Greetings from MalaysiaSAFE!
This month, Kuala Lumpur will play host to two prestigious events in the security industry calendar for 2016. The fourth edition of IFSEC Southeast Asia will take place from 7 to 9 September, whilst happening concurrently for the first time in the ASEAN region, the International Association for Counter terrorism and Se-curity Professionals (IACSP) will hold a Security Symposium and Awards Gala Dinner. So Kuala Lumpur will witness the gathering of security professionals from around the world to discuss current issues like homeland security, counter-terrorism and cyber-crime. In addition, world renowned security products manu-facturers and vendors will be in town to showcase their latest technologies avail-able for combating these threats.
The digital age acts as a double edged sword. Whilst it revolutionizes our society and develops our industries, it has also become the medium of choice for crimi-nals. The recent bomb in Bangkok was detonated using a mobile phone. Terrorist groups are reaching out with radical ideology to recruit new members through social media. In view of these cases, the government has put more emphasis now on cyber-related incidents. The setting up of a Regional Digital Counter-Messag-ing Communications Centre will hopefully help to stem the growing recruitment efforts of IS and other militants in the region. Plus, the government is also giving more focus towards Cybersecurity awareness and best practices.
In this issue we are carrying the interviews of Tn. Hj. Mohd Razali Abd Aziz, Head of Security Upstream, Sime Darby Plantations Sdn Bhd and Philippe Saint-Pere, Managing Director, Stratel (M) Sdn Bhd in addition to a special roundup on participants of IFSEC SEA 2016.
By the time you read this, we would have already celebrated our 59th year of Independence. The government has decided to retain last year’s theme “Sehati Sejiwa” which refers to “One heart, One Soul” because it enhances the people’s spirit of patriotism and love for the country.

Bosch video surveillance solutions
are now installed across all Yves
Rocher outlets in Thailand. Yves Roch-
er, a leading global cosmetic and beauty
brand that is rapidly expanding in Thai-
land has entrusted Bosch to keep their
outlets across the country safe and se-
cure with video surveillance solutions.
Working with Bosch partner, CCTV
Thailand, a video surveillance system
was installed to allow central monitor-
ing of all Yves Rocher outlets.
Each outlet is approximately 24
square meters and is installed with 4
indoor dome cameras. The Bosch VDC-
260 cameras are used in each outlet to
monitor the cashier, entrance and dis-
play shelves. The cameras are connected
to a Bosch DVR-480 recording unit that
enables real-time digital recording.
Footage from the DVR is centrally
monitored with the Bosch Video Client
(BVC). The BVC is simple to install,
configure and intuitive to use and is ideal
for applications such as retail stores like
Yves Rocher. This software allows Yves
Rocher’s security team to view images
from multiple cameras on a single PC
monitor and easily archive video clips.
BVC displays live video from up to 20
standard and high definition cameras si-
multaneously.

two new multi-purpose cameras, the
ME20F-SH and ME200S-SH, capable
of both high image quality and high
sensitivity. As the cameras are small in
size and lightweight, they can be used
in combination with drones and gimbal
systems, and also as a sub camera for
video production in shooting locations
where portability is required.

These multi-purpose cameras al-
low users to discern subjects under even
some of the dimmest lighting conditions,

Night time natural disaster surveillance

Understanding the great threat to-
wards security in the South East
Asia region, International Association
for Counter terrorism and Security Pro-
fessionals (IACSP) together with Flem-
ing is organising the IACSP ASEAN Se-
curity Symposium & Awards on 6 and 7
September 2016 in Kuala Lumpur.
“The IACSP ASEAN Security Sym-
posium and Awards is timely as DAESH
and other groups threaten the security of
the region. The event will highlight trends
in educational and operational expertise
in responding and addressing the threats
of DAESH and other terrorist groups
within Southeast Asia,” said Andrin Raj,
IACSP SEA Regional Director during the
press conference held on August 4 at the
Intercontinental Hotel, Kuala Lumpur.
The symposium will bring together
the facts that there is a great threat to-
wards the security in this region and it
needs to be tackled as more terrorism
activities are taking place. The sympo-
sium is targeted at discussing all factors
which counter terrorism activities. The
event will feature experts who are expe-
rienced and knowledgeable in the area of
counter terrorism strategies.

The IACSP ASEAN Security Sym-
posium & Awards will feature 4 work-
shops and over 20 hours of discussion. It
will also be awarding government organ-
izations and agencies who are deserving
in areas of homeland and defence secu-
rity. Nominations are open to ASEAN
countries, China, Japan, Korea & India.
Three focused categories will be up
for nominations and they are Criminal
Justice, Basic Security Discipline and
Safety, Security Forces & Emergency
Services. The awards will be presented
during the gala night of the symposium.
The awards also recognise those
who have sacrificed their lives in order
to protect the country. Special Awards
are in honor of the late Superintendent
Ibrahim Lebar of the Royal Malaysia
Police and the late Private Ahmad Hur-
rairah Bin Ismail of the Malaysian Army
who sacrificed their lives for Malaysia
during the Sabah insurgency terrorist at-
tacks in 2013.

Polytechnics have been operated for
more than 44 years in Malaysia. In
2007, the 21st polytechnic, Polytechnic
Balik Pulau (PBU) was built in Penang
and was then fully operational in its per-
manent campus located in Balik Pulau at
the end of 2013.
After its completion, a scrutiniz-
ing eye has turned to the important is-
sue of safety in PBU, and with the rising
numbers of new individuals on campus,
security has since then become a more
prevalent issue.
Committed to providing safety and
protection on campus, PBU realized
that the existing CCTV system has lim-
ited fence and perimeter coverage. They
then decided to explore in upgrading its

completion of the project took approxi-
mately two weeks for installing more than
100 units of a combination of Uniview IP
C3611 IR fixed dome and IPC622 PTZ
dome cameras on the whole campus.

