Batteries as Integral Part of Equipment

Equipment Containing Integral Batteries – Equipment containing a battery or single cell battery that is not intended to be removed or replaced during the product’s useable life.

DC Jack

Most equipment with integral batteriescontain charging circuitry that cuts off currentwhen battery is charged to prevent overcharge.

Shorting the exposed terminal (DC Jack) does not short the battery because the positive path is open when the charger is not inserted.

Testing could be conducted by contacting exterior points of unit (e.g., connectors, sockets)

Proposed Changes to “Scope” of UN 38.3 Tests

38.3.2 Scope

38.3.2.1 All cell types shall be subjected to tests T.l to T.6 and T.8. All non-rechargeable battery types, including those composed of previously tested cells, shall be subjected to tests T.1 to T.5. All rechargeable battery types, including those composed of previously tested cells, shall be subjected to tests T.l to T.5 and T.7. In addition, rechargeable single cell batteries with overcharge protection shall be subjected to test T.7. A component cell that is not transported separately from the battery it is part of needs only to be tested according to tests T.6 and T.8. A component cell that is transported separately from the battery shall be tested as a cell. A cell or battery that is an integral part of the equipment it is intended to power that is transported only when installed in the equipment, may be tested in accordance with the applicable tests when installed in the equipment.

Proposed Changes to T5 Short Circuit Tests

38.3.4.5.2 Test procedure

The cell or battery to be tested shall be temperature stabilized so that its external case temperature reaches 55 ± 2 °C and then the cell or battery shall be subjected to a short circuit condition with a total external resistance of less than 0.1 ohm at 55 ± 2 °C. This short circuit condition is continued for at least one hour after the cell or battery external case temperature has returned to 55± 2 °C. When testing an integral battery that is installed in the equipment it is intended to power, the short circuit shall be conducted by contacting exterior points of the battery (e.g., connectors, sockets).

Changes to Test RequirementsTest Change

T1 – Altitude Test may be conducted with battery in equipment

T2 – Thermal Test may be conducted with battery in equipment

T3 – Vibration Test may be conducted with battery in equipment

T4 – Shock Test may be conducted with battery in equipment

T5 – External Short Circuit Test may be conducted with battery in equipment. Testing to be conducted by contacting exterior points of battery (e.g., connectors, sockets)

T7 – Overcharge Test conducted with battery in equipment, if applicable. (Most equipment comes with overcharge protection and recent amendments to T.7 account for these designs.)

Website for Declarations of Conformity with UN Lithium Battery Tests

• Declarations of Conformity (DOC) frequently requested by carriers, freight forwarders, government agencies, etc.

• PRBA exploring possibility of establishing website for posting DOC

• Searchable by battery model number, product number/name, company name, brand name

• Battery information on DOC: Grams of lithium metal (e.g., ≤ 2 grams); Voltage/Ah/Wh rating; year tested; contact information; links to company websites
