A conference for declaration the strategic plan of NPC

after the liberation This conference implemented by Al Mesalla Organization with collaboration

of NPC and support from PAX Peace

The draft results of a workshop and conference of

Nineveh provincial council strategic plan for the two

phases of libration and post-libration

After two days of work shop conference conducted by AL_Mesalla

organization and PAX Dutch organization with support and

coordination with NPC, during these two days were 65 persons

attended from NGOs, Media and all members of the NPC and with

attendance of president of NPC, a plan of action were set by all

committees for period of libration and post-libration of Nineveh,

and the work were done with support of Dutch expert (Dion Van

Den Berg) who transferred his expertise with other countries on

how to over come on the conflicts, on the level of local authorities

and provinces councils.

NPC members and all other participants had very positive

interaction during the workshop especially for the group working

and committees formed for post-libration. They expresses there

feelings and how much they got benefit from the conference and

Some council members and representatives of organizations, media

and head of the provincial council also said that they were late in

the establishment of such conferences and is currently managed

through this conference to arrive in a joint plan which was attended

by representatives of all the components of Mosul and Nineveh

plain and representatives of civil society and media organizations.

At the end of the second day was the announcement of the

provincial council plan at a press conference in the presence of

President of the council and representatives of the committees and

the executive director of AL_Mesalla organization below the draft

plan by the relevant committees of the province council:

The draft results of the work groups during the

workshop:

A_ Social and media committee

1. Establishing media network for covering libration process

2. Monitoring and providing reports from inside Musil.

3. Communicate and cover works of all other committee.

4. Producing media article for spreading culture of tolerance

and social cohesion and avoiding revenge spirit.

5. Producing data base for recording human rights violation

and providing those reports for international media to be

used in advocacy campaign according to international

human rights constitution.

6. Document all the damages that occurred to heritage.

7. Capacity building for journalism.

8. Allocate a special budget for the network either from

province council budget or threw support of national and

international NGO.

From his side Mr. Bashar assured that journalisms should

work to the interest of Musil and not for the self benefit, and

he said that MCP is conducting many work without media

cover as we have shortage in governance media.

B_ Construction and housing committee: 1. Submit a study about percentage of city damages threw

formation of operation room compost of construction

specialist and councils.

2. Allocating special budget for reconstruction within

regions budget either threw fund for librated area of

fund for reconstruction of Nineveh, or threw the work

of national and international NGOs or international

banks.

3. Request and advocacy from the NGOs side for central

government to exchange the share of Nineveh for

investment according to population ratio.

4. Work to encourage and facilitate a disruptive to the

process of national and foreign investment laws.

5. Give priority for the constructive operation that has

direct relation with citizen’s life.

C_ Health and environment committee: 1. Developing an operation room for fallow-up all health issue

during and after libration.

2. Capacity building for medical and nursing staff to work

during conflict.

3. Providing necessary medication and equipment.

4. Providing enough ambulance.

5. Providing Medical Mobile Unit.

6. Preparing hospitals and wards of safe area for receiving

injured.

7. Awareness rising and enhance citizens for blood donation.

8. Medical support for military forces.

9. Providing safe and clean water and food for IDPs.

10. After libration, assessment of damaged hospitals and

health centers buildings for reconstructions.

11. Establishing mental health center especially for children

and youngest.

12. Removing bombs and explosions by expertise.

13. Repair water and sewage networks.

D_ Finance committee: 1. Launch dues of Nineveh budget.

2. Emergency allocation of budget for libration process.

3. Supplement the funds to implement projects from highest to

lowest.

4. Compensating of ISIS victims financially.

E_ Education committee: 1. Set up seminars and meetings of students and pupils.

2. development courses for cadres to improve the educational

level of education and the educational and

3. Teaching they have.

4. Restoration and rehabilitation of schools and processing.

5. Try to enable students to avoid missing out on the full

academic year.

6. Inclusion of and article about peaceful cohesion in school

curriculums

F_ Human rights and NGOs committee: 1. Establishing an operation room for monitoring human rights

during and after libration process.

2. Identify safe passage for IDPs threw coordination with

security forces.

3. Legal investigation and awareness rising for military and

other forces for monitoring human rights during process of

libration.

4. Inclusion of local NGOs in implementing projects and plans

of international NGOs.

5. Monitoring violations against citizens incident and bring the

perpetrators to justice

6. compensate those affected materially and morally with Note

excluded from the compensation law No. 20 for the year

(2009) (the victims of military operations)

7. Emphasis on reintegration and psychological rehabilitation

programs and foster a spirit of tolerance.

