Nomination papers for election of the Board of Trustees are attached. Nominations close at 5:00 pm on Tuesday, 11 March 2014. The Registered Office of the Society, 62, The Boulevard, Strathfield NSW 2135 (the office) will be open from 4.00 pm to 5.00 pm on this day to facilitate persons to hand in nomination papers. The Returning Officer will open the Nomination Papers at 5.00 pm on Tuesday 11 March 2014 at the office, and announce the names of the nominees. Members are welcome to attend.

MINUTES OF THE 20th ANNUAL GENERAL MEETING OF THE TAMIL SENIOR CITIZENS BENEVOLENT SOCIETY HELD AT THE CARRINGTON CHURCH HALL ON SATURDAY, 9 MARCH 2013
ADJOURNED FOR WANT OF A QUORUM AND THEN HELD AT BATES STREET COMMUNITY CENTRE, HOMEBUSH ON 14 MARCH 2013
At the outset, Mr. Siva Pasupati, President of the TSCA made the following announcement:
After protracted negotiations the Strathfield Council has granted office accommodation within the Bates Street premises and this will come into effect after the Meal on Wheels programme vacated the premises.
Mr. Nadarajah thanked the President and the Secretary of the TSCA for having taken the initiative to secure this accommodation. The adjourned Annual General Meeting was called to order at 10:55 am by Dr Ratnam K. Pillay, President. After singing of the National Anthem and the Tamil Thai Vazhththu Pa, a two-minute silence was observed in memory of the following 31 departed members in 2012:

PRESIDENT’S ADDRESS At the outset, the President outlined the agenda.
Departed Members The Society grieved the demise of 31 members last year. Since the Society’s inception 20 years ago, 15 of them were members for over 15 years, while another 11 were members for over 10 years. Thus nearly all of them have served and supported the ideals of the Benevolent Society for considerable periods.
Performance He remarked that the BENSOC continues to serve the Tamil Seniors whose present strength is 650, without any external funding or a grant or levying an annual subscription. When a call arises, $10.00 per member is collected and this has remained so for the past 20 years. The Society has paid about $750,000 as gratuity for 166 families over the years. Many members have served as volunteers on the Board of Trustees over the past 20 years.

Call Letters The Society now mails about 475 letters each time. A call letter covers three calls usually. The print-run for a letter and three profiles totals about 1800 sheets. Receipts of bank payments are attached and the letters folded and inserted into envelopes. The whole exercise takes about 3 days to complete. In the year under review, 12 call letters were posted. The cost of printing and posting one letter is approximately $1.00. Receipts During the year, 2,100 payments were received from members in the five modes of payment, including cash collected at Bates Street, net bank transfer etc. Bank statements are periodically downloaded, membership number and name are inserted, and receipts are written out. It takes an average of 3 minutes to complete a receipt. Members’ Ledger After the payment has been receipted, the payment amount and receipt details are then carefully entered into the Members’ Ledger where account details of each member are maintained. This takes another 2 minutes per entry. Thus it takes a total of 5 mins to completely process a payment and post it to the Members’ Ledger. Payment in Advance In the year under review, 12 call letters were sent out. It was pointed out if a member paid on a call letter-basis, it would take 12x5 or 60 minutes to process the payments of a single member for the year. Presently, two-thirds of members are making an average payment of $100 in advance. The posting of this single $100 payment also takes the same 5 mins but the program extends this amount over 3 call letters; so only 4 such payments are necessary for the year and this takes 4x5 or 20 mins for the same period. Payment in advance will considerably reduce the administrative time, from 60 mins to 20 mins, spent by the office bearers. A Plea The President requested the members to provide the BENSOC No(s) and the last name(s) each time a payment is made. If these two details are not provided, the deposit cannot be identified and remains in a suspense account. In Progress Following aspects are in progress:
Improving the spread sheet and updating the list of nominees
Developing a Data base Application where data generally need to be captured only once
Emailing of call letters
Choosing a suitable accounting package Growth of the Benevolent Society The President explained how the Society has grown over the years. As a community service organisation for the Tamil Seniors, it continues to do yeoman service to its members at their most difficult times by helping them to meet the unexpected costs. The members’ contribution is a nominal amount and in order to maintain the present quantum, it is necessary that our membership be expanded so that it remains a viable institution for the community at large.

