The motion for enactment of a law forprotection of the interests of national races isunder serious debate at the House ofRepresentatives, with many a number of MPspeaking in favour of such law, citing the totalfailure of parliamentary democracy in the post-independence as the major cause of the death ofthe rights of national races.

The strong bond of comradeship did forgeamong Myanmar national races during theindependence struggle or in the line of nationalpolitics. But, when it came to party politics, partyleaders were never united, blackening each other’snames for personal interests and power ratherthan working in concert for national interests.

There has been growing trend towards theemergence of democracy worldwide whoseuniversal essence is of freedom, transparency,social justice and equality in the context of humanrights protection and promotion. However, thesurvivability of a nation is far more importantthan democracy for no democracy thrives on thesoil of a country that has lost unity, independenceand sovereignty, in other words, a failed state.

The unity of national races has fallen victim todivide-and-rule policy of the colonialists coupledwith poor transportation and natural barriers.The lengthy internal racial conflicts which wereborn as the civil war just after the independencestill remain unresolved question. No desiredprogress would we witness without peace andstability.

At present, what is the most important for thenation is the restoration of national unity, forwhich the government in office is negotiating withethnic armed groups, with some success. Bettertransportation is a must for fostering mutualunderstanding and amity among national racesresiding at the four corners of the country. Inaddition, exchange of study visits between schools,universities and colleges would enable studentsbetter understand each other’s languages, culturesand traditions.

All in all, democracy needs certain foundationto develop and last long, otherwise it would cometo nothing like the previous parliamentarydemocracy system. National reconciliation, thusno doubt, should be the cornerstone ofdemocratization process of the country.

Northern India hit by massive power outageNEW DELHI, 30 July—

India’s northern states,including the national capital,were hit by a massive poweroutage Monday in what issaid to be the worst blackoutdue to the failure of thenorthern grid since 2001.

The outage affected over300 million people across thestates of Kashmir, Punjab,Haryana, Uttar Pradesh,Himachal Pradesh andRajasthan, as well as thecentral government-controlled Chandigarh.

Nuclear reactor in S Koreaautomatically shuts down

SEOUL, 30 July— A nuclear reactor at South Korea’sYounggwang Nuclear Power Plant automatically shut downon Monday after reactor protection signals had beendetected, local media reported.

The state-run Korea Hydro & Nuclear Power Co. (KHNP)said the Unit 3 reactor at the Younggwang plant, locatedsome 330 kilometers southwest of Seoul, went off-line at 2:57p.m. (local time).

“An investigation is currently underway to confirmwhat has exactly caused the automatic shutdown of thereactor,” an official from the KHNP was quoted by Yonhapnews agency as saying. There was no release of radioactivityand the safety of the nuclear power plant showed no majorproblems.—Xinhua

KABUL, 30 July— TwoNATO soldiers were killed inan insurgent attack in westernAfghanistan on Sunday, thecoalition forces confirmed ina statement.

“Two InternationalSecurity Assistance Force(ISAF) service members diedfollowing an insurgent attackin western Afghanistantoday,” the NATO-led ISAFsaid in the statement.

The brief statement gaveneither the nationalities of thevictims nor the details aboutthe incident under the ISAFpolicy. Troops mainly fromUS, Italy and Spain have beenstationed in the westernregion within the frameworkof ISAF to curb Taliban- linkedinsurgency there. US dronestrike kills 7 inNW Pakistan

ISLAMABAD, 30 July—At least seven people werekilled and several others gotinjured on Sunday afternoonwhen a US pilotless planelaunched an attack in anorthwestern tribal region ofPakistan, local mediareported.

According to local UrduTV channel Dunya, the USdrone fired four missiles at asuspected house in the MirAli area of North Waziristan,Pakistan’s northwesternrestive tribal regionbordering Afghanistan. Thedrone strike destroyed thecompound completely,killing seven people andinjured several other whowere reportedly presentinside when the missiles hitthe building.

Interior MinisterLieutenant General ShaikhRashid bin Abdullah AlKhalifa said they werecommitted to deal with humanrights cases “withtransparency and to find thetruth behind the allegationsthat affected the reputationof police and the publicsecurity personnel.”

