Tenders in sealed cover are invited by the Regional Provident Fund Commissioner, Regional Office, Bhagalpur, Adampur Chowk, Bhagalpur-81200 I on behalf of Employees Provident Fund Organization a statutory body under Ministry of Labour, Govt. of India, for supplying Manpower in the category of Daily Wager at Regional Office, Bhagalpur from specialized agencies providing manpower.
The interested agencies are required to submit the technical bid (qualifying bid) and financial bid separately. The bids in Sealed Cover-I containing "Technical Bid"; Sealed Cover-II containing " Financial Bid" and Sealed Cover -III containing the EMD should be placed in a sealed cover superscribed "Tender for Manpower" and should reach at Regional P.F.Commissioner -II, Regional Office, Bhagalpur.

l . The agency should be covered under the EPF & MP Act and ESIC Act and shall extend the benefits of P.F and ESIC to the employees and comply with the other statutory regulations, Service Tax rules and Labour Laws, GST etc. Copies of Registration should be enclosed. A certified copy of monthly PF- ECR and monthly ESI Contribution should be submitted.
2. The agency should pay fair wages to his employees as per applicable Minimum Wages Act of Central Government Or as appl;cable and comply under Bonus Act and Leave rules as per Law. While quoting the rates agency should consider Basic, DA and other statutory dues, uniform
charges etc, as per applicable Minimum Wages Act.
3. This office will pay the wages as per the rates prescribed by Minimum Wages Act as applicable from time to time for unskilled category & statutory dues. The Agency shall quote Minimum Wages and services charges as per revised format given in Annexure "D". The agency will quote, the service charges/commission payable to it rupees per person per month in lumpsum on the basis of which the bids will be evaluated (as the minimum wages and statutory dues are not negotiable).
4. The agency must have obtained the applicable Labour License from appropriate authority for supply of manpower to EPFO, Regional Office, Bhagalpur.
5. The agency should enclose Income Tax Returns along with the quotation for last three years.
6. The Earnest Money amounting to Rs.SO, 000/- shall be deposited in the form of DD/Pay Order favouring "Regional P.F.Commissioner, Bhagalpur" at the time of submission of bids.
7 The successful agency has to execute an agreement with EPFO, RO, Bhagalpur before commencing
the work.
8. The successful agency should deposit security deposit (Performance security) @ 5% of total value of One Year within 7 days from the date of award of the contract in the form of DD favouring
"Regional P.F.Commissioner, Bhagalpur".
9. Contract may be terminated at any time by giving a one month notice if the service is found
unsatisfactory.
I 0. The agency should read the terms and conditions and scope of work fully before quoting the rates.
No additional claim will be entertained at a later stage.
11. The working hours will be between 08:00 A.M to 07:00 P.M, in shift duties of prescribed hours as
per applicable laws/ rules in the state.
12. The payment will be made on monthly basis on receipt of the bill from the agency. The agency should make the payment to the staff engaged before the 5th of the following month.
13. TDS at the prescribed rate shall be deducted from the total amount of Bill as per Income Tax Rules.
14. The agency will be solely responsible towards all its statutory dues and compliances including payment of minimum wages as per rules, various labour laws and social security regulations and contribution towards Bhagalpur Labour Welfare Board or any other body as applicable.
15. EPFO, RO, Bhagalpur will not be responsible for any contingency/accident occurred while working
in the premises of the office.
16. In case ofloss of property of the organization caused by the negligence of the employee of the agency, the agency will be held responsible for making good of the said losses.
17. The agency should invariable provide ID Cards to its work force for allowing entry in the office
premises.
18. Structure of wages payable to Daily Wages Staff should be specified before commencement of the
work.
19. The Agency should submit Balance Sheets for last 3 years and should have annual minimum
turnover of the Rs.40 Lakh.
20. EPFO, RO, Bhagalpur reserves the right to accept or reject any bid.
21. The engagement of manpower may vary time to time (as per requirement of the office) subject to
maximum of 09 Daily Wages Staff.
22. The agency shall have to produce evidence ofremittance of Pay Slip of each daily wager , PF/ESIC and other statutory dues each month before presenting the bill.
23 . The agency shall submit certified copy of letters of Code No. issued by EPF and ESIC authorities. Copy of registration with Income Tax Department (PAN Card), Sales Tax Department, Professional
Tax etc. List shall also be enclosed with the quotations.
24. The agency should have a local office in Bhagalpur.
25. The agency should have at least 5 years experience of supply of Manpower.
26. Manpower provided on contract basis will work on monthly basis.
27. In case of absence of contractual employees, Contractor/ Agency wi II provide the alternate manpower. In case of failure, the wages for the day of absence will be deducted from the bill.
28. The work and attendance of man power wi II be maintained by Contractor/ Agency also.
29. Staff provided by Contractor/Agency must be physically and mentally fit and have a character certificate from competent authority .

SCOPE OF WORK
COMMON CONDITIONS:-
). 6 Days a week of working (Monday to Saturday) with 8 (Eight) hours shift duties between
08:00 A.Mand 07:00 P.M as per requirement of the office.
2. Sunday and 03 National Holidays will be observed as holidays.
3. The work involves multi - tasking as per direction of controlling officer.
DUTIES AND RESPONSIBILITIES OF DAILY WAGER BOY:-
1. General cleanliness and upkeep of the office.
2. Carrying of file and other papers within in the building and if required, outside the
building.
3. Photocopying, sending of Fax, etc.
4. Other non-clerical work in the office.
