ПЕРЕДМОВА
Методичні вказівки, мовні теми та навчальні завдання складені з
метою забезпечення лексико-граматичного матеріалу, передбаченого
програмою та необхідного для підготовки студентів до Державного
іспиту. Навчання мовних тем та навчальні завдання контролюють
знання та вміння студентів розпізнавати певний лексико-граматичний
матеріал і користуватися формами, структурами і словосполученнями
вивченого лексико-граматичного матеріалу для успішного
проходження Державного іспиту з дисципліни «Іноземна мова».
Методичні вказівки до підготовки студентів спеціальності 6.030201
«Міжнародні відносини» до державного іспиту з дисципліни «Іноземна
мова» базуються на комплексному підході до вивчення англійської
мови з урахуванням останніх досягнень та вимог методики викладання
англійської мови у вищих навчальних закладах України та за кордоном.
Зміст і структура методичних вказівок зумовлюється професійною
орієнтацією студентів-міжнародників та відповідають програмі з
англійської мови. Методичні вказівки призначені для підготовки до
державного екзамену з англійської мови студентів факультетів
міжнародних відносин. Вони повністю відповідають вимогам до
проведення державних іспитів, які затверджені Міністерством освіти та
спорту України.
Мета методичних вказівок – розвинути і вдосконалити вміння і
навички усного та писемного мовлення, читання, слухання та
перекладу в суспільно-політичній сфері та сфері міжнародних відносин. 3

Методичні вказівки покликані розширити словниковий запас загальної
та фахової лексики; навчити студентів аргументовано висловлюватися
на загальні та суспільно-політичні теми, вести дискусію, виступати з
промовою.
Методичні вказівки побудовані на автентичному матеріалі,
складаються з семи уроків (Units 1-7), містять систему вправ, які
забезпечують вироблення навичок фахової комунікації та перекладу, а
також розвиток професійних знань, необхідних майбутньому фахівцю –
політологу та міжнароднику.
Велика увага приділяється двосторонньому перекладу, тому
додаткові розділи містять комплекс лексичних вправ та граматичних
багаторівневих тестів, які допоможуть студентам удосконалити
навички перекладу та перевірити виконання завдань. Широкий
тематичний спектр охоплює велике коло тем та підтем, пов’язаних з
актуальними проблемами сучасності, політичними подіями та
процесами, міжнародними відносинами України та інших країн.
Матеріали відбиралися з навчального посібника для студентів вищих
навчальних закладів «Англійська мова для міжнародних відносин». –
«English for International Relations» (автор Турчин Д.Б.), а також з
авторитетних енциклопедій Britannica, Encarta, World Book
Encyclopedia, найновіших статей з міжнародних відносин та права.
Методичні вказівки призначені для студентів вищих навчальних
закладів – майбутніх політологів, дипломатів, фахівців з міжнародних
відносин, міжнародного права, країнознавців.

Методичні вказівки можуть використатися для підготовки до
державного іспиту та самостійної роботи з метою поширити запас
загальної та фахової лексики та забезпечити навики говоріння, читання
та допомогти оволодіти граматикою англійської мови.
Методичні вказівки складаються з завдань, які забезпечують
ознайомлення і проходження усних тем, передбачених програмою до
одержування Державного іспиту з дисципліни. Кожен урок включає
текст, лексичний мінімум, лексичні вправи, що допомагають
активізувати лексику уроку, навчальні завдання для контролю
розуміння вивчених тем.
Загальні відомості про Державний іспит
Дані методичні вказівки призначені для студентів спеціальностей
напряму підготовки 6.030201 «Міжнародні відносини».
Методичні вказівки надають вимоги до державного іспиту взагалі
та зокрема, вимоги до державного іспиту з іноземної мови.
У вказівках викладені програми та зразки завдань державного
іспиту з дисципліни «Іноземна мова».
ВИМОГИ МІНІСТЕРСТВА ОСВІТИ ДО ДЕРЖАВНОГО
ЕКЗАМЕНУ У ВИЩОМУ НАВЧАЛЬНОМУ ЗАКЛАДІ УКРАЇНИ
1 Загальні положення про державний екзамен
Відповідно до Закону України "Про освіту" освоєння освітніх
програм вищої професійної освіти завершується обов'язковою
підсумковою атестацією випускників.

