In the bottom half of 2014, National Development Council (NDC) in Taiwan started a series of forums to promote ODF as national standard file format AGAIN

A 3-Year Project ForAdopting ODF

● NDC announced a NATIONAL POLICY and started a 3-year project for adopting ODF.

– Converting all the old Microsoft Office format (including OOXML) into ODF before end of 2015.– Attachments in the official documents must be 100% in ODF(editable) or PDF(uneditable) formats before end of 2016.– All the units and users in government units must use office software suites that "Can Produce Standard ODF 1.2".

● Some interesting incidents about adopting ODF– The Defense Department of Italy announced to adopt ODF and LibreOffice to 150,000 computers in September 2015– The National Procurement Services in Sweden suggested 46 IT open standards, including ODF 1.2, HTML5, SVG, … and so on.

Central Government Units:Ministry of Finance

● All the PCs in MoF have already installed LibreOffice. So let's see another interesting statistics: How many MS Office left:

– Information Center: This is the main unit which strongly migrated LibreOffice and ODF into Ministry of Finance. Its installed MSO number is 74 out of 765 PCs, 9.67%.– National Taxation Bureaus: Taipei City, North area, Mid area, South Area, Kaohsiung City:1,193 out of 13,858, 8.6%. – Other units in MoF: 4,945 out of 22,459, 22%.

● Total installed MSO ratio is 16.8%. ● Target in 2016: Total installed MSO ratio should be down below 10%.● BTW, files sent out from National Taxation Bureaus are already 100% in ODF format.

Enterprise: Coretronic

● Started to migrate LibreOffice since 2010, with the help of OSSII Co., Ltd.● First, they clarify what users really need.● Then according to the investigation, they propose a hybrid solution.

– For the departments and users who really need Microsoft Office, they keep nearly 15%-20% licenses.– For other departments and users they migrate OxOffice, which is a commercial office suite derived from LibreOffice.

● Not only LibreOffice, but also migrate many other FOSS in their organization.

NPO: Genesis Social Welfare Foundation

● A big NPO which is concerned about– Plant men– Homeless people– Old people who live alone

● "Being concerned" by Microsoft in 2015.● The director of Information Department decided to fully migrate LibreOffice, starting from 2016.● Genesis consults SLAT to plan the training courses and help them to work with LibreOffice.● Slowly progressing.

Conclusion

● The Document Foundation starts to pay attention to marketing in Asia, starting from Taiwan and India.● Possible event: "Month of LibreOffice" in Taiwan.● SLAT keeps helping NDC and many other units to migrate ODF / LibreOffice into their organizations.
