According to the agenda of the special council meeting held on January 29, households are in arrears with R104,421 million, while businesses and organs of the state are in debt with R12,583 million and R2,699 million respectively. THE implementation of the municipal budgetis on track for the current financial year.

Kouga Executive Mayor Booi Koerat tabledthe second quarter report on the implementa-tion of the budget and financial state of affairsof the municipality to the Kouga Council ata meeting on January 29.

Reports are tabled quarterly in accordancewith the Municipal Finance Management Act(MFMA) and submitted to National and Pro-vincial Treasury after adoption by the Coun-cil. The reports are tabled at Council meet-ings that are open to the public and advertisedin the local media.

The Executive Mayor said the purpose ofthe report was to ensure good governance andfinancial viability.

The report sets out the progress made oncapital expenditure, operating revenue and

expenditure, grants and subsidies, debtorsand creditors.Highlights include:. A total of 54,79% of the approved capitalbudget for the 2014/15 financial year (R19,850million of R36,231 million) had been spent bythe end of December 2014. It should be notedthat National Treasury has approved the roll-over for the unspent Municipal Infrastruc-ture Grant (MIG) for an amount of R 10,245million, and Integrated National Electrifica-tion Programme for an amount of R 991 thou-sand and the two conditional grants were un-spent as at 30 June 2014. The rollover amountshave not been included on the approved capi-tal budget for 2014/2015, but these amountswill be included on the revised capital budget.. A total of 50,94% (R315,353 million) of thebudgeted operating revenue (R619,094 mil-lion) for 2014/2015 had been recognized as rev-

enue to the statement of financial perform-ance by the end of 2014.. A total of 36,52% (R254,369 million) of theoperating expenditure budget (R696,535 mil-lion) had been spent by the end of December2014. The municipality had recognized a sur-plus of R60,983 million on its statement of fi-nancial performance for the second quarterended 31 December 2014.. An amount of R 54,510 million of the totaloperating grants and subsidies (R87,847 mil-lion) had been recognized as revenue to thestatement of financial performance by theend of December 2014.. At the end of December the municipalitywas owed R120,187 million by consumer debt-ors. Of this a total of R 92,105 million had beenoutstanding for over 90 days. These debtorsinclude organs of state, businesses andhouseholds. The households debtors have the

most outstanding debt at R104,421 million.. The outstanding creditors at the end of De-cember 2014 totalled R47,695 million. Theamount included the current account for Es-kom (R13,078 million), which was settled on16 January 2015. Of the total creditors anamount of R 32,736 million had been outstan-ding for more than 30 days.

According to her, outstanding debt has

a negative effect on service delivery inthe Kouga.

“It costs the municipality to provideservices. The cost is covered throughcharging people for the services. If peo-ple, therefore, do not pay, less money isavailable to provide services,” says Ran-dall.

“The municipality wrote off R21,87mil-lion in bad debt in the 2013/2014 financialyear. The provision for bad debt in the cur-rent financial year is 9% of the budget.This amounts to about R49,6 million. Thisdoes not mean, however, that this muchmoney will necessarily have to be writtenoff.”

the community such as sports, social move-ments, the arts, business, religion, themedia,community development agencies and educa-tion and training institutions. Nominationsof candidates with financial, legal, health and

education, and a post matric professionalqualification and/or social dialogue skills areparticularly encouraged. “Nominations of in-dividuals that would be potential beneficia-ries of the Community Trust should carefullyconsider acceptingnominations as thiswouldexclude their families from benefitting fromthe Trust,” urges Gabriel.Candidates must be nominated by a mem-