Метою підсумкової державної атестації є встановлення рівня підготовки
випускника до виконання професійних завдань та відповідності його
підготовки вимогам державного освітнього стандарту вищої професійної
освіти. Мета проведення державного іспиту з англійської мови полягає у
перевірці у студентів розвинутих вмінь і навичок усного та писемного
мовлення, читання, слухання та перекладу в суспільно-політичній сфері
та сфері міжнародних відносин, визначити рівень володіння загальною та
фаховою лексикою за допомогою якої студент здатний аргументовано
висловлюватися на загальні та суспільно-політичні теми, вести дискусію,
виступати з промовою.
До підсумкових атестаційним випробувань, що входять до складу
підсумкової державної атестації, допускається особа, яка успішно
завершила в повному обсязі освоєння основної освітньої програми за
напрямом підготовки (за спеціальністю) вищої професійної освіти,
розробленої вищим навчальним закладом відповідно до вимог
державного освітнього стандарту вищої професійної освіти.
Підсумкова державна атестація здійснюється державними
атестаційними комісіями (ДЕК), що організовані по кожній основній
освітній програмі.
За умови успішного проходження всіх встановлених видів
підсумкових атестаційних випробувань, що входять в підсумкову
державну атестацію, випускнику вищого навчального закладу
присвоюється відповідна кваліфікація (ступінь) і видається диплом
державного зразка про вищу професійну освіту.
Державний іспит є підсумковим атестаційним випробуванням
підсумкової державної атестації випускників вищих навчальних закладів.

Конкретний перелік обов'язкових підсумкових атестаційних випробувань
встановлюється державним освітнім стандартом і затверджується
Міністерством освіти і науки України.
Підсумковий державний іспит з дисципліни «Іноземна мова»
повинен визначити рівень засвоєння студентом матеріалу,
передбаченого навчальною програмою та в повному обсязі зміст даної
дисципліни, встановлений відповідним державним освітнім
стандартом.
Державний іспит, що проводиться у формі міждисциплінарного
іспиту за напрямом підготовки (спеціальністю), повинен поряд з
вимогами до змісту окремих дисциплін враховувати також загальні
вимоги до випускника, передбачені державним освітнім стандартом по
даному напряму підготовки (спеціальності).
Підсумкові атестаційні випробування не можуть бути замінені
оцінкою якості освоєння освітніх програм шляхом здійснення
поточного контролю успішності та проміжної атестації студента.
Результати атестаційного випробування, включеного в підсумкову
державну атестацію, визначаються оцінками "відмінно", "добре",
"задовільно", "незадовільно" і оголошуються в той же день після
оформлення в установленому порядку протоколів засідання
екзаменаційних комісій.
Робота ДЕК проводиться в терміни, передбачені навчальним
планом з даного напрямку підготовки (спеціальності).

Порядок проведення підсумкових атестаційних випробувань
визначається вченою радою університету і доводиться до відома
студентів не пізніше, ніж за 6 місяців до початку підсумкової атестації.
Студенти забезпечуються програмами державних іспитів, їм
створюються необхідні для підготовки умови, читаються оглядові
лекції, проводяться консультації.
За місяць до початку роботи ДЕК складається розклад.
Особі, яка завершила освоєння основної освітньої програми і не
підтвердила відповідність підготовки вимогам державного освітнього
стандарту вищої професійної освіти при проходженні одного або
декількох підсумкових атестаційних випробувань, при відновленні у
вузі призначаються повторні підсумкові атестаційні випробування в
порядку, визначеному вищим навчальним закладом.
Отримання оцінки «незадовільно» на державному іспиті не
позбавляє студента права продовжити навчання і здавати державні
іспити з інших дисциплін.
Студенти, які не пройшли підсумкової державної атестації або
отримали незадовільну оцінку, допускається до повторного складання
іспиту через один рік, але не більше двох разів.
Студентам, які не проходили підсумкових атестаційних
випробувань з поважної причини (підтвердженої документально),
ректором може бути продовжений термін навчання до наступного
періоду роботи державної атестаційної комісії, але не більше ніж на
один рік.