Advanced image processing al-
gorithms, such as people counting or
license plate recognition, can be used
to recognize and track movement of
people and objects to determine their
behavior and provide analytical in-
sights. The summary reports can then
be displayed as interactive graphs and
exported. The system can also trigger
other network devices such as alarms,
electric gates or digital boards.
The unique video analysis tech-

also network video recorders (NVR)

Video Surveillance (IVS) Server

is stored on the dedicated servers and

clients.
Video analysis using NVRs with built in analytics

Video analysis using cameras with built-in

When only a single view needs to

depend on the network bandwidth and re-
sponse time, and they are the most suitable
option for cases that require immediate re-

Before the upgrade, the quality of
Penfabric’s surveillance cameras was
below par. Physically, the cameras
were static with a limited field of view
and movement, whereby several areas
could not be supervised at all. Techni-
cally poor, the low-resolution of the
cameras failed to offer an acceptable
clarity of images. In addition, the slug-
gish speed of the cameras did not allow
for continuous supervision.
Thus, to maintain its standing as
one of the best, Penfabric decided to
invest in a commonly overlooked por-
tion of business – monitoring and se-

MalaysiaSAFE: Could you please tell us about yourself, and what got you to start your company in Malaysia?
Philippe Saint-Pere (PSP):Born in France, I grew up in the Paris
suburbs and studied Applied Mathemat-
ics at the University of Paris, Sorbonne.
In 1985, I enrolled in the 16-month
French business service mission abroad,
an alternative to the 12-month mandatory
military service imposed at that time to
Frenchmen. I arrived in Malaysia in 1986,
with the mission to set up a distribution
network for a French manufacturer of
alarm communication devices interested
to enter the South East Asian market.
Stratel (Malaysia) Sdn Bhd was estab-
lished in February 1988 and I became the
sole owner in 1992. Over time, Stratel has
become a leading wholesale distributor
of advanced electronic security products,
serving over 1,000 professional resellers
throughout South East Asia.
MalaysiaSAFE: What products and brands do you carry in your portfolio?
PSP: Stratel’s focus is on proactive
security solutions. Our product portfolio
includes intruder alarms with wireless
video alarm verification, IP based intel-
ligent video surveillance, central moni-
toring station hardware & software, se-
curity fog generators, biometrics access
control, real-time guard tour tracking
systems and GSM/ IP/ GPRS/ 3G/ SMS
alarm communicators.
Amongst others, Stratel distributes
prestigious brands like Paradox Security
Systems, Smokecloak, Avigilon, Oncam,
Morpho, Patriot Systems, MCDI Secu-
rity, ActiveGuard, Trikdis and Herta Se-
curity.
MalaysiaSAFE: What are the main evaluation criteria you lay down for qualifying the brands that you use?
PSP: We always search for products
and technologies that are different and
unique in their ability to resolve known
security challenges or current limita-
tions of existing products in the market.
Once a product has been identified, we
study the potential size of our market. We
then look at the manufacturer’s strength;
are they are able to support us? Is the
product proven enough? We also look
at ourselves: Do we have the necessary
resources and know-how to successfully
market and support the product? If the
answer to all is yes, we purchase samples
and perform in-house tests before com-
mitting on the distribution.
MalaysiaSAFE: What sets you apart from other industry players?
PSP: Stratel operates differently
in a number of ways. First, we focus on
offering preventive technologies that are
pro-active in nature and able to address
a crime in progress in real time. For
example, our Smokecloak fog security
devices are able to stop a crime in pro-
gress instantly and prevent any loss by
blinding intruders. Second, we seek to
be a value-added distributor with a dif-
ference. We place efforts on technology
awareness and product training. Third,
we help installers and integrators suc-
cessfully design and implement our se-
curity solutions.
MalaysiaSAFE: What is your ‘go-to-market’ strategy?
PSP: In today’s competitive envi-
ronment, a very important role for a dis-
tributor is end-user engagement and edu-
cation. End-users are overwhelmed with
the amount of products readily available.
They are often reacting to a security is-
sue and have limited time and resources
to identify and qualify the suitability of
a product. Likewise, installers and in-

