Expansion of CBD questioned in submissions on rezoning plan

Submissions made regarding zone changes in Raglan question the need to expand the CBD

when Wi Neera St remains “largely unused”.

Seven submissions have been made about Plan Change 14 Raglan Rezone, of the Waikato District Plan: four in support, two against and one neutral.

Plan Change 14 proposes to rezone a number of properties in Wallis St from Living Zone to Business with Town Centre overlay; two properties in Wainui Rd, across from the Poihakena Marae, from Coastal Zone to Pa Zone; establish a new Business overlay for a number of properties in Bankart St and Wainui Rd; Rezone 75 Rose St from Living Zone to Business Zone; and rezone the consented industrial

areas of the Nau Mai Business Park from Rural Zone to Light Industrial Zone.

Bankart St resident Peter Lind opposed the rezoning of his street.

“Why is the CBD to be expanded into Bankart St when Wi Neera St, in the existing CBD, remains largely unused? This suggests there is no need to rezone the southern side of Bankart St,” Mr Lind wrote in his submission.

He said traffi c in Bankart St was ever increasing, and allowing more businesses there would make it worse.

“There is not enough parking in Bankart St to accommodate current residents … or business, and not enough is being done to help ease this issue, which is not helped with the placement of the Four Square right on the corner...”

Raglan resident John Lawson, of Whaingaroa Environmental Defence, also

opposed expanding the CBD when Wi Neera St “remained largely unused”.

He said concerns raised in consultation had not been addressed.

Mr Lawson said pubs, nightclubs and “obnoxious businesses” should be kept away from residential areas, and parking would be a major problem.

Plan Change 14 showed a desire to put property-owning interests ahead of community interests, he wrote in his submission.

The Raglan Chamber of Commerce supported the proposed rezoning but said it overlooked “the use of existing spaces in the CBD, particularly Wi Neera St and the former Bow Street Garage building and land”.

“We hope to see a clear plan for use and/or development of these vacant spaces in the near future.”

It said: “Expanding into residential areas will reduce housing options close to the CBD.”

Dave McCracken, of Tasman Lands Ltd, asked council to include a planned second stage of development at Nau Mai Business Park as a Light Industrial Zone.

The proposed plan change seeks to only rezone land at the industrial park that is currently covered by resource consents.

McCracken said since 2007, 27 resource consents had been required to create the industrial zone, and the “zoning must aim to simplify that historical process”.

Extending the area to be covered by Light Industrial Zone status would save unnecessary costs and time put into consent preparation and processing, and future proof land that was necessary for development, he said.

Rodger Gallagher supported the adoption of Plan Change 14. He said Raglan was growing and needed a bigger business area and industrial area.

Further submissions regarding Plan Change 14 must be made to Waikato District Council by 4pm, April 22. Submissions can be made online at www.waikatodistrict.govt, or by fi lling in forms available at any of council’s offi ces or libraries.

Autumn is upon as the days get shorter and the nights get longer.

It was with disappointment the community was subjected to another wastewater leakage into the harbour at Easter.

As your Councillor I feel embarrassment when these situations arise particularly when signifi cant funds have been put in the budget to minimize these situations. What makes it worse in this latest situation is that it was while work was being done for that very reason.

As I mentioned in my last column, the seasonal pressure on parking in Raglan has created signifi cant debate and council will continue to try and identify solutions in the short term for next summer and a medium to longer-term strategy.

As visitor and tourist numbers increase with more and more taking advantage of what Raglan has to offer, highlights that there are more and different water sports been enjoyed and no one group has dominance over an other.

It was pleasing to see a number of the community out to discuss their views on freedom camping as part of drafting a new By-law, which has been given by Government to councils to enact. I look

forward to seeing the submissions when the draft by-law goes out for consultation.

Another policy is out for consultation that you may have an interest in and that is the draft Grass Verge Policy 2016, council currently maintains over 670 individuals grass verges throughout the Waikato district at a cost of over $103,000 per year.

The draft Grass Verge Policy states that the maintenance of grass verges is the responsibility of the connected property owner, with exemptions. If the landowner is ill, elderly has a steep grass verge or if the grass verge is over 300sqm, an application can be made to council.

