Theo ngh ca S Ti chnh ti T trnh s 650/TTr-STC ngy 28/10/2011,

QUYT NH :

iu 1. 1. Ban hnh n gi cc vn chuyn hng ha bng t c thanh ton ton b hoc mt phn t ngun vn ngn sch Nh nc trn a bn tnh Qung Nam (chi tit theo Ph lc I nh km).

2. Quy nh v tnh cc vn chuyn hng ha bng t (chi tit theo Ph lc II nh km).iu 2. Nhim v ca cc c quan, n v

1. Trng hp c bin ng ln v gi trn th trng, S Ti chnh ch tr phi hp vi cc S, ngnh lin quan tham mu trnh UBND tnh iu chnh cho ph hp.2. 2. n gi cc c bn i vi hng bc 2: c tnh bng 1,2 ln cc hng bc 1.

Hng bc 2 bao gm: Mui, xi mng, phn bn (tr phn ng vt), thuc tr su, thuc tr dch, thuc chng mi mt, thuc th y, than, vi, ging cy trng, nng sn phm, nha ng, xng du (ch bng xe bn), ng nc bng nha, ng nc bng st, cc loi vt t, my mc, thit b chuyn ngnh, giy vit, bo.

3. n gi cc c bn i vi hng bc 3: c tnh bng 1,3 ln cc hng bc 1.

Hng bc 3 bao gm: Snh s, hng thu tinh, knh cc loi, thuc cha bnh, phn ng vt, bn, cc loi hng d bn, hng tinh vi, xng du cha bng phi, ct in, ng nc bng b tng.

4. Cc trng hp c tnh tng so vi mc cc c bn ca xe ti thng:

a) Cc vn chuyn vt liu, hng ho bng phng tin xe ti thng c trng ti t 3 tn tr xung (tr xe cng nng v cc loi xe tng t) th mc cc vn chuyn hng ho, vt liu c tnh bng 1,2 ln ca mc cc c bn v ch p dng cho trng hp vn chuyn c khi lng nh, l.

b) Cc vn chuyn hng ho bng phng tin c thit b ht, x (xe Stec), c thit b nng h c tnh bng 1,2 ln ca mc cc c bn.

c) Trng hp, vn chuyn hng qu kh hoc qu nng bng phng tin vn ti thng thng th mc cc vn chuyn c tnh bng 1,2 ln ca mc cc c bn./.

QUY NH V TNH CC VN CHUYN HNG HO BNG T

(Km theo Quyt nh s /Q-UBND ngy / /2011

ca UBND tnh)

1. Phm vi p dng: Gi cc quy nh ti Quyt nh ny c p dng trong cc trng hp sau:

- Xc nh mc tr gi, tr cc vn chuyn cc mt hng chnh sch min ni theo quy nh hin hnh.

- Xc nh cc vn chuyn hng ho do Nh nc t hng m khng qua hnh thc u thu, u gi. Trng hp, thc hin c ch u thu i vi cc vn chuyn hng ho th p dng theo mc cc trng thu nhng ti a khng c cao hn mc cc quy nh ti Quyt nh ny.

- Lm c s kim sot gi vt liu xy dng trong lnh vc u t xy dng i vi cc d n u t xy dng cng trnh s dng vn ngn sch Nh nc, vn tn dng do Nh nc bo lnh, vn tn dng u t pht trin ca Nh nc, vn tn dng u t pht trin ca doanh nghip nh nc v cc ngun vn khc do doanh nghip nh nc t vay, t tr khng c s bo lnh ca Nh nc.

- L cn c cc n v tham kho, vn dng trong qu trnh thng tho hp ng cc vn chuyn hng ho ngoi cc trng hp nu trn.

2. Quy nh chung:

2.1. Khi lng vt liu, hng ho c tnh bng tn (T) hoc khi (m3).

2.2.Quy nh v hng qu kh, qu nng:

- Hng qu kh l loi hng m mi kin hng khng tho ri ra c khi xp ln xe v c mt trong cc c im sau:

+ C chiu di di 12m v khi xp ln xe vt qu chiu di quy nh ca thng xe s dng.

+ C chiu rng ca kin hng di 2,5m v khi xp ln xe vt qu chiu rng quy nh ca thng xe s dng.

+ C chiu cao qu 3,2m tnh t mt t.

- Hng qu nng l loi hng m mi kin hng khng tho ri ra c khi xp ln xe v c trng lng trn 5 tn n di 20 tn:

i vi mt kin hng va qu kh, va qu nng: ch phng tin ch thu mt mc cc qu kh hoc qu nng.

2.3. Khong cch tnh cc:

- Khong cch tnh cc l khong cch thc t vn chuyn hng.