tegrators are too busy looking for new
customers that they neglect updating
themselves on the latest technologies. To
be visible in the market the onus falls on
the distributor and its principals to invest
in educational seminars and conceptual-
ise solutions for each different segment
of the market.
MalaysiaSAFE: What are the verticals that you operate in?
PSP: Our products are widely used
in banking, commercial high security,
residential, gated communities, telcos,
guarding services and Alarm Receiving
Centres (ARC) to name a few.
MalaysiaSAFE: What are the challenges in executing projects in each of these verticals?
PSP: The challenges are multiple
and varied – from lack of infrastructure
that prevents implementation, an un-
derestimated budget, unidentified deci-
sion maker or unspecified installation
timeline, to the shortage of a qualified
integrator to deploy and install in the re-
quired time frame.
MalaysiaSAFE: Are you targeting any new verticals in the near future?
PSP: Indeed, with the addition of
new product lines, we are eyeing the lo-
gistics/ transportation, educational and
border control markets.
MalaysiaSAFE: How do you provide technical support for all completed projects?
PSP: Stratel sells only through in-
stallers and integrators. Yet, we work hand-
in-hand with our appointed project part-
ners to discuss and resolve technical issues
directly with end customers. We have a
strong support department on which Stra-
tel has forged its reputation. Our resellers
know they can turn to us for fixing issues.
We assist the integrator with site visits. If
necessary, we undertake to identify a new
party to serve and resolve a complex issue.
MalaysiaSAFE: Can you name some of the big projects that you have done recently?
PSP: The Malaysian postal servic-
es recently adopted our IP based alarm
reporting solution to monitor hundreds
of their outlets nationwide, overcoming
the challenges of PSTN based reporting.
TNB deployed a number of our multi-
sensor cameras to monitor and cover chal-
lenging site requirements for their power
distribution sites. Maxis deployed our vid-
eo analytics to detect and notify intrusions
at their tower sites in real time. UMW
Toyota selected our real-time guard tour
devices for their patrolling officers at their
car showrooms. Indah Water Konsortium
installed our cellular alarm reporting solu-
tion for 59 sites. Fastlane Emergency Re-
sources, a security monitoring provider,
deployed our mobile personal panic but-
ton system at 40 sites.
MalaysiaSAFE: In light of the recent economic downturn, was your business affected and how have you managed it?
PSP: Indeed, recently we are ob-
serving a sharp reduction in the num-
ber of new projects. Our strategy is to
spend more time educating our partners
and their customers on new technologies
and concepts solving security issues at a
lower price point. We are starting to offer
products with interactive mobile app ser-
vices to generate new income revenues.
MalaysiaSAFE: What is the value-add that you give to all your clients?
PSP: We place strong emphasis on
helping system integrators and install-
ers successfully test, evaluate, design
and implement security solutions based
on the latest technologies available. Two
years ago we moved into our own 3-sto-
rey building. We invested in a showroom
and training centre with a 36-seat audi-
torium where product briefings, semi-
nars and workshops are conducted on a
weekly basis, sometimes with the pres-
ence of our principals.
MalaysiaSAFE: What parameters do you consider when proposing a security solution to your clients?
PSP: We usually ask the following
questions: What is the exact security is-
sue faced by the customer? What is their
operational background (as sometimes
these are the main challenges to a suc-
cessful implementation)? What does the
customer want to achieve through his or
her security investment? These considera-
tions are very important to properly align
customers’ expectations with the actual
capability of the proposed solution. And
of course we try to obtain an estimate of
their budget to gauge the feasibility.
MalaysiaSAFE: Do your clients employ the services of a Consultant, or purely on inputs given by you?
PSP: I must say that the vast ma-
jority of our customers rely on our ex-
pertise to select suitable products and
formulate a proposal.
MalaysiaSAFE: What specific steps are you taking to educate this market about the range of products that you carry?
PSP: We set aside a sizeable budg-
et for organizing seminars, roadshows,

and take part in targeted exhibitions.
We also seek strategic partnerships with
other vendors to formulate holistic solu-
tions and jointly promote each other’s
services.
MalaysiaSAFE: What are the upcoming trends in the security business sector in Malaysia?
PSP: We are observing an in-
creased interest towards personal safety
and personal tracking. On the monitor-
ing business, we see a growing desire for
universal software platforms and the em-
phasis is on integration, especially video
monitoring which is critical to instantly
validate an intrusion signal. Lastly, cus-
tomers are more accepting the fact that
a security investment consists of multi-
ple layers and technologies combined to
form a complete solution.
MalaysiaSAFE: Being part of the industry yourself, what do you hope to achieve that could influence or improve the industry as a whole?
PSP: It is my wish and inter-
est to raise the standard of security in
the country. I have conducted numer-
ous seminars on new technologies and
best security practices. I was part of the
working group with SIRIM in their ini-
tiative to define and adopt a Malaysian
Standard for certain categories of secu-
rity products. Last, I see a real need to
improve the standard of the guarding
industry. Our continuous efforts in cre-
ating awareness for the need of technol-
ogy to support guarding services will
hopefully have created an impact on the
overall standard in the country.
MalaysiaSAFE: What new initiatives have you chartered for next year?
PSP: We are about to launch an
e-commerce platform which will make
it easier for end users nationwide to
identify the right installer and provider
in their respective location. This will be
extended later to neighboring countries.
Also, together with our principals, we
are working on a number of certification
programs to help our partners gain rec-
ognition with a series of sales and techni-
cal workshops. That is just the beginning
as I feel there are many more aspects in
our industry that can be relooked from a
security distributor perspective.

The region’s security, fire and safety industry is getting
excited for the fourth edition of IFSEC Southeast Asia
2016. From 7-9 September 2016, industry experts from around
Southeast Asia will gather on the show floor to build networks
amongst industry peers, discuss future developments and busi-
ness deals, and obtain new information from seminars. All
these will happen within the three-day event.
More than 350 companies from 42 countries will partici-
pate in the event, and will showcase their latest products in
CCTV, access control and biometrics, perimeter protection,
control rooms, home automation, cybersecurity and more.
With a wide range of products from renowned companies, IF-
SEC Southeast Asia 2016 expects to attract more than 10,000
trade visitors from around the region. Exhibitors expect to see
government officials, police, trade buyers, specifiers, archi-
tects, developers, contractors, system integrators, distributors
and end-users, amongst others.
For the 2016 edition, IFSEC Southeast Asia received sup-
port from a number of government agencies and associations
from Malaysia and other countries, which include Malaysia’s

With the involvement of IW, IFSEC Southeast Asia 2016
will organise for the first time a free two-day seminar that will
highlight the occupational, safety and health (OSH) industry.
Six topics will be delivered by OSH international experts, such
as David Sharp and Danny Cousins from IW, Anthony Wong
from Singapore American School, Tim Chappell from Harrow
International School, and more. Some of the topics offered are

rity Malaysia will organise a paid training session on 7 Sep-

is to prepare members of the board and other senior manage-
ment to understand, assess and take a proactive posture in
cybersecurity. Along the way, attendees will investigate risk
assessment and management frameworks that help mitigate
the risks, as well as identify potential security gaps that could
prove a liability.