Вимоги до Державного іспиту з дисципліни « Англійська
мова» для випускників спеціальності 6.030201 «Міжнародні
відносини»
Державний іспит з англійської мови передбачає виконання
наступних завдань:
1. Прочитати і письмово перекласти зі словником текст за фахом.
Загальний обсяг до 1500 печ.зн. Час виконання роботи - 40 хв. Форма
перевірки - читання фрагмента зазначеного тексту; перевірка
підготовленого перекладу. (Якщо за зазначений час не було
представлено 75% адекватного перекладу тексту, іспит продовжуватиcя
не буде.)
2. Переглянути фрагмент автентичного професійно-орієнтованого
тексту (обсягом до 1000 печ.зн.) за 5-7 хв. без словника і передати його
зміст на англійській мові.
3. Переклад граматично - лексичних завдань з рідної на англійську
мову, що мають професійне спрямування.
4. Ініціювати ситуативно-обумовлену бесіду з викладачем на
навчальну, наукову, професійну, соціальну, країнознавчу тематику
англійською мовою. Обсяг висловлювання - не менше 20 пропозицій,
що коректно оформлені у мовному відношенні і відповідають
поставленої комунікативної задачі.

1 Read and translate the text. NANOTECHNOLOGY
Nanotechnology, the creation and use of materials or devices at extremely
small scales. These materials or devices fall in the range of 1 to 100
nanometers (nm)One nm is equal to one – billionth of a meter, which is
about 50,000 times smaller than the diameter of a human hair. Scientists
refer to the dimensional range of 1 to 100 nm as the nanoscale, and
materials at this scale are called nanocrystals or nanomaterials. The
nanoscale is unique because nothing solid can be made any smaller. It is
also unique because many of the mechanisms of the biological and physical
world operate on length scales from 0.1 to 100 nm. At these dimensions
materials exhibit different physical properties; thus scientists expect that
many novel effects at the nanoscale will be discovered and used for
breakthrough technologies. A number of important breakthroughs have
already occurred in nanotechnology. These developments are found in
products used throughout the world. Some examples are catalytic converters
in automobiles that help remove air pollutants, devices in computers that
read from and write to the hard disk, certain sunscreens and cosmetics that
transparently block harmful radiation from the Sun, and special coatings for
sports clothes and gear that help improve the athlete's performance. Still,
many scientists, engineers, and technologists believe they have only 14

scratched the surface of nanotechnology's potential. Nanotechnology is in
its infancy, and no one can predict with accuracy what will result from the
full flowering of the field over the next several decades. Many scientists
believe it can be said with confidence, however, that nanotechnology will
have a major impact on medicine and health care; energy production and
conservation; environmental cleanup and protection; electronics,
computers, and sensors; and world security and defense.

THEIR ROAD TO SUCCESS
Most young people have the ambition to advance in their chosen, or
accidentally found, career, to achieve success and security for themselves
and their loved ones. This partly stems from the desire to be recognized and
respected and also to have parents, family, and friends feel that their faith in
them is vindicated. Lack of ambition generally results in lack of
achievement and low financial status, unless one inherits or marries wealth.
Yet ambition must be based on some reality or it leads to unhappiness and
disappointment. You need to realize that achieving success requires
dedication, hard work, and sacrifices by you and also by those closest to
you. Therefore, it is important to ask yourself whether there is a need to go
through with the relentless pursuit of advancement, or whether you will be
happy to do as little or as much as is needed to be comfortable with your
present situation and enjoy life.
To be successful at all costs, however, should not be the leading goal

