$80 billion a year could be saved and primary energy consumption reduced by 45% through increased energy efficiency in russia. The country may have among the largest energy reserves in the world, but the potential for energy savings is too big to ignore. The energy efficiency Cluster will create the innovation to improve russia’s competitiveness and lower carbon emissions.

The Energy Efficiency Cluster sets Russia’s sights on improving its record of energy efficiency by developing cutting-edge technolo gies that transform the entire energy chain into creating more energy from fewer resources. Fulfilling this objective could reduce primary energy consumption by 45% and thus improve Russia’s competitiveness and lower carbon emissions.

global Context

The potential for making Russia and its economy more energy efficient is enormous. Current levels of heat losses in Russia represent five times those of Western Europe, while the loss of energy in the generation, transmission and distribution of electricity represents 17% of total consumption com-pared to 11% in both the EU and the U.S.. Closing this gap will save Russia an estimated 433 million tons of fuel by 2020, make its economy more competitive and lower carbon emissions.

ClusterSpace & Telecommunications

Challenges & priorities

To renew Russia’s leading position in the space industry, the ST&T Cluster will address the remaining and vast potential for increased productivity and expansion into new markets. For instance, output per Russian space industry employee is currently $14,800 per year, which is 33 times lower than in the U.S.. The ST&T Cluster aims to create the conditions necessary to achieve this potential, raising investments and bringing international and Russian researchers together in a single global hub - Skolkovo. The cluster aims to boost Russia’s share in key sectors, notably in satellite communications, earth-remote sensing data and navigation equipment and services. In addition, Russia’s traditional space industry will also receive strong support to increase the number of satellites and to develop a new generation of rocket carriers that ensure low-cost space transportation.

Finally, the ST&T Cluster aspires to make Russia a leading provider of the wide range of telecommunications and navigation sector services required for GLONASS/GPS systems, Europe’s nascent Galileo navigation system and China’s Compass.

14

For over half a century, russia has been a leader in space exploration, participating in the International Space Station (ISS) and currently responsible for over 40% of global space launches. The Space Technology and Telecommunication (ST&T) Cluster will build on this legacy to produce a new generation of space and telecommunication technologies.

With a global market worth more than $300 billion annually, the ultimate goal for the ST&T Cluster is to better position Russian companies in this growing market by reaffirming Russia’s role as a global generator of space research and development. To achieve this objective our cluster will rely not only on Russia’s legacy in space research and design, but also by developing a unique ecosystem of leading Russian and international scientists and entrepreneurs who take laboratory research and innovation to the market with commercial products and services.

global Context

Currently, only Russia, the U.S. and China have their own global navigation satellite systems, and Russia ranks first in the world for launching services. Nevertheless, Russian space activity has stagnated, and as new players enter the market, Russia must renew its leadership. Within the next 5 years, China will not only launch a heavy-duty carrier vehicle, but it will also create its own orbital space station; Virgin Galactic will introduce the first commercial space flight and a decision must be made about a replacement for the ISS. The ST&T cluster intends to develop Russia’s response to these initiatives and to make its contribution to the global industry by addressing the challenges of space travel and by mobilising institutions and regula-tory bodies.

Innovation City

Skolkovo will serve as a laboratory for the design and operation of future cities where innovative solutions in the construction of the urban environment will be tested in practice, including solutions directly developed by the Skolkovo Innovation Centre.

In the design of this new city, every effort is being made to ensure the well-being of the planned 26,000+ residents. The 4km2 town will benefit from excellenttransport and infrastructure facilities including a congress centre, schools, medical and recreational facilities. Skolkovo city will be an energy efficient city, with low or zero emissions of harmful substances. Some of our buildings will even generate more energy than they consume.

The city is designed as a chain of compact districts integrated into the landscape with each benefitting from all necessary infrastructures for work and daily life. This new urban planning model combines respect for the environment with a design to boost creativity and foster innovation.

To realise this vision, in 2011 alone, $170 million was spent on construction; the first stage of the town is due for completion in 2014. The city’s revolutionary master plan was awarded to French company AREP, engineering company SETEC and to the landscape architect Michel Devigne.

Welcome to Skolkovo!

Partners

Our success depends on cultivating an international network of technology, corporate, financial and infrastructure partners. We are actively developing relationships with global corporations that are the world leaders in their sectors. Many such corporations share our vision and have already demonstrated their confidence in our success by establishing regular co-operation and investing almost USD $300 million.

We look to our partners not only for financial investment, but also for their intellectual and human capital, expertise and developed business cultures. Our partners help form the critical mass required to ensure our success, and they serve to help naturally integrate our project into the international innovation environment.

We, too, have much to offer our partners. Skolkovo provides numerous benefits including financial support (attractive tax regime and advantageous legal status), but also cooperation with Russia’s top science facilities and specialists and the opportunity to benefit from the transfer of knowledge and development that is taking place in Skolkovo and throughout its ecosystem.

Agreements for the creation of 10 corporate research and development centres have already been signed with about 600 researchers representing a total budget of USD $205 million. 30 start-up companies are being supported with an additional USD $58 million, while a further USD $30 million has been provided for corporate venture funds and business incubators. Nor does investment stop there; co-investment in our research and educational infrastructure has also been agreed for the Technopark Savings and Data Centre, International space centre, Skolkovo High Technology Centre for Continuous Medical Education and a school.
