Regnskapet for basisvirksomheten kommenteres nedenfor i henhold til det opprinnelige budsjett.
Status langtidsbudsjettet (LTB)kommenteres kort i tabellen lenger ned i notatet.
Basisvirksomheten ved IFIKK ekskl CSMN har ved utgangen av april et mindreforbruk på ca. 13 millioner kr.
Dette mindreforbruket er ca. 0,3 millioner kr lavere enn opprinnelig budsjettert for perioden.
Inntekter
Instituttet har mottatt ca. 0,86 millioner kr mer i inntekter enn budsjettert. Avviket skyldes hovedsakelig
overføring av toppforsk-midler. Det er mottatt noe mindre midler enn budsjettert for postdoktorer som følge av
prognosen og periodiseringen. Samtidig er det mottatt salgs- og leieinntekter det ikke var budsjettert med i
perioden. Personalkostnader
Totale personalkostnader viser et merforbruk på ca. 1,2 millioner kr. Det skyldes et merforbruk på timelønn og
honorarer på ca. 0,4 millioner kr samt et merforbruk på andre personalkostnader på ca. 0,2 millioner kr. Videre
er det mottatt ca. 0,3 millioner kr mindre i offentlige refusjoner enn budsjettert. Det er og et merforbruk på
fastlønn på ca. 0,3 millioner kr. Driftskostnader
De totale driftskostnadene er omtrent som budsjettert.
Årsprognosen Årsprognosen er justert og viser et antatt mindreforbruk på ca. 2,85 millioner kr. Det er ca. 0,4 millioner kr lavere
enn opprinnelig budsjettert for året.
Tabellen under viser 1.tertial 2016 sammenlignet med 1.tertial 2017, og videre årsbudsjett og antatt årsprognose
2017, samt LTB 2018-2021. Langtidsbudsjettet viser et akkumulert resultat på ca. 33,3 millioner kr i merforbruk.

CSMN basis
CSMN regnskapsføres både på prosjekt og basis og avsluttes offisielt 30.06.2017. CSMN prosjekt avsluttes internt
ved UiO 31.12.2017, med tilførsel av 0,8 mill. kr. til CSMN basis. Finansiør har ikke tilkjennegitt innvendinger
mot at resterende midler brukes i løpet av 2018, i tråd med CSMN’s egne planer.
Personalkostnader reduseres fra 2017 til 2018 som følge av nedtrapping, og driftskostnader utgjør 2/3 av planlagt
forbruk i 2018.
Eksternt finansiert virksomhet
Tabellen viser IFIKK prosjekter inkl. CSMN prosjekt; regnskap for første tertial i 2016 og 2017, vedtatt
årsbudsjett for 2017, oppdatert prognose for 2017, samt prognose for årene 2018-2021.
Instituttet har jevnt over hatt et bra tilslag på prosjektsøknader, og den største finansiøren er Norges
forskningsråd. Det forventes at inntekter og nettobidrag fra ekstern finansiert virksomhet vil bli noe redusert i
langtidsperioden. Dette i etterkant av avslutning av CSMN i 2017 og hensyntatt de positive ringvirkningene
SFF’en har hatt for instituttet.
Regnskap 1. tertial 2017 sammenlignet med 2016: Sammenlignet med regnskapet for ett år siden er
inntektene 2,5 mill. kr. lavere (27%), mens nettobidraget er 0,5 mill. kr. lavere (14%). Nedgangen i inntekter har
sammenheng med at NFR er forsinket med overføring av midler. Årets inntekter anslås å være på nivå med
fjorårets. Reduksjon i nettobidrag kommer av at frikjøp og tilhørende overhead for desember 2015 ble
regnskapsført i januar 2016, slik at T1 for 2016 ligger noe høyt. Personal- og driftskostnader ligger på nivå med
fjoråret. Saldo er redusert med 6,5 mill. kr, dels pga. forsinket inntekt og dels pga. prosjekter som har utlignet
tidligere mindreforbruk.

Årsbudsjett & Årsprognose: Årsbudsjett er på samme nivå som årsprognose. Forsinket overføring fra NFR
gjør at inntekter er 1,2 mill. kr. høyere i prognosen. Prosjektavslutning er budsjettert med overskudd på til
sammen 0,9 mill. kr. Dette er i all hovedsak avslutning av CSMN prosjekt som avsluttes i 2017. Mindreforbruket
avsluttes mot CSMN basis, hvor det er budsjettert et forbruk som tilsvarer balanse i løpet av 2018. Dette er
således ikke midler til fri disposisjon.
Regnskap 1. tertial 2017 & Årsprognose: Personalkostnader og investeringer er i tråd med årsprognose,
mens det er et stort mindreforbruk på driftskostnader. Inntekter er relativt sett lave ifht. årsprognose pga.
forsinket overføring av midler fra finansiør. Nettobidrag ligger forholdsmessig høyere i 1. tertial enn prognose for
resten av året fordi aktiviteten ikke er jevnt fordelt gjennom året.
Prognose 2018-2021: CSMN avsluttes offisielt 30.06.2017 og i prognosen er det tatt høyde for en nedgang i
inntekter og nettobidrag. Gjennomsnittlig inntekt på 20 mill. kr. i langtidsperioden er en nedgang på 7,3 mill. kr.
(27 %) sammenlignet med årsprognose for 2017. Til sammenligning utgjør bevilgning til CSMN 4,8 mill. kr. i
2017 (halvårseffekt) og ca. 10 mill. kr. i foregående år.
Gjennomsnittlig nettobidrag er på 5,6 mill. kr. i langtidsperioden (ekskl. 0,7 mill. kr. direkte til basis) og 6,0 mill.
kr. for 2017 (pga. 0,3 mill. kr. går til andre enheter ved UiO). Det er budsjettert redusert nettobidrag i 2018 og
2019, mens det fra 2020 er budsjettert på nivå med tidligere år. Dette fordrer at instituttet fremover øker tilfang
av nye prosjekter ifht. de siste 2 årene.
Avvik i nettobidrag mellom basis & prosjekt i 2017: Det er 0,3 mill. kr. avvik i nettobidrag mellom basis
og prosjekt i 2017. Dette med bakgrunn i at prosjektsiden viser nettobidrag for instituttets prosjektportefølje,
inkludert nettobidrag som går til andre institutter ved UiO.

Faglige Prioriteringer III - forsknings- og utdanningssatsninger HF har utlyst finansiering av nye langsiktige satsinger på miljøer med høy kvalitet og potensial for
utvikling. Kunngjøringen av midler til nye satsninger innen forskning og undervisning ble
vedtatt av fakultetsstyret 03.03.2017. Inntil 20 mill. kan tildeles hver satsing over en periode på
fem år, med oppstart i 2019. Fokus i utlysningen er faglig fornyelse og samarbeid,
utdanningskvalitet og gjennomføring, og potensial for ekstern finansiering. Søknad og utvelgelse
skjer i to trinn. Til første søknadsfrist skal det sendes inn en skisse, mens de som inviteres videre til
runde to må sende inn en mer omfattende søknad. Søknadsfrist for første runde er 23. juni.
IFIKK planlegger deltakelse i sju søknader i første runde, hvorav instituttet selv koordinerer fire.

In recent years the public sphere in the West has fragmented into groups, which increasingly turn into echo chambers of the like minded. New media has expanded the problem of fake news and opened the gates for insidious propaganda. Trust in science and expertise is ebbing, old party loyalties are crumbling, and nationalism and populism are on the rise. At the same time, social and economic inequalities give people not just vastly different life prospects, but also vastly different tools for engaging in political life as critical citizens.
In this project, we argue that forming critical citizens is of extreme importance in meeting the many challenges posed by our globalized world to the core values of liberal democracy, i.e. liberty, equality, and solidarity. The main decisions that affect our lives cannot be left to global financial interests, or to ever more selective political and economic elites. But nor should political discontent be channelled into xenophobic and demagogic movements. To realize these values, however, the people must be up to the task, and for this two things must be done. We must (1) understand what critical thinking demands today, how public reason is to be sustained and formed, and how dissent should be understood and dealt with; and (2) we must form critical citizens who participate and engage in the public arena in a constructive way. Underlying the whole project is the belief that a healthy, robust liberal democracy that respects the basic rights not just of its citizens, but of “outsiders” too, requires an environment where analytic and critical skills are fostered at all levels of education.
To achieve these goals, the project has a research and an educational component. The research component is focused on a closer examination of critical thinking, public reason and dissent in our current world. The pedagogical component consists in the creation of a course on critical thinking open to all students at all levels, and of a bachelor program in Philosophy, Politics and Economics (PPE).
We think this project is timely in the context of the current discussion about the role that humanities should play within society in Norway. There are many signals pointing in this direction, among them: the recent White Paper on Humaniora i Norge (Meld St. 25); the revision of the curriculum of school teachers; and the revision of the Langtidsplan for forskning og høyere utdanning (2015–24).

I. Project members and interdisciplinary collaboration
Core members: Dragana Bozin, Reidar Maliks, Alejandra Mancilla, Ole Martin Moen, Anna Smajdor, Caj Strandberg, Franco Trivigno.
Within IFIKK, the project will benefit from collaboration with the Practical Philosophy Working Group (PPWG) and the Concept Lab.1 The PPWG seeks to develop the department’s emergent strengths in ethics, law, and politics, and includes members from the entire university.
Outside IFIKK, the project will have collaborators from the Faculty of Economics (TBC) and the Department of Political Science (Anne Julie Semb and Robert Huseby), as well as from the Faculty of Pedagogy (TBC) and the Centre for Human Rights, Faculty of Law (TBC).
II. Research component
To be able to form critical citizens, it is key to have a clearer idea of what critical thinking demands today, how public reason is to be cultivated and fostered, and how different forms of dissent challenge these values in our contemporary society. The project has consequently three main areas of research. Here is a preliminary account of them and their subtopics:
1. Critical thinking
We see critical thinking as an enabler, a necessary skill to be in a position to make a
difference as citizens. It is a shared know-how, a common ground required for
democratic dialogue.

