1. QUY NH CHUNG

1.1. Phm vi iu chnh

Quy chun k thut ny quy nh v ni dung qun l cht lng; yu cu v bn, b cha, ng ng cng ngh, an ton phng chy cha chy; cng tc giao nhn i vi mt hng xng du hng d tr quc gia, bao gm:

- Xng khng ch dng cho cc loi ng c

- Nhin liu izen

- Nhin liu phn lc tuc bin hng khng

- Cc loi xng du d tr nh nc khc theo Quyt nh ca Th tng Chnh ph

Trong Quy chun k thut ny, cc t ng di y c hiu nh sau:

1.3.1. Xng khng ch: Hn hp bay hi ca cc hydrocacbon lng c ngun gc t du m vi khong nhit si thng thng t 15 oC n 215 oC, thng c cha lng nh ph gia ph hp, nhng khng pha ch, s dng lm nhin liu cho ng c t trong c quy nh trong TCVN 6776 : 2005 Xng khng ch ( Yu cu k thut 1.3.2. Nhin liu izen: Phn ct gia ca du m ph hp s dng lm nhin liu cho ng c izen lm vic theo nguyn l chy do nn di p sut cao trong xylanh, k hiu l DO, c quy nh trong TCVN 5689 : 2005 Nhin liu izen (DO) Yu cu k thut

Ph gia chng xy ho trong nhin liu qua qu trnh hydro ho v nhin liu tng hp l bt buc v ph gia ny phi cho vo ngay sau qu trnh hydro ho hoc qu trnh tng hp v trc khi sn phm hoc thnh phn c chuyn sang bo qun, ngn s peroxy ho v to nha sau ch bin.

Khng cho php dng ph gia chng ng bng nu khng c s nht tr ca tt c cc thnh vin trong h thng chung (xem Ch thch 20).

Ph gia c ch n mn/Ph gia ci thin tnh bi trn c cho vo nhin liu m khng cn s chp thun trc ca cc thnh vin trong h thng chung (xem Ch thch 16).Loi v hm lng cc ph gia s dng phi nu trong Chng ch cht lng hoc cc ti liu khc lin quan cht lng. Khi cc ph gia ny c pha long vi dung mi hydrocacbon ci thin tnh bo qun, th trc khi pha phi ghi nng gc ca ph gia trong bo co.

Cc Ch thch trong bng:

CH THCH 1: Phi ghi kt qu mu Saybolt ti ni ch bin, t xc nh c s thay i mu trong qu trnh phn phi. Trong trng hp mu ca nhin liu c xc nh bng phng php Saybolt, th ghi li mu quan st c. Nhng mu bt thng hoc khng in hnh cn c ch v kim tra tm nguyn nhn.

CH THCH 2: Ch tiu ny ch p dng ti ni ch bin.

CH THCH 3: Tiu chun DEF STAN 91 91 v ASTM D 1655 chp nhn nhin liu phn lc bn tng hp (SSJF) do Oil SASOL sn xut. Cc yu cu th nghim b sung cho SSJF, p dng v vin dn theo DEF STAN 91 91/6, Sa i 1. Nhin liu phn lc bn tng hp c th c chng nhn ph hp vi cc yu cu ca tiu chun ny.

CH THCH 4: Khng chp nhn nng este metyl axit bo (FAME) ln hn hoc bng 5,0 mg/kg. iu ny khng bt buc phi th nghim cho tng l, nu ti ni ch bin c p dng cc bin php qun l cht lng ph hp.

CH THCH 5: Chng trnh th nghim lin phng xc nhn s tng quan gia tng hm lng cht thm xc nh theo TCVN 7330 (ASTM D 1319)/IP 156 v ASTM D 6379/IP 436. chch ca hai phng php phi l cc gii hn chnh lch tng ng qui nh. Cc phng th nghim c khuyn khch thc hin v bo co tng hm lng cht thm theo hai phng php kim tra xc nhn s tng quan. Trong trng hp c tranh chp, phng php TCVN 7330 (ASTM D 1319)/IP 156 l phng php trng ti.