annual IFSEC Technology Showcase to listen to the experts on

HIKVISION to Demonstrate Smart Building Solutions at IFSEC SEA 2016
Hikvision will be demonstrating its Smart Building Solu-
tion at IFSEC SEA in Kuala Lumpur from 7 to 9 Septem-
ber. The total solution seamlessly integrates Hikvision access
control, video intercom and video surveillance system togeth-
er, from cameras to controllers, from alarm relays to IP archi-
tecture, and more. Alarms will be triggered when unauthorized
events occur, such as card reader tampering, unlocked door,

MalaysiaSAFE: Could you please share your background before taking up your current role.
RazaliAziz(RA): I grew up
in Teluk Intan, Perak. After receiv-
ing my Cambridge MCE, I joined
the Police College in 1976. In 1983,
I went to Hazaribagh Bihar, India
for a police commando course un-
der the Colombo Plan Scholarship.
When I came back, I was sent to the
Malaysian Army Combat Training
Centre (PULADA) to be exposed to
conventional warfare. Subsequently,
in 1985 I was transferred from the
police field-force to the Criminal In-
vestigations Department (CID) of the
Perak Police Contingent, as an officer
in D4 division for intelligence pro-
curement. A year later I was posted
as Area Inspector in Pusing, Tronoh.
It was in this position where I was
exposed to investigative duties in
cases such as crimes, fatal accidents
and sudden death reports. In 1990, I
joined the Special Actions Unit, or as
we call it UTK. I served in the UTK
as an acting ASP until 1996, when I
was promoted to DSP and posted to
Johor as Officer-in-Charge of serious
crimes. While I was in Johor, I was
offered a place to get my Diploma in
Police Sciences. Later, I was posted
to Banting as Deputy OCPD, where I
spent 4 years and then in 2005, I was
transferred to Limbang, Sarawak.
Finally after serving the Royal
Malaysia Police for almost twenty
nine and a half years, I took optional
retirement and left the force to join
the private sector. The first company
I joined was Chemical Company of
Malaysia as Group Security Manag-
er where later I became the General
Manager of Security, looking after all
of CCM’s interests in the ASEAN re-
gion. Then in 2013, Tradewinds Plan-
tation came knocking and offered me
a contract as their General Manager,
Head of Security. After 2 years, I left
and joined Sime Darby Plantations
last year where I am currently the
Head of Security for upstream busi-
ness. I now hold a Master’s Degree
in Social Sciences for Strategic &
Security Analysis from the National
University of Malaysia.
MalaysiaSAFE: Please explain the nature of business for Sime Darby Plantation.
RA: Basically Sime Darby Plan-
tation manages oil palm and rubber
plantations in Malaysia. We are the
plantation and agri-business arm of
the Sime Darby Group. The upstream
business encompass the cultivation
of palm trees from seedlings right to
the point where we harvest and de-
liver the fruit bunches to our mills so
we can process them into crude palm
oil (CPO). After that, we will pass it
downstream for the CPOs to be pro-
cessed and manufactured into palm

oil based products such as consum-
able oils, oleo-chemicals and other
palm oil derivatives. We are one of
the largest palm oil producers in the
world.
MalaysiaSAFE: What is your role as Head of Security Upstream?
RA: My role is to set, imple-
ment and manage the security proto-
cols for all estate plantations owned
by the company. The main focus is
access control and how to define our
parameters.
MalaysiaSAFE: How do you manage to secure all assets across the county?
RA: Currently I am managing
a workforce of around 1,800 which
consists of auxiliary policemen and
security personnel, spread over the
whole of peninsular and East Malay-
sia. We have been given authority by
the Royal Malaysia Police to estab-
lish our own auxiliary police force
in this organisation. To look after the
security of all our 126 oil palm es-
tates, spanning over 300,000 hectares
of planted area in the peninsular, Sa-
bah and Sarawak, we separate them
into respective regions. The central
region of Perak, Kedah, Pahang and
Selangor has one Security Manager;
in the southern region covering Neg-
eri Sembilan, Melaka and Johor we
have another Security Manager; and
we have one manager for Sabah &
Sarawak. All of these managers are
assisted by security executives or an
assistant security manager, covering
their respective zones.
There is a lot of movement in and
out of our estates, involving many
parties like transporters bringing
in fertilizers or tankers sending out
CPO. So we have to regulate these
by establishing a First Point of Entry
in the form of a 24-hour police post.
We have a set of rules and regulations
that must be complied with in each
facility that you enter, and we con-
stantly have auxiliary police person-
nel on patrol at all our estates.
MalaysiaSAFE: What is the scope of your department’s duties?
RA: At the moment, the scope of
our department is towards upstream
business only. But we are in discus-
sions to extend our duties down-
stream. The downstream businesses
have their own auxiliary police force
but they report to the respective busi-
ness unit heads. I think you need to
understand the laws, regulations,
compliance and how the police sys-
tem works to manage an auxiliary
police force. Because for an auxil-
iary police officer, they would need
to know what are their legal powers
and limitations. Being an ex-police
officer does have its advantages in
knowing these things because you
have been practising and exposed to
it basically your entire career. But if
we do go downstream, the coverage
becomes larger because we have re-
fineries in other countries such as in
Europe, China and Thailand. Then we
may be required to visit those facili-
ties to make security risk assessments
and vetting of the security providers
that are currently being outsourced.
MalaysiaSAFE: How do you keep a check on crime in your estates?
RA: We have a close network-
ing with the police. It so happens
that I am still in touch with my for-
mer squad mates who are all now
senior police officers serving across
the country. So in terms of having a
close relationship between the police
and our community to curb crime, we
have got that covered. On top of that,
our auxiliary police officers have the
same powers as regular police except
for the provision that it is only con-
fined to our prescribed areas.
MalaysiaSAFE: What are the most common security threats to the business?
RA: The main one I would say is
theft of our Fresh Fruit Bunch (FFB).
Illegal harvesting and misappropria-
tion of company property are other
issues that we look into regularly.
Sometimes when you have the local-
ity of estates within close proximity
of the community or residential ar-
eas, you may get problems like gang-
sterism; where our staff would be
provoked and intimidated. Then there
can also be a concern on coalition of
our own staff with illegal syndicates
or third parties.
MalaysiaSAFE: How do you plan to counter these threats?
RA: In addition to having an
auxiliary police force at your dis-
posal, I believe security is about re-
inforcement and the total concept
of protection and domination. For
example, you protect your house by
putting padlocks on the grills or se-
curing your doors and windows. So
this is a protected house. But you
only dominate it once you have put
up a fence, alarms, CCTVs, spot-
lights and so on. Planning and pre-
paring for any eventuality means you
have to apply the total concept of