Former Al Wefaq MPKhalil Al Marzooq claimed ina meeting recently that policeforces stole over 10 millionUS dollars during their raidslast year. “The total amount

stolen by police forces duringthe national safety periodexceeds 10 million dollars,whilst as many as 270 houseshave been raided during Juneand July 2012,” he alleged.

Al Marzooq furtherclaimed that over the past twomonths (June and July) AlWefaq’s documentationdepartment found that 270houses had been raided,robbed or vandalized.

“Ten million dollars havebeen stolen during such raids,including cash, electronicequipment, appliances andproperty,” he claimed.

presidential candidate MittRomney, who is on a visit toIsrael, on Sunday stressedthe need to deter Iran’s nuclearprogram and talked about“shared values” betweenIsrael and the United States.

The Government of the Republic of the Union ofMyanmar is building a peaceful, modern and developednation, setting priority to ensure peace and stability andthe rule of law.

At the time the Government is tirelessly working toachieve peace and stability and the rule of law in the entirecountry, two incidents that affected peace and securityoccurred in Rakhine State with the rape, robbery andkilling of a young woman by three youths in YanbyeTownship on 28 May and the subsequent killing of tenpersons in a passenger bus in Taungup Township on 3June. In the two cases, the first victim was a RakhineBuddhist female and the latter case, victims were Muslimmales.

Following the two incidents, riots broke out in Sittway,Maungtaw and Buthidaung Townships where rioterstorched and destroyed houses, shops and guest housesand committed killings. Because of the riots, 77 people fromboth communities lost their lives and 109 people wereinjured. A total of 4822 houses, 17 mosques, 15 monasteries,3 schools were burnt down.

The Government tried to immediately restore stabilityin places where riots broke out since the very beginningof violence in Rakhine State. Similarly, the Governmenthas taken necessary measures to stop spreading of violenceand to restore peace. The people have been informed of thesituation with full transparency.

To expose the truth and to take legal actions to theperpetrators involved in the lawlessness and anarchistacts in Rakhine State, a 16-member InvestigationCommittee chaired by the Deputy Minister for Home Affairswas formed on 6 June 2012.

On 11 June, President U Thein Sein delivered astatement to the nation concerning the incidents inRakhine State. In his Statement, the President appealed tothe people of Myanmar to cooperate and work togetherwith the government and requested all to realize everyaspect of the situation with magnanimity and promisedthat the government would attach great importance to the

Press Release on Situation in Rakhine Staterule of law. The President’s Office declared State of Emergencyin Rakhine State to stop the violence and restore law andorder on 12 June 2012.

In reviewing the incidents in Rakhine State, it is foundthat lawlessness was spread due to mistrust and religiousdifferences that had created hatred and vengeance againstone another. As the victims of violence are both fromBuddhist and Muslim communities, it is very clear that theriots are not linked to religious persecution. Myanmar is amulti-racial and multi-religious country where people ofdifferent faiths have lived together in peace and harmony.

Cabinet members and officials of the Union and StateGovernments, representatives of various civil societieshave visited the riot affected areas and engaged with theresettlement and rehabilitation, distribution of relief goodsto the peoples in the relief camps.

The Government took legal actions against theperpetrators of the criminal acts. At the same time thegovernment is taking measures under existing laws andrules to make sure phenomena and incident do not happenagain.

The Government has built 89 relief camps in thosetownships for the total of 14328 Rakhine people and 30740Muslim people who were affected by the violence. As thesituation of law and order in Rakhine State is improving,people sheltered in those relief camps are graduallyreturning to their places.

As part of efforts for reconstruction of houses, whichwere burnt down in Maungtaw and villages in MaungtawTownship, Ministry of Border Affairs will build 202 houses,UNHCR will build 222 and the CARE Myanmar, an INGO,will build 128 houses. UNHCR has sent 400 tents so far forthe refugees in Moungtaw Township. In order to provideshelters in Sittway and villages in Sittway Township, RakhineState Government has pledged to build temporary 170tents while UN agencies and INGOs led by UNHCR to build600.