CH THCH 6: Phng php Doctor Test cng l phng php xc nh hm lng lu hunh mercaptan. Trong trng hp c s mu thun gia cc kt qu lu hunh mercaptan v Doctor Test th cng nhn kt qu lu hunh mercaptan.

CH THCH 7: i vi nhin liu Jet A-1, trn Chng ch cht lng ca nh my lc du phi ghi r phn trm th tch thnh phn nhin liu qua qu trnh hydro ho v qu trnh hydro ho khc nghit

CH THCH 8: Trong tiu chun IP 123 v TCVN 2698 (ASTM D 86) tt c cc nhin liu c nh gi ph hp vi tiu chun ny c phn loi l nhm 4, vi nhit ngng t 0 oC n 4 oC.

CH THCH 9: C nhng yu cu khc nhau khi s dng IP 406 hoc ASTM D 2887 v c phng php th khc gia ASTM D 1655 v DEF STAN 91 -91/6. Tiu chun ASTM cho php s dng trc tip cc kt qu chng ct m phng theo cc gii hn khc nhau, trong khi tiu chun DEF STAN yu cu chuyn i cc kt qu chng ct m phng sang cc kt qu theo IP 123, s dng IP 406. Cc tip cn khc nhau ny nghing v thao tc nhiu hn l k thut, do vy khng nh gi s tip cn no l kht khe hn. C th p dng IP 123 tnh nng lng ring.

CH THCH 10: C th chp nhn kt qu khi xc nh theo TCVN 7485 (ASTM D 56) (Tag) nhit ti thiu bng 40 oC.

CH THCH 11: Cho php p dng cc phng php t ng. Phng php th theo TCVN 7170 (ASTM D 2386)/IP 16 l phng php trng ti.

CH THCH 12: C th p dng tiu chun ASTM D 4529 hoc IP 381.

CH THCH 13: Kim tra ng gia nhit xc nh mc cn ng bng thit b Tuberator trong vng 120 min

Ghi mc cn ng. Ch : DEF STAN 91 91 qui nh ch dng ng gia nhit c ph chun.

CH THCH 14: DEF STAN 91-91 nu: "Khng c sn cc s liu v chm cho nhin liu c cha SDA; nu th nghim MSEP trong qu trnh phn phi khng ph hp tiu chun, th kt qu khng c coi l l do duy nht loi b sn phm".

CH THCH 15: Theo tiu chun DEF STAN 91 - 91/6, Sa i 1, gii hn dn in ca sn phm bt buc phi ph hp vi tiu chun ny. Tuy nhin cng phi chp nhn rng trong sn xut cng nh trong h thng phn phi, thc t ngi ta ch pha ph gia chng tnh in (SDA) giai on cui. Trong cc trng hp ny, trn Chng ch cht lng ca l hng c th nu: "Sn phm ph hp vi TCVN 6426 (AFQRJOS 24), tr ch tiu dn in". Trong mt s trng hp, dn in c th gim nhanh v vic pha ph gia Stadis 450 s khng cn tc dng. Trong trng hp ny, nhin liu c th c cung cp vi dn in gim ti thiu n 25 pS/m vi iu kin nhin liu c kim tra ton b theo tiu chun ny v c ghi trn phiu xut l Sn phm cung ng c dn in thp hn 50 pS/m. CH THCH 16: Yu cu ny xut pht t tiu chun DEF STAN 91 - 91/6. Yu cu v xc nh tnh bi trn ch p dng cho nhin liu cha hn 95 % nhin liu qua qu trnh hydro ho, trong t nht 20 % l qua qu trnh hydro ho khc nghit (xem Ch thch 6) v cho tt c cc nhin liu c cha cc thnh phn tng hp. Gii hn ny ch p dng ti ni ch bin. Thng tin ch dn quan trng v tnh bi trn ca nhin liu tuc bin hng khng c qui nh trong Ph lc B.

CH THCH 17: Ph gia chng xy ho c qui nh trong Ph lc A (A.2.4). Khi giao hng, trn Chng ch cht lng ca nh my lc du phi ghi r chng loi ph gia chng xy ho cho vo nhin liu theo ng k hiu qui nh RDE/A/XXX.

