PAKISTAN POWER SECTOR: BACKGROUND

1. The GoP approved Pakistan Power Sector Strategic Plan for

restructuring and reform in 1992, according to which, the power wing of

WAPA was structured into four !"# $eneration %ompanies !$&'%(s#,

one !1# 'ational )ransmission and ispatch %ompan* !')%# and nine

!9# istri+ution %ompanies !S%(s#-

2. PEPCO was esta+lished in 199. as an independent entit* with mandate

to restructure Pakistan Power Sector, corporatise / commerciali0e the

restructured entities, and to +ring a+out reforms thru introduction of

competition, enhancement of efficiencies and +est financial and prudent

utilit* practices-
