1) General League Rulesi. Title

The League shall be called The East Surrey Colts League.

ii. Intention

The intention of the League shall be to promote and organise junior cricket on a league basis at age groups determined at the AGM each year. The League will adopt all ECB directives in-cluding the Safe Hands Policy where appropriate (see General Playing Conditions).

iii. Composition

The League shall consist of an unlimited number of Clubs who may enter a side at one or more age group(s) with each age group competing in one or more divisions as agreed at the AGM and in accordance with the League fixture schedule.

iv. Administration

The general administration of the League shall be vested in the Executive Committee who shall consist of a Chairman, a Vice-Chairman, a Secretary, a Treasurer and a Fixture/Results Secretary. The Committee shall have the power to conduct any business, other than that re-quired to be transacted at a General Meeting. They shall be empowered to provide for any contingency that may arise, including disciplinary action against member Clubs. The Com-mittee shall meet as they deem necessary and a quorum at such meeting will be three mem-bers. Any officer holding two posts may only have one vote.

v. Meetings

The Annual General Meeting shall be held during October. The Secretary shall give not less than 4 weeks notice to member Clubs. It may be attended by any current member of a mem-ber Club. The following shall be the normal business of the Annual General Meeting:-

a) to elect Executive Committee members for the ensuing year.b) to receive a report of the accounts.c) to consider applications for entry into the League.d) to consider any items submitted, in writing, to any member of the Executive Com-

mittee at least one week prior to the date of the meeting.

The Pre-Season General Meeting shall be held during February at which Clubs will be pre-sented with their League fixtures and Cup draw for the forthcoming season.A special General Meeting may be called at three weeks notice by the Executive Committee or on application to the League Secretary in writing. Such application shall bear the signa-tures of not less than 4 member Clubs, and shall state the purpose of the meeting.A quorum for any General Meeting shall be not less than two-thirds of the member Clubs.

vi. Voting

Voting at all meetings shall be determined by simple majority with each member Club having one vote. In the event of a tied vote the Executive Committee, through the Chairman, shall have the casting vote.

vii. Form of the League

Each match will be played in accordance the ‘Playing Conditions’. In the event of a Club with-drawing from any age group their record will be expunged and no points awarded for any of their fixtures already played.

viii. Finance

Finance shall be provided by annual subscription from each member Club of £50.00 irrespec-tive of the number of age groups entered, payable on or before 1st May. Subscription not paid by 1st June will be increased by 50%.

ix. Fines

Clubs are required to adhere to the Playing Conditions with regard to result reporting, failure to do so will result in penalties being imposed by the Executive Committee as outlined. Any Club failing to attend any General Meeting will be fined £10.00.

x. Alteration to the Rules

No alteration shall be made except at a General Meeting. Any proposed alteration must be received by the League Secretary in writing at least two weeks prior to the date of the Gen-eral Meeting.

xi. Application

All new applicant Clubs must have or be in the process of applying to their County Cricket Board for ClubMark Accreditation.

2) Grievance and Disciplinary Procedurei) There is a Disputes Committee that is chaired by Chris Bullen who will call upon members of

the ESCL Committee plus other managers in case of need to adjudicate over grievance cases presented. The League advocates that any issue is resolved by the managers and officials dur-ing the course of the game however in the event that a dispute has to be raised it must be sent to Chris Bullen ([email protected] ) by email within 3 days of the date of the match. The report should include details of the problem and what steps were taken at the time of the match together with the names of the two umpires and responsible managers present from both clubs.

ii) From the disciplinary perspective if any manager or umpire wishes to inform the League of unacceptable behaviour from any Club member, official or spectator then this should also be made through the same channels but within 2 weeks of the incident. The report should in-clude the nature of the incident, the name of the person(s) involved and their involvement (i.e. Player, official, spectator).

3) Result ReportingThe home club must enter the result directly onto its play -cricket website within 48 hours of the match taking place and the away side should check and confirm that entry with 7 days of the match taking place. Results Monitors will review results at least weekly and any home Club failing to report a result within 48 hours of the match or any away club not ensuring that this has been done will be subject to a fine of £10.00 on each occasion. It is a requirement that the full result including players’ names is entered in the cases of non-pairs (u/12 upwards) matches but clubs are encouraged to do this for all matches. Any club with more than one team in a division at any age must also record the full scoresheet. If the full scoresheet is not entered in required cases with 14 days, a further fine of £10 is applied to the club/s with omitted details.