World Food Programme (WFP) has spent around USD600,000 on providing four dry provisions to refugee camps

and so far a total of 1515 tons of provisions have been sentto the camps. Over 2100 tons of provisions have alreadybeen stored at the warehouses of WFP.

UNHCR and INGOs have already provided 6818 setsof different kinds of household utensils and 2412 sheetsof tarpaulin to the refugees in Rakhine State. Furthermore,cash and kinds worth of more than K 3 billions for relief andrehabilitation for the victims of both sides have beenreceived from wellwishers within the country and abroad.

The Government has exercised maximum restraint inorder to restore law and order in those particular places inRakhine State. As such, Myanmar strongly rejects theaccusations made by some quarters that abuses andexcessive use of force were made by the authorities indealing with the situation.

The unfortunate incidents are confined to a fewtownships in Rakhine State as it constitutes an inter-communal violence relating only to the some portion ofthe population in the State.

In light of the true circumstances and situation,Myanmar totally rejects the attempts by some quarters topoliticize and internationalize this situation as a religiousissue.

Peace and stability is indispensable for the on-goingdemocratization and reform process in Myanmar. Nationalsolidarity and racial harmony among different nationalitiesis vital for the perpetuation of the Union. Myanmar is amulti-religious country where Buddhists, Christians,Muslims and Hindus have been living together in peaceand harmony for centuries, hence those recent incidentsoccurred in the Rakhine State are neither because ofreligious oppression nor discrimination.

The authorities have taken necessary measures withgreat care and with magnanimity. The Government iscooperating with religious and community leaders,political parties and social organizations to resolve theissue. The overall situation is now returning to normalcy.

NAY PYI TAW, 30 July—Pyithu Hluttaw regular sessioncontinued for 17th day at Pyithu Hluttaw Hall in HluttawComplex here today, attended by Pyithu Hluttaw SpeakerThura U Shwe Mann and 403 Pyithu Hluttaw representatives.

At today’s session, three questions were answered, oneproposal discussed and one submitted.

Regarding the question raised by U Thein Nyunt ofThingangyun Constituency asking “whether SuperCustom (Multi Purpose Vehicles) are really manufacturedby domestic industrial zones and how the buyers’ remorseover fines will be eased”, Deputy Minister for Industry UMyo Aung answered that automakers were fined as parts ofthe vehicles designated to be produced at home are importand do not meet set standards in agreement with themanufacturers. As there were complaints lodged bymanufacturers, automobile manufacturing developmentsubcommittee subpoenaed seven entrepreneurs and urgedthem to seek customer satisfaction.

Fines for illegally imported vehicles were collectedtill 31 March, 2012 and designated fines for patents andspare parts are being collected. The subcommittee focusedon addressing difficulties of the people who had bought thevehicles mistakenly and levying reasonable tax on vehicleswhich were imported in any ways.

Deputy Minister for Rail Transportation Thura UThaung Lwin answered questions raised by two Hluttawrepresentatives regarding railway and vehicle.

Regarding the question raised by U Khin Maung Nyoof Loikaw Constituency on “upgrading coaches, railways,and locomotives of Loikaw-Nay Pyi Taw route”, thedeputy minister answered that 140 tons of load were allowedas there is a steepest slope between Pinlaung and Moebyedespite the trains being the most powerful ones MyanmarRailways have with 2000 horse power. For more safety, theload was reduced to 110 tons as of July, 2011.

As the coaches have 124 seats in total, there are 16passengers without seat between Phaya station and Aungpanstation with largest number of commuters touching about140. With less number of passengers between Aungpan andLoikaw, the number of seats is enough. So, there is no planto extend coaches.

Sleepers play a key role in betterment of railroads. Aconcrete sleeper factory is being built in Shwenyaung toreplace wooden sleepers with concrete ones. The factory willproduce 16000 sleepers monthly as of August, 2012. Theconcrete sleepers will be fixed in Thazi-Shwenyaung andAungpan-Loikaw railroad sections.