An advantage of the project is that it builds over already existing research projects and groups within IFIKK (PPWG and Concept Lab), and in other faculties and departments (XXX). Another advantage is that, given its timely focus of interest, it is likely to attract external sources of funding, like the NRC’s programs IKTPLUSS and VAM; and the ERC’s calls under the working groups Widening European Participation, Strengthening International Participation and Open Access.
Research group
The research group will consist of the core members from the University of Oslo mentioned above, as well as the following hires:
- One full-time permanent position. Coordinator of the PPE program and the project, plus research duties within the focus areas.
- One PhD student to conduct research on one of the research topics above.
- One postdoctoral research fellow to conduct research on one of the topics above.
- Bursaries for MA students who wish to write their thesis on a relevant topic
Events
- Three conferences on the research topics
- Weekly reading groups
- Bi-weekly seminars with national and international speakers which will be an obligatory component of the PPE program, but will be open to the rest of the academic community.
- Workshops for academics in the humanities to train them to communicate effectively in the media, especially in the written press.
Organization
Advisory Board. This will have the purpose of overseeing both the research and the
teaching component of the project. It will consist of the Coordinator as well as six senior
scholars from:
- The PPE program at the University of Oxford
- The PPE program at Lund University
- The Department of Political Science
- The Department of Economics
- IAKH
- IFIKK

III. Teaching component
The educational component of our project focuses on the creation of a PPE program for bachelor students, and the development of a critical reasoning course open to all undergraduates the goal of which will be the formation of individuals who possess the necessary analytical and argumentative skills to approach the challenges above in a manner that is critical, yet constructive.
1. PPE program (Politics, Philosophy and Economics) for bachelor students
After its creation in Oxford in 1920, PPE bachelor programs have been created in a number of other prestigious universities around the world and they have contributed to the formation of future decision-makers in their countries.
The 80-group will consist of 20 ECTS credits each from philosophy, political science, and economics, and additionally 20 credits from one of them, or 10 from two of them. The program will have a 40-group and 40 free subjects. The 40-group should be composed of a number of different subject areas and thee free subjects are to be used to qualify for MA studies within one of the subjects.The Oslo PPE program will take around 25 new students each year, and will be advertised especially among political youth organizations, NGOs and other similar environments.
We considers that it answers the request from the Humaniorameldingen, where the government recommends that «Institusjonene bør derfor vurdere å åpne opp i større grad for studieprogrammer som de nevnte, der humaniora kombinert med andre fag kan gi verdifull tverrfaglig kompetanse». (s. 28).
The program will largely use existing subjects, including (in Philosophy), FIL1003
Etikk, FIL2310 Normativ etikk og metaetikk, FIL2311 Politisk filosofi, FIL2207
Fordypning – Handlingsfilosofi, and FIL2302 Anvendt etikk. Yet, bearing in mind that the program will be especially tailored towards the formation of critical citizens, the new subject in critical thinking will be obligatory. Resources can be saved through collaboration on existing subjects, for example topics in political theory at the Department of Political Science, where philosophers could contribute teaching resources, while at the same time the course could be included as a part of the required 80-group for entering the MA program in each field. There may be options for collaboration in several other cases.
Other features that may be included:
- Mandatory attendance in bi-weekly seminars taught by national and international decision-makers, academics and researchers in the three areas of study. This seminar will be open to the rest of the academic community, which will give momentum to the general project.
- Tutorials with faculty members. This would be one-on-one or two-on-one meetings with faculty in conjunction with seminars, where the purpose would be intensive writing and advising sessions.

- An honours thesis. This could be an opportunity for select students to engage in intensive research within a focused area of the PPE program.
- An internship-subject (“Praksisemne”). This would involve an internship in business, public administration, or civil society, as well as a scholastic component. It would strengthen the students’ chance at getting a relevant job upon graduation. IFIKK has been in contact with Are Turmo, the head of kompetanse at NHO, who has expressed great interest in the PPE degree, and who could connect to major Norwegian businesses for internships.
Moreover, bearing in mind the increasing importance given to the study of environmental issues in Norway and abroad, and given Norway’s international reputation as an environmentally-minded country, there will be the option of pursuing an «Environmental PPE» where students will have taken at least one subject in each area dealing with environmental questions. For example: Environmental Economics (ECON4910), Environmental Philosophy FIL 4390), and International Environmental Governance (STV4214B).
2. Undergraduate course on critical thinking
This will be developed by the core members and will be open to all students at all levels.
IV. Preliminary budget
The budget will be used for the following purposes:
-One full-time permanent position. Coordinator of the PPE program and the project, plus research duties.
-One PhD student to conduct research on one of the topics above mentioned.
-One postdoctoral research fellow to conduct research on one of the topics above mentioned.
-Four conferences (one each year), one on each of the research topics
-Organization of a bi-weekly seminar with national and international speakers which will be an obligatory component of the PPE program, but will be open to the rest of the academic community.

Innspill til FP III:
Europeisk kunnskapshistorie: En undervisningsdrevet forskningssatsning.
Den nye stortingsmeldingen Humaniora i Norge slår fast at «lese- og skriveferdigheter så
vel som kunnskap om historie og internasjonale forhold» er avgjørende for den opplyste
offentligheten som representative demokratier trenger. Masterprogrammet Europeisk
kultur er designet for å kunne møte samfunnets behov for denne typen
kunnskapsarbeidere med humanistisk kjernekompetanse. Programmet utdanner
kandidater som ikke bare er gode til å lese og skrive, men som også evner å se kunnskap
og kunnskapsarbeid i et større historisk og kritisk perspektiv.1 Vi vil gjøre dette
programmet til utgangspunkt for en faglig satsning på kunnskapshistorie ved UiO, der
både forskning og undervisning av nyskapende, tverrfaglig og samfunnsrelevant art skal
stå sentralt. Opprettelsen av forskergrupper og et studietilbud på BA-nivå er de to sentrale
tiltakene.
Undervisning som utgangspunkt: EKUL-programmet
EKUL-programmet er produkt av et reelt tverrfaglig samarbeid mellom fagmiljøene
idehistorie (IFIKK) og kulturhistorie (IKOS). EKUL-programmet skiller seg ut fra de
fleste masterprogrammer ved HF ikke bare ved sin tverrfaglighet, men ved å ha en fast og
nøye gjennomarbeidet undervisningsstruktur, der studentene får tett faglig oppfølging,
mulighet for deltakelse i forskningsseminarer, der samundervisning, praksis- og
internasjonaliseringskomponenter og digital humaniora er integrert og der det er utviklet
tett samarbeid med potensielle arbeidsgiverinstitusjoner utenfor UiO. I tillegg har
programmet bidratt til å etablere europeisk kunnskapshistorie som et tverrfaglig
forskningsfelt. Målet for vårt innspill til FP III er å få tilført de nødvendige ressursene for
å kunne ta dette videre, slik at EKUL-kvalitetene kan komme flere studenter, flere
fagmiljøer, humaniora som sådan og samfunnet som helhet til gode. Det vil vi gjøre
gjennom tiltak der nyskapende, relevant og tverrfaglig forskning og undervisning
sidestilles. Undervisningsdrevet forskning er et samlende stikkord for tiltakene som
foreslås i dette innspillet, som konkret handler om a) utviklingen av fire sterke

Europeisk kunnskapshistorie som forskningsfelt
Det kunnskapshistoriske feltet er i sterk vekst internasjonalt. Det er ikke tilfeldig, i en tid
der både syn på kunnskap og kunnskapens legitimitet, informasjonsteknologier, medier
og kunnskapsinstitusjoner er i voldsom endring. Kunnskapshistoriske perspektiver kan gi
ny og bedre forståelse en av de store samfunnsutfordringene slik den er definert både i
stortingsmeldingen Humaniora i Norge og i NFR-programmet SAMKULs programplan
2016-2020, som handler om hvordan vår tids teknologiskift gir endringer i syn på
kunnskap og endrede betingelser og muligheter for både produksjon, lagring og
sirkulasjon av kunnskap. De kan også gi ny forståelse av kunnskapens betydning for
velferdssamfunnets utvikling, og kritiske perspektiver på kunnskapsregimer og –
hegemonier på ulike fag og samfunnsområder.
Det kunnskapshistoriske feltet utvider et tradisjonelt vitenskapshistorisk fokus ved
å inkludere prinsipielt alt som har vært definert som sann, gyldig eller brukbar kunnskap
av ulike grupper i fortiden. Historiske perspektiver på kunnskapens grenseoppganger og
idealer, innhold og status, men også på hvordan ulike praksiser og teknologier, aktører og
institusjoner og politiske rammebetingelser bidrar til kunnskapsproduksjon og
kunnskapssirkulasjon, for eksempel mellom høy og lav, sentrum og periferi, står sentralt.
Det kunnskapshistoriske feltet er nødvendigvis tverrfaglig og fungerer også
internasjonalt som møtepunkt for ulike disipliner (bokhistorie, mediehistorie,
vitenskapshistorie, kulturhistorie, religionshistorie, idéhistorie/intellektuell historie osv).
Ved UiO er forskere med bakgrunn i ulike fag, med distinkte tradisjoner og fagprofiler, i
ferd med å finne felles interesser i kunnskapshistoriske studier. Flere prosjekter med
kunnskapshistorisk relevans er allerede under utvikling blant enkeltforskere, men en
større satsning på kunnskapshistorie, der vi på tverrfaglig grunnlag kan gi genuint
nyskapende bidrag til kunnskapshistorie som felt, som også kan belyse vårt eget
kunnskaps- og velferdssamfunns utfordringer, krever større, samlede ressurser.
Forskning og undervisning - sidestilte tiltak
Vårt innspill til FP III er konsentrert om to hovedtiltak.
Tiltak 1) Opprettelsen av nye, tverrfaglige forskergrupper
For å kunne utvikle kunnskapshistorie som et sterkt og samfunnsrelevant felt ved UiO,
med muligheter for varig samarbeid og søknader om eksternfinansiering, vil vi etablere
fire tematiske forskergrupper på feltet europeisk kunnskapshistorie og kunnskapskultur.
Disse gruppene vil fylle flere funksjoner. De skal

relevant veiledning og solid tilknytning til pågående forskning.
Vi vil konsentrere oss om fire kunnskapshistoriske tematikker med høy relevans for
undervisning så vel som for kunnskapssamfunnet i endring, som enkeltforskere fra de
ulike fagmiljøene vil kunne gi distinkte bidrag til. Alle temaene utforsker samtidige
problemstillinger gjennom historiske, kritiske perspektiver og relaterer seg slik på ulikt
vis til flere av de viktige samfunnsutfordringer slik de er definert i stortingsmeldingen og
SAMKUL-programmet i NFR. De har solid basis i undervisning og forskning som
allerede foregår i de to miljøene, samtidig som gruppene vil danne helt nye og produktive
rammer for både forskning og undervisning. De representerer også felt der det allerede er
etablert kontakter og samarbeid med miljøer og aktører utenfor HF/UiO (særlig med
forskningsmiljøer i Norden, men også med kunnskapsinstitusjoner som
Nasjonalbiblioteket og Teknisk museum i Norge).
Foreløpig skissemessig presentert kan feltene tenkes som følger:

3. Historisk kunnskap som humanistisk grunnlagsproblematikk

Tiltak 2) Opprettelse av en 40-gruppe i kunnskapshistorie på BA-nivå
For å kunne utnytte den kjernehumanistiske faglige profilen samt de nyskapende
undervisningsformene som er skapt på EKUL, slik at den kan komme flere studenter og
utdanningstilbudet på HF som helhet til gode, vil vi opprette en 40-gruppe på BA-nivå.
Den vil bestå i fire nye emner som tilbys studenter på BA-programmene i hhv. idéhistorie
og kulturhistorie, men som også vil gjøres attraktiv for studenter fra andre programmer.
Emnene undervises av de samme lærerne som er aktive i forskergruppene og
undervisningen vil koordineres med aktiviteten i forskergruppene. Emnene vil
hovedsakelig korrespondere med tematikken for de fire forskergruppene, slik at de gir
historiske perspektiver på utvalgte aspekter ved kunnskapssamfunnet og dets utfordringer,
men må også inkludere mer praktiske elementer. De skal gi humanistiske kunnskaper og
ferdigheter som samfunnet har bruk for. Hensikten med 40-gruppen vil være å
utvide undervisningstilbudet i kunnskapshistorie til studenter på hele HF
tilby nye, attraktive emner på BA-nivå som også kan øke rekruttering til hhv
kulturhistorie og idéhistorie