If you are currently having your verge mowed, I would urge you to check out the policy at the council offi ce and make a submission or go to the council website, (www.waikatodistrict.govt.nz) by the 8th April.

Another by-law out for feedback is the Proposed Trade Waste and Wastewater By-law, this is the regulation to protect and control the quality and quantity of Trade Waste. Feedback open until 23rd May.

As Councillor I receive a lot of calls from folk living on or using metal roads, particularly south of Raglan, so we have

arranged a community meeting at Te Mata with staff available to talk about how the new roading alliance works and get your roading questions answered.

A fi ve-year-old Te Uku School pupil and her grandfather, who

farms on nearby Ohautira Road, are the faces of an online market launched recently to promote and sell free-range beef.

But while it’s the heartwarming portrait of Brooklyn and Cliff Bayliss down on the farm that seeks to draw in anyone who googles the new ‘Grandad’s Beef’ website, it’s the out-of-shot mother whose left arm can be seen steadying her toddler who is the real driving force behind the marketing initiative.

And 43-year-old Tracey Bayliss needs little introduction around the Raglan district: she was brought up and educated locally, bought a house in Violet Street 12 years ago and ran a beauty therapy business

– Lime – from there and then downtown until three years ago.

Tracey – who still has a business, Lime Spa, in central Hamilton – says the “Grandad’s Beef” initiative actually came about through her beauty therapy studies and subsequently having conversations “all the time” with her Lime clients about health and nutrition.

That sparked a conversation with her father about chemical fertilisers, and it turned out he hadn’t used superphosphate for 30 years. He did use fi sh fertiliser years ago, but now bought in a “biological” product from Kiwi Fertiliser in Te Awamutu.

“It’s quite mind-blowing how I didn’t know that,” says Tracey.

This got her thinking about how farming was “all about the soil” and how it was “the

same with the body – you look at what goes in internally to see the result (physically)”.

The analogy set her thinking in turn about making the beef from her father’s farm more available, so she turned to the internet to “get it (the message) out there”.

Says Cliff: “The online business takes advantage of what I’ve been doing for years. The health of the soil and pasture comes through in the meat and probably the milk too to give us a premium product.”

Tracey arranged tests through Hills Laboratories, and her father says these showed the trace elements like Omega 3 coming through in the beef. Adds Tracey: “We assumed it (the beef) had higher nutrients and now we can confi rm this.”

She points to American research which is showing the omegas in grass-fed beef are higher than in the grain-fed product. “So it’s a big turnaround for America and there’s now a big market for grass-fed beef.”

Tracey sees the local product as presenting “a prime opportunity to farm in an environmentally friendly way and get really good quality beef that captures the wealthier market here and overseas”.

“There’s a defi nite market there so we say let’s get them buying our nutrient-dense sustainable product, let’s get more back to nature.”

She describes it as developing a “conscious” farming market as opposed to mass “industrial” farming. “And we’re not the only ones doing it … conscious farmers can be encouraged to pull together and we can build a portfolio which is useable for all farmers in New Zealand.”

Cliff adds the online business “seems to be going well”, with a steadily increasing number of orders since launching just before Christmas.

This week the Chronicle caught up with local photographer Karin van Til

Tell us a little about how you started with photography?

Already from a young age I was often running around with a camera. The decision to go study photography was quite logical for me.

I moved to the Hague (Netherlands), to attend Photography at the Royal Academy of Arts, where I learned the craft of photographer in the traditional way. Shooting on fi lm and developing & printing in the darkroom, computers and Photoshop weren’t used yet.

During these four years we also got two and a half year internship with a professional photographer, whom you chose for his/her style. After graduating most of us fi rst started with working as assistant for established photographers. In my opinion these fi rst few years were the most important practice to get ready for the ‘real world’ and also lots of fun!

What equipment do you use? Do you like shooting in digital or…?

I use various types of cameras, depending on the project. When I shoot for a magazine, I use my SLR digital Nikon.

But my favourite camera is a medium format fi lm camera, my Hasselblad.

An other camera I still have and use is a Sinar 4x5” view camera. This asks for a completely different way of photographing, it’s much more technical. And my SX70 Polaroid camera has sort of become a

collectors item now, you can’t beat the old Polaroid style.

