Hong Hi Jeng Cai manages a licence to mine sand in Lwera wetland along Kampala-Mbarara highway and due to several breaches of the mining conditions, Uganda’s National Environment Management Authority has been issuing a series of restoration order to ensure restoration of the environmental conditions of the affected area