- Nu khong cch vn chuyn t ni gi hng n ni nhn hng c nhiu tuyn vn chuyn khc nhau, th khong cch tnh cc l khong cch tuyn ngn nht. Trng hp, trn tuyn ng ngn nht khng m bo an ton cho phng tin v hng ha th khong cch tnh cc l khong cch thc t vn chuyn hp l, nhng hai bn phi ghi vo hp ng vn chuyn, hoc chng t hp l khc.

- n v khong cch tnh cc l kilmt (km).

- Khong cch tnh cc ti thiu l 1 km.

- Quy trn khong cch tnh cc: s l di 0,5 km khng tnh, t 0,5 km n di 1 km c tnh l 1 km.

- n v tnh cc i vi xe ti thng, xe c thit b nng, h, xe c thit b ht x l: ng/tn/km.

- n v tnh cc i vi xe ben (thit b t ) l: ng/m3 hoc ng/m3/km.

2.4. Loi ng tnh cc:

- Loi ng tnh cc c chia lm 6 loi theo bng phn cp loi ng ca B Giao thng - Vn ti. i vi ng do a phng qun l th S Giao thng - Vn ti cn c vo tiu chun quy nh hin hnh xp loi ng ca B Giao thng - Vn ti tham mu trnh UBND tnh quyt nh phn cp loi ng p dng trong phm vi a phng. i vi ng do Trung ng qun l th xp theo loi ca B Giao thng - Vn ti.

- i vi tuyn ng mi khai thng cha xp loi, cha cng b c ly th hai bn ch hng v ch phng tin cn c vo tiu chun hin hnh ca B Giao thng - Vn ti tha thun v loi ng, c ly v ghi vo hp ng vn chuyn.

3. Cc quy nh v cc c bn:

3.1. n gi cc c bn ti khon 1, mc II, Ph lc 1: Cc vn chuyn hng ho bng xe ti thng c tnh cho hng bc 1, vn chuyn trn 6 loi ng (5 loi ng vi 41 c ly quy nh ti khon 1, mc II v loi ng c bit xu c quy nh ti tit 3.2 di y) .

n gi cc c bn i vi hng bc 2, bc 3 c tnh theo h s i vi n gi cc c bn ca hng bc 1.

3.2. n gi cc c bn vn chuyn vt liu, hng ho bng xe ti thng trn cc tuyn ng, on ng c bit xu c xc nh c th nh sau:

- Huyn Nam Giang: c p dng h s H = 2,5 so vi ng loi 5, i vi nhng tuyn ng, on ng c bit xu nm trn tuyn Km64 - La . H s H=2,2 i vi nhng tuyn ng, on ng c bt xu nm trn tuyn Chvl - Zui.

- Huyn ng Giang: c p dng h s H = 2,0 so vi ng loi 5 i vi tt c cc tuyn ng, on ng c bit xu.

- Huyn Ty Giang, huyn Phc Sn: c p dng h s H = 2,5 so vi ng loi 5 i vi tt c cc tuyn ng, on ng c bit xu.

- Huyn Bc Tr My: p dng h s H = 1,7 so vi ng loi 5 i vi tt c cc tuyn ng, on ng c bit xu.

- Huyn Nam Tr My: p dng h s H = 1,8 so vi ng loi 5 i vi tt c cc tuyn ng, on ng c bit xu.

3.3. Phng php tnh cc c bn theo cc c ly i vi xe ti thng:

- Vn chuyn hng ha trn chng ng ch c mt loi ng: Vn chuyn hng ha c ly no, loi ng no th s dng n gi cc c ly , loi ng tnh cc.

- Vn chuyn hng ho trn chng ng gm nhiu loi ng khc nhau th dng n gi cc ca khong cch ton chng ng, ng vi tng loi ng tnh cc cho tng on ng ri cng li.

3.4. Phng php tnh cc c bn theo cc c ly i vi xe ben (thit b t ):

- Vn chuyn vt liu vi khong cch trn 5km hoc khong cch t 5km tr xung nhng tng khi lng vt liu chuyn ch t 100m3 tr xung th mc gi quy nh c th ti mc I, khon I, im a ca Ph lc I.

n v tnh cc l: ng/m3 - Vn chuyn vt liu vi khong cch trn 5km hoc khong cch t 5km tr xung nhng tng khi lng vt liu chuyn ch trn 100m3.

+ Vn chuyn vt liu trn chng ng ch c mt loi ng: Vn chuyn vt liu c ly no, loi ng no th s dng n gi cc c ly , loi ng tnh cc.

+ Vn chuyn vt liu trn chng ng gm nhiu loi ng khc nhau th dng n gi cc ca khong cch ton chng ng, ng vi tng loi ng tnh cc cho tng on ng ri cng li.