protection and domination. It would
not be sufficient if you have all the
systems in the world, but you still do
not lock your doors. So crime pre-
vention is basically about awareness
of your situation and environment.
Therefore, I also strategize and plan
my security based on the concept of
crime prevention through environ-
mental design.
MalaysiaSAFE: How do you provide training to your staff?
RA: We have monthly musketry
trainings and other drills. The train-
ings are conducted either in their
respective zones or centrally at the
Sime Darby Security Training Centre
in Rantau, near Negeri Sembilan.
MalaysiaSAFE: How much emphasis do you place on technology to prevent security breaches?
RA: Very much. We need tech-
nology such as CCTVs and guard
tour system to protect our properties
and most importantly our people.
Perhaps in the future we may even
turn to drones for surveillance and
the gathering of intelligence in areas
which are not easily accessible. And
we also rely on social media such as
having a Whatsapp group chat for all
security managers and executives so
that messages can be relayed directly
and immediately to me. This is also
a platform for mentoring our junior
colleagues by making away with bu-
reaucracy and protocol for them to
easily receive instructions and direc-
tion.
MalaysiaSAFE: What would be on your wish list to improve your department?
RA: It would have to be more
budget on training of soft skills and
basic infrastructures at locations
where we are still lacking; and bring
them all up to standard. If I had my
way, I would like to have the guard
posts installed with air condition-
ers and give some comfort to my
officers. Of course if the guards are
caught sleeping then, as what my
boss would say, there can be a reward
or reprimand for every situation. I
would like to set a benchmark for my
auxiliary police force to be the best
in the country but for now, there is
still room for improvement.
MalaysiaSAFE: What do you like about your job?
RA: Being a police officer since
I was 18, I have always liked going
against people who take the law into
their own hands and take advantage
of society. As far as the security of
this company is concerned, I am giv-
en the power and trust to make sure
that it is protected, and I will do it
to the best I can. I want people to
feel safe and my auxiliary police to
be a reliable force. In Islam, those
who work in shifts looking after the
well-being of other people and their
property, the rewards are just like a
person fasting for a whole month in
Ramadhan. So this is what I am try-
ing to cascade down to my staff too
– that what we are doing is something
good.
MalaysiaSAFE: Can you share some memorable experiences on the job?
RA: Recently one of my guards
was attacked by 4 thugs. His head
was slashed and required 38 stiches.
My networking with the OCPD of
Kuala Selangor allowed us to ap-
prehend the culprits and get them
charged in court. I was deeply emo-
tional looking at the condition of
my staff who almost lost his life and
from then, I wanted all my auxiliary
police officers to have an inward and
outward effect on the community. In-
wards meaning I want them to make
all our staff and the people living in
the estates feel secure. Outwards, the
would be perpetrators should fear us
because now we are armed with shot-
guns. We can exercise our rights to
private defence under Section 100 of
the Penal Code.
MalaysiaSAFE: How do you go about selecting the right partners to provide for security solutions?
RA: I look at the profile of the
company to see whether they have
good corporate governance and are
up to standard with security best
practices. As an example, for surveil-
lance systems, what we need is for
evidence capture rather than for early
detection. So the system must have a
good storage, resolution and foren-
sic capabilities. Nowadays you must
build a prima facie case in court and
prove beyond reasonable doubt when
prosecuting someone, and you cannot
do that without the hard evidence.
MalaysiaSAFE: What does the future hold for your department?
RA: I believe that sooner or lat-
er, we will be the best auxiliary po-
lice force in the country. This is on
top of improving our security infra-
structure. The most important thing
is that the risk mitigating efforts must
be done correctly.

The internet of things (IoT) is driv-
ing advances in technology and
functionality in many industries, and
the remote monitoring industry is no
exception. New market data from IHS
estimates the global remote monitoring
market was worth $24.7 billion in 2015.
Connected systems and services are ex-
pected to play a large role in the growth
of this industry in the coming years.
The American market for remote
monitoring services is the largest re-
gional market – nearly as large as the
entire European and Asian remote moni-
toring markets combined. This region
is expected to experience high penetra-
tion in the residential sector, which will
increase still further through the year
2020.
There is wide agreement in the
industry that connected systems and
services will lead growth in this mar-
ket. However, there are vast differ-
ences in opinion when it comes to the
magnitude of growth that connected
systems will provide. Some industry
experts believe market penetration for
monitored security will only increase
a little, and the connected market will
offer growth through increased rev-
enue opportunities within the existing
customer base. Others are expecting
a surge of new customers, caused by
new functions and better technology,
resulting in penetration increasing by
double digits by 2020.
There are numerous factors to con-
sider when assessing the effects of the
IoT on the monitoring industry, both in

