All prior provisions contrary to this Order

are hereby repealed.

Article One: Scope of this Order.

This Order determines the characteristics of

the national identity card and fixes the amount

of contribution towards the cost of the identity

card.

CHAPTER II: CHARACTERISTICS OF

THE IDENTITY CARD.

Article 2: Measurements of the identity card

The identity card has the following standard

dimensions (ID-1, ISO/IEC 7810):

The length is eighty five point six millimeters

(85.6 mm);

The width is fifty four millimeters (54 mm);

The thickness is zero point seventy

arrêté.

Le présent arrêté a pour objet de déterminer

les caractéristiques de la carte d’identité

pour Rwandais et de fixer le montant de

participation au coût de la carte d’identité.

CHAPITRE II : CARACTERISTIQUES DE LA CARTE D’IDENTITE.

Article 2 : Dimensions de la carte

d’identité

La carte d’identité a les dimensions

standards (ID-1, ISO/IEC 7810) suivantes :

Pour la longueur : elle est de quatre vingt

cinq virgule six millimètres (85,6 mm) ;

Pour la largeur : elle est de cinquante quatre

millimètres (54 mm) ;

Pour l’épaisseur : elle est de zéro virgule

Article 3: The Make of the identity card

The identity card is made out of waterproof

synthetic material ("teslin ®") glazed by a

layer out of transparent laminator.

Article 4: Inscriptions on the identity card

On the first side, on which the photo of the

holder is, the following shall appear:

1. From the left to the right side, appears

the Seal of the Republic of Rwanda

followed by the words “REPUBLIC

OF RWANDA” in light blue colored

letters; below are the words

“REPUBLIC OF RWANDA”, both

followed by a rectangle having the

successive colors like as of the flag of

the Republic;

Article 3 : Le support de la carte

La carte d’identité est fabriquée en carton

synthétique imperméable dit ("teslin ®")

protégé par une couche en plastique

transparent.

Article 4 : Mentions sur la carte

d’identité

Au recto, du côté de la photo du détenteur,

la carte d’identité porte les mentions

suivantes :

1. De gauche à droite, figure le Sceau

de la République du Rwanda suivi

du groupe de mots « REPUBLIQUE

DU RWANDA » en lettres bleues

ciel ; au-dessous desquels se trouve

un groupe de mots « REPUBLIC OF

RWANDA », tous les deux suivis

d’un rectangle aux couleurs du

drapeau de la République ;

2. Munsi y’ibiteganyijwe mu gace (1) k’iyi

2. Below the above mentioned in point 1

of this Article is a black straight line

from the lower part of the words

“REPUBULIKA Y'U RWANDA” to

the lower part of the rectangle as

mentioned in the preceding point;

3. On the left side of the line appears the

photograph of the possessor of the

identity card in a white vertical egg

shape. The egg shape is forty

millimeters (40 mm) in large diameter

and twenty-nine point three

millimeters (29.3 mm) in small

diameter. Beside is an egg shake in

which appear rays of the sun having

on twenty four (24) strokes. This egg

shake is forty seven millimeters (47

mm) in large diameter and thirty eight

point sixty fifteen millimeters (38.75

mm) in small diameter. At the right

side of the egg shape is the reduced

ghost photo of the holder of the

identity card;

4. Below the black straight line mentioned

as in point 2. of this paragraph from the

top to the botton the following words are

written successively in kinyarwanda and

un grand diamètre de quarante-sept

millimètres (47 mm) et un petit

diamètre de trente- huit virgule

soixante-quinze millimètres (38,75

mm). Du côté inférieur droit de

l’ovale se trouve la photo réduite en

arrière-plan du détenteur de la carte

d’identité ;

4. En-dessous de la ligne droite noire

mentionnée au point 2. du présent

alinéa figure une série de mots se

5. Below the photograph in the vertical egg

shake as mentioned in point 3 of this

paragraph, the following words are written:

“Indangamuntu/National ID Nº” followed by

the net 16 digit number of the identity card.

On the back of the identity card shall appear:

the national flag made in monochromatic

color. Below appears the reduced ghost photo

of the holder of the identity card.

Ingingo ya 6 : Imyaka y’amavuko

n’umubare w’amafaranga atangwa nk’uruhare rw’uhabwa ikarita

ndangamuntu

Buri munyarwanda ufite nibura imyaka cumi

n’itandatu (16) y’amavuko atanga amafaranga

magana atanu (500) y’u Rwanda nk’uruhare

rwe ku giciro cy’ikarita ndangamuntu.

Aya mafaranga atangwa mu bihe bikurikira :

1. Iyo umuntu agejeje nibura ku myaka

cumi n’itandatu y’amavuko ;

2. Iyo ikarita yatakaye ;

3. Iyo ikarita yangiritse ku buryo iba

itakiranga nyirayo.

Article 5: Authority in charge of the other characteristics

Other characteristics of the identity card shall

be determined by the competent State organs.

CHAPTER III: AMOUNT OF

CONTRIBUTION TOWARDS THE COST OF THE NATIONAL IDENTITY

CARD Article 6: Required age and amount of

contribution made by the holder of the identity card.

Every Rwandan of at least sixteen years shall

pay five hundred Rwandan francs (500 Rwf)

for contribution towards the cost of the

national identity card.

This amount is paid whenever:

1. the person has attained sixteen years of

age;

2. the card has been lost;

3. The card has been deteriorated at the

point to not identify the possessor.

Article 5 : Autorité chargée des autres caractéristiques

Les autres caractéristiques de la carte

d’identité sont déterminées par les organes

étatiques compétents.

CHAPITRE III : MONTANT DE

PARTICIPATION AU COUT DE LA CARTE D’IDENTITE

Article 6 : Age requis et participation du

rwandais pour la délivrance de la carte d’identité

Tout rwandais âgé d’au moins seize ans

paie cinq cent francs rwandais (500 Frw)

comme participation au coût de la carte

d’identité.

Ce montant est payé dans les cas suivant :

1. le concerné atteint au moins l’âge de

seize ans ;

2. la carte a été égarée ou perdue ;

3. la carte a été détériorée au point de

ne plus identifier le détenteur.

Article 7: Participation of the poor

A poor person who is unable to pay his/her

contribution towards the cost of the national

identity card may get it free of charge if

he/she presents a certificate provided to

him/her by the Executive secretary of Cell on

the basis of a decision of the Executive

committee of the Village where he/she

resides.

CHAPTER IV: FINAL PROVISIONS


provisions

All prior provisions contrary to the present

Order are hereby repealed.


This Order shall come into force on the date

of its publication in the Official Gazette of the

Republic of Rwanda.

Article 7 : Participation de l’indigent

gratuitement à condition de présenter une

attestation délivrée par le Secrétaire

Exécutif de Cellule sur base d’une décision

résidence.

CHAPITRE IV : DISPOSITIONS FINALES





Le présent arrêté entre en vigueur le jour de

sa publication au Journal Officiel de la

République du Rwanda.
