T he education issue markedthe agenda of the IMEAK

Chamber of Shipping’sordinary assembly for themonth of May as well.Commenting on the speechesdelivered within the scope ofthe ITU Maritime Faculty FishDay, Erol Yucel, AssemblyChairman, clearly displayedhis attitude saying, “The realobstacle in front of theestablishment of the TurkishMaritime University is the ITUand the Maritime Faculty.”

Stating that they were not givenpermission to establish themaritime university for 4 years,Erol Yucel asserted that thedirectors of the Turkish HigherEducation Council (YOK)prevented them to establish theuniversity. Adding that thisattitude of YOK provoked them,Yucel said they would thenestablish not a normal maritimeuniversity, but a maritimeuniversity that would rank inthe top three among the total of15 maritime universities in theworld. Pointing out to the factthat TUDEV was backed by theChamber of Shipping, the fourthbiggest chamber of the Union ofChambers and CommodityExchanges of Turkey (TOBB),and the enormous maritimeindustry, Yucel reminded that20% of the resources of theChamber of Shipping were usedfor educational purposes.Stating that YOK channeled themaritime policy towards ITUMaritime Faculty, Yucel furthersaid he was criticizing not YOKbut a few people at the topmanagement of YOK, and thatYOK was necessary for Turkey.

Metin Kalkavan, Chairman of

the Board of Directors of theChamber of Shipping, said thatthey struggled to meet someneeds of the ITU MaritimeFaculty at the time, but that thepresent point reached wasregrettable. Kalkavan said theiressential profession was noteducation, but they wanted toincrease the number of qualifiedseafarers, which is one of themost important problems of themaritime industry. Stating thatwhile they were acting with thatintention in mind, they startedthe discussion of “Why don’tyou further develop thisuniversity, and provide us withland?”, Kalkavan commented,“Unfortunately, the minds ofthe rector and dean of ITU andof some other friends work inreverse.”

Stating that they supported themaritime faculty and that theywould continue to do so,Kalkavan noted that they didnot make a promise to thefaculty for the land donated toTUDEV. Saying that, “If wewant, we can take all theprofessors at the maritimefaculty within 15 days. But, wewould never do such a thing,Kalkavan said there should notbe a mentality that sees TUDEVas a competitor, while theydesired to develop education.

T he Automatic IdentificationSystem (AIS) project

implemented by theUndersecretariat for MaritimeAffairs will start operating in July2007. The project comprisesincreasing the navigational safety and marine safety throughautomatic tracking of vessels onTurkish coasts.

AIS that will enable the searchand rescue operations to be moreeffective will also preventsmuggling, provide contributionsfor rapid responding to accidentsat sea, illegal use of fuel withoutthe Special Consumption Tax (OTV) to a large extent. Thesystem will also enable preventionof vessels’ violation of foreignterritorial waters and illegalfishing.

The system will be applied topassenger ships of all tonnages, aswell as to the cargo vessels over300 grt sailing on internationalwaters and over 500 grt cargovessels regardless of whether theysail on international waters or not.The project that will beimplemented through the basestations to be established on thecoasts designated by the TurkishUndersecretariat for MaritimeAffairs will provide information

such as the identificationinformation of vessels, names ofvessels, technical informationabout the vessel, port ofdeparture, port of destination, andthe estimated time of arrival.

How does the system work?

AIS is a transponder system thatoperates in the VHF marine band. This system transmits thenecessary data to other vessels orthe coast automatically. The datatransmission rate will be 2,000times a minute and the data willbe updated every 2 seconds. Atechnology called SOTDMA (SelfOrganizing Time Division MultipleAccess) that enables highlyreliable ship-to-shipcommunication at a highfrequency will be used. These datawill then be transferred to ECDIS(Electronic Chart Display andInformation System) systemsaboard other vessels or on thecoast. The system will enablemonitoring of all sea traffic on theelectronic chart display at thebridge. The images of vessels onthe charts will be proportional totheir real dimensions. Whenclicked on the vessel images, allinformation relating to that vesselwill be displayed.

T he symposium titled “Shippingand Shipbuilding Industry in

the Aegean” was held at the EgePalas Hotel, Izmir on Thursday,May 10, 2007. The symposiumfocused on the reasons why thereare no shipyard investments in theAegean region and their results.

In his speech he delivered at thesymposium, Emrah Erginer,Chairman of the Board ofDirectors of the Izmir Branch ofthe Marine Engineers Chamber, said it was rather significant thatthere was not a single shipyard inthe Aegean Region, while Turkeytakes important steps in becomingthe world’s shipbuilding industrybase. Stating that many investorsin the region were ready, but thatthey were unable to findconvenient land for buildingshipyards, Erginer said, becausethe southern part of Izmir wasmainly planned for tourism, thebest alternative was considered tobe the northern part, and thattherefore their plan aimed atconstruction of a “Yacht BuildingCenter” in Catlidere under theleadership of Izmir Yacht Builders

had taken its inal form. Notingthat they added the shipyardproject to the new port investmentplanned to be established inCandarli by the GeneralDirectorate of Shipbuilding andShipyards, Erginer further saidtheir operations for theestablishment of a “YachtBuilding Center” in Milas/Oren inBodrum continue at full speed.

“It has been approximately a yearsince the “Shipbuilding Industryin the Aegean” panel that wasorganized by the Izmir branch ofthe Chamber of Shipping andAegean Region Chamber ofIndustry with the contributions ofour Chamber on May 20, 2006.Following the panel, we hungbanners reading “We wantshipyards in the Aegean” on thefaçades of our Chambers andnever pulled them down until theyhad been torn. But unfortunately,we have not been able to see anyshipyards in the Aegean duringthis time.We have struggled toestablish the shipbuilding industry in Izmir and we stillcontinue to do so.”
