The Central Council received Shri Shripad Yesso Naik, Minister of State, (I/C),, Ministry of
AYUSH, Govt. of India and Shri Nilanjan Sanyal, Secretary, Ministry of AYUSH, Govt. of
India . Both the dignitaries offered their respects to Dr.Samul Hahnemman, Founder of
Homoeopathy by placing garlands on his Statue Shri Sanyal, Secretary called upon the Council
to review its work through failures and achievements of the 40 years of its constitution and also
assured to extend his co-operation to the Council in looking into introduction of P.G.Courses in
remaining (UG) subjects and also in respect of other administrative pending matters. The
Hon’ble Minister of State Shri Naik, congtrulated the members and officials of the Council on
completion of 40 years of the constitution of the Council and also recalled the responsibilities on
all concerned due Department of AYUSH being declared as a Ministry and he sought co-
operation from the Council in achieving the required standards of education and practice during
his tenure. Hon’ble Minister assured the President, Vice-President and members that he will call
for a meeting of all concerned in the Ministry to discuss the pending matters listed in the letter
handed over to him by the President C.C.H..
The President and Vice-President extended a warm welcome to both the dignitaries i.e. the
Hon’ble Minister of State and Secretary in Ministry of AYUSH.
After the Hon’ble Minister and Secretary, Ministry of AYUSH left the auditorium, the meeting
of Central Councils started.
Dr.A.K.Seth, Member also left the meeting at this stage.

All the Officers and staff were present when the Hon’ble Minister and Secretary, Ministry of
AYUSH were there. However, later on to assist the Secretary, Inspector, Asstt.Secretaries,
Office Supdtds. and a few other staff of the Council remain present throughout the meeting.
The Secretary introduced the newly elected members namely, Dr.K.L.Babu, Dr.G.Kannan,
Dr.Vinod Kumar Vimal, Dr.Rajat Chattopadhyay, Dr.Rakesh Singh, Dr.Biplab Kumar Kundu,
Dr.Shyamal Mukerjee, Dr.Bhakt Vatsal, Dr. Virender Bahadur Singh and Dr. Rajesh Sharma.
He also informed that Dr.A.P.Verma has been re-elected as a member. All the new members
were greeted by the Council.
The Secretary further informed that Dr.N.V.Sugathan, Dr.P.C.Dave, Dr.Naresh Arora, Dr.Saidul
Islam and Dr.Ramakrishna Ghosh Mondal have ceased to be the members. The Council put on
record the appreciation in respect of their contributions.
The Secretary also informed that the Central Govt. has cancelled the election in the State of
Gujarat in which Dr.J.K.Patel and Dr.Bharolia Jadvjibhai Muljibhai were declared elected as
such their membership was over. However, Dr.J.K.Patel has moved to the High Court, Delhi
wherein he was allowed to caste his vote in the elections of President and Vice-President. The
Office of the Council has requested the Ministry for a clarification about continuation of
membership of Dr.Amiya Goswami but no reply has yet been received, therefore, the meeting
notice has not been issued to him. The Ministry has also issued notification which show
ceasation of membership of Dr.Amiya Goswami who also filed a petition in High Court of Delhi
wherein he was allowed to caste his vote in the elections of President and Vice-President. The
Office of the Council has requested the Ministry for a clarification about continuation of
membership of Dr.J.K.Patel but no reply has yet been received, therefore, the meeting notice has
not been issued to him. Dr.Jose Issac has been a member under an order of Hon’ble High Court
of Kerala at Ernakulum and this Council has received no communication either from the High
Court or from the Govt. in respect of Dr.Jose Issac but in a meeting with the Director (who was
the Returning Officer in the election fo President and Vice-President) the matter was discussed
and he hinted that Dr.Jose Issac has been substituted with Dr.K.L.Babu as all the College are
under Kerala University of Health Sciences. However, when the office of the Council requested
the Ministry to confirm about the membership continuity of Dr.Jose Issac no reply has been
received and for that reason meeting notice was not issued to Dr.Jose Issac. Dr.Jose Issac has
filed a new case in said High Court at Ernakulam.
The Secretary informed the Council about the message of Dr.G.P.Hahnemann that being unwell
he would not be to able to attend the meeting.
The Council took up the Agenda item wise.