Både innholdsmessig og pedagogisk vil undervisningen videreføre erfaringene vi har
gjort med masterprogrammet. Det innebærer blant annet forskningsnær undervisning, tett
individuell oppfølging av studentene, praksiskomponenter og arbeidslivskontakt (NB, TK,
forlag), bruk av digitale verktøy for humaniora og ikke minst reell tverrfaglighet: De
involverte fagmiljøene bidrar aktivt i all undervisning (samundervisning), slik vi nå har
gode erfaringer med fra EKUL.
Den nye 40-gruppen vil bygge opp mot MA-programmet, men har også en genuin
egenverdi. Den representerer et viktig trinn i den grunnleggende humanistiske
kompetansen og den kritiske, historiske refleksjonen som studenter fra hele HF skal
utvikle og holde vedlike fra exfac-nivå til phd. Exfac03-HUM som er utviklet ved
idéhistorie er konsentrert om humanistiske grunnlagsproblemer, ferdigheter og nyere
forskningsperspektiver, og vil ses som ledd i styrkingen av undervisningstilbudet på det
kunnskapshistoriske feltet, fra første til siste semester. Ved hjelp av den tverrfaglige
kompetansen som de samarbeidende miljøene utvikler vil vi dermed etablere et komplett
og faglig sterkt undervisningstilbud gjennom hele studieløpet. Gjennom tverrfaglig
læringsmiljø av høy kvalitet og med fokus på større sammenheng i en humanistisk
utdanning fra først til siste semester kan denne satsningen bidra til forbedring av
fakultetets utdanningstilbud og ha overføringsverdi for hele institusjonen.

Prosjekt: Humanities in science: Philosophical perspectives in empirical and formal research

Humanities in science Differences in methods, assumptions, representations, explanations, understanding and
communication create divisions and tensions between scientific disciplines. They also pose
challenges for successful integration of science with broader societal concerns. Various parts of the
humanities study human understanding, representations and communication. Key examples are
research on conceptual and cognitive capacities, on scientific explanation, causation, mathematical
representations and structures, and on language acquisition and conceptual development.
Collaboration between science and the humanities is thus called for to investigate these aspects
across scientific and other contexts, and to find ways in which they can be developed and improved.
There are currently researchers, projects and teaching activities at HF (IFIKK, ILOS, ILN) that answer
to this ambition along three key dimensions. (1) The study of linguistic and pragmatic development
using experimental methods; (2) the study of scientific representations, explanations and models in
philosophy of science, and (3) the philosophical study of mathematics and computational methods.
This initiative seeks to bring these approaches together and strengthen their interdisciplinary aspects.

Current potential at the Faculty of Humanities and UiO
At present, there is a unique potential for this kind of approach at HF. The CSMN is now closing down
as a centre of excellence, but has had a strong focus on naturalistic accounts of normativity and
mentality. Several ongoing externally funded research projects initiated and led by young researchers
from the present initiative substantiate this approach: Ingrid Lossius Falkum’s project on language
acquisition and children’s understanding of figurative meaning, Sebastian Watzl’s project on the
nature of attention, and Gry Oftedal and Anders Strand’s project on causal representation and
explanation in the study of biological complexity. In the spring 2017, we initiated the “Philosophy and
Life Science Research Group” at IFIKK. This is a research group focusing on the interface between
philosophy and life sciences broadly construed.
IFIKK hosts the Toppforsk project Conceptlab, which focuses on how philosophy can account
for, and contribute to, conceptual change, engineering and development. The present initiative is
complementary to the approach of Conceptlab, and Linnebo provides a natural link between the two.
Rather than focusing on concepts, we are interested in other kinds and aspects of representational
devices. We focus more heavily on how humanistic perspectives on representation can contribute to

- and learn from - scientific understanding and development, and on how this can facilitate and
improve research communication and science-society interaction.
Many additional collaborations and activities are ongoing and interdisciplinary project
applications are under review for external funding. Allott and Hansen arrange the popular and
interdisciplinary Norwegian Summer Institute on Language and Mind. Several of these projects,
collaborations and initiatives stem from young researchers in temporary research positions. It is
important to secure and strengthen these approaches by making them less dependent on
fragmented external funding, and achieve a better integration of this approach in teaching.
Teaching
The present initiative would enable the involved researchers and teachers to make long term plans
for the integration of teaching and research in these areas. We strongly believe in the benefits of
strengthening collaborative and interdisciplinary teaching at bachelor, master and PhD levels. Our
initiative will enable courses with great potential for attracting students, and that integrate different
perspectives in a novel but required way. The positions applied for should facilitate, organize and
teach parts of these offerings. There are also some limited budget allocations to involve existing
national expertise to supplement teaching in these areas. We will:
(1) Establish a set of bachelor courses (støttegruppe, name?) of interdisciplinary and science
oriented courses. This will consist of four new courses that will be open for students from other
disciplines:
Cognitive and conceptual development collaboration between philosophy, linguistics and psychology.
Climate change: scientific, normative and institutional aspects collaboration between philosophy,
climate science and social science.
Challenges in medicine and health research collaboration between philosophy, medicine,
economics/political science.

CCSE seeks to integrate computational methods in courses across different scientific disciplines. This
collaboration provides potential for a joint course related to both digital humanities and/or the role
of mathematical modelling for philosophy and theory of science. The post-doctoral position applied
for will be aimed at the use of computational and mathematical methods in philosophy of science
and/or in humanities research. It will include 25% teaching, and it will be natural to allocate
responsibility for such a course to the post-doc.
Research
In the following sections we provide extracts and examples of research themes and ambitions along
the three dimensions, and examples of overarching themes and how they integrate the dimensions.
Research 1: The study of linguistic and pragmatic development using experimental methods
At the interface between philosophy, linguistics and psychology different perspectives on cognition,
communication and language acquisition join efforts. Experimental methods are crucial in this work,
and eye-tracking techniques are of particular importance. Eye-tracking equipment has recently been
acquired by three different departments at the Faculty of Humanities: IFIKK, MultiLing and ILOS, but
there is at present little interaction between the research groups involved. Establishing a HF LAB
environment, where equipment and competence can be shared and developed will contribute to
further strengthen this interdisciplinary approach at the faculty.
The research conducted as part of (1) adds to the understanding of our conceptual
capacitates, for example how deeply cognitively entrenched concepts are, and how this affects
reasoning, communication and interpretation. These themes provide an important interface with
topics in Research 2 and 3.
Research 2: The study of scientific representations, explanations and models in philosophy of science
Related to the recently initiated Philosophy and Life Science Research Group, we will strengthen the
collaboration with the life sciences, in particular by the suggested joint position between IFIKK and
UiO:Life Science.
Research themes include: The normativity of scientific classification: The molecular and
genetic focus in recent cancer research and personalized medicine has given cancer categorizations
in terms of genetic and molecular characteristics, with a goal to target the sub-types differently, for
examples by binding to cancer specific receptors.
Research 3: The Philosophical study of mathematics and computational methods
In the philosophy of mathematics we find accounts of how core mathematical concepts, like SET and
INFINITY develop, and on the mechanisms and constraints that play into these developments.
The centrality of mathematical modelling and computational methods in contemporary
science provides new possibilities and challenges when it comes to communicating insights,
estimating risks and uncertainty, and judging the relevance of evidence.
Research: Overarching themes and integration
Improved communication of scientific knowledge is crucial for dealing with the grand societal
challenges. This is particularly evident in the cases of climate change and health challenges.

Humanities research described above can be used to improve communication by making sources of
miscommunication explicit, and by assessing how scientific use of concepts squares with deeply
entrenched concepts and reasoning patterns. For example by revealing how cognitive heuristics may
affect interpretation of causal and generic statements.
A proper account of the semantics of causal and concepts and the nature of explanations
should facilitate the communication of causal knowledge across specialized research contexts, and
between research, policymaking and the professions. Recent developments in the philosophy of
causation have emphasized the role of defaults in causal inference and explanation (Halpern, Halpern
and Hitchcock, Strand and Oftedal forthcoming). These developments provide a framework for
analysing how norms, values and implicit assumptions affect reasoning, and can be studied from
linguistic-psychological, philosophical and historical perspectives. In addition, such a framework
provides resources to analyse some of the controversies concerning the relation between causal
explanation of behaviour in psychological, sociological and biological terms.
Operationalizing mental concepts is needed for scientific investigation into cognitive
capacities, but it is a notoriously difficult task. At the interface between Research 1 and 2 this task
can be approached with the joint resources from different disciplines. For example, intelligence
might be operationalized in terms of task responses, while still be understood as conceptually
distinct from those responses, and eligible for causally explaining such responses. This, however, is in
tension with independence conditions on causal relata, formulated in terms of the Causal Markow
condition in the mathematical causal modelling literature (research 3).
The focus on mathematical modelling and computational methods in the life sciences shows
close links between this dimension and research 2. In addition, there are exciting prospects for an
increased use of computational methods in humanities research.
Innovative potential
We believe that important innovations in the humanities will be found on the intersection between
the humanities and empirical sciences. Humanities research on such interfaces will be able to
address important questions not previously attended to, and thereby contribute novel and societally
important perspectives.
Potential for attracting external funding
The associate professor positions for which we apply for funding will all include a responsibility to
develop projects and apply for external funding. Due to the track record of the group (see below) and
the range of potential sources of funding in this interdisciplinary area, we see huge potential for
significantly expanding the initiative. External funding will be used to recruit additional PhDs and
post-docs, which will strengthen the approach considerably. The track record of the group when it

The range of available funding programs for the kind of interdisciplinary approaches represented in
the initiative is currently opening up. For example, several of the research themes described above
are central to RRI (Responsible Research and Innovation), and this opens the range of funding
sources to most life science and technology programs.
Positions and expenses We apply for funding for:
One full time position (AP1) as associate professor in philosophy of science, with responsibility for
coordinating teaching and research aspects of the project, and to initiate and facilitate applications for
external funding, starting 2019 and financed by IFIKK from 2023.
One 50/50 shared position (AP2) as associate professor, IFIKK and ILN, starting 50% 2019, full time
from 2020, explicit responsibility to seek external funding and coordinate the HF lab environment.
One 80/20 shared position as associate professor (AP3), IFIKK and UiO: Life Science, starting 2020. 20%
covered by UiO: Life Science, we have an ongoing dialogue about this, but no stated commitment at
this point. Explicit responsibility to seek external funding, in particular for collaborative projects
between HF and UIO: Life Science.
One four year post-doctoral position (PD) with 25% teaching focusing on computational and
mathematical methods in natural science and/or humanities, starting 2019.
One three year PhD scholarship (PhD) with focus on Life sciences and/or empirical methods in
philosophy, starting 2020.
Two three year 20% professor II positions (PII-1 and PII-2), one to strengthen the interface between
philosophy and mathematics, and the other to strengthen the interface between philosophy of
science and policy making, preferably from social or political science.
A part time administrative position to facilitate initiation and coordination, 20% over the first two

