• The Food and Nutrition Security Policy and Action Plan was developed with FAO’s assistance.

• The Policy was approved as a White Paper on 1st May 2013 by the Cabinet ; Then it was Tabled in the Houses of Parliament on 8th May 2013 as a White Paper

• The process is in line with the Right to Food provisions of the Food and Nutrition Security Policy which promote widespread participation and inclusiveness. (PANTHER)

• The NFNSAP focuses on actions that will benefit all households with special emphasis on small, poor producers, youth, women and consumers

Governments' Commitment

• The Government has proposed to enact the FOOD SECURITY LAW to ensure that institutions of the State through their procurement programme utilise minimum levels of locally produced foods.

• Food and Nutrition Security has been embedded in the Social Protection Strategy as a priority

Strengthening the School Feeding Programmes, under the Hunger Free Latin America and the Caribbean initiative: The Brazilian Experience

• Support will be provided to Jamaica’s School Feeding Programme under the HFLACI with cooperation from the Brazilian Government

• Jamaica will benefit from a semi face to face experiential training to be conducted by Brazilian Experts in the School Feeding Programme during the period of September to December 2014: aimed at strengthening Jamaica’s national school feeding programme in context of social development

Petrocaribe Poverty and Hunger Eradication Plan: Venezuela Government

• As part of the initiative to eliminate hunger and extreme poverty in the region, the Venezuelan Government is seeking to promote a programme in Petrocaribe countries with support from the FAO.

• Jamaica submitted for the following areas: I. Food and Nutrition Security InitiativeII. Poverty Reduction and Nutrition for the most

Vulnerable: The School Feeding Programme.

• As part of the preparation for the Post 2015 Development process, the Government of Jamaica (GOJ) embarked on the preparation of a National Outcome Document outlining the country’s priority areas to be included in the post-2015 development agenda

• An Inter-ministerial Committee has been established to prepare Jamaica’s National Outcome Document which will outline the country’s priority areas.

• It was agreed that for the Agricultural Sector, focus area #2 should be Food and Nutrition Security through sustainable agriculture and improved food systems.

The following goals that were selected for focus area 2 on Food and Nutrition Security was largely influenced by the Food and Nutrition Security Policy.

• Goal # 1: Promote the sustainable production of safe, affordable, nutritious, good quality Jamaican food commodities/products;

• Goal # 2: Promote nutritionally adequate, safe, affordable dietary intakes and other positive lifestyle behaviours throughout the life course; and

• Goal # 3 : Improve the food and nutrition security resilience of the national community to natural and socio-economic shocks and climate change

• Goal # 4: To increase security of tenure by accelerating land titling programmes and regularization of informal settlements

Priority Issues: The following priority issues were identified during the consultation.

• ensuring year-round access by all to affordable, adequate, safe and nutritious food;

• ending child malnutrition and stunting;

• increasing agricultural productivity, including through adequate irrigation, seeds and fertilisers, while in parallel halting and reversing land degradation, drought and desertification

Priority Issues:• invest in water resources development,

conservation and management to improving improve the efficiency of water use in agriculture;

• eliminating use of toxic chemicals;

• enhancing all forms of agricultural biodiversity

Priority Issues:• promoting indigenous and sustainable farming and

fishing practices;

• Strengthening of production and productivity programmes for improved domestic food crop

• assessment of impacts of climate change on the agriculture sector and sub-sectors to inform the selection of mechanisms to strengthen the resilience of farming systems and food supplies to climate change;

Priority Issues:• enhancing adherence to internationally

recognized guidelines on the responsible governance of tenure of land, fisheries and forests, including full consultation with local communities;

• improved access to credit and other financial services, land tenure, and agricultural extension services, for all, including smallholders, women, indigenous peoples and local communities;

Priority Issues:• increased investment and support to research

and development on sustainable agricultural technologies;

• • reducing post-harvest crop losses and food

waste along food supply chains;

Priority Issues:• strengthening of agricultural linkages to

supply chains• addressing harmful agricultural subsidies;• addressing price volatility, including through

market information and oversight on commodity markets; and

Priority Issues:• Strengthening of institutional mechanisms and

technical capacities to advance climate change adaptation and disaster risk management in the agricultural sector and

• appropriate means of implementation.