In 2015 the connected residen-
tial monitored security market in the
Americas was worth $3.1 billion – about
one-third of the size of the traditional
monitored security market, valued at
$9.4 billion. The traditional market is
expected to decline, as services transi-
tion over to connected systems, resulting
in the two markets reaching equivalent
sizes by 2020.
The industry is expected to grow
strongly into 2020, but much of this
growth is due to increasing revenue gener-
ated by each user, rather than an increased
number of accounts. While the number of
smart-home systems will indeed increase
the penetration rate of monitored security
products, the market is only expected to
grow 1 percent by 2020.
The European market has also be-
gun the transition to connected services
and systems. However, this transition is

itiatives like FirstNet and NG911 in the
United States, technology integration

ing value placed on ‘big data’ and ana-

information systems (GIS), records-
management software (RMS) and
other systems is picking up, according
the IHS Markit Command and Con-
trol Intelligence Service – 2016. In the
United States for instance, a number of
public safety agencies have refreshed
their CAD systems over the last two
years, as the technologies reach their
end of life after 12 to 15 years in ser-
vice. In India, by comparison, large
states are placing an emphasis on re-
gionally integrated CAD and GIS
systems, to improve the efficiency of
emergency response.
Across industries, IHS Markit has
observed a convergence in control-
room functions. Where there were once
dedicated communications and security
control centers, operators are now seek-
ing to combine these capabilities. The
CAD system is the focal point of this
movement – paving the way in the inte-
gration of various forms of data. Video
dispatching is now also becoming a
reality, with trials taking place in Asia
and Africa. “It is evident that the dis-
patcher’s role is changing, as more data
becomes available and GIS is used to
visualize the location of this informa-
tion,” Richardson said.
Big changes in emergency response
are expected over the next 15 to 20
years, especially in the public safety
sector. “Not only will 911 become just
another number, but Cloud, broad-
band networks and video surveillance
are also spurring changes in control
rooms, offering huge growth potential
to the market,” Richardson said, “While
growth in voice dispatch and licensed
mobile radio technology markets will
be influenced by the traction of pub-
lic safety broadband networks, other
market forecasts for CAD, GIS, RMS,

interoperability and Profile A for every-
day access control functions, along with

VIF’s newest profile that is currently in
development and is scheduled to be re-

Background
Durrat Al Bahrain is a luxury artifi-
cial island chain in Bahrain, featur-
ing a total of 15 large islands that hold an
18-hole golf course, marina, restaurants
and shops, and over 1000 villas in a 21
km2 (13 mi2) area. As the area became
more popular and drew an increasing
number of tourists, the resort owner need-
ed a high-security surveillance solution
that would cover all main areas, including
points of access and the holiday villas.
Dahua and local system integrator,
Absolute Electronic Technology, whom
they had previously worked with, were
called to solve this complex surveillance
issue for the island chain. Dahua pro-
vided a number of weather-resistant HD
network cameras and video transmitters,
as well as high-speed, HD DVRs as part
of this customized solution.
Challenge
An important condition while im-
plementing this solution was that
since Durrat Al Bahrain is an island
chain, traditional wired or simple wire-
less transmission methods would not
suffice to support live video feeds over
the large remote area. Instead, an in-
novative solution was required in order
to ensure reliable long-range wireless
video transmission throughout the area.
With numerous five-star hotels, a
golf course, 12 bridges, a marina, along
with complex land and villa configura-
tions on the crescent-shaped man-made
islands, camera setups needed to be ver-
satile, covering a large field of view to
guarantee the safety of island tourists
and workers while being discreet so as
to preserve the luxurious nature of the
island’s design. Cameras not only need-
ed to support wireless transmission, but
also withstand various outdoor condi-
tions such as rain, storms, and relatively
hot summer temperatures.
Solution
In order to supply high-quality, wire-
less video feeds over the entire resort,
Dahua employed a comprehensive solu-
tion entailing the use of 5.2GHz WLAN
AP wireless HD camera products and the
versatile, long-range 5.8GHz Wireless
Video Transmission Device (PFM881).
High-speed preview and playback digital
video recorders (DVR) were also inte-
grated into this solution, allowing work-
ers to view live video feeds in up to 4K
resolution, while supporting the record-
ing of video onto high-capacity HDDs.
The main camera used in this pro-
ject was the 2MP Full HD network IR
bullet camera (IPC-HFW2220R-Z). Its
enhanced wireless transmission abilities
and high-quality image ensure complete
coverage. In order to protect against ver-
satile weather conditions, namely rain
and sea water, Dahua enclosed the con-
nections for each HD network camera in
its Waterproof Junction Box (PFA135).
Multiple 2MP Full HD network
vandal-proof IR wedge dome cam-
eras (IPC-HDBW4220F) were also
installed, and 32 channel super 4K net-
work video recorders (NVR608-32-4K)
were installed to collect the various HD
video feeds sent wirelessly from trans-
mitters.
Results
The wireless network infrastructure
used in this solution significantly
improved the efficiency in placing sur-
veillance around the islands. HD Net-
work cameras guarantee top-level se-
curity due to high quality recording and
advanced wireless live video transmis-
sion and playback.
As a result of this wireless solution,
multiple types of cameras cover the is-
land chain, which send feeds through
long-range wireless transmitters to mul-
tiple HD DVR recorders. Because the
recorders are more centralized and less
devices and components are required in
a wireless setup, the entire system was
able to be implemented at a lower cost
than other traditional configurations.
Durrat Al Bahrain is now much more se-

ways of the Turkish Republic – Regional
4 Directorate of Administration required
a system which could identify unsafe
or potentially unsafe situations, day or
night, at the 41 level crossings on its Si-
vas, Erzincan, Erzurum and Kars lines.
The challenge
The TCDD Region 4 Directorate of
Administration wanted an infra-
structure that would support a ready-to-
use CCTV system to record images at
these automatic-barrier level crossings.
The system had to cover all areas sur-
rounding the level crossings and provide
detailed wide-angle shots.
The Sony solution
To provide safety monitoring at the
level crossings on the TCDD Re-
gion 4 Directorate's network, 41 Sony
SNC-VM772R security cameras were
used in the newly established security
system.
With four times the resolution of
Full HD, the SNC-VM772R is Sony’s
first 4K networked security camera. This
4K technology brings industry-leading
clarity and sensitivity to critical video
monitoring and surveillance systems.
The camera features a large, highly
sensitive type 1.0 back-illuminated
Exmor R™ CMOS image sensor, a high-
speed image processing engine and a
high-quality zoom lens. These compo-
nents ensure unparalleled
low-light sensitivity at
brightness values as low
as 0.06 lux and extraordi-
nary 4k/30 fps image re-
cording. This means that

