Government Standing Order Press and Public Relations 2016

(a) Te Director of Information Services is the recognized channel for all GovernmentInformation to the Press and Broadcasting Services.

(b) o enable Regional Administrations, Ministries and Departments to keep the Director ofInofmration informed, as a matter of routine, of their activities, all AdministrativeSecretaries in the regional Administrations, all Permanent Secretaries and Heads ofDepartments should appoint an officer at headquarters and/or at such other

offices as may be appropriate to act as liaison officer with the Information Services Division.Information of a factual nature not connected with major questions of policy anddevelopment, to be given publicity in the local press and the broadcast news serviceshould be channelled through this officer to thePress Section of the InformationServicesDivision. Conversely it is to this officer that the officers of the Information ServicesDivision would first go for any information that thye might require.

(c) Where the information to be given out related to a matter of major importance, thechannel of communication will normally be between the Permanent Secretary Servicesconcerned and either the Permanent Secretary of the Ministry repsonsible forInformation and Broadcasting or the Director of Information Services.

(d) In up-country stations, all material which it is desired to be communicated to the Pressand Broadcasting Services should be submitted to the Regional Inoformation Officer to

pass sucha material to the Director of Information Services.

(e) When an officer is approached by the Press for an eye witness account of any incident, hewill always refer the Press to the Senior Officer present. Tis officer will continue himselfstrictly to a statement of facts and will in no cirmcustances embark on a discussion ofGovernment policy. Any officer making such a statement to the press will inform his headof Division immediately of the substance of his statement and it will be responsibility

of the head of Division to pass this information to the Permanent Secretary of hisMinistry and the Director of any incident likely to by the quickest possible means. Tis

procedure is also to be adopted for any incident likely to arouse wide public interest orcontroversy, irrespective of whether or not Press representatives are present, and/or astatement has been sought or made.
