Additional Chief Secretary to Government
Additional Chief Secretary discharges the functions and duties as per Transaction of Business Rules. Additional Chief Secretary has the overall responsibility to supervise, guide and dispose of the matters relating to both Forest Wing and Ecology and Environment Wing of

FEE Department, which are headed by separate Secretaries. Hence, all the information furnished by the Principal Secretary (Forest) & Secretary (Ecology & Environment) in these columns are relevant to Additional Chief Secretary. Therefore, no separate mention is made again.
ii The powers and duties of its officers and employees
1. Additional Chief Secretary to Govt. attends to all matters pertaining to Forest, Ecology & Environment under the Supervision of Forest Minister. The Principal Secretary (Forest) Secretary (Ecology & Environment), Deputy Secretary (Forest & Co-ordination), Deputy Secretary (Forest), Sr. Director (TC), Deputy Secretary & Internal Financial Advisor, Deputy Secretary and Head of Legal Cell and Scientific Officers process files and put up for orders of Additional Chief Secretary.
2. Senior Personal Secretary – Assist the Additional Chief Secretary in the disposal of receipts and files received from all the wings of Forest, Ecology & Environment Department. Fix the programmes and meetings as per the instructions of the Additional Chief Secretary. Make necessary arrangements for Additional Chief Secretary’s tours within the state as well as outside the State. Attend the visitors, telephone calls; send/receive mails, etc.
3. Under Secretary – As prescribed in the Secretariat Manual.
4. Stenographer – Works as PA to Additional Chief Secretary and provides secretarial assistance. Preserving and maintaining confidential records and other papers in the personal custody of the officer.
5. Assistant – Receives and send the tappals and files to the concerned assists other staff and Private Secretary in disposing of the personal establishments works
6. Driver – Does the duties of driving of official car
7. Dalayat – Attends to Group ‘D’ employees work

1. The Deputy Secretary-1 (Forest and Co-ordination) Deputy Secretary-2(Forest), Deputy Secretary & Internal Financial Adviser and Deputy Secretary & Head of Legal Cell process the files and put up for orders of Principal Secretary (Forest)
2. Personal Secretary (Grade-II) - Incharge of personal establishment of Principal Secretary (Forest), arranges to send tappals and files to the concerned, maintains engagements of Prl Secy (F), scrutinize tappals and files received, attends to phone calls, and arranges to meet Prl Secy (F) by visitors and discharges the work entrusted by Prl Secy (F).
3. Stenographer - works as PA to Principal Secretary (F), provides Principal secretary assistance, prepares DC bills, TA bills, attends phone calls and discharges the work entrusted by Principal Secretary (F)

All proposals received from Forest Department, KFDC, KSFIC, KCDC, ZAK, KPL, KSVL and MMC will be processed in the Dept. in accordance with the relevant procedures, Acts and rules. Decisions are taken keeping in mind the policies formulated by the Government in implementation of various schemes and projects. Proposals requiring approval of Additional Chief Secretary, FEE,

Forest Minister, Chief Minister and Cabinet will also be processed and submitted for orders. After decision at higher levels, action will be taken to issue necessary letters, Govt orders, notifications etc.

Decisions are taken keeping in mind the policies formulated by the Government in implementation of various schemes and projects. Proposals requiring approval of Secretary, Additional Chief Secretary, FEE, Forest Minister, Chief Minister, Cabinet will also be processed and submitted for orders. After decision at higher levels, action will be taken to issue necessary letters, Govt. Orders, Notification, etc. discharging duties in accordance with Acts and Rules of the Department in the Secretariat Manual of Office Procedure. Regarding channels of supervision and delegation of power orders have been issued vide O.M. No.FEE 116 CRS 2001 dated 4.12.2002.

a. As soon as the receipt is received from the Junior Assistant, the caseworker will scrutinize and enter in his worksheet and sort them according to their rating. A receipt will be brought on to a current file relating to the subject on which a file already exists, if not he will open a new file. According to the importance of the case he will put up a note consisting of brief resume of its background history.

