    Being influenced by more than the recent floodThere has been a 9% increase in the number of

    households rentingover the year ending March 2011. At first glance, most of us would say impact of the flood,but as chart 1overleaf shows, the annual change to December last year saw an 8% rise in Queensland rental households too. This is much higher than the historical average.

    The August 2011 Census is l ike ly to show a marked increase in the proportion of people renting in Queensland and especially in regional centres.Our work see chart 2already suggests such. Since 2006, Queenslands population has increased by 10%, whilst the number of households renting has grown twice as much. In some regional towns, such as Mackay, Gladstone and Rockhampton, the rental market has increased by a third, far outstripping local population growth. This trend is causing rents to rise, as shown in the back table.

    Whilst the increase in the proportion renting is a long term trend and reflects the changing nature of employment in Queensland (i.e. resources and tourism), the recent surge is the result of low housing affordability; rising household costs (including interest rates) and investors renting out their once locked-up investmentproperties.

    Despite the recent cap on infrastructure charges, providing new affordable housing in Queensland will remain difficult unless more land is fast tracked for development and the approval process itself is dramatically simplified and sped-up. This is unlikely to happen under the current Labor state government. So, for the short-term to medium-term at least, Queensland is likely to continue to be undersupplied when it comes to affordablenew homes. The pressure on rents will continue to build. As noted in previous Snapshots, the vacancy rate is tight (and much tighter than we originally thought) and the rental market has some spare capacity to pay more in rent.

    Around half of Queenslands rental properties are in Brisbane, with a further 15% held on the Gold Coast and another 7% on the Sunshine Coast. See chart 3. This weighting towards the south east corner will shift towards the resource regions in coming years. The challenge will be to provide affordable rental accommodation.

    In contrast to owner-residents, who clearly prefer living in detached houses, the rental market dont mind attached product. See chart 4. In fact, the number of households renting townhouses has increased by 57% over the last fi ve years.

    Labor Councillors vote against protecting homes from fl ood

    Brisbanes Labor councillors have voted against raising the citys fl ood level to better protect homes and give fl ood victims the certainty they need to get on with rebuilding their lives.

    Earlier this month the State Labor Government endorsed Councils interim planning measures to help rebuild homes in fl ood affected areas by requiring all new houses and residential units be built above fl ood heights recorded during the January 2011 fl ood.

    Council Neighbour Planning Chair Amanda Cooper said she was shocked by the decision of Labor Councillors to fail to support the move at tonights meeting.

    Just last week Deputy Premier Paul Lucas approved our interim planning measure to help people rebuild and praised the work of Council to develop such a plan, she said.

    He even went so far as to say it will greatly reduce the social and economic hardships being faced by thousands of people in the aftermath of this devastating natural disaster.

    And he also said the State has been happy to work with BCC to prepare an interim measure prior to the Commission of Inquirys fi ndings being handed down.

    Many Labor Councillors represent fl ood-affected areas but they dont support giving fl ood victims the certainty they need to get on with their lives after this devastating fl ood.

    What is even worse is that theyd prefer to do nothing and allow new homes to be built without any change to building heights in areas that were decimated by Januarys fl ood.

    Cr Cooper said Councils decision to raise the fl ood level would ensure fl ood-affected residents had the certainty they needed to get on with the reconstruction process while they were waiting for the fi nal outcomes of State Governments Commission of Inquiry, which would be up to a year away.

    This is as much about better protecting homes against future fl ooding as it is about giving fl ood victims the certainty they need to start rebuilding again.

    as they also gave the building industry certainty, ensuring that job-generating projects were not thrust into limbo because of the fl ood.

    She said it was sad that Labor continued to push a policy of inaction for dealing with fl ooding in Brisbane and clearly had not moved on from the days of fl ood cover ups under the previous Soorley/Quinn administration.

    We cannot stand by in good conscience and leave the fl ood level as it is after seeing how high the fl ood waters got in January, Cr Cooper said.

    Bulk water drives Brisbane water bill increases

    Lord Mayor Graham Quirk said the release of Queensland Urban Utilities latest water prices for Brisbane was more proof the State Governments bulk water charges were responsible for skyrocketing household water bills.

    The Lord Mayor said Brisbane water and sewerage bills were expected to increase an average of 6.47 per cent next year the equivalent of about $60 dollars a year.

    However, Cr Quirk said about two-thirds ($40) of this increase was the direct result of the State Governments bulk water charges, which will rise a massive 17 per cent next year.

    The retail water component of the bill, controlled by Queensland Urban Utilities, will only rise about 2.6 per cent, which is below infl ation.

    This is more proof the State Government is wholly and solely responsible for the exorbitant increases in household water bills since they took control of water off councils, he said.

    No elected council offi cial currently has the power to be involved in setting water prices, therefore the Premier must step in and cap bulk water prices and stop gouging Brisbane ratepayers to pay off the States mothballed $9 billion water grid.

    However we will continue to offer pensioners a generous rebate of up to 40 per cent off their water bills to help reduce the burden on water bills.

    Cr Quirk said the release of todays water prices also exposed the fl aws in the Premiers plan to hand back control of water to councils on the condition they cap household water bills to infl ation without a similar cap on the State Governments bulk water charges.

    Brisbane water bills are expected to increase about 6.5 per cent on average next year because of the State Governments bulk water charges thats almost double the rate of infl ation, he said.

    The fact the Premier still wont meet with councils to discuss the issue a month after we requested a meeting suggests this is more of a political ploy than a real policy to deal with high water bills.

    Brisbanes average residential water and sewerage bill of $1008.71 for 2011-12 remains the lowest of any council area in southeast Queensland, despite the State Governments skyrocketing bulk water charges.

    Brisbanes infl ation rate is currently 3.6 per cent.Lord Mayor opens new Brisbane

    parklandsLord Mayor Graham Quirk today announced that Brisbane City

    Council would take possession of 5 hectares of waterfront parkland, including an 800 square metre lake, in the suburb of Newstead.

    Cr Quirk said the redevelopment of Newstead Waterfront Park and Wharf Park came at no cost to ratepayers as Mirvac developed the parks as part of its $1 billion residential development.

    I want Brisbane to be Australias most clean and green city and this new park will take us further towards achieving our goal, he said.

    Our plan is to have 95 per cent of residents living within 500 metres walking distance of a park.

    Cr Quirk said facilities in Waterfront Park included playground equipment, picnic benches, tables and barbecue areas.

    As Newstead continues to grow through these types of developments, its critical that we balance this growth with access to green space, he said.

    Not only will new residents in Mirvacs development benefi t, but the existing residents of Newstead and surrounding suburbs are also big winners.

    Prior to its development the site was an industrial gas works dating back to 1885 before it was decommissioned in 1996.

    Cr Quirk said there were more than 2100 parks across Brisbane and he would spend $31 million this fi nancial year on establishing future parks, with more than 16 hectares secured to date across Brisbane.

    Key sites secured this year include the $22 million former tennis centre site at Milton, as well as land at Rochedale and Woolloongabba at a total of $6.6 million.