Sammendrag
Modernisme: krop, rum, sansning vil styrke og udvikle forskning og undervisning
indenfor modernismen ved HF. Forskningen vil med modernismen som overordnet
kategori rette fokus mod tre områder, krop, rum, sansning. Det er områder med
genusteoretiske, intermediale og værkæstetiske implikationer, som hver især og på hver
sin måde aktualiserer den kultur- og modernitetskritiske kerne som er indeholdt i
modernismen og som stadig finder nye former og udtryk indenfor litteratur, musik og
kunst og arkitektur. Projektet vil videreudvikle et eksisterende fag- og forskningsbaseret
undervisningstilbud på modernismen til et spidset tværræstetisk tilbud både på BA, MA
og Phd.niveau. Projektet er et samarbejde mellem musik, litteratur og kunsthistorie, med
IFIKK som søgende institution.
Beskrivelse og aktualitet / Faglig/Tematisk begrundelse og aktualitet
På trods af at modernismeforskning på HF ved Oslo Universitet allerede er godt forankret
i de enkelte miljøer er der for øjeblikket ikke en samlet tværfaglig og tværæstetisk
strategi knyttet til forskning i modernismen. Dette mener vi repræsenterer et stort
uudnyttet potentiale og et overordnet formål med projektet er at formulere et forsknings-
og undervisningsprojekt hvor netop modernismen udgør et omdrejningspunkt. Projektet
vil især henvende sig til den del af modernismeforskningen som kredser omkring kunst
og æstetik, og her vil krop, rum og sansning danne de overordnede epistemologiske og
metateoretiske kategorier. I tilknytning til disse overordnede kategorier vil projektet
fokusere på især køn og intermedialitet. Det er et projekt hvor refleksion knyttet til det
enkelte værk indreflekterer den civilisationskritiske kerne som er central for det
overskridende potentiale der ligger i modernismen.
Aktualitet og strategisk relevans for forskning og undervisning
Ved at gøre projektet Modernisme: krop, rum, sansning, til et prioriteret fagområde vil
HF kunne uddybe og spidse en unik kompetence indenfor et område af humaniora som
igennem mange år har repræsenteret en kerne ved HF på UiO. Betydningen af den form
for humaniora, som dette projekt fastholder og åbner for en fordybning af, vægtlægges
eksplicit i Stortingets netop udkomne humaniora melding. Her understreges det
at ”Forståelse av kunstoplevelser åbner for erfaringer og indsigt som ikke er direkte
tilgængelig på andre måder. Humaniora er centralt på alle disse områder. Derfor trænger
vi høj kvalitet i humanistisk forskning og på undervisningen av humanistiske fag både i
skolen og i højere uddannelse”. På samme måde kan det påpeges at den brede

samfundsmæssige interessen for modernismen både indenfor eksempelvis billedkunst og
arkitektur har vært stærkt øgende på 2000–tallet. Men hvordan modernismens kunstværk
kropslig opleves og rumlig erfares, sanses og betragtes er fortsat kun i mindre grad
undersøgt og har behov for nye tilnærmelser. Gennem at samle forskere indenfor dette
kerneområde ved humaniora vil humanistisk forskning ved HF bliver styrket, hvilket
også vil lægge til rette for en øget satsning på en forskningsbaseret undervisning
betydningen af hvilket vægtlægges i stortingsmelding 16. Derved vil det også
imødekomme ambitionerne udtrykt i stortingsmeldingen om bedre og mere engageret
undervisning. Ydermere vil de kandidater, som vil blive udannet indenfor projektets
ramme, erhverve en solid kompetence indenfor tværæstetiske emner og opnå
forskningsbaseret kendskab til det brede område af modernismens kultur og kunst, hvis
aktualitet vi påmindes om dagligt i vores omgivelser. Når det gælder den
samfundsmæssige relevans af projektet, vil det, i en tid hvor humaniora i stadig større
grad sættes under pres af kravet som umiddelbar samfundsmæssig relevans og nytte, står
som en påmindelse om en humanistisk forskning, som har sit formål i et mere overordnet,
og grundlæggende æstetisk og dermed også etisk erkendelsespotentiale, et formål som det
er vigtigt at humaniora holder fast i midt en stadig mere instrumentel verden styret af
kortsigtige nyttehensyn. Det er her modernismens kunst og kultur viser sin aktualitet, og
gennem en æstetisk og værknær tilgang vil der skabes både en historisk, en samtidig og
en erkendelsesmæssig base der forskningsmæssigt vil ligge i fronten og samtidig ruste
vores kandidater til den samfundsmæssige opgave de har som formidlere af dannelse og
grundlæggende humanistiske værdier, uden at miste det samtidige blik.
Det tværæstetiske forskningspotentiale og teoretiske perspektiver
Aktualiteten af et forskningsprojekt knyttet til modernismen understreges af de stadig nye
udtryk modernismen antager. Nyere international forskning fra de sidste 10 år har i
stadig større grad åbnet for modernismen som forskningsfelt ved blandt andet at påvise
dens mange nuancer, tværfaglige og indbyggede selvmodsigelser. Som en kunststil
indeholdt i det moderne, repræsenterer modernismen en modstandsform, ikke gennem
fortællingen, men gennem modernismens dekonstruktionen af moderniteten, gennem
interventioner i det som Adorno kaldte et stadig mere lukket samfund, aktuelt
eksemplificeret gennem det vi i dag ser som en postfaktuel verden. I forhold til samtidens
modernitet fastholder modernismen, som kunstform, en kunstens etiske fordring, som en
stemme af overskridelse og autenticitet. Dette civilisationskritiske element er
fremherskende i megen samtidig filosofi og æstetik. Vi ser den i nyere kønsteorier, vi ser
den i nyere fransk filosofi og æstetik hos tænkere som Jacques Rancière, Jean-Luc Nancy
og Alain Badiou.
Fordybning i krop, rum og sansning
Fælles for søgergruppen er at æstetik, kønsstudier og intermedialitet står centralt i en
forskning der har det modernistiske værk som omdrejningspunkt. Fordi modernismen ser
fremvæksten av en række nye medier, teknologier og kunstpraksisser, er det vigtig at
undersøge hvordan forskellige værk reflekterer over den nye mediesituation og hvordan
forskellige æstetiske former samtaler med hverandre. Med dette som baggrundstæppe,
har projektet til hensigt at bearbejde og fokusere på aspekter ved modernismen

Et av disse er kroppen. Kroppen som sansende, kroppen som kunstnerisk materiale, som
vi ser det i performance, i musikalsk og teatralsk fremføring, i kroppen som
gestikulerende og kroppen som kønnet, alle elementer som ligger indeholdt i
modernismen. Studiet av musikalsk fremføring og aktualisering av historisk modernisme
står centralt i forskningen på musikdrama og musikteater og i nye medier og digitale rom
der eksperimentel musik præsenteres og reciperes. Et andet element som eksplicit
tematiseres i modernismens kunstudtryk er rummet. Arkitekturens rum er både det
fysiske rum og sansninger, ligesom afbildninger af det arkitektoniske værk eller filmiske
rom henvender sig til fotografiets genrer og åbner for flere blik og medier. Rum spiller en
central rolle ikke blot i modernismens arkitektur, modernismens billedkunst er dybt
forankret i værkimmante rumlige diskurser ligesom modernismens kunst eksplicit sætter i
spil rummet mellem værk og betragter. Gennem sit fokus på et værkets hvordan og ikke
hvad, radikaliserer modernismen henvendelsen til sanserne. Visualiteten i modernistisk
litteratur er ligeså essentiel som teksten i visuel kunst. En hovedtendens i både
modernistisk prosa og poesi går ud på at udforske brudfladerne mellem romlige og
temporale struktureringsprincipper. Den litterære modernismens tendens til spatialisering
implicerer også en nutidig kortlægning og udprøvning af forskellige syns- og
betragtningsmåder. Dette indebærer at den modernistiske litteratur ofte præges af
intermedialitet.
Performativitet overskrider radikalt genregrænserne mellem teater, musik, billedkunst og
arkitektur. Kroppen og blikket er kønnet og påtvinger på samme måde som motivkredsen
i det modernistiske værk refleksioner over køn og sansning. Som isme påkalder
modernismens kunst sanserne frem for narrativiteten. Historiefortællingen destrueres,
dekonstrueres, og erstattes af den værkæstetiske tilnærmelse, fænomenologien,
semiotikken og dekonstruktionen. Det er med udgangspunkt i disse momenter, at et
tværæstetisk og tværfagligt undervisnings- og forskningsprojekt vil kunne yde et bidrag
til forskning indenfor modernismen specifikt og til humanistiske forskning ved UiO
generelt.
Undervisningspotentiale
Både på et overordnet tværræstetisk niveau og gennem forskellige studieprogram har HF
ved UiO i dag et omfattende undervisningstilbud som har tyngdepunkt i en
forskningsbaseret undervisning på modernismen. Dette tilbud af allerede eksisterende
emner mener vi har et stort potentiale til at blive samkørt således at studenter både på BA,
MA og eventuelt senere Phd.niveau i større grad kan udnytte et tværræstetisk
undervisningstilbud i sin egen kompetanceopbygning og evt forskningpotentiale med
modernismen som fordybning.
HF tilbyder i dag en tværæstetisk studieretning, EST 1000, EST 2000, KUN 2000,
ligesom der er oprettet et masteremne KUN4335, Estetiske teorier, som kan give også
masterstuderende ved HF en mulighed til yderligere fordybning i æstetik. Et andet
tværfagligt emne indenfor HF repræsenterer emnerne LIT3462 og LIT4461, Kjønn og
Estetikk. Disse tværfaglige og –æstetiske undervisningstilbud har været populære blandt
de studerende og peger på et uudnyttet potentiale blandt den gruppe af studerende som er
interesseret i æstetiske tilnærmelser. Ved at tilføje æstetikken en værknær dimension vil
en satsning på modernismen kunne tiltrække en større gruppe af studerende, ligesom