1. Junior Assistant distributes the receipt to consort case worker and looks after movement of files closer of files and mentions of records under the supervision of section officer.
2. As soon as the receipts received from the Junior Assistant, the case worker will scrutinize and enter in his worksheet and sort out them according to their rating. A receipt will be brought on to a current file relating to the subject on which a file already exists, if not will open a new file. According to the importance of the case, he will put up a note consisting of brief resume of its background history.
3. The Section Officer sees all incoming tappal and pass it on the staff attached to him for necessary action for diarizing / adding them on to the existing files/opening new files and noting movements. He will indicate priority wherever necessary. He will also put up important references to higher authorities.
4. The Section officer, on the files, submitted to him by the case workers, shall examine the contents of the proposal with reference to Rules, procedure, Standing Orders, Precedents and policies of the Government and submits to the file to undersecretary suggesting the course of action.
5. If the line of action proposed is with his competence, he will proceed to record minimum noting and issue appropriate replies or orders
6. The Under Secretary examines file/proposals submitted of section officer and give necessary orders or submit files to the higher authority recommending course of action.

Forest, Environment and Ecology Department(Receipts and Issue & Co-ordination) Section.
This Section is working under the Under Secretary to Government (Forest-C and Co-Ordination).
The details of the sanctioned posts in Forest, Environment and Ecology Department (Receipts and Issue & Co-ordination) Section are as follows:

The Officers and Staff will discharge their functions and duties as per Karnataka Government (Transaction of Business) Rules, 1977.
Following are the functions and duties of this Section:
1. To receive all the receipts / letters, where the names of the Officers are not mentioned which may come through Post, Courier and Muddam (in person) and the same will be sent to the concerned Sections of Forest, Environment and Ecology Department.
2. To issue (send) all the letters, orders etc., of the entire Forest, Environment and Ecology Department through Post / R.P.A.D.
3. To procure stationery from the Department of Printing, Stationery and Publications (Government Press), Bangalore and its distribution among the Officers and Sections of the Forest, Environment and Ecology Department.
4. To purchase furniture, stationery and other required items for the use of Department from M/s. Janatha Bazaar, Bangalore or from other public / private Companies within the budget provision made for each financial year to each of the Secretariat Department as per rules and its distribution among the Officers and Sections of the Forest, Environment and Ecology Department.

5. Maintenance of the Official Vehicles including pool vehicle of the Forest, Environment and Ecology Department, which are provided to the Higher and other Officers.
6. Co-ordination work in respect of the Forest, Environment and Ecology Department.
ii The powers and duties of its officers and employees;
Following are the duties and responsibilities of the Officers and Employees:
Under Secretary to Government: Discharges the duties and responsibilities as prescribed in paras 36 and 37 of Secretariat Manual of Office Procedure.
Section Officer:Discharges the duties and responsibilities as prescribed in paras 38 and 39 of Secretariat Manual of Office Procedure.
Senior Assistant / Assistant:Discharges the duties and responsibilities as envisaged vide paras 41 and 42 of Secretariat Manual of Office Procedure.
Junior Assistant:Discharges the duties and responsibilities as envisaged vide paras 43 and 44 of Secretariat Manual of Office Procedure.
Typist:Discharges the duties and responsibilities as envisaged vide paras 46 of Secretariat Manual of Office Procedure.Group ‘D’ Employees (Jamedar / Dalayath):Discharges the duties and responsibilities as envisaged vide paras 48 (Appendix-IV) of Secretariat Manual of Office Procedure.
iii The procedure followed in the decision making process, including channels of supervision and accountability;
1. As soon as the receipts received from the Junior Assistant, the case worker will scrutinize and enter in his worksheet and sort out them according to their rating. A receipt will be brought on to a current file relating to the subject to which a file already exists, if not he will open a new file. According to the importance of the case, he will put up a note consisting of brief resume of its background history.
2. The Section Officer will see all incoming tappal and pass it on to the staff attached to him for necessary action for diarizing / adding them on to the existing files/opening new files and noting movements. He will indicate priority wherever necessary. He will also put up important references to higher authorities.
3. The Section Officer, on the files, submitted to him by the case workers, shall examine the contents of the proposal with reference to Rules, procedure, Standing

Orders, Precedents and policies of the Government and suggest the course of action.
4. If the line of action proposed is with his competence, he will proceed to record minimum noting and issue appropriate replies or orders.

In Karnataka Government Secretariat, there is provision for Computerisation of Letters in L.M.S. [Letter Monitoring System] and Files in F.M.S. [File Monitoring System].
So, in respect of the letters and files are being automatically updated and the updated reports (statements) of files and letters of each Section and Department of the Secretariat, are easily available and accessible in the System of Computerisation i.e., SECLAN [Secretariat Local Area Network – “SACHIVALAYA VAHINI”]. These are the readily available and accessible statements or the reports.
