ตอนที่ 1 ความสามารถในการอาน เขียน คิด วิเคราะห และแกปญหา จํานวน 22 ขอ คะแนนเต็ม 150 คะแนน ใหเวลา 1 ชั่วโมง 30 นาที คําอธิบายจุดมุงหมายและลักษณะของขอสอบ ขอสอบฉบับนี้มีจุดมุงหมายเพ่ือทดสอบความสามารถในการอานจับใจความ คิดวิเคราะห และสังเคราะหความเชื่อมโยงสัมพันธของประเด็นและสาระสําคัญตางๆ สําหรับลักษณะขอสอบและวิธีการตอบขอสอบ ไดแสดงไวในตัวอยางเร่ือง “นักเรียนดี” หนา 1-3 ในตัวอยางไดแนะนําวิธีสังเคราะหคําตอบโดยเริ่มจากการรางแผนภูมิแสดงความเชื่อมโยงสัมพันธของประเด็นตางๆ กอน แลวแปลงเปนรหัสคําตอบเลือกใสไวในตาราง ดังนั้นผูเขาสอบอาจไมจําเปนตองใชวิธีการตามที่แนะนําในตัวอยางนี้ก็ได ตัวอยางขอสอบและวิธีการตอบขอสอบ คําสั่ง อานบทความเรื่อง “นักเรียนดี” ในบทความมีขอความที่กําหนดซึ่งพิมพดวยอักษรตัวเขมอยู 8 ขอความ ทายบทความจะมีตารางสรุปขอความท่ีกําหนดซ่ึงแตละขอความมีตัวเลข 2 หลักกํากับ แลวสรุปความเชื่อมโยงของขอความที่กําหนดแตละขอความกับขอความอื่นๆ ท่ีเหลือ ใหสอดคลองกับเนื้อหาในบทความ และเปนไปตามเกณฑท่ีกําหนด ดังตอไปนี้ ถาขอความท่ีกําหนดมีขอความอื่น (ซ่ึงอาจมีไดหลายขอความ) เปนผลโดยตรง หรือท่ีเกิดขึ้นในลําดับถัดมา

ขอสอบแตละขออาจมีไดหลายคําตอบ หากตอบผิดจะถูกหักคะแนนคําตอบท่ีผิดคําตอบละ 3 คะแนน

โดยหักจากคะแนนรวมของขอสอบขอน้ันๆ (ไมหักคะแนนขามขอ) ดังนั้นถาไมม่ันใจ อยาเดา


นักเรียนดี นักเรียนดีเปนอยางไร หากจะกลาวอยางส้ันท่ีสุดก็คือนักเรียนดีจะตองมีคุณสมบัติหรือองคประกอบอยางนอย 2 อยาง คือ เรียนเกง และ เปนคนดี เหตุปจจัยท่ีสงผลใหนักเรียนเปนนักเรียนดีมีหลายอยางเชน พ้ืนฐานจิตใจนักเรียน คุณภาพการเรียนการสอน คุณภาพอาจารยผูสอน คุณภาพสถานศึกษา สําหรับคุณภาพการเรียนการสอนนั้น นอกจากเรื่องหองสมุด อาคารสถานท่ี อุปกรณ ส่ือการศึกษา ฯลฯ ยังขึ้นกับคุณภาพอาจารยดวย นอกจากนี้จะตองรูจักระวังหลีกเล่ียงส่ิงท่ีจะกอใหเกิดความเสียหายตอตนเอง เชน การคบเพื่อนเลว เพราะยอมสามารถลดหรือบ่ันทอนความเปนคนดีไดโดยงาย