4. Cc loi chi ph khc ngoi cc vn chuyn hng ho qui nh tiPh lc I:

Ph ng, cu, ph: Trng hp, phng tin vn chuyn trn ng c thu ph ng, cu, ph th ch hng phi thanh ton tin ph ng, cu, ph cho ch phng tin theo n gi do Nh nc qui nh.

5. Mt s v d tnh cc vn chuyn hng ho bng t:

a) i vi xe ti thng:

V d 1: Vn chuyn 7 tn lng thc (hng bc 1), c ly vn chuyn 25km, trn ng loi 1. Cc c bn c tnh nh sau:

p dng n gi cc c ly 25km, hng bc 1, ng loi 1 l: 2.440ng/tn/km. Mc cc c tnh l: 2.440ng/T/km x 25km x 7tn = 427.000 ng.

V d 2: Vn chuyn 5 tn xi mng (hng bc 2), c ly vn chuyn 120km, trong gm 70km ng loi 1, 40km ng loi 2, 10km ng loi 3. Cc c bn c tnh nh sau:

+ Dng n gi cc c ly trn 100km ca ng loi 1, hng bc 1 tnh cc cho 70km ng loi 1, hng bc 1 l: 1.732 /T/km x 70km x 5tn = 606.200 ng

+ Dng n gi cc c ly trn 100km ca ng loi 2, hng bc 1 tnh cc cho 40km ng loi 2, hng bc 1 l: 1.950 /T/km x 40km x 5tn = 390.000 ng

+ Dng n gi cc c ly trn 100km ca ng loi 3, hng bc 1 tnh cho 10km ng loi 3, hng bc 1 l: 2.598 /T/km x 10km x 5tn = 129.900 ng

Vy, cc vn chuyn 5 tn xi mng (hng bc 2), ton chng l: (606.200 ng + 390.000 ng + 129.900 ng) x 1,2 (hng bc 2) = 1.351.320 ng

V d 3: Vn chuyn 3 tn mui (hng bc 2), c ly vn chuyn 50km, trong : 45 km ng loi 3; 5km ng loi 5, s dng phng tin vn chuyn c trng ti nh (3 tn), cc vn chuyn c tnh nh sau:

- Mc cc c bn:

+ Dng n gi cc c ly 50km ca ng loi 3, hng bc 1 tnh cc cho 45km ng loi 3, hng bc 1 l: 2.810 /T/km x 45km x 3tn = 379.350 ng.

+ Dng n gi cc c ly 50km ca ng loi 5, hng bc 1 tnh cc cho 5km ng loi 5, hng bc 1 l: 5.620 /T/km x 5km x 3 tn = 84.300 ng.

Cc c bn ton chng ng (hng bc 2) l: (379.350 ng + 84.300 ng) x 1,2 ( hng bc 2) = 556.380 ng.

+ Ngoi ra, theo qui nh c tng thm cc: S dng xe ti thng t 3 tn tr xung c tng thm 1,2 ln.

Vy, cc vn chuyn 3 tn mui, ton chng, s dng xe ti thng 3 tn l: 556.380 ng x 1,2 = 667.656 ng.

b) i vi xe ben:

V d 1: Tng khi lng vt liu (ct) cn chuyn ch ca mt cng trnh l 90m3; thu xe c trng ti 5 tn, c ly vn chuyn 2km trn a bn cc x ng bng huyn Duy Xuyn, cc vn chuyn c tnh nh sau:

Mc gi cc p dng l 22.500 /m3. Tng tin cc tnh cho khi lng 90m3 l 90m3 x 22.500 /m3 = 2.025.000 ng.

V d 2: Tng khi lng vt liu (, ct) cn chuyn ch ca mt cng trnh l 200m3; thu xe c trng ti 5 tn, c ly vn chuyn 4km, ng loi 4 trn a bn cc x min ni huyn i Lc, cc vn chuyn c tnh nh sau:

n gi cc p dng l 7.250 ng/m3/km. Tng mc cc tnh cho khi lng 200m3 l: 200 m3 x 7.250 /m3/km x 4km = 5.800.000 ng.

V d 3: Tng khi lng vt liu (, ct, t, si) cn chuyn ch ca mt cng trnh l 300m3; thu xe c trng ti 5 tn, c ly vn chuyn trn 18km, trong gm 10 km ng loi 4; 8km ng loi 5 trn a bn huyn Nam Giang, cc vn chuyn c tnh nh sau:

+ Dng n gi cc c ly 18km ca ng loi 4 tnh cc cho 10km ng loi 4 l: 300 m3 x 5.493 /km/m3 x 10km = 16.479.000 ng.

+ Dng n gi cc c ly 18km ca ng loi 5 tnh cc cho 08km ng loi 5 l: 300m3 x 7.141 /m3/km x 8km = 17.138.400 ng.

Cc ton chng ca khi lng vt liu 300m3 l: 16.479.000 ng + 17.138.400 ng = 33.617.400 ng./.