4) Weather Interruption or Delayed StartThe following rules will be in place for U14, U15, U16 & U17 age groups:

i) The first innings of evening matches should start at 6pm and be finished by 7.15pmwith a scheduled 15 minute break between innings, therefore 2nd innings to start at7.30pm.

ii) In the event a match fails to start at 6pm or in the case of interruption due to the weather then 2 overs will be lost from the match duration for every block of 7 minutes thereafter. For every over lost it shall reduce the number of bowlers permitted to bowl the 4 over maximum.

The batting side shall receive the remaining number of overs after the re-calculation of the scheduled number of overs following the same formula that 2 overs are lost for every block of 7 minutes that play is halted. In case the side batting first has received the allotted number of overs then their innings will be closed. If they have received more than the side batting second will receive the new allocation and their target be revised on a simple run rate calcu-lation dividing the total of the side batting first by the number of overs faced.

5) General Playing Conditionsi. From 2013, entry into a County and/or National Competition is centrally arranged by County

and each club can only enter one team into each competition (i.e. Currently at Under-17, Un -der-15 and Under-13).

ii. Players may not represent two different East Surrey Colts League Clubs or teams at the same age group in the same season without the express permission of the League. Any team con-travening this rule will be deemed to have conceded the match or matches in which a player has played for a second team.

iii. Any Club that concedes three fixtures in one season at any specific age group will be expelled from the League at that age group for the remainder of the season and all their results will be expunged from the League. A £10.00 fine will be levied for the second and subsequent concessions by any given side at the same age group.

iv. If a single club concedes 6 or more fixtures throughout the season at all age groups, their membership of the League will be reviewed by the League Committee.

v. Clubs may enter more than 1 side at any given age group however that club must adhere to playing conditions ii and vi. To assist monitoring, any club so entering more than one team should submit to the league player names of each team/squad prior to the first match of the season with subsequent updates, if any.

vi. The League requires clubs to maintain up-to-date player information on the play-cricket web -site including, in particular, the age group squad lists. The league does not require any evi -dence of the age of every player but it is the responsibility of the Clubs to monitor the eligi -bility of players and ensure that ESCL conditions are met. In the event that any Club has a grievance that another Club has played an over-age player then that Club must raise the grievance with the Fixture/Results secretary when reporting the result and naming the player. The League will then contact the accused Club who must provide evidence that the player concerned is of the correct age. Any club found to be playing an ineligible player will be deemed to have conceded the match or matches in which the player concerned has taken part. Committee will consider any extenuating circumstances.

vii. Age groups are based on the age of the player at midnight on 31 August in the year preced -ing the current season. For example, a player who turns 10 years old on 31 August will be eli -gible to play in the Under 11 team (or older) the following season and one who turns 10 on 1 September will be eligible to play in the Under 10 team (or older).

viii. Girls. The League actively encourages the participation of girls in cricket and embraces the ECB Safe Hands Policy. Therefore the League permits girls to play two years below their ac-tual age, so notwithstanding the date of birth definition above, a girl who is, for example, Un-der 12 by the definition, may play in an Under 10 team. In the case of County standard girls, they are permitted to play just one year below their actual age.

ix. Players with disability. The committee will consider approaches from clubs to allow on a case-by-case basis, a player with disability to play in a team below their actual age.

x. The League will follow the ECB directives:

• about helmet wearing.• about pitch lengths per age group (see addendum A) and all clubs should prepare

the pitches accordingly. However where a club is unable to prepare a wicket of the recommended length the two managers and umpires agree the no ball regu-lation prior to the start of the match. For instance, if a fixture is played on a pitch longer than specified, the umpires should take a lenient view on the front foot rule as appropriate (e.g. allow the ball, provided the back foot is behind the pop -ping crease in the delivery stride)

• about ball sizes and types per age group (see addendum A). The home side shall provide one new ball for the match.

• about fielding distances (see addendum A)

In respect of the ECB Fast Bowling directive, this is not relevant within ESCL competitions. Anyone dealing with a young fast bowler should, however, be aware of the directives as they apply outside of the ESCL

xi. The League Fixture Secretary shall have discretion to arrange leagues in such a way as create the optimum number of matches for clubs in the period finishing 31 July. This may include zoned groups home and away for ease of travel, divisions for equalisation of abilities etc.

xii. All League matches must be arranged in accordance with the fixture schedule produced by the League Fixture Secretary unless either side gives at least 7 days’ notice of any alteration. Any side unable to fulfil a fixture must concede the match unless at least 7 days notice is given and a mutually agreed re-scheduled date can be arranged (notifying the Fixture Secre -tary and the website manager accordingly).

