What is Smart City ?
“The use of Smart Computing technologies to make the critical infrastructure components
and services of a city––which include city administration, education,
healthcare, public safety, real estate, transportation, and utilities––more
intelligent, interconnected, and efficient”
A city can be defined as ‘smart’ when investments in human and social capital and
traditional (transport) and modern (ICT) communication infrastructure fuel
sustainable economic development and a high quality of life, with a wise management of natural resources, through participatory
action and engagement. (Caragliu et al. 2009)
A Smart City is one that is able to link physical capital with social one, and to
develop better services and infrastructures.
It is able to bring togethertechnology, information, and political vision, into a coherent Programme of
urban and service improvements.
A city “connecting the physical infrastructure, the IT
infrastructure, the social infrastructure, and the
business infrastructure to leverage the collective
intelligence of the city”
Data Connects all aspects of Smart City
Making city data available online using open standards will make the operation of city government more effective, transparent and accountable to the public.
It will streamline o Intra-governmental and inter-governmental communicationo Interoperabilityo Permit the public to assist in identifying efficient solutions for

Data/Open Data and Smart City
• New frontier for Planner-Citizen interaction emerges from the open data movement.
• In some cities, local governments are actively engaged in releasing municipal data through open data catalogues.
• With these data liberated, developers and Urbanites are creating new apps to address important issues in their communities
• Transparency and Civic engagement are two important expectations and requirements in urban planning practice and these two values are also central to the open data movement
• Although it is early days, the frontier of open data in urban planning is full of opportunities and challenges that we need to explore further

Model-2: State/Department/City Local Government Body can have their own data portal for publishing of Open Datasets as an instance of data.gov.in through Software as a Service (SaaS)

• It has been decided all the datasets of SmartNet would be collected from Cities on https://data.gov.in/
• Chief Data Officers are being nominated from city level
• Nomination forms of Chief Data Officers and Contributors sent to all the cities by MoUD

• City Profiles: It would be user-fed data. This information ‘template’ shall be made available to cities for updating when required.