Regarding the question raised by U Aung San of PabedanConstituency on “consequences of colour of wing mirrorsof imported cars and fines on these cars”, the deputyminister answered that the colour of the imported cars weremeasured with tint meter when it was registered. The mirrors

with 60 and above percent transparency were allowed. Thesemirrors were restricted because of unclear views contributingto higher potential of traffic accidents and crimes under thecover of the dark mirror.

There are provisions in various countries preventing frommanufacturing the windbreakers and door mirrors with theunder-60-percent transparency undermining road safety.Foreign owners decorated stickers and ordered mirrors at theirown wishes. There is no fine for the mirrors of the vehicles.

U Kyi Tha of Gwa Constituency, U Nyunt Hlaing of PyuConstituency and U Aye Mauk of Mahlaing Constituencydiscussed the proposal “urging the Union government tocoordinate, supervise and manage Myanmar’s energysector” submitted by U Thein Lwin of Chauk Constituencyon 6 July. They seconded the proposal, saying that the profitsof natural gas extracted from a particular region shouldbenefit the region to some extent. The selling of natural gasshould be considered only when there are surpluses aftersatisfying local demands for vehicle and kitchen purposes.Sustainability of natural resources should be taken intoconsideration in establishing joint ventures. Acomprehensive plan needs to be drafted.

Union Minister for Energy U Than Htay said theincumbent government adopted policies focusing localsufficiency of oil and gas since taking office. He quoted thePresident saying “National Energy Management Committeemust be formed for addressing various aspects of the energysector of the State and national electricity project must beadopted in line with the national energy policy for short-term

and long-term plans. Energy projects of oil, natural gas, coaland so forth needed to be implemented after the nationalenergy project is drafted.” The new government changed thepolicy to focus on local sufficiency for newly explored oiland gas deposits. Priority for local industrial use of naturalgas is included in every contract signed by the newgovernment.

The formation of national level National EnergyManagement Committee with ministry officials as well asappropriate stakeholders is under way. The committee willbe responsible for drawing National Energy Safety Strategythat could affect the future generations of the country andwill coordinate, supervise and manage the energy sectormore effectively.

As the Hluttaw agreed, U Thein Lwin’s proposal wasapproved.

U Thein Nyunt of Thingangyun Constituency submittedthe proposal “urging the government to enact a law forregistration of Non Governmental Organizations as thePresident had called for participation of civil societies inMyanmar’s democratic reforms”. Union Minister for HomeAffairs Lt-Gen Ko Ko said he had no reason to object theproposal.

The date for discussion of the proposal will be announcedlater and MPs willing to discuss it are to submit their namelists not later than 1 pm on 31 July.

NAY PYI TAW, 30 July—The Amyotha Hluttaw sessioncontinued for 17th day at Amyotha Hluttaw Hall in HluttawComplex here today, attended by Amyotha Hluttaw SpeakerU Khin Aung Myint and 205 MPs.

Deputy Minister for Education U Aye Kyu replied tothree questions. Regarding the question of Dr Myint Kyi ofYangon Region Constituency No (8) about whether schoolof ASEAN fellow countries and those of Myanmar arenetworked not, the deputy minister replied that the previousgovernment only made cooperation upon proposals of theASEAN fellow countries.

In January, 2012, e-National Task Force of Myanmarand Multimedia Development Corporation (Malaysia)signed MoU on joint-implementation of smart schoolproject. No.4 BEHS Hline, Yangon TTC and No.2 BEPSKamayut were chosen to participate in smart school project.

The second project implemented in cooperationwith ASEAN fellow countries is UNESCO School NetProject. Education Ministry and UNESCO (Bangkok)ASEAN Foundation and SEAMEO signed MOU on joint-implementation of the project for three years from 2004 to2006. Group (A) comprised Malaysia, Indonesia, Philippinesand Thailand and Group (B) comprised Cambodia, Laos,Myanmar and Vietnam under the project. Brunei workedseparately with Singapore. No. 2 BEHS Dagon, No. 1 BEHSKyauktan and No.3 BEHS Bago took part in the project.

Such measures as computerization, networking andICT knowledge dissemination were undertaken thoseschools, encouraging innovations with the use of ICTresources, sharing software application knowledge to otherschools.