Acknowledgements The President acknowledged the good work done by Mrs Rani Satkunananda, Secretary, ably assisted by Dr. Thangarajah and Kum Seyon. Mr Neville Thiru, Treasurer, has meticulously maintained all the finances, and, in particular, member payments are updated so that balances are available to members when they meet on Thursdays at the Community Centre. Mr Thisairasa has helped by being in charge of the weekly cash collection at Bates Street. He profusely thanked Mr. Samy Pasupati for the ready advice, and wise counsel, and the in-depth interpretations of the constitution. There was a heavy workload of 12 call letters to organise and deliver. All members of the Board of Trustees cooperated and shared this onerous task. Special mention must be made about the extended co-operation and time spent by Mr. V. Nadarajah (Call Letters) and Mrs. Neela Thiru (AGM Booklet). He appealed to younger members of the Association to take up responsible positions in the Board of Trustees
The following business was transacted thereafter: MINUTES Mr Pon Subramaniam thanked the Board of Trustees for the good work done and proposed that the minutes were an accurate record of the proceedings of the 19th Annual General Meeting. The minutes were seconded by Mr. Sritharan Anantharajah. TO RECEIVE & CONSIDER THE FINANCIAL ACCOUNTS Mr Pon Subramaniam asked whether the interest earned on advance payment by members be shown separately. The Treasurer explained that the balance in the advance payment account is a changing figure and present low interest rate itself is subject to fluctuations. Mr Navaretnavel asked whether the Society could bank with other financial institutions that offer higher rates. The Treasurer explained that it is administratively cumbersome to move the small deposit amounts between banks. Mr Samy Pasupati explained that it is difficult to predict how much interest can be derived from advances because of fluctuating market conditions. At best, one can only generalise. The Treasurer explained that the Society has an On-line Saver Account, which earns interest slightly lower than that of fixed deposits. Any amount, in excess of our estimated requirements, is transferred into this account from the Transaction Account. Having some money in the On-line Account enables the Society to make benefit payments immediately, without having to suffer penalties for premature withdrawals of term deposits. Mr Pon Subramanian thanked all committee members for their hard work during the past year. Mr Samy Pasupati said that we should specifically remember the dedication and hard work of the President. Mr Logenthiran said that he agreed with Mr Samy Pasupati and thanked the President. He also thanked Mrs Rani Satkunananda and Mr Thiru. He specifically thanked Mr Samy Pasupati for the many-faceted services he rendered to the Society over the years. Mr Navaratnavel thanked the President and Mrs Rani Satkunananda and requested members to make payments in advance.

REPORT OF THE BOARD OF TRUSTEES The financial accounts of the Society was unanimously adopted by the AGM. It was proposed by Mr. Logenthiran and seconded by Mr. Balakrishnan. Mr Anantharaja proposed that the Report of the Board of Trustees was in order and this was seconded by Mr Nicholas Rajanayagam. SPECIAL RESOLUTIONS PROPOSED AMENDMENTS TO THE CONSTITUTION
AMENDMENT 1 EXPLANATION: The membership has grown considerably with a corresponding increase in death benefit calls, collections, banking, maintenance of records etc. This has resulted in the office bearers, particularly the Secretary and the Treasurer, having to work under extreme continuous pressure.
The Board of Trustees is hence of the view that additional positions should be created to ease the burden on these office bearers.
Since the additional positions cannot be filled at this AGM with the amendment coming into effect only after it has been approved by the Department of Fair Trading, it is proposed to empower the Board of Trustees to fill these as casual vacancies.
PROPOSED AMENDMENT:
1. Additional Positions to the Board of Trustees The President elaborated the need for additional positions, due to the increased number of calls leading to more collection, banking and raising of receipts for payments. It is estimated that all these administrative activities take up nearly an hour per member per year
To consider, and if thought fit, to pass the following Resolution as a Special Resolution
Resolved that –
Clause 14 be amended in the Sub-clauses of 14 in -
14.1 by the substitution for the word ‘seven’ of the word ‘nine’
14.1.3 by the substitution for the words ‘Assistant Secretary’ of the words ‘two Assistant Secretaries’,
14.1.5 by the substitution for the words ‘Assistant Treasurer’ of the words ‘two Assistant Treasurers’
14.3 by the substitution for the words ‘Assistant Secretary’ and ‘Assistant Treasurer’ of the words ‘Assistant Secretaries’ and ‘Assistant Treasurers’ respectively
Clause 15 be amended by the addition of the sub-clause
15.6 in consequence of any additional position in the Board of Trustees being created, after the Annual General Meeting had been held
The amendment was proposed by Mr. Samy Pasupati and seconded by Mr Pon Subramaniam.