8. Work on peace building and peaceful coexistence programs.

9. Law to be apply on every one without and discrimination.

G_ Youth committee: 1. Open joint youth spaces for all ethnic and religious

composition of Iraq.

2. Capacity building for peaceful cohesions.

3. Inclusion of youth for decision making.

4. Helping youth who were affected by war especially disable

youth.

5. Enhance volunteer work of youth.

6. Enhance those individual efforts of youth working with IDPs.

7. Open youth spaces in Nineveh for educating youth and raise

their awareness about wrong perception of Jihad.

8. Study the factors that lead youth to engage with IS.

9. Work of supporting youth threw providing job opportunities.

H_ Women affairs committee: 1. Awareness rising for women and girls by expertise about the

role of women in the three stages of before, during and after

libration.

2. Provision of psychosocial, health and educational services for

women and girls during libration and after libration for re

integrating them in community especially after return to

remove the impact of being IDPs.

3. Formation of women team and women center especially for

awareness rising and peaceful cohesion especially after

libration.

4. All peace massages should be threw women either IDPs and

non- as they are the first person for delivering peace

massages.

5. Supporting all women who ere direct victims of ISIS

especially abducted women.

I_ Joint committees of agriculture, municipalities and

investments: 1. Delivery of water, electricity and municipal services for the

liberated areas and rehabilitation services for the return of

displaced persons.

2. Open centers to receive marketing wheat and barley crops in

all the liberated areas.

3. Provide integrated work opportunities through loan projects

(agricultural initiative and build modern villages

4. Complete irrigation of the northern and western and southern

island projects procedures to finance a larger area of

agricultural land to eliminate unemployment and support the

economy of Nineveh.

5. Work on the issuance of decisions to facilitate and encourage

investment and the investor.

6. Open rehabilitation and training centers and development of

vulnerable groups affected by IS (widow-children with

special needs) and organizations claim to do so.

7. Distribution allocated to the province equally to all

administrative units and according to population ratios of

financial resources.

8. Emphasis on the media side in all substantive plan

curriculums across media (audio-visual-print-social

networks.

9. Encourage contracting with the local government companies

to adopt social nature projects (support orphans).

10. Instructions to facilitate investment mode.

J_ Security Committee: 1. Request to change the curriculum that incites hatred and

violence.

2. Foster a spirit of tolerance and maintain community diversity

as a strength factor and not the cause of division and band

3. Genuine national reconciliation and the settlement of disputes

that was before liberation

4. Uphold the national identity of the other party, national and

religious directives

5. Establish a culture based on peaceful coexistence and resolve

problems through dialogue

6. Involvement of community and women in security and

stability.

7. Apply rules and law on every body.

K_ Districts council committee:

1. Districts and areas councils to set up committees and the

special supervision of the displaced people in the areas not

reached ISIS in terms of the services provided by the

government and charitable organizations

2. Formation of a media commission with expertise to respond

to the rumors launched by ISIS terrorist in the region in

coordination with the media committee in MCP.

3. Formation of committees of district council for supervising

the aid distributed on IDPs.

4. Application of legal decentralization for provinces councils

and local governments.

5. Specialized media committees to foster a spirit of tolerance

and peaceful coexistence among all sects and components

in the province and district post-liberation and not drift

behind revenge and tribal and sectarian and ethnic.

6. Invest the role of tribes for spiriting positive thinking and

enhance the peaceful cohesion.

7. All the tribes should deliver there sun especially those who

have committed crimes against the ingredients.

L _Religious endows committee:

1. Youth empowerment and met their need and providing job

opportunity for them in order to avoid ISIS to use them in name of

religion.

2. Sprit forgiveness and peaceful cohesion for all communities threw

mosques and churches, and religious men.

3. work to prevent the deployment of the thought of terrorism in the

mosque, and give a peaceful approaches to houses of worship

4. Open special courses for different religions to get rid of the idea of

intolerance and spread the concept of coexistence.

5. Put in place mechanisms to prevent religious extremism.

6. Mechanisms for selecting the clergy should develop mechanisms for

selecting forward and preachers.

7. Introduction of religious curricula Christian and Yezidi within the

curriculum and study by all religions.

8. Form a body of religious scholars to atone for the crimes, because

the crimes are assigned to the Quran and Hadith.

9. Focus on the themes of peace, tolerance and peaceful coexistence

through the joint work of organizations and the media

At the end of the second day AL_Mesalla Organization and the

Council of Nineveh province, conducted a press conference to

announce the civil plan post-liberation in the presence of President

of the Provincial Council and the Executive Director of AL_Mesalla

Organization and a number of heads of committees of the provincial

council, where dozens of journalists attended the conference.

Proceedings were addressed by the dozens of satellite television and

local radio, websites and newspapers.
