    New Delhi: BJPs VijenderGupta on Wednesday an-nounced that he was ready tosupport the Delhi Jan Lok-pal Bill 2015 if 10 vitalamendments were made toit. A day earlier, Gupta hadvehemently opposed the ta-bling of the Bill, saying that

    it was without the prior ap-proval of the Centre and LGand therefore illegal.

    Gupta held a press con-ference in the Delhi assemb-ly premises and announcedthat he was proposingamendments. I will meetchief minister Arvind Kejri-wal to impress upon him theneed to adopt these amend-ments in order to make JanLokpal Bill compliant withthe Constitution and an ef-fective instrument againstfighting corruption, hesaid.

    Gupta also refused to ad-mit that he had softened hisstand on the Bill. He insistedthat the Bill was still illegaland would be taken up sepa-rately. But he couldnt ex-plain why he wanted toamend a Bill that he consid-

    ered had an illegal basis.We are suggesting

    amendments for we knowthe government through itsmajority will manage to passthe Bill. The fact that the ori-gin of the Bill is illegal willbecome evident on its own.This government doesnthave the intent to bring aLokpal, Gupta said, flankedby MLAs O P Sharma andJagdish Pradhan.

    The BJP MLAs want therecommendation of the se-lection committee on JanLokpal to be sent to the Presi-dent for a final decision onthe appointment.

    On the issue of removalof the Jan Lokpal, Gupta has

    recommended that thechairperson or any memberof the Jan Lokpal panel canbe removed by Presidentialorder on grounds of misbe-haviour. This can happen if apetition signed by two-thirdsof the assembly members isreferred to the SupremeCourt by the President, andif the court, upon inquiry,finds that the incumbentmust be removed.

    Guptas proposed amend-ments also talk about LGsrole. He claims Section 2 ofthe Bill makes the office ofLG subservient to the coun-cil of ministers and thats il-legal. BJP MLAs want thischanged.

    New Delhi: The Centre onWednesday startled the Delhihigh court by its stand thatthe three municipal corpora-tions fall under the Delhi go-vernments control.

    A surprised bench of Jus-tices B D Ahmed and SanjeevSachdeva asked for a clarifi-

    cation from the Centre afterit claimed that the state go-vernment controls the corpo-rations and is ultimately re-sponsible for ensuring earth-quake preparedness in thecapital.

    This is a very startlingstatement by Centre in its af-fidavit. It is also in the minu-tes of the meeting, thebench observed, referring to

    a meeting of all stakeholderscalled by the urban develop-ment ministry to chart a planin case of an earthquake.

    We find that a clarifica-tion is required as to whetherthe municipal corporationsfall under administrativecontrol of the Delhi govern-ment or not. The affidavit in-dicates that the corporationsare under the state govern-ment, it noted in its order.

    However, the standing co-unsel for the Centre, B SShukla, remained unpertur-

    bed, arguing that the courtshould focus on issuing di-rections to improve safetyrather than on a mistake inthe affidavit. But HC was notimpressed and directed himto seek instructions from thegovernment and clarify.

    Taking judicial noticeof a series of earthquakesthat occurred close to Indiathis year, the HC had on the

    last date of hearing pointedout that a majority of buil-dings in the capital werestructurally unsafe and as-ked the Centre to submit anaction plan for ensuring buil-dings survive the quake.