CH THCH 18: Ph lc A (A.3) lit k danh mc cc ph gia chng hot tnh kim loi c chp nhn (MDA), RDE/A/650. Xem thm A.3.1 v s cn thit phi bo co n nh xy ho nhit trc v sau khi Jet A-1 b nhim bn do bt k vt kim loi no nu trong ph lc ny m cha c chng minh. Ch trong Ph lc A.3.3 qui nh ti ni ch bin, hm lng pha ti a ln u l 2 mg/l.

CH THCH 20: Nu hm lng ph gia c ch ng bng ca nhin liu (FSII) nh hn 0,02 % theo th tch th c th b qua, khng cn phi tho thun/thng bo. S tn thnh cho php hm lng nh FSII (khng cn tho thun/thng bo) to iu kin d dng cho vic thay i t nhin liu c cha FSII sang nhin liu khng cha FSII, khi ph gia ny cn lu li trong h thng nhin liu trong mt thi hn nht nh. iu ny khng cho php pha thm lin tc FSII hm lng thp.

CH THCH 21: Tiu chun DEF STAN 91 91 v ASTM D 1655 lu v vic cn theo di, qun l cc thay i trong nh my ch bin nhin liu phn lc. Xem xt cc thay i trong bo qun, iu kin ch bin hoc ph gia i vi cht lng sn phm cui cng v yu cu v tnh nng (v d, kinh nghim cho thy mt s cng ngh pha ph gia c th gy nh hng n cht lng ca nhin liu hng khng).

CH THCH 22: Thng thng trn Chng ch chng nhn s ph hp nu: Chng nhn cc mu c tin hnh th nghim theo cc phng php th qui nh v chng nhn cc l hng ca cc mu i din ph hp vi tiu chun TCVN 6426 (AFQRJOS phin bn 24). Cc chng ch ca cc l hng cng c th khng nh s ph hp vi DEF STAN 91 - 91 (phin bn mi nht) v ASTM D 1655 (phin bn mi nht).

Trn chng ch cht lng l hng ca nh my lc du phi bao gm ti thiu cc thng tin sau:

- S hiu tiu chun, tn tiu chun yu cu k thut v s hiu bn sa i (nu c);

- Tn v a ch ca phng th nghim;

- S l v s nhn dng;

- S lng nhin liu ca l;

- Cc ch tiu tin hnh th nghim, bao gm c mc qui nh trong yu cu k thut, phng php th v kt qu th;

- Cc ph gia, bao gm vin dn chng ch cht lng v lng pha vo;

- H tn v chc danh ca ngi c thm quyn k chng ch th nghim hoc ch k in t;

- Ngy cp chng ch.

2.2. Yu cu v bn b cha, ng ng cng ngh2.2.1. Bn, b cha:

- B cha lm bng kim loi loi ni, na ngm, na ni, ngm.- Bn b cha phi m bo kn tt, tuyt i khng thng, x. Cc b cha phi c np y v np khoang tt, cc khe rnh ca np phi t m, m bo kn tt, nu khng c cc khe rnh, di np phi c m cacton.- Cc phng tin cha phi kh, sch, gim thiu ln nc, tp cht nh hng n cht lng ca hng ho trong qu trnh tn cha, bo qun. Trng hp cn thit phi sy nng (x hi hoc nc nng), sau ra sch v lau kh.

+ Van th (c hoc khng c thit b ngn la), l nh sng, l thng p (khi khng lp van th), l o mc th cng, l ly mu sn phm, ca vo b, ng x nc y, ng thit b o mc, tm o mc.

+ Cc chi tit cu thang, lan can lp t cho b cha phi c b tr thun tin, an ton cho qu trnh vn hnh v lp mc chun b cha.Ch thch

. i vi sn phm loi 3 (l loi sn phm c nhit chp chy t 600C) cha trong b mi c nh, hoc sn phm loi 1 (l loi sn phm c nhit chp chy nh hn 37,8 0C), loi 2 (l loi sn phm c nhit chp chy t 37,8 0C n 600C) cha trong b c phao bn trong c th khng lp van th.

. Khi lp cc thit b o t ng (o mc, o t trng, o ln nc, o nhit , bo trn) cn b tr thm cc l thch hp vi cc thit b trn.