gennemføring vil kunne forbedres gennem undervisningens tætte tilknytning en samlet
forskningsstrategi blandt en engageret gruppe af forskere knyttet til billedkunst,
arkitektur, musik, film og litteratur.
Af mere fagspecifikke emnetilbud som kan knyttes til området er på kunsthistorie for
eksempel KUN 4086, Modernisme: kunsthistorisk ekskursjonsemne, KUN 2450,
Modernitet, visualitet og seksualitet i 1800 tallets billedkunst, KUN 2135 Arkitekturens
præsentationsformer.
I projektets faglige fornyelse og samarbejde må det påpeges at det ikke mindst er meget
vigtig å kunne tilbyde studenterne en tvær-æstetiske refleksjon omkring kunstværk som
de ellers ikke får i de eksisterende tilbud. Vi planlægger derfor at oprette 1- 2 nye emner
hvor projektets fire aspekter med de forskellige faglige retninger er involveret for at
styrke det tværæstetiske potentiale i projektet. Eksempler på sådanne tværræstetiske
emner vil være Kropp, kjønn og rom i hjemmets estetikk, et andet: krop, by, rum, eller
Modernismens samtidighed. Ved at bibringe projektet de ekstra ressourcer der er
nødvendige for at udvikle denne tværfaglige og tværæstetiske satsning forsknings- og
undervisningsmæssigt vil det være muligt for HF ved UiO at tilbyde de studerende en
spidskompetence der allerede nu og i stadig øgende grad er efterspurgt i en verden hvor
oplevelsesøkonomien fylder stadig mere og hvor de såkaldte ’kreative byer’ også danner
basis for økonomisk udvikling. I disse byer satses der stadig mere på kunst, kunstmuseer
og koncerthuse.
Arbejdslivsrelevans og aktuelle samarbejdsinstitutioner idenfor undervisning
For å styrke satsningens arbejdsrelevans vil det i deler av undervisningen være et
samarbejde med statslige institutioner med samlinger og kompetence på modernismen.
Her nævnes Nasjonalmuseet for kunst, arkitektur og design, Munch- museet og
Høvikodden (billedkunst og musikk). Også HFs eget Senter for Ibsen- studier vil kunne
være aktuel. Projektet vil bibringe en tværæstetisk dimension som ikke er tilstede i de
nuværende erhvervs PhD’er
Ansøgere
Bente Larsen er professor i kunsthistorie, IFIKK, med speciale i fransk og nordisk
modernisme samt nyere æstetiske teorier. Larsen har publiceret bredt indenfor æstetiske
teorier og kunsten efter 1830. Larsen var i perioden 2006-2010 leder for det nordiske
NordForsk financierede forskningsnetværk, The Bodily Turn
Espen Johnsen er professor i kunsthistorie, IFIKK, med speciale i norsk og international
modernisme med fokus på arkitektur og design. Arbejder også med modernistiske avant-
garde grupperinger som CIAM og fransk modernisme (Le Corbusier). Deltager og
pådriver i forskellige nordiske forskernetværk.
Anne Birgitte Rønning er professor i litteraturvidenskab med speciale i allmenn
litteraturvidenskab og har særligt arbejdet med kønsperpektiv på litteraturhistorie og
æstetisk teori. Hun har siden 2003 haft ansvar for årlig undervisning i ’kjønn og estetikk’
som tilbydes bachelor- og masterstudenter i kunsthistorie, litteraturstudier
og ’tverrfaglige kjønnsstudier’.

Erling E. Guldbrandsen er professor i musikvidenskab med speciale i musikalsk
modernisme, tværræstetisk teori, musikalsk fremføring, æstetisk erfaring og værktolkning,
specielt indenfor tidlig modernisme fra Wagner og Mahler omkring 1900 og indenfor
musikalsk modernisme i Frankrig efter 1950. Sidste publikation indenfor temaet er hans
bog Transformations of Musical Modernism, Cambridge University Press 2016.
Øystein Sjåstad er førsteamanuensis i kunsthistorie med speciale i europæisk billedkunst
fra sidste del av 1800-tallet og semiotik. Relevante bogudgivelser: A Theory of
the Tache in Nineteenth-Century Painting (Ashgate/Routledge, 2014) og Christian
Krohg's Naturalism (University of Washington Press, høsten 2017).
Aron Vinegar er professor i kunsthistorie med speciale i modernismen og

Christian Refsum er professor i allmenn litteraturvidenskab med speciale i symbolistisk

Marit Grøtta er førsteamanusensis i litteraturvidenskab med speciale i modernistisk

Projektet har til hensigt at søge om midler til en projektlederstilling indenfor området

som er fælles for alle deltagende fag, fordelt på 50% til egen forskning, 25 %
undervisning og 25% koordinering. Stillingen vil være essentiel når det gælder
planlægning af undervisning ligesom forskningen vil kunne give de overordnede rammer
omkring projektet tema.
Der søges også om midler til to PhD’er for at sikre rekruttering og også sikre at projektet
tiltrækker højt kvalificerede studerende indenfor området.
Desuden vil der blive søgt om midler til en indledende workshop med inviterede
gæsteforelæsere og med deltagelse af et advisory board, en årlig workshop over tre år
med deltagelse af masterstuderende, PhD’er samt fast videnskabelig ansatte.
Projektet vil søge forskningsrådet om midler 2019, og planlægger på længere sigt en
HERA forskningsansøgning.
Projektet har en stærk undervisningsmæssig komponent hvor fokus er på at kunne tilbyde
en i norsk sammenhæng unik kompetence, som samtidig er en kompetence der i stadig
større grad efterspørges lokalt og globalt. De enkelte institutter ved HF har pr. i dag ikke
mulighed for at afsætte midler til en fuld stilling indenfor dette tværfaglige område. Det
samme gælder de to PhD stillinger. De workshops som der også søges midler til vil

1. Short project summary
We propose a research group whose agenda is to investigate the human language faculty and its cognitive underpinnings from a multimodal perspective that pushes research and teaching beyond the confines of traditional boundaries on the study of human language. We will pursue the investigation of human language from a perspective that spans other areas of human cognition, such as vision, dance and music; we will apply both linguistic and non-linguistic methodology (such as game theory) to these areas. The overarching idea is that we will thus gain new insights into central aspects of human cognition, as instantiated by natural language.

4. Description of both the research and instructional components
Our research program investigates a breadth of topics pertaining to multimodality, such as (but not limited to) the syntax/semantics of dance and music, and the psychological/ philosophical analysis of subjectivity, perception and perspective in natural language (compared to other modes of communication). The underpinnings of such research will be formed by research in the core linguistic fields of syntax, semantics, pragmatics and their interfaces. Connections to areas such as dance and music will be explored in close collaboration with Alexander Jensenius and his team of researchers at IMV. Together with colleagues at PSI (in particular Bruno Laeng), we will explore topics such as the division of labour between vision and language (i.e., the cognitive module encompassing natural language semantics) with regards to phenomena such as referent-tracking and disjoint reference in visual narratives (e.g., narrative dance / wordless picture sequences). Connections between language and vision will also be made at the level of how direct vs. indirect perception is linguistically encoded. Collaborations with philosophers at IFIKK allow us to explore the representation of abstract objects and abstract reference in iconic meanings (as constituted by different sequences in dance and music), including topics such as plurality and how it is conceptualized / realized at the intersections of philosophy, linguistics, and logic. Our planned collaborations extend to a comparison of language with strategy games such as

chess, which we view as two manifestations of human cognition. Both allow us to learn about the differences between the human mind and artificial intelligence. Potential research areas not only include a comparison of how game-theoretic considerations play out in chess vs. language, but also questions concerning a possible compositional semantics of chess moves.
On the teaching side, we plan to introduce research-based cross-disciplinary classes at the BA and MA level. These will integrate current research, spanning departments such as ILN and IMV/PSI (in addition to other departments with a language focus). Participants in this FP3 project will co-teach classes on topics such as music and language cognition (ILN/IMV), or meaning in vision and language (ILN/PSI), as well as the philosophical underpinnings of pragmatics in natural language research, psycho- and neurolinguistics. Project members are flexible with respect to the department host for such cross-disciplinary classes.
5. Description of the project objectives (challenges that it will help to resolve)
This project not only aims at furthering our core understanding of human cognition in its manifestations (e.g., language, music, and dance); by doing so, it also addresses fundamental issues that our society faces in the current day and age, where artificial intelligence is more strongly integrated into daily life and research on human-robot interaction is gaining in importance. Our research will shed insights on the differences between the human mind and artificial intelligence, as well as pave new roads in our understanding of the emerging needs in human-robot interaction (including areas such as speech act encoding, gestures, aesthetic discourse, non-linguistic communication, subjectivity, emotivity, and sentiment analysis).
6. Description of cooperation and interdisciplinary aspects of the project
This FP3 project has an interdisciplinary orientation, covering, in particular, the fields of Linguistics (ILN/ILOS/IFIKK), Musicology (IMV), Psychology (PSI), Philosophy (IFIKK) and Informatics (IFI). It is, by its very design, geared towards interdepartmental collaboration. There is a significant potential for co-teaching across departments (e.g. a course on language and music co-taught by Alexander Jensenius and Pritty Patel-Grosz, or a course on the philosophy of language co-taught by Øystein Linnebo and Dag Haug or Kjell Johan Sæbø).
7. Description of the project's innovative potential
The topics that this project will cover are, as of now, largely underresearched and unexplored. The last decade has seen a surge in applying linguistic methodology to other areas of human cognition (such as music and dance), generating the hope that we can thus achieve a deeper understanding of the human mind. The group of collaborators at UiO (and beyond) gives rise to a unique bundling of competencies, which forms the basis for true progress in these areas.
8. Description of the project's potential for attracting external funding
This project will provide its members with essential infrastructure and resources to prepare successful ERC Starting/Consolidator Grant proposals. It would also create foundations for an application for a new centre of excellence, which project members have shown an interest in.
9. Plans for how funding will be used, including activities, measures and new positions
While this will be a cutting-edge group that aims at pushing the boundaries of language research, we adopt a student-centred approach that truly unifies research and teaching. It is our designated goal to intergrate outstanding BA, MA and PhD students into the FP3 group, much in line with the recent white paper on the humanities (Stortingsmelding om humarniora). This will aid us in producing sucessful and internationally oriented students, who can then further their academic careers at other international world-class institutions, thus contributing to a further gain in international recognition of UiO and the departments that are involved. In line with these goals, we plan to use the allotted 20 million NOK for the financing of 1 permanent position, 1 postdoc, 2 PhD positions, and research assistantships / scholarships for BA/MA students, in addition to research-related project expenses.