บทความที่ 1 ศูนยปฏบิัติการธรณีพิบตัภิัย

ความสูญเสียท้ังชีวิตและทรัพยสินจากภัยทางธรรมชาติเกิดขึ้นครั้งแลวครั้งเลา เชน เมื่อครั้งท่ีประเทศไทยเกิดเหตุการณธรณีพิบัติภัยคล่ืนยักษสึนามิถลม 6 จังหวัดชายฝงทะเลอันดามันในป พ.ศ. 2547 ก็เปนผลโดยตรงที่ทําใหเกิดความสูญเสียดังกลาวเปนอยางมาก กรมทรัพยากรธรณีกระทรวงทรัพยากรธรรมชาติและส่ิงแวดลอม ซ่ึงมีหนาท่ีในการศึกษา วิจัย สํารวจ และตรวจสอบกระบวนการทางธรณีวิทยาท่ีกอใหเกิดภัยธรรมชาติ เชน แผนดินไหว สึนาม ิ ดินถลม รอยแยกบนภูเขาและหลุมยุบ จึงไดจัดต้ัง “ศูนยปฏิบัติการธรณีพิบัติภัย” หรือ ศปภ. ขึ้น ภายใตกองธรณีวิทยาส่ิงแวดลอมโดยมีลักษณะเปนศูนยติดตามสถานการณธรณีพิบัติภัย วิเคราะหขอมูลตางๆ ประสานงานกบัอาสาสมัครเครือขายเฝาระวังและภาคประชาชน ประเมินความเสี่ยงและแจงเหตุธรณีพิบัติภัย ประกาศเฝาระวัง แจงเตือนภัยผานส่ือตางๆ และแจงเตือนไปยังหนวยงานที่เก่ียวของในพ้ืนท่ีรวมท้ังจัดต้ังหนวยเคล่ือนท่ีเร็ว ท่ีพรอมออกตรวจสอบพื้นท่ีหากเกิดธรณีพิบัติภัย ซ่ึงมีการดําเนินงานในแตละหนาท่ี เชน ในสวนของการประเมินความเส่ียง ศปภ. จะรายงานสถานการณสภาพอากาศประจําวัน รายงานเหตุการณธรณีพิบัติภัยท่ีเกิดขึ้นในประเทศไทย และเหตุการณพิบัติภัยรุนแรงที่เกิดขึ้นในตางประเทศ และรายงานผลการตรวจสอบพิบัติภัยรวมท้ังมีเกร็ดความรูเรื่องธรณีพิบัติภัยแนบทาย การออกประกาศเฝาระวังภัยทางธรรมชาติ ศปภ. จะไดมาจากการวิเคราะหขอมูลตางๆ ซ่ึงประกอบดวย ขอมูลปริมาณน้ําฝน กลุมเมฆและพายุ สภาพอากาศและสิ่งบอกเหตุดินถลม บริเวณพ้ืนท่ีท่ีเส่ียงภัยดินถลม ซ่ึงหากประเมินวามีความเส่ียงตอพิบัติภัยดินถลม และน้ําปาไหลหลาก ศปภ. จะออกประกาศเฝาระวังดินถลมและน้ําปาไหลหลาก ผานส่ือมวลชนและประสานงานทางโทรศัพทไปยังอาสาสมัครเครือขายเฝาระวังและภาคประชาชนทันที สวนเครือขายเฝาระวังธรณีพิบัติภัย เปนเครือขายท่ีใหความรูดานธรณีพิบัติภัย วิธีการเฝาระวัง แจงเตือนภัย และมอบอุปกรณวัดน้ําฝนใหกับหมูบานตนน้ํา เมื่อเกิดเหตุธรณีพิบัติภัย ศปภ. จะจัดสงหนวยเคล่ือนท่ีเร็ว นักธรณีวิทยาเขาตรวจสอบพื้นท่ีท่ีเกิดเหตุ เพ่ือหาสาเหตุตรวจสอบสภาพความเสียหาย และประเมินความเส่ียงและโอกาสเกิดพิบัติภัยซํ้าของพ้ืนท่ี จากนั้น ศปภ. จะเสนอแนะแนวทางแกไขและปองกันพิบัติภัยแลวจัดทํารายงานถึงหนวยงาน ท่ีเก่ียวของ เชน ผูวาราชการจังหวัด สํานักงานทรัพยากรธรรมชาติและส่ิงแวดลอมจังหวัด สํานักงานปองกันและบรรเทาสาธารณภัยจังหวัด เปนตน ศูนยปฏิบัติการธรณีพิบัติภัยเนนการมีสวนรวมของประชาชนทุกภาคสวนและสมาชิกในเครือขายเฝาระวัง โดยใหประชาชนเปนเครือขายสําคัญในการแจงสถานการณธรณีพิบัติภัย ท้ังนี้ประชาชนสามารถติดตอศูนยปฏิบัติการธรณีพิบัติภัยทางหมายเลขโทรศัพท 0 2621 9700-5 หมายเลขโทรสาร 0 2621 9700 ศูนยปฏิบัติการธรณีพิบัติภัยจะนําขอมูลดังกลาวและชื่อของผูแจงแสดงบนเว็บไซตของกรมทรัพยากรธรณี www.dmr.go.th ซ่ึงประชาชนสามารถเขาชมขอมูลไดตลอดเวลา เปนการประสานความรวมมือในการปองกันธรณีพิบัติภัยและชวยใหประชาชนไดทราบสถานการณ อยางทันตอเหตุการณ ซ่ึงเชื่อวาความเขมแข็งในการประสานงานกับอาสาสมัครเครือขายเฝาระวังและภาคประชาชนจะชวยลดความสูญเสียท้ังในชีวิตและทรัพยสินจากภัยธรรมชาติดังกลาวไดอีกทางหนึ่ง

