一／零二學

年開始分階段主流化。於二零零四年八月，所

有實用中學已完成主流化。

A junior secondary school which provides a

diversified curriculum to cater for the group of

secondary school-age children whose motivation and

aptitude are such that they cannot benefit from the

ordinary school curriculum and may become drop-

outs. In support of educational reform and students’

diverse learning needs, practical schools started

mainstreaming by phases as from the 2001/02 school

year. All practical schools completed mainstreaming

in August 2004.

學前教育學券計劃 Pre-primary Education Voucher Scheme

學前教育學券計劃（學券計劃）於二零零七／

零八學年開始推行，為就讀合資格非牟利的本

地幼稚園幼兒班、低班或高班學童的家長提供

學費資助，同時亦會資助教師的專業發展。

The Pre-primary Education Voucher Scheme (PEVS)

implemented since the 2007/08 school year provides

fee subsidy for parents of children attending nursery,

lower and upper classes in eligible non-profit-making

local kindergartens and in parallel, subsidises teachers’

professional development.

私立學校 Private School

由私人機構開辦的學校。政府對此類學校一般

並無任何資助（私立獨立學校除外）。私立獨

立學校是根據1999年私立學校政策檢討推展的

私立獨立學校計劃所設立，並且被歸類為「私

立學校」。部份私立獨立學校開辦非本地正規

課程。

A school run by a private organisation. Normally, no

subsidisation of any kind is offered by the Government

(except for Private Independent Schools). Private

Independent Schools established under the Private

Independent School Scheme which was launched

pursuant to the 1999 Private School Policy Review are

classified under ‘private schools’. Some Private

Independent Schools operate non-local formal

curriculum course.

重讀生 Repeaters 重讀生是指 Repeaters refer to

A 'school' refers to an education institution in

operation as at the reference date (i.e. mid-September)

irrespective of the number of pupils enrolled. It is

mainly registration based. A school may be situated at

one or more locations and managed by one or more

school administrations. On the other hand, two or

more schools may share accommodation in a single

premises and managed by one or more administrations.

學校數目的統計數字是由教育局學校發展分部

提供。藝術與科技教育中心（前稱實用教育中

心）、可觀自然中心暨天文館和明愛陳震夏郊

野學園亦包括在學校數目內。

Statistics on number of schools are provided by the

School Development Division of the Education

Bureau. The Arts & Technology Education Centre

(previously known as Practical Education Centre), Ho

Koon Nature Ed Cum Astronomical Centre and Caritas

Chan Chun Ha Field Studies Centre have been

included in the total number of schools.

學校類別 Sector

學校可根據經費來源及營辦方式而劃分類別，

如官立、資助、私立等。

The classification of school according to the mode of

financing and operation, e.g. government, aided,

private, etc.

學校指定學生回校上課的一段時間。學校可分

別開辦上午班、下午班及全日制班級或同時開

辦上述班級。

A period of time in a school day in which a group of

students attend school. Schools may operate AM, PM,

and Whole Day sessions separately or in combinations.

技能訓練學校 Skills Opportunity School

為適齡而在學習能力稍遜的初中學生提供以

學習實用及技能為主的課程的另一種類型學

校。為配合教育改革，拓展有嚴重學習困難

的學生之學習空間及出路，技能訓練學校由

二零零二／零三學年開始分階段主流化。於

二零零五年八月，所有技能訓練學校已完成

主流化。

curriculum to cater for the group of secondary school-

age children who have learning difficulties and cannot

development and post-school opportunities of students

severely disabled, e.g. the visually impaired, the

hearing impaired, the physically disabled and the

intellectually disabled.

幼稚園、小學及中學的學生人數是指學年初，

Student enrolment in kindergartens, primary and

secondary schools refers to the number of students in

these schools as at the beginning of a school year, i.e.