successful commissioning of a laser-
based clearance test system for the de-
tection of foreign objects on the landing
fields at Cologne Bonn Airport (CGN).
With its measurement system
called ‘Airfield Luggage Detection’
(LaseALD), LASE PeCo has installed
a product which fulfills the specific re-
quirements and conditions of the Co-
logne Bonn Airport. This airport is one
of the biggest German hubs in the field
of freight traffic and especially here, a
laser-based object detection on the land-
ing fields is necessary due to the existing
ban on night flights. Thus a highly pre-
cise and reliable detection of objects in
the crossroads area of the landing fields
is ensued.
Particularly on this site in Cologne-
Bonn detours shall be avoided as well
as a time saving of approximately 15
minutes can be achieved. Previously
each vehicle had to give a wide berth to
the airfield. For example one logistics
provider carries perishable food to the
maneuvering area in order to supply the
airplanes. Initially the construction of a
bridge or tunnel was planned as an alter-
native, but wasn’t feasible due to com-

“Using Sony’s SNC-VM772R cam-
eras, the system that we have brought
online monitors the level crossings live
and is able to detect any issues that may
threaten safety, allowing the necessary
precautions to be taken,” said Mustafa

lighting, it is able to perform in low or
no-light situations. As such, this will be
the main tool that TCDD staff use to de-
tect unsafe situations before an incident

Why Sony was chosen
Sony’s SNC-VM772R cameras were
selected because of their outstand-
ing features, including 4K quality im-
ages and the sensor’s ability to operate
down to a size of 1 inch, both day and
night. The SNC-VM772R can monitor
a wider field of vision than fixed dome
cameras and its high image quality
makes the identification of individuals
much easier. Its domed shape also acts
as a deterrent, as individuals are unable
to identify exactly in which direction the
camera is facing.

scan frequency of 20/40 Hz it detects
objects reliably. The application soft-
ware uses special algorithms to detect
the objects on the airfield, whereby static
objects like signs or boundaries are fil-
tered out. The final status of the open
space examination will be displayed on
a separate monitor.

At Cologne Bonn Airport this
laser-based application ensures a reli-
able detection of fallen items of lug-
gage with minimum dimensions of
50x40x20 cm, which derive from the
trolley after passing the crossroads
area. Thus damages to the airplanes by
these objects can be avoided. Before
two installed boom gates close, the
crossroads area is checked for foreign
objects by two 3D laser scanners. Af-
ter it the operator receives a message
on his display. In case of an object de-
tection an alarm will be given imme-
diately, whereby the detected objects
are shown within the LASE-Software
three-dimensionally.
The application is an overall sys-
tem of different hardware components,
which consists of a 3D laser scanner,
CAN/ Ethernet converter, industrial-
PC, digital I/O-Module and a display
for status information. Point of installa-
tion of the 3D laser scanners is a pylon
construction near the runway boundary.
The challenge
SEA-TAC sought to upgrade its six
disparate and analog-based video
surveillance systems into one fully
merged IP-based solution. At that time,
the airport’s surveillance network con-
sisted of hundreds of analog and IP cam-
eras, and it was interested in leveraging
existing investments where possible.
Working with systems integrator Inger-
soll Rand, SEA-TAC developed a plan
to migrate its analog cameras to digital
through the use on encoders and deploy
a centralized security management sys-
tem from Genetec.
SEA-TAC Airport also opted to
deploy Pivot3 vSTAC hyperconverged
infrastructure (HCI) appliances for
video storage. The Pivot3 appliances
host the Genetec Omnicast video man-
agement software and archive record-
ed video on 11 virtual servers. More
than 120 terabytes of Pivot3 storage
is available, providing support for ap-
proximately 1,100 cameras.

The images captured by the IP net-
work cameras are being recorded
on SRN-1673S 16 camera channel
NVRs which are equipped with a
built-in PoE+ switch. The SRN-1673S
was an attractive option as it offers the
opportunity to significantly reduce in-
stallation costs by negating the need
for the provision of separate power
supplies and switches. PoE+ function-
ality means that the SRN-1673S pro-
vides sufficient power for any ONVIF
compliant PoE+ camera, including
speed domes and domes with heaters.
Remote access
Cat 6 cabling is installed at all the
hotels in order to achieve maxi-
mum advantage for the high definition
IP cameras. “Migrating to an IP network
based system will allow Mohamed Else-
bahy and other authorised colleagues to
be able to access live or recorded images
captured by any of the cameras from any
location on the network,” said Technol-
ogy Consultant, Nick Kalsi.
“If they wish to, they also have the abil-
ity to remotely view activity on their smart-
phones or tablets via the iPOLiS Mobile app.
The good news is that we have been able to
continue to use SmartViewer video manage-
ment software which our control room op-
erators are familiar with and find easy to use.