In brief
We propose the establishment of Oslo Environmental Humanities (Oslo Miljøhumaniora, OEH) as
a new and experimental interdisciplinary initiative at HF.1 While open to all scholars and students,
OEH is hosted by the Department of Culture and Oriental Studies (IKOS) in close collaboration
with the Department of Philosophy, Classics, History of Art and Ideas (IFIKK) and Department of
Archeology, Conservation and History (IAKH). It is organized with the aim of promoting research
on environment and climate change that is historically, culturally and philosophically grounded.
Several groups at HF, within a wide range of disciplines, are already doing research in this field and
have strong international networks. However, we have by no means realized the full potential of the
humanities at UiO. OEH will build stronger research ties between the humanities, the natural
sciences and the social sciences in the field of climate and environmental research. We will
experiment with new interdisciplinary courses in Environmental Humanities at Master’s and
Bachelor’s levels, and we will put HF on the map as the centre for Norway’s first organized
Environmental Humanities initiative.
Participants – current and potential
In November 2016, a group of scholars at IKOS took the initiative to organize an initial meeting
and two larger seminars about Environmental Humanities. The last seminar was held on May 23
and more than 40 scholars, most of them from HF, signed up and participated together with two
invited guest speakers, Karen Thornber,professor of comparative literature and director of Harvard
University’s Environmental Humanties Initiative, and Bryan Til, professor of anthropology and
involved in Oregon State University’s long-term development of environmental humanities.
The basis for these early initiatives were three established research groups working on issues related
to environment and climate change from interdisciplinary and humanistic perspectives at IKOS.
The projects Geological Times, GreenMENA and Airborne all include PhD, postdoctoral and senior
scholars, and two of the projects have received considerable financial support from, among others,
the Norwegian Research Council. This spring IKOS announced three positions for PhDs and PDs
connected to these three projects. Similar initiatives are taking place at IFIKK, for instance in the
project Back to the Sustainable Future and other research groups connected to art history and
philosophy; and at IAKH, exemplified by the project on historical ecology and state formation in
Africa, and by the department’s recent announcement of a professorship in Environmental History.
Scholars from other HF departments, for instance, in the disciplines of Nordic literature (ILN),
musicology (IMV), and media science (IMK) have also expressed strong interest in the initiative.
At the seminar in May there were participants from the HF departments of IMK, IMV, ILN, IFIKK,
IAKH and IKOS.
In connection with the three open environmental humanities seminars mentioned above, 21 tenured
scholars (FVA) from the disciplines of art history, philosophy, Asia and Middle East area studies,

history, archeology, cultural history, religious science, and media science, explicitly expressed their
interest in the topic and supported the idea of developing Environmental Humanities further into a
larger HF initiative. These include:

In addition, a considerable number of PhD and postdoctoral researchers have shown interest for this
field, and we have good reason to believe that it will be of interest also to students at Master and
Bachelor levels.
OEH is meant to be for the entire HF – not merely the three organizing departments – and the hope
is that more HF scholars will eventually become interested in directing their research towards the
environmental humanities and contribute to the cooperation across disciplines within and beyond
the humanities.
Aim of UiO: Environmental Humanities
The humanities study the human: Interactions, communication, agency, esthetics, intentions,
experiences, values, sensibilities, dreams, and uncertainties. In the future, the study of the human
will increasingly encompass what we have come to call “the environment”, and vice versa. Because
of the extent to which humans have altered the earth’s ecosystems, it has become more and more
clear that the dichotomy between nature and culture that for long has informed the humanities and
natural sciences is not viable. It is often difficult to see where nature ends and culture begins.
Environmental humanities is per definition transdisciplinary and multiperspectival. It is inclusive, in
the sense that it brings the humanities into closer dialogue with other sciences while maintaining a
firm grounding in cultural, philosophical or historical interpretations of climate and environmental
change and resilience.
The aim of OEH is to develop ways for the humanities to better engage with researchers in
the natural sciences in order to produce vital knowledge about the entanglements of humans and
environment, in past, present, and future. OEH builds on three assertions. Firstly, that the field of
climate and environmental research is suffering from the lack of a consolidated and sustained
engagement from humanities researchers. The humanities need, for instance, to play a more active
role in critically evaluating and interpreting the ways in which big data is developed and used in
climate sciences. They have the potential to generate new insights into how humans have made
sense of and dealt with environments in different times and spaces, and they can, for instance,
contribute with knowledge of how technological shifts generate new relationships with, and
understandings of, the environment. The possibilities are endless, but require incentives and
structures promoting this kind of collaboration. In this regard, our initiative is supported by the
Norwegian government’s recent white paper about the role of the humanities
(“Humaniorameldingen”). The paper leaves no doubt that society expects the humanities to take a
more active role in the generation of new research questions and themes, not least in the field of
environment and climate change. Such a turn in the humanities might help bring new
methodological and theoretical inspiration to the already established humanistic disciplines and, not
least, it might help develop better solutions. As Ghassan Hage writes, “The [environmental] crisis
makes of the planet a sinking ship. It becomes futile and even obscurantist to study anything aboard

the ship on its own, as if the ship is not sinking. Likewise, it becomes equally imperative to show in
what way what one is studying can help stop the sinking process”.2
Our second assertion is that scholars from the humanities to a larger extent than now need to
take the lead in developing new research questions, planning for cooperation across academic
disciplines, and participating in interdisciplinary applications for external research funding. This
requires more than good intentions or normative encouragements. It requires organization and a
different institutional order of knowledge. Here it is helpful to look to other parts of Europe, and to
Australia and the US where a growing number of universities are now experimenting with different
ways of setting up and structuring research and teaching in the Environmental Humanities.
Environmental Humanities is a bourgeoning and therefore also quite open and undefined field
where different universities have somewhat different approaches. If OEH is established, we at HF
will need to develop our own form and content, our own environmental humanities identity. We
suggest an experimental model that encourages leadership by humanities scholars in
interdisciplinary projects, opens up for closer integration of research and education, and has a
strong emphasis on societal outreach and dialogue. We also propose to collaborate with Harvard
University’s Environmental Humanities Initiative whose director, Prof. Karen Thornber, we are
already in close contact with, and with the Environmental Humanities initiative at Oregon State
University where we also have close research networks.
Our third assertion concerns our proposal to put HF on the map as Norway’s first centre for
organizing environmental humanities. As the largest humanities faculty in Norway, HF should take
the lead in organizing Environmental Humanities and we suggest that UiO supports the initiative by
making OEH a central component of its UiO:Energy program and the UiO: Life Science program.
By doing so, HF and UiO would:
a) Create a platform for collaboration between human and natural sciences with a firm basis
in the humanities. This kind of collaboration still has difficult conditions in the present institutional
order and funding schemes.
b) Help strengthen UiO:Energy and UiO: Life Science, and secure more research funding
also to the humanities aspects of energy/environmental research;
c) Send a clear response to the Norwegian government regarding its white paper call for
more humanities research on the largest global challenges of our times.
d) Hopefully.... help us, just a little bit, to better deal with the global environmental crisis by
unpacking the innovative, self-reflexive, critical, methodologically skeptical and historically
conscious voices of the humanities in the field of environment and climate change.
Organization of OEH
OEH is organized as a collaboration between IKOS, IFIKK and IAKH, but it is open to all scholars
at HF and encouraging cooperations with researchers from other faculties and universities. It will
have a director (possibly a vice-director) and a physical meeting place where workshops, seminars,
and meetings will take place. It will run its own website, organize different teams and activities as
outlined in more detail below, and be accountable to the organizing departments through a council
of representatives from IKOS, IFIKK and IAKH and, possibly, the faculty level, UiO:Energy and
UiO: Life Sciences. OEH will initiate cooperation with the relevant Master programs as outlined
below (Education activities).
Research initiatives
The aim is to strengthen the position of the humanistic disciplines in research related to
environment and climate change, and to promote new interdisciplinary forms of research where the
humanities play a central role in developing the questions asked. OEH will concretely:

Experiment with “Question-labs” where HF scholars get support for organizing workshops
developing new research questions in cooperation with scholars from other disciplines than
their own, preferably from the natural sciences. In a research process, the stage where
research questions and hypotheses are developed is crucial. In order for the humanities to
take a more proactive role in climate and environmental research, it is necessary to establish
fora where groups are encouraged to develop joint methodological and theoretical
understandings at an early stage. The “Question-labs” will facilitate this.
Engage internationally profiled scholars in the field of Environmental Humanities in
Professor II positions. Three professor IIs will be hired to help in building, inspiring and
supporting new research projects and to contribute to teaching at a high international level in
the proposed courses at the Masters’ level.
Connect and support PhD and Postdoctoral scholars working on Environmental Humanities
related topics, through workshops, PhD courses, and seminars.
Establish an “Environmental Humanities support team” that offers assistance to HF scholars
and groups planning to apply for external funding for Environmental Humanities projects.
Organize guest lectures and workshops with the aim of strengthening HF’s competence in
the field and inspire young scholars and Master level students.
Cooperate with the Natural Science Library to establish a new platform for curiosity-driven
explorations across disciplinary borders.
Organize key researchers connected to OEH as teachers and co-teachers in the master’s
level courses developed (see below).
Educational initiatives
All educational activities will draw on the research collaborations and activities outlined above. The
aim is to strengthen students’ interdisciplinary knowledge and competence in Environmental
Humanities without weakening their own academic discipline. Instead of establishing yet another
full study programme (such as a master programme in environmental humanities), we suggest to
bring environmental humanities into existing master programs, making it possible for students to
draw on methodologies and theories from their own disciplines to study topics concerning
environment or climate change. At the same time, students will encounter teachers from other
disciplines working on environmental humanities, and they will benefit from the new
methodological and theoretical platforms developed through OEH’s research collaborations. OEH
will organize team-teaching will teachers from several disciplines teaching and working together
with the master’s level students, and the courses will necessarily take an experimental form,
something which is meant to also inspire and engage students who come together from different
humanities disciplines.
Furthermore, OEH will support both students who wish to do internships in relation to their study
within the environmental humanities, and students who wish to pursue an academic career within
the environmental humanities. This again requires close cooperation between OEH and existing
master programs. This organization may, in some respects, prove to be more challenging than
establishing an entirely new master program dedicated exclusively to environmental humanities,
because it necessitates close cooperation with teachers/supervisors connected to the existing study
programs. However, we believe that this is a better way to set out, because students need a solid
theoretical and methodological base in an academic discipline, and because we are yet uncertain
about the job possibilities following a “pure” environmental humanities masters’ program. OEH
will concretely:
Establish a package of 30 sp courses in Environmental Humanities aimed at students in
existing HF master programmes. The “Environmental Humanities Course Package” is
interdisciplinary, limited to 20-25 students based on motivation and qualifications, has an