So, in the time of the previous government, two projectscould be implemented in cooperation with the basiceducation schools of ASEAN fellow countries for the primaryeducation sector. Coordination could be made for joint-implementation of networking programme with basicprimary schools of ASEAN fellow countries at SEAMEOmeetings, and ASEAN high-ranking education officialsmeetings.

Regarding the question of U Naing Tun Ohn of MonState Constituency No (5) about if there is any plan toupgrade Wewinkara Village BEMS (branch) inThanbyuzayat Township to BEMS, Wekami VillageBEMS to BEHS (branch), the deputy minister replied thatcurrently, there is no plan to upgrade Wewinkaya VillageBEMS (branch) into BEMS as there are only 176 basiceducation middle school level students there. Likewise,there is no plan to upgrade another school as there are only175 students there. But, those schools would be consideredfor upgrading in the coming academic year as the priority.

Regarding the question of U Soe Aung of MandalayRegion Constituency No (11) about if there is any plan toupgrade Nyaungkaing Model Village BEHS (branch) inMeiktila Township into BEHS, the deputy minister repliedthat there are 249 students there that upgrading wouldcarried out in the coming academic year.

Regarding the question of Dr Htay Win of AyeyawadyRegion Constituency No (5) about whether the ministryconcerned would clear the debris from the bank erosionof Ngawun River at Nyaunggyoe Village in IngapuTownship and take preventive measures against bankerosion, Deputy Minister for Transport U Han Sein repliedthat there used to be alluvial land under water between thevillage and river bank. The change in course of NgawunRiver four years ago has swept away the alluvial landcausing bank erosion near the village. In 2011-2012 fiscalyear, the Irrigation Department built three deflectors andthe village on self-reliant basis built one along the riverupstream of the village.

Directorate of Water Resources and Improvement ofRiver Systems of the Ministry of Transport suggested theAyeyawady Region chief minister in his tour ofNyaunggyoe Village on 6 January, 2012, that deflectorsand willow mattress should be constructed for preventionof bank erosion. The chief minister in response instructedthe directorate to provide necessary technical help andwork in cooperation with local people. He also called on the

Suggestions would be made inindustrial sector, reformation of economic institutions andnatural resources preservation sector featured in the report.The objective to make Taninthayi Region the oil pot ofMyanmar should be reviewed. The reports must be submittedand assessed without bias. The projects must be easilyunderstandable by the public, stimulating publicparticipation. Only then, will social security of the people beachieved. Farmers should own farmland in agricultural sectors.Farmer organizations that rally farmers to engage in farmingshould be formed. The budget of the Ministry of Agricultureand Irrigation should be increased. The Central Bank ofMyanmar alone could not implement reforms in monetarypolicy of the country. A commission led by the CBMgovernment should be formed with scholars. The 20 years’progress of 30-year long-term project started since 1992-93should be reviewed. The designation of 24 specialdevelopment regions should be reviewed. As the papersuggests that each region and state should draft and implementspecial projects, the National Development Plan will becomelivelier if it includes Self-Administered Division and Zones.The project should be drafted for 100 years to come.

The country has the freedom of religion and there isno restriction on the religious beliefs. It needs to distribute equalamount of funds and cash assistance to sufferers without anydiscrimination in resettlement and rehabilitation tasks. Theproblem can be settled only when all the local people understandthe situation well. Collaborative efforts are required to takeactions as necessary. The Second WaveReform Strategy is now beinginitiated and implemented inMyanmar. According to all-roundsurveys of living conditionsof households, jointlyconducted by UNDP and theMinistry of National Planningand Economic Development,the poverty rate of Myanmarhas decreased from 32% to26%. We have now targetedto reduce the poverty rate to16% by 2014-2015.

As social inclusion thatembraces people from all walksof life insures the diversity ofcommunities, bringing arichness of culture andknowledge to society by thisconnectivity the Unionminister called for creatingmore equitable, higher

base. With the strongrecommendations made by theASEAN Leaders to call forlifting up of all sanctions onMyanmar is also an inspirationfor us to strive for the brighterfuture for social stability andsocial protection in Myanmar.And it encourages to moveforward to the reduction ofsocio-economic disparitiesand support the democraticprocess in Myanmar.

