• Pour améliorer le fonctionnement du marché du logement en France, l’OCDE (OCDE, 2013b) recommande de : – Mettre à jour les valeurs locatives cadastrales et
assurer leur revalorisation périodique.– Elargir les compétences de l’intercommunalité en
matière d’urbanisme.– Se rapprocher de la neutralité fiscale entre
immobilier et autres formes d’investissement.– Supprimer les numerus clausus des notaires,
réduire les délais de transaction entre la signature du précontrat et de la vente, et éliminer le système de tarification à prix fixes.