international profile, will be taught in English, is project-based, and has close follow-up of
students. It supports students in their own disciplines while giving them academic guidance
to pursue the study of EH topics. We will establish interdisciplinary pilot-classes with team-
teaching, and we will draw on existing master courses, for instance, in environmental
archeology at IAKH and from SUM’s master programme in sustainability and development.
Engage Prof. II (see Research initiatives) to assist teaching in the Master’s Package (above).
Establish an “Environmental Humanities supervision team” that offers co-supervision to
students from the Package who wish to write their thesis in an environmental humanities
related topic.
Experiment with “Team Teaching” with teachers working together across disciplines in the
Environmental Humanities Package. The Team will also offer co-supervision for students
interested in writing on a topic related to environmental humanities for their Bachelor’s
thesis.
Consider the establishment of a Bachelor course in English on Environmental Humanities.
This may have the potential of drawing international students to HF, while strengthening the
interest in the topic among Norwegian bachelor students.
After three years: Establish “Environmental Humanities Alumni” to build networks and
share experiences among and with “EH package” graduates.
Outreach and dialogue
OEH will try to build better communication between humanities and various actors in society
working with issues of environment and climate change, including NGOs, local and national
government, the education sector, and the private sector. OEH will:
Start “Forum for Miljøhumaniora” which will be a Norwegian meeting place at HF for
discussions, presentations, dialogues related to environmental humanities research and
education.
Establish a website for “Oslo Miljøhumaniora “ / Oslo Environmental Humanities”.
Potentials for collaborations within and beyond HF
Oslo Environmental Humanities offers a new way of organizing collaborations across HF’s
departments and beyond in the field of environment and climate research. A sufficient number of
scholars from different disciplines and departments at HF have shown interest in the development
of OEH to secure cooperation across the faculty where OEH is established. Internally at UiO there
is also great potential for working more closely with natural scientists and researchers from the
social sciences, for instance those connected to the centrally supported programs UiO:Energy and
UiO: Life Sciences. Furthermore, the Centre for Development and the Environment (SUM) has a
small (around seven) group of tenured staff, and a larger group of PhD and Postdoctoral scholars
working with different aspects related to development and/or environmental studies. SUM has a
strong research history in environmental philosophy and anthropological environmental research,
but relatively few scholars from other humanistic sciences have been engaged in the research at
SUM. OEH is an entirely different organization than SUM, in that it is established as an initiative
by and for the humanities, and with a specific focus on environmental humanities. Nevertheless,
there is an obvious and positive potential for collaboration with SUM, both with regard to the
development of new research projects and, not least, concerning OEH’s plan for developing a
package of relevant humanities oriented courses at the Master’s Level. With regard to international cooperation, we are, as mentioned above, already in close
contact with scholars who are in charge of, or working closely with, their own university’s
environmental humanities initiatives. In addition to Karen Thornber from Harvard’s program and
Bryan Tilt from Oregon State University, we wish to mention Professor Prasenjit Duara who is
heading Duke University’s new Global Asia Initiative, which has become an important hub for

environmental humanities at Duke. Professor Duara will be appointed Honorary Doctor at UiO in
September 2017. In addition, we have contacts with colleagues in Aarhus University where a center
for environmental humanities has recently been started, and there are several other Nordic
institutions which are relevant if OEH is accepted. Finally, since several scholars from Asia and
Middle East area studies are engaged in the development of OEH we will draw on their contacts in,
e.g. China and the United Arab Emirates, to build networks also with relevant research
environments there.
External funding
It is always difficult to predict levels of external funding. However, the issue of how humans in
different parts of the world and in different times of history deal with climate change, pollution, and
various forms of socio-environmental disruptions is explicitly calling for more engagement from
the humanities. There is also reason to believe that both the Norwegian Research Council and the
EU funding schemes are in the process of adapting to this call. With the Norwegian government’s
recent white paper on the humanities, we do have a momentum for ensuring that humanities
scholars to a larger degree are included when new research program are developed and new
questions formulated. It is likely that more calls for thematic research will open up to humanities
perspectives, especially when integrated with natural science research. We need to seize this
opportunity and develop new forms of organization better adapted to these knowledge needs.

Sivilsamfunnets utvikling i Norden siden 1750
Overordet mål
Et fungerende moderne samfunn forutsetter en form for balanse mellom samfunnets sivile
struktur og dets politiske og rettslige organisasjon. Gjennom å rette fokus på hvordan det
sivile samfunnet er blitt formet i Norden både gjennom hjemlig tradisjon og gjennom
internasjonal påvirkning, vil satsingen følge opp Humanioriameldingens fremheving av økt
«kunnskap om historie og internasjonale forhold» som et kjernepunkt i humanioras rolle i
dag.1 Her vil vi spørre om hva som har samlet, og hva som har splittet.
2 Vi skal anvende
historiske, litteraturhistoriske, idéhistoriske og rettshistoriske perspektiver og ivareta
tverrfaglighet ved at forskningsområdet er felles, men forskningsmetodene forskjellige. Vi vil
sette opp tverrfaglige forskningsmål, og vi vil lage en plan for å integrere forskningen i nye
utdanningsstrukturer og undervisningsformer.
Forskningsmål
Et aktivt sivilsamfunn har vært gjenstand for fornyet forskningsinteresse de siste årene og er
ofte blitt fremhevet som et typisk trekk ved de moderne nordiske velferdsstatene. Nettopp
bredden i hva vi kan definere som sivilsamfunn i vid forstand – fra hjem og familie til
marked, utdanning og kultur – innbyr til et komparativt blikk og tverrfaglige innfallsvinkler.
Sivilsamfunnet blir ofte forstått som summen av institusjoner, organisasjoner, sosiale
bevegelser og individer som interagerer mellom familie, stat og marked for å fremme felles
goder.3 Samtidig vil det også være del av et transnasjonalt og internasjonalt kollektiv:
Mentaliteter, vaner, moral, omgangsformer, verdier og livsoppfatninger formidles på tvers av
statsdannelser. Sivilsamfunnet sprenger vanlige statlige rammer. ‘Sivilsamfunnet’ og civil
society er kategorier og begreper med sin egen historie, og satsingen må ta for seg endringer
av forestillinger, begrepsbruk og forståelse av sivilsamfunn. I stor grad er det også betraktet
som en forsonende forestilling. Men for «de andre», for minoriteter eller nye
samfunnsmedlemmer kan det også fremstå mer eksklusivt, som et fellesskap som også
medfører «utenforskap». Tilliten innenfor det sivile samfunn utfordres i dagens flerkulturelle
virkelighet på en rekke felter. Med den tidsperioden vi har valgt, vil vi imidlertid også se disse
utfordringene i et bredere historisk perspektiv.
Ved å få til et tettere samarbeid mellom universitetets historiske, ideorienterte,
rettshistoriske og kultur-orienterte fag vil vår forskning tilføres betydelig merverdi. I tråd med
UiOs Nordensatsing vil vi studere norske og nordiske hovedtrekk ved sivilsamfunnet både i

forhold til statsapparatet, til kulturelle endringsprosesser, og til det enkelte menneskes
opplevelse av samhørighet og medborgerskap. Satsingen skal utvikles i dialog med og bli en
videreføring av Universitetets pågående hovedsatsning ved HF, UiO:Norden-programmet.
Ved å knytte forskning direkte til undervisning vil vi for det første være med på å
forbedre den samlede utdanningskvaliteten på HF, både på tvers av våre fag og i samarbeid
med fagmiljøer og institusjoner utenfor. For det andre vil forskningssamarbeidet med sentrale
kulturinstitusjoner som Nasjonalbiblioteket og Riksarkivet innebære at studenter kan tilbys
ekstra omfattende kildetilgang, ny digital kompetanse og praksisnærhet gjennom hospitering,
noe som kan øke deres kvalifikasjoner i forhold til fremtidens varierte arbeidsliv.4
Utdanningsmål
Vi vil overskride en del av dagens programgrenser ved å utvikle en eller flere tverrfaglige 40-
grupper, men der eksisterende emner også kan inngå. På idéhistorie vil f.eks. emnet IDE2060
Tenkning om politikk og samfunn være velegnet, og studenter kan også søke om å få ta emner
på EKUL-programmet. På litteraturvitenskap tilbys bl.a. emnet LIT4403 Bokhistorie og
tekstkritikk. På historie kan det lages særemner på HIS1000-nivået og nye HIS2000-emner,
samt HIS3090-oppgaver basert på kilder fra Nasjonalbiblioteket og Riksarkivet med
tilhørende praksishospitering. Lektorstudenter på begynneremner i historie skal tilbys
relevante særemner med vekt på lærerne og skolens rolle i sivilsamfunnet, som en spore til
interesse for emnefeltet videre i studiet. Kompetanse i digital humaniora vil inngå som en
integrert del i de ulike undervisningstilbudene.
Både på bachelor og master kan et fast lesepensum kunne erstattes av praktisk arbeid
med varierte tekster fra fortiden, supplert med tilpassede teoretiske og metodiske
tilnærminger. Normal undervisningsform vil da bli arbeidsseminar. Forskningssatsingen
nedfeller seg særlig i samarbeidet om undervisning på masternivå. I tillegg til
masteroppgaver, tilbys 4000-emner på hvert program der undervisningen inngår i en
fortløpende konkret forskningsprosess. Tre emner som gis årlig på masternivå med to lærere
involvert på hvert emne, vil kunne fungere som et nav for satsningen. Her vil studenter fra
flere fag møtes på hvert emne.
For å få til dette i alle fagmiljøene opprettes en egen samarbeidsgruppe for
undervisningen og for veiledersamarbeid på tvers av dagens programmer. Våre fagmiljøer
omfatter relativt mange studenter på alle nivåer. Men søkergruppen fra HF består av 9 lærere
med veldokumentert kompetanse både innenfor undervisning og veiledning. Med vår samlede
erfaring kan vi lettere samarbeide om nyskapende tiltak, som å få også grunnundervisningen
til å bli mer forskningspreget. Å trekke forskningen mer inn i den konkrete studiesituasjonen
vil føre til økt læringsutbytte.
Samlingene til Nasjonalbiblioteket og Riksarkivet tilbyr i dag et bredt spekter av tekst-
materiale som er digitalt tilgjengelig, fra det mer dagligdagse som annonser, pamfletter og
barnebøker til den hjemlige eller oversatte skjønnlitteratur som grep store befolkningslag. Her
kan studenter læres opp i metoder for å utnytte det digitaliserte materialet, også via avtaler om
hospitering. Liknende samarbeid med Juridisk fakultet vil vurderes for emner i rettshistorie.
Ved oppstart vil deltakerne presentere sine enkeltprosjekter gjennom podcaster.
Forskerkurs med stipendiater og masterstudenter vil holdes jevnlig, samt debattkvelder og
forskningsdager der også studenter legger frem arbeider. I tillegg planlegges årlige åpne
forelesningsrekker, «Ringforelesninger», hvor ulike forskere og forelesere trekkes inn.
Temaet egner seg også for et ERASMUS eller NORDPLUS/NORDLYS-samarbeid, noe vi
håper å kunne etablere slik at det åpnes for student- og lærerutveksling.