Universities are international institutions, with common historical roots,
and at the same time are embedded in national cultures and circumstances.
Not only do academic institutions provide training, they also test and
provide certification for many roles and occupations in contemporary
society. These roles have been central to universities from their origins in
the medieval period, but have been vastly expanded in recent years. A
university degree is a prerequisite for an increasing number of occupations
in most societies. Indeed, it is fair to say that academic certification is
necessary for most positions of power, authority, and prestige in modern
societies. This places immense power in the hands of universities. Tests to
gain admission to higher education are rites of passage in many societies
and are important determinants of future success. Competition within
academies varies from country to country, but in most cases an emphasis
is also placed on high academic performance and tests in the universities.
There are often further examinations to permit entry into specific
professions. In most countries, higher education is heavily subsidized by
the government, and most, if not all, academic institutions are in the public
sector. While there is a growing trend toward private initiative and
management sharing responsibility for the education with public
institutions, governments will likely continue to be central to funding
postsecondary education, although the private sector is currently the major
source of growth worldwide. The dramatic expansion of academic
institutions in the postwar period has proved very expensive for
governments and has led to a diversification of funding sources.

The university in modern society is a durable institution. It has
maintained key elements of the historical models from which it evolved
over many centuries, while at the same time it has successfully evolved to
serve the needs of societies during a period of tremendous social change.
There has been a convergence of both ideas and institutional patterns and
practices in higher education throughout the world. This has been due in
part to the implantation of European-style universities in the developing
areas during and after the colonial era, and in part to the fact universities
have been crucial in the development and internationalization of science
and scholarship. Universities share a common culture and reality. In many
basic ways there is an international convergence of institutional models
and norms. At the same time, there are significant national differences that
will continue to affect the development of academic systems and
institutions. It is unlikely that the basic structures of academic institutions
will change dramatically; the traditional university will survive, although it
will be changed by the forces discussed here.

characteristics of a failure and a successful person will help answer the
question. The successful person knows precisely what she desires, has a
plan for getting it, believes in her ability to get it, and devotes a major
portion of her time to acquiring it. The failure has no definite purpose in
life, believes that all success is the result of 'luck', and moves on her own
initiative only when forced to do it. The success is a master salesperson
who has learned the art of influencing others to cooperate in a friendly spirit
to carry out her plans and purposes. The failure finds fault with people. She
goes out of her way to let them know about her critical attitude. The
successful person thinks before she speaks. She weighs her words carefully.
And she emphasizes her likes concerning people, minimizing her dislikes or

Government officials accordingly have noted that communications to them
from the public tend to "follow the headlines."
The mass media can also reinforce latent attitudes and "activate" them,
prompting people to take action. Just before an election, for example, voters
who earlier had only a mild preference for one party or candidate may be
inspired by media coverage not only to take the trouble to vote but perhaps
also to contribute money or to help a party organization in some other way.
The mass media play another important role by letting individuals know
what other people think and by giving political leaders large audiences. In
this way the media make it possible for public opinion to encompass large
numbers of individuals and wide geographic areas. It appears, in fact, that in
some European countries the growth of broadcasting, especially television,
affected the operation of the parliamentary system. Before television,
national elections were seen largely as contests between a number of
candidates or parties for parliamentary seats. As the electronic media grew
more sophisticated technologically, elections increasingly assumed the
appearance of a personal struggle between the leaders of the principal
parties concerned. In the United States, presidential candidates have come
to personify their parties. Once in office, a president can easily appeal to a
national audience over the heads of elected legislative representatives. In
areas where the mass media are thinly spread, as in developing countries or
in countries where the media are strictly controlled, word of mouth can
sometimes perform the same functions as the press and broadcasting,
though on a more limited scale. In developing countries, it is common for