The Central Council agreed with the Revised Estimates and Budget Estimates under Plan and

Ministry’s letter No.V.27021/10/94/HD(Pt.)-CCH dated October, 2013 regarding
recognition of GPF. Scheme of CCH in the Schedule of Provider Fund Act, 1925-reg.
The Central Council noted the notification dated 8.10.2014 of Ministry of Finance, Govt. of
India regarding applicability of provisions of Provident Funds Act, 1925 (except Section 6A) to
the Provident Fund established for the benefit of the employees of Central Council of
Homoeopathy.

Amendments to Homoeopathy Central Council Act, 1973.
The Central Council discussed the matter at length and by majority it ratified the decision of the
Executive Committee. Note of Dr. R. K. Manchanda, Member is enclosed in this matter.
Agenda Item No. 53.8
Ministry’s letter No.A.11019/25/2014-EC/CCIM Election dated 23.6.2014 regarding
minutes of meeting held on 16.6.2014 (in Ministry) to simplify the process of C.C.H.
elections.
The Central Council considered the matter at length and it decided that the existing system of
election may continue without any amendment in Election Rules.
Agenda Item No. 53.9
(a) Ministry’s letter no. R13040/93/2014-HD(Tech) dated 11th September, 2014 regarding
Protection of Fundamental Rights, Article-21 of Indian Constitution (protection of life and
Personal Liberty) by concealing of Homoeo. Medicine name by Homoeo. Practitioners.
(b) Grievance dated 31, July, 2012 received from Ms. Prini, Maharshtra regarding
Transparency, accountability and responsibility in Homoeopathic doctors profession.
The Central Council discussed the matter and decided that a registered Homoeopathic
practitioners shall provide the prescription to the patients atleast if demanded by the patient or by
close relatives of the patient. An amendment to said effect is required in Code of Ethics
Regulations.

Agenda Item No. 53.10
Ministry’s letter No.R.14013/9/2014-HD (Tech.) dated 31.03.2014 regarding amendments to
Homoeopathy (P.G. Degree Course) Regulations, 1989.
The Central Council discussed the matter at length and it ratified the decisions of its Executive
Committee.
Agenda Item No. 53.11
Amendment to Degree Course Regulations.
The Central Council had long discussions in the matter. Some members opined to have one
paper of theory only in examination in Pharmacy subject, and to have maximum 13 years as the
permissible duration of the course.
It was decided that the office will write to Medical Council of India and Central Council of
Indian Medicine to know whether these councils have prescribed any maximum duration of
Degree Courses coming within their respective domain; and further the President assured that
he will discuss with concerned authority in the Ministry as to whether said minor changes
can be done at this late stage in the already submitted amendments or not. With the said
discussions, the amendments were approved.

HCC (MSR) Regulations, 2013.
(b) Ministry’s letter No. R-13040/10/2011-HD(Tech) dated 25.07.2014 regarding
implementation of provisions of Homoeopathy Central Council (MSR) Regulations,
2013.
The Central Council discussed the matter at length and it decided that in sub-regulation (2) of
regulation 3 of HCC (MSR) Regulations if a College is having all required facilities in its
attached Homoeopathic Hospital including operation theatre and labor room and facilities for all
types of patients including the post operative cases then such a college need not be forced to
again execute MoU with a hospital of Modern Medicine additionally and subject to this the
amendments proposed so far by the Education Committee have been agreed to.