xiii. Cup fixtures must be played on a mutually agreed date within the timescales indicated by the League Fixture Secretary with the home side offering at least 3 possible dates. In the event of difficulties obtaining their ground the home side may concede home advantage and switch the fixture to their opponents ground. Any disputes must be referred to the League Fixture Secretary.

xiv. In the event of a match being abandoned due to the weather each side will receive 2 points with no League fixture being re-arranged unless, in the case of u/17 and 16 matches only, both sides agree to a mutually acceptable date which must be no later than 31 st July. Cup ties must be rearranged to a mutually acceptable date which should be prior to the scheduled date of the next round.

xv. League points shall be awarded as follows:-4 points for a win 2 points for a tie or abandonment1 point for a defeat

0 points for a concessionSides finishing level on points in the League shall be separated by virtue of the result of their match(es) during the season. In the event the sides are still equal or in the case of more than two sides being level the second tie-breaker will be calculated on net run rate – net run rate is calculated from the results of all matches as follows:(Runs Scored / Wickets Lost) MINUS (Runs Against/Wickets Taken).

xvi. The following start times apply as standard for matches unless an alteration is mutually agreed between the 2 sides of any given fixture:• Saturday Matches 9.30am• Sunday Matches 10.00am• Weekday Evening Matches 6.00pm

xvii. Each side must provide an umpire and scorer.

xviii. In any match, one substitute player is allowed but the player must be identified to the oppo-sition at the start of the game and may only be used as a fielder, not as a wicket-keeper, bowler or batsman.

6) 11-a-side competitions: Playing Conditions (u17,16,15,14,13 and 12)

i. At u/17, 16, 15 and 14, umpires must not coach players on the field.

ii. At u/13 & 12, umpires may coach on the field but it should be kept to a minimum and for “friendly advice” only, not to organise the side.

iii. Matches will consist of 20 overs per side with, at u/17,16,15,14, a maximum of 4 overs per bowler and at u/13 and 12, a maximum of 3 overs per bowler.(It is not required that all play-ers have to bowl). If both team managers agree before the match starts, and in order to save time, both innings can be structured with four overs being bowled from one end, followed by four overs from the other, then repeated, with the final four overs being bowled as usual from alternate ends to make 10 overall from each end in both innings. At the end of each over, the non-facing batman will face the first ball of the next over, as usual, by changing ends if necessary.

iv. Batsmen must retire as follows:u17 and 16 – no retirement necessaryu/15 on reaching 50 runsu/14 on reaching 40 runsu/13 on reaching 30 runsu/12 on reaching 25 runs

v. A batsman may return when all other members of the side have batted. In the event that more than one batsman has retired during the course of the innings the batsman must re-turn in the same order as they batted first i.e. if batsmen number 1 and 2 both retire then batsman number 1 must return before batsman number 2.

vi. In u/13 and u/12 matches only, wides and no-balls count as 2 runs throughout the innings. No extra ball is bowled except during the final over of each innings when 6 legitimate deliver-ies must be bowled. Any additional ‘runs’ scored will be added to the total.

vii. If scores finish level the side losing fewer wickets shall be declared the winner, if the number of wickets lost is the same then the match will be a tie except in cup matches where the sides with the best score at 19 overs shall be declared the winner, if the scores are still level then side losing fewer wickets after 19 overs, if still level then same criteria for 18 overs, then 17 overs etc. shall be deemed the winners.

7) Pairs competitions: Playing Conditions (u/11,10,9,8)

i. At u/11 and 10, umpires may coach on the field but it should be kept to a minimum and for ‘friendly advice’ only.

ii. At u/9 and 8, umpires may agree to reasonable coaching and acting captaincy. u/9 and u/8 matches will be played with an ‘incrediball’ (or equivalent soft ball if necessary) and protec-tive equipment is not required. A kwik cricket stump set with bails is acceptable. Players should preferably wear ‘whites’ but flexibility should be allowed for this entry-level beginners league.

iii. Matches will consist of 20 overs per side with both sides completing their allocation even if the side batting second overtakes the target score. Sides will start with 200 runs and will con-sist of 10 players who will bat as 5 pairs facing 4 overs each. When a batsman is out his side shall lose 6 runs in u/11 matches, 5 runs at u/10, and 4 runs at u/9 and 8. The dismissed batsman should not face the next delivery.