Mr. Santhiravar suggested that each member of the Board of Trustees should be given a list of duties. Mr. Samy Pasupati explained that the constitution specified the duties of each official. Mr Anantharajah asked clarification of amended Clause 15.6. Mr. Pon Mailainathan said that it should be more specific Mr. Samy Pasupati explained that there will be 2 Assistant Secretaries and 2 Assistant Treasurers. He further said that there was no need to be specific because Clause 14.1 specifies the total number of members and, therefore, there was no need to specify the number in Clause 14.3 as 2 Assistant Secretaries and 2 Assistant Treasurers. As such, the amendment could be left as it is.
Amendment 1 was passed unanimously.
2. REPORT OF BOARD OF TRUSTEES TO INCLUDE RECOMMENDATION OF AMENDMENT TO THE CONSTITUTION Amendment to the Constitution on the recommendation of the Board of Trustees To consider, and if thought fit, to pass the following Resolution as a Special Resolution Resolved that – In Sub-Clause 19.2.2, b By the substitution for the words ‘Report of the Board of Trustees’ of the words, ‘Report of the Board of Trustees, which may include a recommendation that any matter be considered and determined, including any amendment to the Constitution’’
The Amendment was proposed by Mr. Pon Subramaniam and seconded by Mr. Navaratnavel
Mr Logenthiran suggested that instead of “Report of the Board of Trustees” it should be read as “Annual Report
of the Board of Trustees” Following the interpretation given by Mr. Samy Pasupati, the proposal to change the
name was withdrawn.
Amendment 2 was passed unanimously.
3. Minimum Number of Members to give Notice of a Resolution.
To prevent ill-considered or even frivolous amendments being brought, it is desirable that a number, which should be at least 5% of the current membership, be specified.
Amendment to the Constitution on the recommendation of the Board of Trustees
To consider and, if thought fit, to pass the following Resolution as a Special Resolution
Resolved that –
In Sub-Clause 19.3, by the substitution for the words ‘notice in writing’ of the words ‘notice in writing,
with the signed consent of not less than thirty other members’
The amendment was proposed by Mr Samy Pasupati and seconded by Mr Navaratnavel.
Amendment 3 was passed unanimously.

ELECTION OF HONORARY AUDITOR Mr. Samy Pasupati proposed the name of Mr. Sivathondan for the position of Honorary Auditor and Mr. Logenthiran seconded the proposal. Mr. Sivathondan was unanimously elected as Honorary Auditor. ELECTION OF RETURNING OFFICER Mr. Thiru proposed the name of Mr. Sivathondan as the Returning Officer and Mr. Navaratnavel seconded the proposal. Mr. Sivathondan was unanimously elected as Returning Officer The meeting concluded at 1:00 pm and was followed by fellowship.

ANNUAL REPORT OF THE BOARD OF TRUSTEES FOR 2013
FOR THE YEAR 2013 On behalf of the Board of Trustees, it gives me great pleasure in presenting the Annual Report of the Tamil Senior Citizens’ Benevolent Society for the year ended 31 December 2013. MEETINGS OF TRUSTEES Six Board meetings were held during the period under review. MEMBERSHIP Our membership, including Provisional Members, stands at 636. Close to a quarter of the members have still not joined the Benevolent Society. However, a majority of them may have passed the age of 67. We have encouraged most of those eligible to join the Benevolent Society and this met with some success. We would request our members to encourage eligible persons in our community to join our Seniors Association early so that they can in turn join it’s Benevolent Society before age 60 and in any case before age 67. We need your support to ensure the continued growth of BENSOC as a strong organisation. OUR GROWTH We are in existence for the past 21 years and have been serving our community. The table below illustrates how we have performed:

The Death Benefit paid continues to be $ 5,000. The Society paid $ 100,000 this year, and up to the end of
the financial year, has paid a cumulative total of $ 849,059 as Benefits.
It is noteworthy to observe that the maximum paid for calls by any member to date is $1,860.
ADVANCE PAYMENTS
It is gratifying to note that a large majority of the members continue to make advance payments against
Benefit calls. The balance to the credit of the member is paid to the Nominee along with the Benefit Payment.