Agenda Item No. 53.13
Amendments proposed in Homoeopathy Central Council (Inspectors and Visitors)
Regulation, 1982.
The Central Council agreed with the recommendation of the Sub-Committee (constituted by the
Executive Committee) for amendments proposed in Inspectors and Visitors Regulations and the
same may be forwarded to Ministry for sanction.
However, regarding taking disciplinary action or putting penalty against an Inspector or a Visitor
as proposed, MCI and CCIM may be requested as how whether these Council deal with such
situation and whether they have prescribed any disciplinary action/penalty.

The Central Council ratified the decisions taken on the various request for starting new/higher
courses. In cases from where required information has not come the same may be brought to the

Approval of P.G Examiners for M.D (Hom.) Courses in respect of different Universities.
The Central Council considered letter dated 26.11.2014 of Dr.L.K.Nanda, Member and decided
to allow the request of the Principal of A.C.Homoeopathic Medical College, Bhubneshwar for
engaging Guides in respect of students admitted in batch 2011-12 as per provisions of
Homoeopathy(Post Graduate Degree Course) Regulations (as amended upto 2001).

MUHS/UDC/PFL/09/E-04/1093/2014 dated 04.09.2014 received from MUHS Nashik
regarding allow the conduct of U.G. and/or P.G. level courses or any other courses in
Homoeopathy meant for Homoeopathic doctors which have been notified by the Central
Council of Homoeopathy in the Official Gazette.
The Central Council considered the matter and it decided to take a serious view for not allowing
the University to conduct such courses which are not prescribed by the Central Council.

However, before taking any action legal opinion from the Councils advocate in this regard may
be taken.

Councils reply vide letter No. 15-14/2011-CCH(104-16)/24635 dated 28.11.2014.

Ministry’s letter No.Z.28015/109/2014-P&C dated 1.9.2014 regarding submission of
declaration of assets and liabilities by the Public servants for each year and placing the
same in public domain on the websites of Ministries/Departments.
The Central Council agreed with the decision of Executive Committee for asking Councils
Officials and staff to file declaration, information or return as the case may be regarding assets
and liabilities with him/her in accordance to Ministry’s letter made applicable mutatis mutandis
on them. However, such information and documents may not be placed on Councils website till
clarity is given by the Central Govt. (in view of news items published in the newspaper namely
Hindustan Times dated 12.12.2014

1. The President informed the Central Council about the contents of Ministry’s (two) letter
No.R.13015/12/2005-Vig. Dated 14.8.2014 and another letter No.C..31013/04/2014-
Vig.(AYUSH) dated 11.9.2014 and Appeal dated 16.12.2014 of Dr.Lalit Verma
(addressed to Central Council of Homoeopathy) and the matter was discussed. The
Central Council accepted the appeal of Dr.Lalit Verma and decided to treat the charge
sheet dated 14.8.2014 withdrawn.
2. The Central Council decided that the requests of Dr. Sarvepalli Radhakrishanan Ayurved
University, Jodhpur and Dr.Hari Singh Gour Vishvidalaya Sagar if are received in terms
of Section 13 (2) of Homoeopathy Central Council Act for inclusion of BHMS Degree in
Second Schedule further, than the same may be examined and placed in the next meeting
of Executive Committee.
3. The Central Council decided to consult the Ministry as to whether the seal of Govt. of
India can be used in the identity cards of the members of C.C.H..
4. The Central Council decided that the Ministry may be impressed upon to include one
member of CCH in the State Mission Governing Body in each State to be coopted in the
state concerned from where such a member comes.
5. The Central Council decided to refer the Case Taking Proforma proposed by Dr.Biplab
Kundu to Education Committee for the purposes of consideration.

6. The Central Council decided that all Homoeopathic Medical Colleges may involve
themselves in respect of Public Health initiatives with support of the Government, and all
Colleges may also consider to submit Research project to C.C.R.H. under the of Extra
Mural Research Schemes which will be evaluated by the concerned authorities of
C.C.R.H.. Such steps will enable the colleges to consolidate their clinical work and
Research initiatives.