What are some of your favourite things to shoot?

My favourite work is actually more a mix of portraits and documentary photography. I love the unexpected and working on real stories.

The last few years I’ve moved more to shooting landscapes and stills as well.

Last fi ve photos you shot?

Apart from the snapshots on my iPhone…. my last photos I took was an early morning shoot in Mangonui harbour, where the fi shermen were getting ready.

Are there any photographers or artists that you are inspired by?

Yep defi nitely. My all time favorite photographer is Anton Corbijn. He became famous in the late '80s as a music/portrait photographer in Europe. He is a Dutch guy and still shoots on fi lm. His style is very raw and gentle at the same time. He’s a master in telling a whole story about a person in one image, often with a deeper layer.

I always tried to copy his darkroom fi lm/print techniques back in the days.

Now he’s world famous and a fi lm director too.

Other are: Marcel van der Vlugt, Mario Testino, Sally Mann, Annie Leibovitz, Peter Lindbergh and Stephan Vanfl eteren.

How would you describe your style?

It’s hard to describe my own style … I would say “esthetic and pure” .

Have you got any funny photo shoot experiences?

One special commercial shoot I remember, was with a model on a camel on a Dutch beach by sunset, for an international engineering company. It had to look like we were in Morocco. As a treat to keep Charlie the camel happy during the shoot, he drank Coca-Cola from a bottle with a straw. The shoot went very smoothly, so it worked.

The story behind your cover photo:

I chose this photo because this is Raglan for me, defi nitely the sea playing the most important role. It’s dramatic, quiet and beautiful, all in one….

One of the phrases that has inspired Phil [McCabe]1 over the years is a saying that comes from King Tāwhiao. During his reign (r.1860-1894), King Tāwhiao acted as a peacemaker between various Tainui hapū and iwi. When he was asked about the hapū and iwi of the west coast of Whaingaroa, King Tāwhiao said,

“Ka pa tau ko Tainui A Whiro, ngunguru te Po, ngunguru te Ao.” – Now, if you were to ask me about the Tainui of Whiro, it rumbles and rages by night and it rumbles and rages by day.2

That saying was his way of likening the behaviour of the people of Whaingaroa to their environment.

Whaingaroa is now home to many types of people and cultures, but there’s no doubt that the statement could still ring true today. Just like the waves, the people of Whaingaroa have proven time and again that they will not be silenced.

My most recent talk with eCoast Director and Oceanographer, Ed Atkin, M.Sc., brought this statement by King Tāwhiao to mind again.

Towards the end of 2015, eCoast Marine Consulting and Research was awarded a major research grant from the Ministry of Business Innovation and Employment as part of their 2015 Science Investment programme.3

The three-year project, aptly titled ‘Remote Sensing, Classifi cation and Management Guidelines for Surf Breaks of National and Regional Signifi cance’ is focused on gathering data from seven of New Zealand’s most iconic surf breaks, including Manu Bay.

The other six surf breaks include: Aramoana (Dunedin), Lyall Bay (Wellington), Piha (South, Auckland) Wainui (Gisborne), Whangamata Bar and Whareakeake (Dunedin).

The aim of the project is to create a detailed description of how the surf breaks work physically, scientifi cally, socially and culturally. Their goal is to understand how surf breaks are used and how they should be managed.

“The fundamental issue around every surf break, the big question: is it going to be compromised? Is someone going to break it?” said Ed.

eCoast has stepped in to look at ways in which these surf breaks can be sustainably managed. When the project is completed, eCoast will have a set of guidelines for everyone to work from to keep the surf breaks healthy for years to come.

The guidelines will further support the New Zealand Coastal Policy Statement, which protects surf breaks of National signifi cance. It will create a sort of tick box list that anyone who is interacting with the coastline and surf breaks will have to use.

But the only way to create management guidelines when it comes to the environment is to fi rst understand it.

For Ed and his team, this understanding comes from three main collection sources:

1- Camera Imaging Stations—High-end cameras set-up to take an image every hour, 7 days a week, 365 days a year. It takes time stamps of what the conditions are like so that they can do detailed analyses of how the environment is changing over time.