Tre tverrfaglige hovedfelter
1) Transnasjonalt fellesskap: Idéoverføring og lærdom
Fokus på sivilsamfunn, samfunnsmentalitet og medborgerskap, dvs. individets deltakelse og
sosiale tilhørighet, har et stort potensial for nye faglige perspektiver.5 Sivilsamfunnets
moderne idégrunnlag kan søkes i opplysningstiden, men det har fått fornyet aktualitet og
betydning i dagens debatter om utfordringer og vilkår for alle velfungerende samfunn. Når det
gjelder den transnasjonale spredningen, opererer den den internasjonale Civil Society-
forskningen med fire «faser» mellom opplysningstid og første verdenskrig.6 Ideer,
mentaliteter og moral som har formet sivilsamfunnet i de nordiske land kan spores gjennom
overføring og innflytelse fra europeisk tenkning, og slike forbindelser må, analyseres og
bedømmes i et internasjonalt perspektiv. Samtidig er det interessant å sammenlikne
betydningen av slike lærdomsoverføringer med arven fra de nordiske samfunnene selv, sterkt
preget av bondekultur og folkelig kunnskap. Den spesielle blandingen av europeisk
høykulturelt tankegods og hjemlige tradisjoner kan ha skapt ekstra gunstige vilkår for
sivilsamfunnets utvikling i Norden, noe mer idéhistorisk forskning vil kunne bidra til avklare.
Et tilsvarende interessant felt er selve metodene for kunnskapsdannelse. Mye av
interessen omkring samfunnets modernisering i Norden har vært konsentrert om statlige,
politiske og rettslige systemer, som under det norske grunnlovsjubileet i 2014. Dette kan
imidlertid ha gått ut over mer systematiske studier av sivilsamfunnets utvikling i samme
tidsrom. I den spesielle, nordiske miksen av lærdom «utenfra» og «innenfra» har f.eks. alltid
skoler, biblioteker og museer for allmennheten hatt en overordnet plass. Et sentralt felt for
både forskning og undervisning bør være hvorfor opplysning og alminnelige lærdom har hatt
så stor prioritet, og hvordan det har medført særskilte koblinger mellom sivilsamfunn og stat.
2) Emosjonelt felleskap: Samhørighet og tillit
Sivilsamfunnet blir gjerne betraktet som utviklet fra borgernes egne ressurser, der deres egen
faglige autonomi har hatt avgjørende betydning.7 Det har satt selve rammen for det sosiale liv,
både organisert aktivitet og uformell opptreden. Men det har også vært et sted for strid om
verdier; bøker som Folkelige grundtanker eller Onkel Toms hytte satte følelser i sving og
skapte intellektuelt engasjement, både for og mot. Slik oppstod noen felles diskursive rom
som «alle» relaterte seg til, inngikk i og hadde tiltro til, uansett all øvrig uenighet om selve
sakene: Eksistensen av slike kulturelle rom ga i seg selv en opplevelse av samhørighet. Men
samtidig kan de ikke kalles entydig samlende, slik vi f.eks. kan se det med de parallelle,
norske skriftspråkene, eller med moderne innvandreres flerspråklighet. Vi vil undersøke
uttrykk for både inkluderende og ekskluderende trekk ved språk og tekst: Det som kan
fremme samkvem, men også det som kan lede til «utenforskap». En oppgave både i forskning
og undervisning vil da bli å lese, studere og formidle et vidt utvalg av språklige kilder – fra
samtaler, brev og retorikk til pamfletter, aviser, sakprosa og skjønnlitteratur. Ytringsfrihet,

kunnskapsutvikling og tilgang til informasjon gjennom en bred offentlighet er en forutsetning
for reell opplevelse av medborgerskap. Et vesentlig poeng er også om enkeltmennesker har
tillit til rettsordninger og opplever at myndighetene behandler dem i samsvar med deres
rettsfølelse. Innenfor juridisk forskning er det økende interesse for sosiale konstitusjoner og
mer tydeliggjøring av sivilsamfunnets betydning gjennom juridiske begreper og institusjoner,
og dette vil bli ekstra viktig for satsingens juridiske medarbeidere.
3) Deltakende fellesskap: Kvinners og menns samfunnsinnsats
Et fungerende sivilsamfunn med aktive medborgere kan betraktes som en forutsetning for
utvikling av reelt demokrati, og som grunnlag for og legitimering av politisk og nasjonal
organisering. Like fullt er det vokst frem av en samfunnstilstand med til dels sterkt autoritært
statsstyre, og ofte i konflikt med nettopp dette. Hvilke faktorer har bidratt til mer frihet og
selvstendighet i sivilsamfunnet, og hvilke har gjort det mer begrenset og innskrenket?
Hovedtrekkene i forholdet mellom det sivile samfunnet og staten ble utformet løpet av «det
lange 1800-tallet». De fleste forskere har i den sammenheng vært særlig opptatt av hvordan
dette endret politiske maktforhold. Også det kan ha hatt noen uheldige konsekvenser, bl.a. ut
fra et kjønnsperspektiv. I sivilsamfunnet har jo kvinner ofte spilt en like (om ikke mer)
betydningsfull rolle som menn, mens det motsatte har vært tilfelle på statsplanet og i den
politiske sfære. Å snu perspektivet mot endringer i sivilsamfunnet og dets sosialiserende
funksjoner vil derfor rette opp noe av en gammel «historisk urettferdighet», oppjustere
viktigheten av kvinners aktivitet i forhold til menns, og tydeliggjøre at samfunnsutvikling like
mye foregår gjennom virke i nære relasjoner som via politiske strukturer, tekniske
nyvinninger og makroøkonomiske endringer.
Sentralt i et sivilsamfunn står rimeligvis det frivillige organisasjonsliv. Foreninger, lag
og klubber har samlet befolkninger, men også splittet dem. Deler av foreningslivet er allerede
godt studert, men i større grad organisasjonsmessig enn kulturelt og mentalitetsmessig: Hva
har vært den eksistensielle hovedgevinsten for dem som har brukt mye av livet på slike tette
fellesskap? En del frivillige sammenslutninger vil være naturlige studieobjekter for å finne ut
mer om holdninger, rutiner, relasjoner og maktutøvelse, men vil også kunne egne seg for
studenthospitering. Feltet er spesielt interessant for historisk forskning og undervisning
omkring utviklingen av medbestemmelse, folkelig innflytelse og demokratisk påvirkning.
Deltakere og tilknyttede
Forslaget fremmes av ni fast vitenskapelige ansatte ved tre HF-institutter, og to fast ansatte
ved Det juridiske fakultet: Professor Hilde Sandvik, professor, programleder historie Odd
Arvid Storsveen, førsteamanuensis Eirinn Larsen og førsteamanuensis Ulrike Spring (IAKH),
professor Ellen Krefting og førsteamanuensis Håkon Evju (IFIKK), professor Anne Birgitte
Rønning, professor, forskningsleder Johan Schimanski og førsteamanuensis Atle Wold
(ILOS), og samarbeidspartnere utenfor HF, professor Dag Michalsen og professor Inger
Johanne Sand (IOR, Det juridiske fakultet) og utenfor UiO: Nasjonalbiblioteket ved Ruth
Hemstad og Riksarkivet ved Eli Fure.
Det er flere relevante pågående prosjekter m som den nye satsingen kan knytte til seg:
UiO:Norden-prosjektet Offentlighet og ytringsfrihet i Norden, 1815-1900 med stipendiater
som vil være finansiert til 2020-2021(Henrik Olav Mathisen, IAKH og Bård Sverre Tuseth,
IOR); LITCIT (Literary Citizens of the World), Nasjonalbiblioteket og UiO, TRAUM –
Transforming Author Museums, UiO og Høgskulen på Vestlandet. Satsingen kan også bygge
videre på etablerte nordiske og internasjonale nettverk utviklet gjennom en rekke tidligere
prosjekter. Katherine Aaslestad (West Virginia University), Nobert Goetz og Torbjörn
Nilsson (Södertörns Högskola) er noen aktuelle navn som det er tatt foreløpig kontakt med.

Videre forskningsmidler, søknader og 'benchmarking'
Det tas sikte på å utvikle en prosjektsøknad til Norges forskningsråd (FRIHUM, Infrastruktur-
programmet)8 samt søknad om CAS-midler, mm. Det er opprettet kontakt med relaterte
forskningsmiljøer, som CENS, Helsingfors Universitet (Nordic Studies, sivilsamfunn og
nordisk samarbeid, mm). Satsingen vil forholde seg til og yte brede, historiske og nordiske
bidrag til etablerte miljøer innenfor tematikken.9
Permanens og behov
Permanens vil sikres ved at det etableres veiledersamarbeid ved HF, godt utprøvde
samarbeidsformer med Nasjonalbiblioteket og Riksarkivet, samt at kompetansen i nyere
nordisk historie opprettholdes ved HF ved 1 ny førsteamanuensis som forfinansieres gjennom
satsingen. Vedkommende gis koordineringsansvar for undervisning
Behovet for tilskudd fra HF kan anslås til ca. 15-16 mill. kr, om det fordeles slik:
1 førsteamanuensis i 5 år, forfinansiert (ca. 4,3 mill. kr)
1 II’er for å utnytte samarbeidspotensialet med andre institusjoner (ca. 1 mill. kr)
I stipendiat hver i 4 år på IAKH, IFIKK og ILOS; evt. 2 og 1 post.doc. (ca. 8,6-9,3 mill. kr)
Assistanse, gjesteforskere (nordiske, internasjonale) og drift (ca. 1,7 mill. kr)
Samfunnsrelevans og overføringsverdi
Den praktiske nyttefunksjonen til all humanistisk forskning og utdanning kan i prinsippet
samles i én setning: Vet vi ikke hvor våre tanker og verdier faktisk kommer fra, vil våre egne
valg fort bli som skudd i mørket. I stor grad kan sivilsamfunnet gjøres synonymt med våre
hverdagsopplevelser, dvs. de sosiale og kulturelle mønstrene vi møter og følger daglig uten
alltid å tenke over hvorfor eller hvordan. Men det betyr også at et reelt fellesskap der «alle er
med» ikke kan tenkes uten en sivil orden der det er mulig å møte, forstå og respektere
hverandre. I denne orden har kvinner og menn hatt mer jevnbyrdige roller enn i statsbygning,
politisk struktur og rettsorden. Men samtidig er den ikke evig og uforanderlig: Den skapes og
læres, men vil også utfordres og forkastes. Vi trenger å forstå hvordan en slik grunnmur for et
fungerende fellesskap har oppstått for å bidra til å revitalisere dagens sivilsamfunn, f.eks. i
forhold til nye innvandrermiljøer, til internasjonal kulturpåvirkning og til globalt samarbeid.
Ut fra de generelle kravene til humanistisk forskning og utdanning pr. i dag synes det å
være et klart behov for en mer stabil konsentrasjon om sivilsamfunnets betydning, som et
alternativ til det store fokuset statspolitiske, økonomiske og økologiske grunnproblemer
gjerne får. Få humanistiske fag kan konkurrere om løsninger på vanskelige
naturvitenskapelige og teknologiske felter, annet enn som en slags «hjelpevitenskaper». Vårt
sterkeste kort er derimot konsentrasjonen om det særskilt menneskelige, i form av tanker,
opplevelser, følelser, språk og kunstneriske uttrykk. Et samfunn består både av levende
mennesker og av materialitet, og humanisters spesielle oppgave må da være å sikre
kunnskapen om det rent menneskelige. I tillegg til de aktuelle, strategiske satsingene både fra

statsmakt og fra akademia vil vi derfor ønske en mer varig plass til kunnskapen om slike mer
«banale» aspekter ved våre liv – for å sørge for at sivilsamfunnet ikke blir oversett, men tvert
imot får status som noe av limet i ethvert velfungerende fellesskap. Feltet peker seg ut som et
fortløpende satsingsområde for humaniora, og det bør lett kunne inngå i fremtidige
stillingsbetenkninger i våre fag.