iv. Four overs will be bowled from one end at the first pair of batsmen, followed by four overs from the other to the second pair, and so on to the third and fourth pairs. The fifth pair will receive four overs with bowlers changing ends each over, to make 10 overs overall from each end, with changes of end after overs 4, 8, 12, 16, 17, 18 and 19. In the second innings, the same procedure applies. Batsmen will change ends after each over until over 16, although, as above, an ‘out’ batsman cannot face the next ball.

v. Saturday matches should be started at 9.30am, or 9.00am if a home club has pressures from adult League cricket starting at 12 noon in which case the visiting side must be given at least 7 days notice. Where the home club has such a restriction on the finish time, the umpires and managers should be informed accordingly prior to the start of the game. The match must be completed by the time designated and in the event that the side batting second has not completed their allotted 20 overs the result shall be determined by the scores of the respec-tive sides at the number of overs completed in the innings of the side batting second. There shall be no alteration of the number of overs allotted (i.e. 20 per innings) but if the match has to conclude before the side batting second receives their full allocation, a minimum of 12 overs must be bowled in the second innings to constitute a game.

vi. In u/11 matches only (evening games, where time is of the essence), four overs will be bowled from one end at the first pair of batsmen, followed by four overs from the other to the second pair, and so on to the third and fourth pairs. The fifth pair will receive two overs from each end, to make 10 overs overall from each end, with changes of end after overs 4, 8, 12, 16 and 18. In the second innings, the same procedure applies. Batsmen will change ends after each over, although, as above, an ‘out’ batsman cannot face the next ball.

vii. In u/11 and 10 matches, everyone other than the wicket-keeper, who may not be changed during the course of an innings except in the case of injury, must bowl at least 1 over but no

more than 3. In u/9 and 8 matches, everyone other than the wicketkeeper (or the first wick-etkeeper, if more than one is used) must bowl at least one over but no more than 3.

viii. Wides and no-balls count as 2 runs throughout the entire innings. No extra ball bowled ex -cept during the final over of each innings when 6 legitimate deliveries must be bowled. Any additional ‘runs’ scored will be added to the total.

ix. In the event of a side fielding less than 10 players they will only receive 2 overs per player fielded i.e. if they have 9 players they only receive 18 overs with the ‘extra’ batsman facing the odd 2 overs with a runner at the non-strikers end who may not face any deliveries but may be run out and if they only have 8 players they will receive 16 overs as 4 pairs of 4 overs each.

x. A side may not fulfil a fixture with less than 8 players and the match must be conceded.

xi. In the event of injury during the game a fielding substitute may be used and we encourage the batting side to offer one if the fielding side does not have one of its own. For batting pur-poses the injured batsman must be replaced by a runner who shall not be able to take strike at any time during the 4 overs faced by the ‘live’ batsman.

xii. The side with the highest total after their allotted overs (20, or any subsequent reduction due to not having a full side) shall be the winner with the result a tie if the scores are level, except in Cup matches when the result will be decided by the side with the highest score after their allotted overs minus 1, or if still level minus 2, minus 3 etc. until a result can be determined.

8) The Spirit of CricketThe League insists that all clubs adhere to the MCC Spirit of Cricket which, in brief, states:

Cricket is a game that owes much of its unique appeal to the fact that it should be played not only within the Laws but also within the Spirit of the Game.Any action which is seen to abuse this spirit causes injury to the game itself. The major responsi-bility for ensuring the spirit of fair play rests with the captains and junior team managers.

Abuse of the spirit can include: A player failing to comply with instructions by an umpire, or criticising by word or action the decisions of an umpire, or showing dissent or use of abusive lan -guage, or acting in a way that the umpire judges to be unfair or cheating or generally behaving in a manner which might bring the game into disrepute. Such actions could include dangerous bowling, appealing in the knowledge that the batsman is not out, appealing in an aggressive manner, distracting an opponent verbally or by harassment or with unnecessary noise under the guise of enthusiasm. The umpire concerned shall in the first place report the matter to the other umpire and to the player’s captain or manager, and instruct the latter to take action.There is absolutely no place for any act of violence on the field of play.

The Spirit of the Game involves RESPECT for opponents, a player’s own captain and team, the role of the umpires, the game and its traditional values.

For all matches Under 13 and younger, nobody except the wicketkeeper may field closer than 11 yards from middle stump, except behind square on the off side, until the ball has been played by the batsman. For Under 15 and Under 14, the distance is 8 yards.For Under 16 to Under 18, any player not yet 18 years old should wear a helmet and abdominal pro-tector (box) when within 6 yards of the batsman, except behind square on the off side. In any event, it is sensible practice for any fielder 18 years and over in these close positions to use this equipment.