In conclusion, he said thecommon goal is to reduce thepoverty within the MDGs byimplementing the ASEANBlue Print under the ASCCPillar. He pinned his hope onthe workshop to make asubstantial contribution toimplement the goals of theASCC on finding the bestpractical ways to attain MDGs.

Through sinceredeliberations at the workshop,he predicted achievement ofdesired outcome and findappropriate assessment toassess MDGs in this ASEANregion.

sperm whale that wasrescued and returned to seaafter being stranded for fourdays in shallow waters offthe coast of West Java inIndonesia has died, a rescuersaid Monday.

National Disaster Risk Reduction Management Council(NDRMMC) chief Benito T. Ramos disclosed that onepassenger of the roll on- roll off (RORO) vehicle M/V SuperShuttle which capsized in the northern Philippine province ofRomblon died while another man in Antique in centralPhilippines drowned.

Ramos identified the fatalities as Ernest Flores, 60, andRonald Necor, 33. The chief cook of M/V Super Shuttle, EdgerVecimo, was also injured.

In a report, the NDRMCC said a total of 28,631 people inseven provinces in northern and central Philippines wereaffected by floods and strong winds caused by tropical stormSaola.

Five male office workers who made a RM50 betwith a female colleague to drink a whole bottle of ricewine, causing her to die from blood poisoning, maynow have to pay her family more than RM50,000 ascompensation for her death and funeral expenses, aswell as the emotional trauma suffered by her family.

The incident at Foshan City in China’sGuangdong province happened in March, when awoman named Ah Yun was challenged by five of hermale colleagues to swallow a bottle of rice wine witha 40% alcohol content.

Ah Yun, who joined the property firm in July lastyear, accepted their wager, gulped down the liquor andpocketed their 100 Yuan bet. Several hours later,however, another staff saw her lying unconscious ather desk. Panicking when he couldn’t wake her up, hecalled for his superior who informed Ah Yun’s husband,and then they rushed her to the hospital, but doctorswere unable to revive her. Doctors said she died ofalcohol intoxication, after finding extremely high levelsof alcohol in her bloodstream. Anyone with a bloodalcohol level of 0.30 to 0.39 would already be in danger,but her reading was at 0.50 which lead to her death.

MONTEREY, 30 July—Reigning MotoGP world championAustralian Casey Stoner has claimed the US Grand Prix atLaguna Seca on Sunday, besting Spain’s championshipleader Jorge Lorenzo by almost three and a half seconds.

Indonesian police arrest 62over Ramadan bar attack

JAKARTA, 30 July—Indonesian police saidMonday they had arrested62 people, most of themminors, involved inattacking a bar in southJakarta for serving alcoholduring the holy Muslimmonth of Ramadan.

A group of 150 youths— some as young as 13 andcarrying swords and golfclubs — raided the De Mostbar late Saturday, smashingbottles of alcoholic drinksand damaging the property,said Hermawan, chiefdetective for South Jakartapolice.

NAY PYI TAW, 30 July—Vice-President Dr Sai MaukKham addressed coordination meeting on rehabilitation ofRakhine State held at the meeting hall of the PresidentialPalace here this afternoon.

The coordination meeting was attended by deputyministers, departmental heads and officials.

Vice-President Dr Sai Mauk Kham said in his addressthat the meeting was aimed at rehabilitation of RakhineState. The unrest in Rakhine State started with the killing ofa Rakhine woman by three Bengali men in Kyauknimawvillage in the end of May. Murder of 10 Muslims by the mobin Taunggup and attacking Sittway Police Station by themob over fights between tax collector and shopowners inSittway market provoked the unrest.

It escalated into anarchic conditions since 8 June asmurders and arson attacks spread and there were instigationsto do so. Local people fled the violence as it spread todowntown Sittway, Maungtaw, Buthidaung, Kyaukpyu,Yanbye and Thandwe and villages.

The President issued State of Emergency in RakhineState under Section 144 of Penal Code and Section 413, Sub-section (a) of the constitution to restore security and stabilityof the region and released a “plea to the public”.