Purple Parking, the largest off airport
car park operator in the UK, has
improved operations and increased ef-
ficiency at London’s Heathrow Airport
using Morse Watchmans’ KeyWatcher
key management system. With their
38 distinctive purple buses, numerous
company cars and 110 drivers on site at
the five-terminal airport, Purple Park-
ing uses their automated KeyWatcher
system to control vehicle usage and im-
prove driver accountability.
The KeyWatcher system is used to
regulate, store and track keys for vehi-
cles used to transport customers between
the various Purple Parking facilities and
the airport. Keys are kept in the tamper-
proof cabinet when not in use, and only
pre-programmed authorized users can
access a vehicle key during their work-
ing hours. All access activity is automat-
ically recorded, allowing management
to view live or recorded data showing
which keys are out and with whom,
and when the keys were returned or are
scheduled to be returned. To help ensure
operational control, if a key is returned
late, an alert is sent to management via
e-mail or SMS text.
“The KeyWatcher thoroughly suits
our purpose at the airport,” says Jim
Betchley, Transportation Manager at
Purple Parking, “Among other features,
the tracking and reporting functions
have significantly improved our opera-
tional efficiency. The information allows
us to respond faster to any problems and
to track trends that could prove costly if
not addressed in a timely manner.”
Some of the other features to which
Betchley refers include the group re-
lease function, which lets management
sequentially distribute keys so vehicles
get equal use. This also enables opti-
mization of scheduling for service and
maintenance. A key reservation function
guarantees that private cars will be avail-

already be in use. Overall, Betchley says
the system helps keep schedules, drivers
and vehicles organized.

Remote management device for Senstar sensors with automated alarm response
Senstar, the world’s largest manufac-
turer of perimeter intrusion detection
systems (PIDS), recently announced the
UltraLink Rugged Controller, a rugge-
dized, embedded controller for unmanned
sites that enables remote management of
Senstar security sensors and allows local
control of security functions.
Stewart Dewar, Senstar’s product

Controller provides organizations with
multiple unmanned sites a simplified
means for alarm reporting and remote
maintenance in a single device that does

The UltraLink Rugged Controller
connects to a site’s Senstar sensors and
I/O devices and provides a standard Eth-
ernet/ IP-based interface for communi-

System (SMS) using the facility’s own
WAN/ SCADA network. This provides
a common network access point from
which all configuration and calibration
can be done, and event log data can be
viewed. Maintenance visits to sites are
reduced, as is the need to access individ-
ual sensors when site visits are required.
The controller can be programmed
to activate video recording and deter-
rence devices (lights, sirens etc.) in re-
sponse to sensor alarms or diagnostic
events. Alarm response actions will oc-
cur even if network connection to the
central SMS is temporarily lost.

of High Speed MOS also helps to
improve ease of use further. Searches for
movements in the defined image field
are appreciably more efficient with the-
new G-Core release.
There are also improvements to the
camera range: Effective immediately, 4K
and fisheye cameras in the Geutebruck E3
series can be operated in secure HTTPS
mode using encryption. In addition, sig-
nificantly more third-party cameras are
supported. The issue of security against
manipulation of exported video images
was also a focus. When exported, a range
of formats receive an authentication key
by default, so that they can be checked for

The Aiphone IX system provides us-

The NVRs support full HD cameras
of up to 6MP, with an aggregate re-
cording speed of 40 or 160 Mbps. The 4
channel unit has a single SATA HDD slot
for storage and has a built-in 4 channel,
PoE switch for direct connection to IP
cameras and simple installation. The 16
channel NVR has two HDD slots with the
capability of up to 8 PoE channels.
Further storage and back up options
are available with network-attached stor-
age (NAS) and USB HDD or memory
devices. Record settings include con-
tinuous, event alarm, motion, video loss,
and scheduled. Users can search by time,
date, event, alarm and motion; including
within back-ups.
The NVRs can be controlled locally
by a USB mouse. Network access is ena-
bled for up to 128 remote clients using
SCMS smartphone Apps, SCMS PC ap-
plications or web pages. The NVRs sup-
port Grundig PSIA and ONVIF Profile
S & G video integration protocols and
have Windows and Linux operating sys-
tems integration by SDK.
The NVRs support HDMI and VGA
monitor connections and monitors can be
configured for multi-views, sequences and
events. A digital spot function combines
multiple camera views and sequences into
a single, 1080p viewing stream.
Event and alarm management,
which includes 4x alarm inputs and 1x
relay alarm output, can be triggered by
motion, alarm, video loss and system
error. User notifications are by pop-up,
The city’s traffic division is taking a
proactive approach to dealing with bicy-
cle traffic in the city. Previously, only ve-
hicles could trigger green traffic signals
at intersections, which meant that a cy-
clist could sit at an intersection undetect-
ed, waiting for a car to approach to acti-
vate the signal. Where possible, the city
wanted to implement bicycle detection
at key signalized intersections, without
investing in expensive detection tech-
nologies. With lots of inductive loop-
based intersections already present, the
traffic division wanted to leverage the
existing infrastructure, avoiding cutting
new loops or mounting new pole-based
detection technologies.
Using the existing advanced detector
loops and the Canoga 9004 traffic sens-
ing technology in the traffic cabinet, the
traffic department was able to see im-
mediate results, detecting and classifying
bicycles that travel on the roadway. This
information is also calculated, recorded
and stored for subsequent data retrieval
through an Ethernet-enabled connection.
And the Canoga 9004 cards are able
to detect and react to the presence of bi-
cycles with enough time to trigger the
intersection green lights before the cy-
clist has arrived. The result is less unnec-
essary stopping for cyclists and faster,
safer journeys.

(GTT) is helping to make journeys
for cyclists in Minneapolis safer, smooth-
er, and faster by using existing infrastruc-
ture and GTT’s Canoga 9004 system to
detect and react to bikes at intersections.
Now the traffic detection system is
able to recognize both vehicle and bicy-
cles, and the Canoga card reacts quick-
ly enough to give cyclists a green light
without needing to slow down or wait at
the intersection; or worse yet, navigate
a red light.
Minneapolis is consistently rec-
ognized as one of the top five bicycle-
friendly cities in North America. The
city is host to the Twin Cities campus
of the University of Minnesota, as well
as many other colleges and universities,
and there are numerous high-tech start-
ups resident; all of which create a large
population of commuters using public
transportation and bicycles.