PAYMENT OF CALLS
Direct Payments to Bank
Payments can be made at any branch of the Commonwealth Bank as stated in the Call Letters. Members are
advised to present the Tear-Off Slip of the Call Letter instead of completing the Commonwealth Bank Paying-
in-slip.
We wish to repeat that the Bank Acknowledgement or the Net-Bank Transfer Receipt and the Call Letter
Tear-Off Slip should be forwarded to the Treasurer promptly to enable early and correct reconciliation.
Unfortunately, this is not being done by a few members.
Payments Direct to the Treasurer
Members are once again reminded that when making payments direct to the Treasurer, the bottom portion of
the Call Letter, where the member’s details appear, should be handed over to the Treasurer along with the
payment. This is not being done in the majority of cases.
Emailing of Call Letters
With the increase in postage costs and other stationery, the emailing of letters has been looked into and
some trial exercises were conducted and these were well received. We urge members, who have email
facilities, to opt for this method of receiving the call letters.
Members and Their Nominees
It is very important that the Society has the latest details of the nominees of its members, so that
disbursement of the benefit can be done without delay. Members must update these details of their
nominees, especially the contact information.
Co-operation of Members
With 636 members and 20 deaths this year, the burden placed on our office bearers has increased very
much. During the year, we have taken steps to rationalise the accounting procedure and as a preliminary
step, we now using a new spread sheet to enter financial information. We are working on a project to
devise a data base application capable of generating receipts at the time a payment is made and
updating financial information.
We trust that members will appreciate the amount of work involved and assist by making prompt payments
and send the necessary documents no sooner the deposits are made

AMENDMENTS TO THE CONSTITUTION PASSED AT THE AGM
Growth Necessitating Expansion of the Board of Trustees: Following the amendments passed at the last AGM, the two additional offices of Assistant Secretary (2)
and Assistant Treasurer (2) have been filled. The Board of Trustees has now been expanded to nine
trustees (seven elected and two nominated)
Other Changes: Two Amendments were also passed in regard to the manner in which Resolutions may be brought at the
AGM.
The first of these two amendments sought to provide specifically for the then current practice that the
Report of the Board of Trustees considered at the AGM ‘may include a recommendation that any matter
be considered and determined, including any amendment to the Constitution’.
The second amendment ensures that only Resolutions that are brought have a minimal amount of
support – ‘signed consent of not less than thirty other members’.
SOCIETY’S FINANCIAL PERFORMANCE
We wish to report that the financial position of the Society has continued to improve.
With a downturn in the economy, we were compelled to renew the Term Deposits on less favourable terms
this year. The Term Deposits have increased by $ 44,000 this year.
Age Contributions are recognised in Special Reserve only to the extent that they have been paid or
recovered.
BENEFIT CALLS AND BENEFIT PAYMENTS FOR THE ENSUING YEAR
The Board of Trustees recommend that there be no change in regard to the Benefit Quantum or the Benefit
Call amounts.

ஆண்டிறுதியில் , தற்காைிக உறுப் ினர் உட் ட பைாத்த உறுப் ினர் பதாமக 636 ஆகக் காணப் ட்டது. தாய்ச் சங்கத்தில் உறுப் ினராக உள்வளாரில் கால் ங்குக்கு அண்ைித்த பதாமகயினர் நைம் புரி சங்கத்தில் இன்னும் உறுப் ினரக்கச் வசரவில்மை. எனினும் அவர்களுட் ைர் 67 வயமதத் தாண்டியவர் ஆவர். எஞ்சிவயாமர நைம் புரி சங்கத்தின் உறுப்புரிமை நாடுவதற்கு நாம் ஊக்குவித்வதாம். அதில் ஓரளவு பவற்றியும் கண்டுள்வளாம். தாய்ச் சங்கத்தில் இமணவதற்கு தகுதி ப ற்ற எைது சமூகத்தினமர வநர காைத்தில் தாய்ச் சங்கத்தில் வசருைாறு ஊக்குவித்தால் அவர்கமள நைம் புரி சங்கத்தில் 60 வயதுக்கு முன்னர் , 67 வயதுக்குப் ிந்தாைல், வசர்த்துக் பகாள்ளக் கூடியதாக இருக்கும். நைம் புரி சங்கத்மத ைம் வாய்ந்த நிறுவனைாகக் கட்டி எழுப்புவதற்கு உங்கள் ஆதரமவ நாடுகின்வறாம்.