2-Community engagement—Finding out who is surfi ng or using the surf breaks, where they are surfi ng and how they are interacting with the waves. GPS watches have been donated by Rip Curl and will be worn by surfers to help the eCoast team collect as much detailed data as possible.

3- Then, there is the social, cultural, historical and environmental issues surrounding surf breaks. Data will be gathered through stakeholder meetings held at each specifi c study site. As well as separate consultations with local iwi in each of the areas to understand the cultural importance and insure that the principles of the Treaty of Waitangi and kaitiakitanga are upheld.

“Everyone has a claim to be a stakeholder,” said Ed, “Even if you’re not a surfer. Even if you’re a fi sherman or a surf tourism business owner, … and almost everyone is a stakeholder in a surf driven town. “

Although Whaingaroa’s coastline from Half Moon Bay to Outsides is protected by the New Zealand Coastal Policy Statement, there is still research to be done. This specifi c study will help eCoast to better understand Manu Bay.

eCoast has started hosting stakeholder meetings in other towns and Whaingaroa is set to happen in June. Ed hopes to attract all members of the community in order to educate, listen, debate and share. Karioi Classic kids to take their marks …

Organisers of the Kids Karioi Classic hope to get 100 young riders

competing in the annual fundraising event this year.

Dirk De Ruysscher says there has been more of a push to advertise the event outside of Raglan because the race is being held in the school holidays this year.

“If we get 100 kids that will be fantastic,” says Dirk, of the event that is being held at Raglan Area School on Saturday.

It’s the third year that Kids Karioi Classic will be held, and last year about 40-50 kids took part.

The track is on grass and part of the Kaitoke Walkway, with distances ranging from 2km for the younger riders, aged 5, and 8km for the older participants, aged 11-15.

Dirk says the track is challenging, so the kids will have to push themselves, but “it’s about fun and participation, not winning”.

“Bikes need to be safe. There are a few downhill parts so brakes need to be working and you have to wear a helmet.”

Sport Waikato is also putting up an obstacle course for riders, including jumps and “some fun stuff”.

Each participant will get a Karioi Classic drink bottle, in “cool colours”, thanks to a $500 donation from the Raglan Lions Club.

Karioi Kids Classic is a fundraiser for Raglan Area School, to help buy new sports equipment.

The event starts at 10am and is expected to be fi nished about midday. Registration is between 9am and 9.30am. Entry fee costs $5.

CONNECT Seniors are working to create a directory of all the various groups and activities that are available for the seniors in our community (and there is a very diverse range of support groups and activities available).

They also want to make sure that people know about the Age Concern Accredited Visiting Service – if you are a senior who would like to have a regular visitor or are able to give a little time each week (about an hour) to act as a visitor, please make contact with Ray Diprose at [email protected].

CONNECT Seniors There have been a couple of CONNECT meetings of late.

One has been a meeting of the CONNECT Whaingaroa/Raglan Umbrella group where representatives from the various sectors at work in Raglan come together to discuss what is happening in their areas and identify any opportunities to work together or support each other.

This group met on 23 March at The Raglan House. The business community report on a bumper summer and that trading in Raglan has been busier than ever before and that the

summer season has gone on longers (thanks to the awesome weather we have enjoyed). There have been some exciting connections made between the business community and Raglan Area School and a new barista course is in the offing for students. In terms of our youth / students, Raglan Area School has a record number of enrolments this year and two new classrooms are being built. The Vocational Pathways are going really well and there has been awesome support from the business community for this initiative. The school are also looking into driver

licensing to help students get their restricted licenses. The Youth Hub has been going really well and the school would welcome positive feedback.

The Chamber of Commerce and the Whaingaroa Environment Centre are working together on the Plastic Bag Free Raglan campaign.

They are seeking feedback so if you have not completed the survey, please do and get your response into the Enviroment Centre or email them at [email protected].

CONNECT Raglan Update

Raglanders probably need to reminded just how lucky we are that

we have such a wonderful community asset on our doorstep.

Cherry McFarlane, newly appointed manager of Raglan’s Rest Home and Hospital, certainly believes this to be the case and is happy to sing hospital’s praises.

