FOREWORD

The National Skills Standards Authority (NSSA), formed in 2007 under the Ministry of Labour, Employment and Social Security (MOLES) has been facilitating the development of Occupational Competency Standards for the assessment and qualification of the Myanmar workforce. The NSSA initially formed 14 Sectorial Committees comprising of representatives from relevant line ministries and the private sector to, among others, develop the Occupational Competency Standards which would be the basis of assessment and awarding of certificates to workers. Thus far, the 14 Sectorial Committees have developed 173 Occupational Competency Standards at four levels for the 14 economic sectors, of which 93 Occupational Competency Standards were approved in principle by the Cabinet. In 2014, the NSSA with the assistance of GIZ and Swisscontact has started implementation of the ‘Fast Track Skills Assessment and Certification Pilot Project’ with the aim to certify existing skilled workers at National Certificate (NC) Level 1. For the pilot project, Expert Groups were formed to review the NSSA Occupational Competency Standards for 25 priority occupations. The National Occupational Competency Standard for Electrician (Building) NC Level-1 is the outcome of such review. The review was undertaken by professionals and experts nominated by the Metal and Engineering Sectorial Committee. This revised standard was used by the NSSA during the pilot project undertaken from July to December 2014. Skills assessment events were actually undertaken and certificates were awarded to qualified candidates. The Electrician (Building) NC Level -1 Standard (Version No.1) contains three (3) competency units, comprising of one unit under Technical, Industrial and Basic Competencies. This standard can be used for training and assessment leading to certification by NSSA. The Expert Group who reviewed the standard was composed of the following:

U Kyaw Myat Khaing Head of VT and Head of professional (EL) CVT

Dr. Thin Zar Han Head of Division, EI Department Ministry of Industry

Daw Ei Ei Win Thu Instructor Officer, No.3 Industrial Training Centre, Ministry of Industry

U Myint Than Senior Training Officer Skills Training Centre Department of Labour, MOLES

The NSSA and the Metal and Engineering Sectorial Committee, hereby release the said Occupational Competency Standard of Electrician (Building) for adoption by the Metal and Engineering Industry. Chairperson Chairperson National Skills Standards Authority Metal and Engineering Sectorial Committee
