Outcome Mapping – experience Outcome Mapping – experience
1. Development research organisations only contribute to change.
2. Lasting change occurs when ownership and control move from the external organisation to local actors and organisations.
3. Many assessments provide very little useful feedback to help improve performance.
4. Development of learning capacities within organisations is often ignored

1. Planning for and assessing both external results and internal performance leads to successful projects.
2. Planning, monitoring & evaluation are cyclical
3. Systematic self-assessment is a consciousness raising, consensus building and empowerment tool for those working on a project.

Mission
Outcome challengeDistrict level Government personnel serving rural farmers
The IRD program intends to see district level government staff within the MAFF, MRD and MEnv being regarded with respect by local farmers because of the contribution they are making to help meet their needs as farmers. The government staff themselves are gaining increasing levels of satisfaction with their work. They have increasing opportunity to be actively engaged in work they have been trained in and are included within the IRD program Planning and monitoring meetings. They are also becoming more involved in activities relevant to the local farmer’s needs, such as land use mapping, data collection, and technical support, including marketing.

● Focusing monitoring and evaluation on changes in partners illustrates that, although a program can influence the achievement of outcomes, it cannot control them because ultimate responsibility for change rests with its partners