2.2.2 ng ng cng ngh:

- ng ng cng ngh phi s dng vt liu khng chy v ph hp vi tnh cht ca loi sn phm xng du v du th vn chuyn. ng knh, chiu dy ca ng cng ngh phi c tnh ton ph hp vi vn tc, lu lng, p lc bm chuyn v mi trng lm vic

- Khng c t ng ng cng ngh i qua nn nh hoc vt ni qua nh v cng trnh khng lin quan n vic xut nhp sn phm xng du trn

- ng cng ngh s dng cho sn phm xng du v du th c nhit chp chy di 37,80 C khng c t chung cng mt rnh vi ng dn hi nc.

3. PHNG PHP TH3.1. Ly mu

4.1. Chun b c s vt cht, nhn lc v vn chuyn4.1.1. Chun b c s vt cht, nhn lc:

4.1.2. Vn chuyn:- Sn phm du m c vn chuyn bng cc ng ng chnh, cc phng tin vn ti thu, tu ho v t phi bo m gi gn cht lng v s lng sn phm c vn chuyn.

- Cho php bm chuyn tip cc sn phm du m c cng ngun gc (tr nhin liu ng c phn lc) trong ng ng dn chnh bng cch tip xc trc tip hoc s dng cc vt ngn cch.

- Tt c cc toa xitec, t xitec, toa tu ho, tu v x lan vn chuyn sn phm du m phi do ni giao hng kp ch.

4.2. Yu cu trong giao nhn, nhp kho- Ch c php bm nhp xng du ln kho khi cc bc kim tra gim nh v chun b t yu cu.

- Mu ly t bn, b c nghi vn cht lng b gim st.

- Mu u ng nhp khi bm nhp xng du ln bn b cha.

4.4.2.3. Phiu kim tra cht lng, mu lu v lu mu:

a. Phiu kim tra cht lng:

- Khi nhn hng, kho nhn hng phi yu cu n v giao hng bn giao y phiu kim tra cht lng hng ho, mu lu km theo.- Phi tin hnh kim tra cht lng xng du theo ng nh k quy nh ti iu 4.4.2.5 ca Quy chun k thut ny Kt qu kim tra phi c ghi vo s theo di cht lng xng du trong qu trnh tn cha, hoc lp phiu kim tra cht lng cho tng ln kim tra. Nu khng c phng th nghim th ly mu gi i kim tra.

b. Mu lu v lu mu:

- nh lng mu lu cho tng loi sn phm hng ho: quy nh ti iu 4.4.2.4 ca Quy chun k thut ny

- Cc mu lu phi ghi r, ngy, thng, c ch k ca ngi c trch nhim, c nim phong kp ch bng vt liu thch hp, cha trong chai cha c lm t vt liu ph hp (c nt kn, chng bay hi), t ti cc v tr d quan st nhng khng b tc ng ca nh sng mt tri (khng qu sng).

- Thi gian lu mu: phi lu cho ti khi l hng c xut bn ht.

5. QUY NH QUN L5.1. Vic kim tra th nghim cc ch tiu cht lng xng, du ti phng th nghim cht lng xng du c nh nc cng nhn.

5.2. Chng nhn, cng b hp quy, du hp quy v phng thc nh gi s ph hp5.2.1. Xng, du d tr quc gia phi c chng nhn hp quy ph hp vi cc quy nh ti mc 2 ca Quy chun k thut ny. Vic chng nhn hp quy do t chc chng nhn hp quy c ch nh tin hnh ti Vit Nam theo phng thc th nghim, nh gi l sn phm, hng ha hoc do t chc chng nhn hp quy trong v ngoi nc c c quan qun l nh nc c thm quyn ch nh.

5.2.2. Xng, du d tr quc gia phi c gn du hp quy. Chng nhn hp quy, cng b hp quy, du hp quy v phng thc nh gi s ph hp quy nh ti khon 5.2.1 mc ny thc hin theo Quy nh v chng nhn hp chun, chng nhn hp quy v cng b hp chun, cng b hp quy ban hnh km theo Quyt nh s 24/2007/Q-BKHCN ngy 28 thng 9 nm 2007 ca B trng B Khoa hc v Cng ngh.
