NRC BIODIVERSITY Rationale for the meeting
NRC Biodiversity – 5-7 November 2012EEA - COPENHAGEN
Ivone Pereira Martins – EEA, - Head of Group, Biodiversity
Council conclusions (15/3/2010), endorsed by the European Council on 26/3/2010
European Union biodiversity and the ecosystem services it provides – its natural capital – are protected, valued and appropriately restored for biodiversity’s intrinsic value and for their essential contribution to human well-being and economic prosperity, and so that catastrophic changes caused by the loss of biodiversity are avoided
Halting the loss of biodiversity and the degradation of ecosystem services in the EU by 2020, and restoring them in so far as feasible, while stepping up the EU contribution to averting global biodiversity loss
Adoption of a long term (2050) visionand a mid term (2020) headline target
Six (interrelated)targets cover:
Full implementation of EU nature legislation to protect biodiversity Better protection for ecosystems, and more use of green infrastructure More sustainable agriculture and forestry Better management of fish stocks Tighter controls on invasive alien species A bigger EU contribution to averting global biodiversity loss
Council (ENV) Conclusions 19 November 2011
Endorses the EU Strategy – further discussion on the actionsLinks it to the Europe’s resource Efficiency goals and the
EU 2020 strategyMainstream BD into other policies (CAP, CFP, Cohesion)Agrees on the need for a CIF (+ coherent framework for
monitoring, assessing and reporting)Ecosystem mapping and assessment of the state of
ecosystems and their servicesGreen Infrastructure and No-net loss (Bd offsets)Sector integration – Agriculture, forests & fisheriesIAS/ genetic diversity/ access to genetic resources
(connection to agriculture and food security)Mid term review early 2014 – moved to 2015?
European Parliament Resolution 20 April 2012
Does an analysis by target (EU) recognising the success resides in the reform of sector policies
Links the Biodiversity Strategy with the Resource Efficient Europe flagship initiative
Calls Commission to develop reliable indicators incl marine and coastal
Role of Life+ and integrated projects
Council of 11 June 2012
Focus on the international dimension(CBD COP-MOP – 2012)Strategic Plan for BD 2011-2012& the AICHI targetsRecognises the CIF as the tool to assess the effectiveness of EU strategy to 2020Development and application of indicators (REDD+, res. Effic. genetic, footprint)Integrate the BD targets into the resources efficiency roadmapMentions the need for robust baselines and an effective reporting framework as prior requisites – for the strategic planNeed for ambition yet realistic outcomes in HyderabadEmphasises the need to substantially increase resources ($, people, technical

EEA response – Improving the knowledge base
Further Develop the BISE (Biodiversity Information System for Europe) and the BD Data centre
Further develop (and streamline) Biodiversity relevant Indicators – SEBI, AEI
Continued reporting support to EU policy and legislation
Preparing new data (layers) – the GMES/GIO; Art 17
Producing assessments – building on diverse sources of data and information – towards SOER2015
Major strategic events/projects
• EEA evaluation (Steering Committee)• New EEA strategy – 2014-2018/20• ETC Review
• Selection of new Executive Director• Scientific Committee call for new areas
of expertise
AMP 2013 – Dynamics of the year
Year of consolidation - Consolidate systems (BISE, WISE, thematic web pages, update indicators)
Year of transition - Between 2 strategic cycles/management
Publication-free year
AMP - 1.2 Biodiversityinformation systems
Further develop the knowledge base partnership in support of the 2020 Biodiversity Strategy targets. To this end develop BISE version 1.0 integrating the CHM - support the Common Implementation framework. Continue to develop the Biodiversity Data Centre within the Inspire framework directive and other data, information and knowledge management frameworks.
AMP - 1.2 Biodiversityinformation systems
Reinforce innovative services & tools of BISE along its components (Data, Topics, Policies, Countries & Networks, Research). Data component developed along the BD Data Centre, integrating all relevant data from other DCs. Under the Countries & Networks, country profiles will be produced and EC-CHM network and functions integrated. Consolidate the Ecosystem Assessments platformIntegrate the GMES initial operations on land into the Eye-on Earth platform. Link BISE/EoE to be further developedSupport the forthcoming strategy on Invasive alien species, including the implementation and extension of Naturewatch on the Eye on Earth platform. Expansion of EUNIS. Links to European and global data providers (GBIF, Lifewatch, Geobon, GEOSS)
AMP - 1.2 Biodiversity Reporting support to EU policy and
legislationContinue support to the implementation of the Nature directives including the Natura 2000 data flow
Reporting on conservation status of species and habitats (Art 17 Habitat Directive/Art 12 of the Birds Directive)
Feed into the BD Target 1 & 2 activities
Continued support to establishment of he EMERALD network
AMP - 1.2 Biodiversity Indicators
Further develop Biodiversity relevant indicators based on experience with the SEBI2010 andadapt/adopt indicators and reporting methodologies to the needs of the 2020 EU and global biodiversity targets – as well asinput to forthcoming 7th EAP, Europe 2020 flagship initiatives, in particular Resource Efficiency (Roadmap).
AMP - 1.2 Biodiversity Assessments
Conduct comprehensive DPSIR-based assessments on BD trends & status, for selected ecosystems (Marine, coastal, water) or topics for SOER2015Maintain the BD baseline as the European biodiversity reference benchmarkReinforce assessments of biodiversity in agriculture and forest policies ( + water framework directive & the marine strategy framework directive within a land based policy context) Ecosystems assessments in support of global and regionalized processes (TEEB, MA, MAES).
AMP - 1.2 Biodiversity Support to Global Policies
Continue to follow the UN Convention on BD namely on the AICHI targets and respective indicator work, using experience from the SEBI model as a lead process on streamlining country–to-global indicators
Support the IPBES global and regional development (and relate to the EU Mechanism for policy-science interface)
Follow-up of GEOSS.