Cherry, who has a vast background in clinical and management, also has thirty five years as a registered nurse and fifteen years in aged care so she is well aware the importance of great staff when it comes to care for the elderly. “We pride ourselves on having a passion for our residents providing the ultimate in care” she asserts.

You only have to look at the history of this asset to understand it’s significance for the community.

Raglan Rest Home and Hospital has been a part of the Raglan community for a long time.

The building started its life as a Maternity Hospital when it was opened by the Honourable Mrs Hilda Ross in 1953.

The purpose of the facility changed to aged care managed by the Waikato District Health Board, who in time decided to close the facility as it was not viable.

At the time the local community felt very strongly that this icon should stay in Raglan, as it was considered an integral part of the community. After a well-attended public meeting the Raglan Trust was formed which purchased the facility and neighbouring land from the WDHB with donations from the community.

The present owners John and Shiny leased the facility from 1st of March 2006, then purchased the land and building four years ago.

It took a whole year to complete extensions of a new wing which included 7 rooms with ensuites, two lounges, new decking and a number of other changes. The new wing was opened on 15th March, 2014.

Additionally the staff and management have gone to some length to create a positive environment for the residents. “The facility has a lovely home like feel where activities are organised like shopping, games and exercises…… and we have a physiotherapist who visits weekly, ” Cherry confirmed.

Currently the facility has the capacity for 36 residents. The facility has been managed in the past years by Te Rangimarie Carter, who recently moved on to other challenges.

Visitors are always welcome and Cherry is keen to point out that anyone with spare time is welcome to become a volunteer at the facility.

Following a 10 week programme, we can start to really think consciously about our parenting goals. How can we meet the needs of our tamariki as they change and develop, as well as our own needs? Nonviolent Parenting is a philosophy and practice developed by Ruth Beaglehole and we uphold her passion and wisdom as we talk and learn together about this way of parenting. The topics we cover include brain development, communicating with your children so they can really hear you, emotional literacy and setting limits. The classes are on Tuesday evenings, 7pm - 9pm and start on 3rd May. The cost is $5 per class and will be held at the Old School Art Centre on Stewart Street. RAGLAN CLUB SPECIAL MEETING REPORT

On Sunday 10 April a special meeting called by members of the club attracted 207 patrons

to discuss two resolutions. The meeting was chaired by the President of Clubs NZ. Information was provided and discussions had concerning the issues facing the club. As a result, 188 members of the club voted to remove the President and the Executive

immediately, and an interim governance group was mandated to assume the role of governance until the next Annual General Meeting. That group consists of the club’s

Patron Richard (Blue) Stephens and a number of life members of the club.

We thank all those members who attended this strategically signifi cant meeting.

We look forward to welcoming our members and their guests or members of clubs with

reciprocal visiting rights to continue to enjoy all facilities the Raglan Club has to offer.

SEARCHING FOR GOD

On Sunday’s I visit Raglan’s houses of the Lord, though I have only covered three so far. I make no apology for this shopping around, which some might call fl ighty.

Through recorded history, mankind (and womankind) has derived many ideas to explain his or her existence. Are we just advanced aspects, a son or a daughter of the Almighty. Maybe, at death, the light just goes out. Or perhaps we enter a celestial promised land.

The Church of Jesus Christ of Latter Day Saints is the fi rst new experience on this quest. Services take place in a clean cut building like the clothes of the congregation. Not formal, but neat and tidy. Sunday best it used to be called. The chapel is without religious symbolism. The services are equally devoid of lengthy orations. I found this absence of symbolism refreshing.

The Catholic Church in James St has also received my attention. I was received into the form of faith in 1985, in Hamilton. I chose my Catholic name as Francis. I have some past Catholic friends to thank for setting me on that path.

In Raglan their services are three times a month. When possible I attend Mass in the Catholic Cathedral in Hamilton as I did regularly when I lived there.

It now has a congreation. of many Phillopeno people, as their orgins area more devout society.

But perhaps you are too busy to attend any church. We all have free will. With an attitude of faith we can connect with old friends after death. Without faith, we’ll never know. It’s your choice.