บทความที่ 2 ‘เฟน’ ดัชนีบงชี้ความอดุมสมบูรณของปา

เฟนบางชนิดไดพัฒนากลไกของตัวเอง จนมีลักษณะเฉพาะตัว เชน สามารถอยูรอดไดในสภาพแวดลอมท่ีมีการเปลี่ยนแปลงตลอดเวลา บางชนิดเปนผูนําในการรุกเขาไปในพ้ืนท่ีท่ีเปดโลง จึงไมใชเรื่องแปลกที่เรามักเห็นเฟนตางชนิดในสภาพแวดลอมท่ีแตกตางกัน นักนิเวศวิทยาจึงนิยมใชเฟนเปนดัชนีบงชี้ถึงการเปลี่ยนแปลงของสภาพแวดลอมและนิเวศวิทยาของปา ดวยคุณสมบัติพิเศษดังกลาวทําให บริษัท ปตท. จํากัด (มหาชน) ใชเฟนเปนตัวชวย เชน การประเมินและติดตามการเปลี่ยนแปลงสภาพแวดลอมตามแนววางทอสงกาซธรรมชาติวาปามีการฟนตัวมากนอยเพียงใด โดยเปรียบเทียบกับพ้ืนท่ีปาท่ีอยูใกลเคียง ซ่ึงมีตัวอยางกรณีศึกษา เชน บริเวณผืนปาทองผาภูมิตะวันตก จังหวัดกาญจนบุรี อันเปนพ้ืนท่ีท่ีมีการวางทอสงกาซธรรมชาติ ปจจุบัน ตามบริเวณผืนปาทองผาภูมิ มีการคนพบเฟนและพืชใกลเคียงเฟนชนิดพิเศษตามแนวทอสงกาซ ท่ีสามารถเปนดัชนีบงชี้ถึงสภาพแวดลอมท่ีฟนคืนสูสภาพสมบูรณตามธรรมชาติ คือ กูดยี (Selaginlla minutifolia) สามรอยยอด (Lycopodiella cernual) และ Sphenomris chinnsis var. chinensis โดยเฟนท้ังสามชนิดนี้ พบไดมากในพ้ืนท่ีแนววางทอสงกาซธรรมชาติ จะเห็นไดวา เฟนสามารถใชเปนดัชนีบงชี้ถึงความอุดมสมบูรณของปาไดเปนอยางดี แตท้ังนี้เฟนบางชนิดก็เริ่มเส่ียงตอการสูญพันธุแลว เชน เฟนขนาดเล็กท่ีไมมีคุณคาทางเศรษฐกิจก็มักถูกแผวถางทําลายจากผูไมรู เชน เฟนหนังจระเข เฟนใบหัวใจ เฟนใบตําลึง สวนเฟนชนิดท่ีมีความสวยงามก็มักถูกนําออกมาจากปาเพ่ือการคา เชน เฟนขาหลวงหลังลาย เฟนเขากวาง เฟนตีนตะขาบ ดวยเหตุนี้จึงควรมีการรวมมือกัน ท้ังคนในพ้ืนท่ีและนอกพ้ืนท่ีใหชวยกันอนุรักษเฟนในปาธรรมชาติ รวมท้ังเรงคนควาวิจัยโดยใชพืชกลุมนี้เปนดัชนีบงชี้สภาพปาเพ่ือเปนแนวทางในการอนุรักษปา และอนุรักษเฟนใหสามารถเจริญเติบโตตอไปได
