MONITORING & EVALUATION
A Project Advisory Committee will be formedin 1st month consisting of Representative ofSFS, Chandigarh AIDS Control Society,Chandigarh Network of PLWHA, institutions.
This Committee will review the progress everyquarter and suggest any changes in the workplan and implementation. The ProjectMonitoring will be done through developmentof reporting formats and preparing monthlyreports, six monthly reports.

Specific Process indicators for each activity willbe developed. These will be quantitative like
Survey Report and Declaration Format is Finalised and Shared Number of members of Chandigarh Network of PLWHA willing to be
associated with Campaign Number of Volunteer Institutions and Individuals responding to
campaign Number and type of Declarations signed by the Model Institutions Number of Model institutions who develop policy on Non
Discrimination for PLWHA and their families. Number of Educational Institutions who respond, come forward and
sign declaration Number of Educational Institutions who motivate others to not
discriminate Amount of Medic Coverage area in various media like FM Radio,
Cable TV, Newspapers Amount and type of resources mobilized during project duration. The data on above will be generated in regular reports. Each
Declaration will have a unique number. One copy of Declaration willremain with SFS.

And Qualitative in Nature
Content of the Declarations being finalized forvarious institutions
Change in knowledge of individuals and institutionsabout stigma and discrimination against PLWHA.(This will be measured through questionnaire filled
twice -when we first time meet the institution /individual for 1st time and 6 months after firstmeeting)
Discussions with Chandigarh Network of PLWHA atstart and end of project durations will be done andrecorded.
Special questionnaire format for individual
respondents will be prepared. The Questionnaire will be different for Educational
Institutions, Medical Institutions and Practitioners,Shop owners, Business Houses, GovernmentOfficer, Corporates, Families etc.

INNOVATION
We will make Chandigarh as Indias First Cityin which institutions openly declare for NonDiscrimination against PLWHA and theirfamilies.
Generally Declarations have been done by only
top levels (Ministers / Bureaucrats, CivilSociety Leaders) but common man/institutions have not been involved. Localinstitutions are many times not aware of suchdeclarations (like UN Declaration onCommitment on HIV/AIDS)
Local institutions thus tend to think that theyare not powerful to combat HIV Discriminationand Stigma.

INNOVATION
It is known fact that Peer to Peer exchange ofthoughts is huge contributor to changing beliefsand making opinions. However most of the Govt.Campaigns on HIV are carried out in Mass Mediamode. We will use this Peer to Peer approach in
scaling up and replication. Each Institution / individual who declare will be
told to recommend atleast 3 peers to declareopenly. Thus through this Multi Level Marketingchain the social message will spread.
Further SFS will build upon marketing principlethat IN SIGHT IN MIND, OUT OF SITE OUT OFMIND. If the declaration remains in view it willremain in mind.

INNOVATION
Signing will be voluntary not legally forced. Butcommitment on non removal of declaration fromthe premises visibility. SFS believes Socialcommitment is stronger than legal enforcement.
Further we will assist local institutions indeveloping policies for non discrimination.

OWNERSHIP
We will involve the representatives of Chandigarh Network of PLWHAin the Project advisory body.
We will try to enrol family members of PLWHA and who have died ofAIDS as volunteers for monitoring this project. They will help us inidentifying those institutions which are discriminating and those whichcan discriminate and we will especially motivate those institutions toOpenly declare. These family members will also tell us about changeshappening in society. They will also help us in identifying local issueson Discrimination which will be used in survey.
We will motivate any member of the Chandigarh Network of PLWHAs tovisit us to meet the institutions and make them aware of thediscriminations faced by PLWHA. Once we believe this activity cansustain we will hand it over to Chandigarh Network of PLWHAs.
We have chosen institutions as media to benefit PLWHA becausePLWHA and those affected by them will have to interact withinstitutions in various forms. If we are able to orient institutions thecombat with discrimination and stigma becomes easier.

REPLICABILITY
This campaign could be replicated in any other city/district by any organisation. The best organizations toreplicate this campaign will be the Networks of PLWHAin their cities/ districts.
The printing of the Declaration can be met by somepossible individual donor or publicity seeker. During &Post project period we will try to find some possible
donor for printing of the declaration. The cost ofDeclaration flex will be nominal (around Rs.40/-) andthus we plan to raise funds by selling small space onFlex.
We will demonstrate that declarations can be done byvariety of institutions. However for scaling up we willfocus on Educational institutions due to limited
resources. The learnings from this scaling up can bereplicated with adaptations for other institutions likemedical institutions, Professionals, Govt. Offices,Private Office, Hotels, Religious Institutions, familiesetc.

SCALABILITY
The scaling up of this has been designed in the projectitself. We have proposed 2 levels of scaling :
Institutions to Institutions: Each institution who signs willbe asked to motivate 3 more institutions to sign thedeclarations and develop a policy. The institution whosechain grows stronger will be awarded special recognition.
Institutions to Individuals: As institutions are made up ofindividuals SFS will organize special awareness campaignon Discrimination, in each institution for the releventmembers of that institution. The individuals will be thenmotivated to declare themselves. The individuals whodeclare will be again motivated to sign 3 more individualsto sign the agreement.
