EXECUTIVE SUMMARY
PTCL is Pakistan’s most reliable and largest service carrier provider to all telecommunication
services from basic telephone data to internet videoconferencing it is everywhere in Pakistan.
PTCL is connecting peoples anywhere from world employee strength of 30,000 and 6 million
customers, PTCL is the largest telecommunications provider in Pakistan. The company
maintains a leading position in Pakistan as an infrastructure provider to other telecom operators
and corporate customers of the country. It has the potential to be an instrumental agent in
Pakistan’s economic growth. PTCL has laid an Optical Fiber Access Network in the major
metropolitan centers of Pakistan.
This report is being started with the brief and complete introduction of organization, its historical
background, its services and its product offerings. PTCL provide different types of products and
services for its large no. of customers.
During my internship I work in HR department of PTCL. I also visit the Marketing department
but the task that I performed in HR department. The first department in which I worked was IT
department during my internship in PTCL. In this department I have learned how to develop
pivot tables and got to know how pay roll is run all over the Pakistan with the help of SAP
software system .I was explained by the IT manager of that department. After this I worked in
Training and Development . I came to know so many new things, this department was interesting
due to the training thing associated with it. In this department I learned how to conduct the
training need analysis, my manager basically explained me how to perform it ,for this
questioners are passed all over the employees, then the feedback is collected from them, so that
they can move on to the other step of training session. And the third department in which I
worked in Attendance department. In this department I have worked with Miss Irum shabir the
senior manager of this department. she briefs about how the access control system ( ACS)
works in PTCL and they buy this software from LMKR, my task is to calculate employee
attendance manually that either 9 hours are completed of every employee or not and if 9 hours
are not completed then their one day salary is cut off. Also the report contains major and
important information related to organization structure and departments. Thus report completely
depicts the true picture of PTCL in a meaningful way.

INTRODUCTION
PAKISTAN TELECOMMUNICATION COMPANY LIMITED
Pakistan Telecommunication Company Limited (PTCL) is the largest telecommunication
company in Pakistan. This company provides telephony services to the nation and still holds the
status of backbone for country’s telecommunication infrastructure despite arrival of a dozen
others Telco’s including telecom giants like Telenor and China Mobile. The company consists of
around 2000 telephone exchanges across country providing larges fixed line network. GSM,
CDMA and Internet are other resources of PTCL, making it a gigantic organization. The
Government of Pakistan sold 26% shares and control of the company to Etisalat in 2006. The
Government of Pakistan retained 62% of the shares while the remaining 12% are held by general
public.
PTCL also provides fixed line service through its countrywide CDMA based WLL (Wireless
Local Loop) network, under the Vfone brand name. In the cellular segment, the second largest
cellular provider in Pakistan, Ufone, is also a wholly owned subsidiary of PTCL.

HISTORY OF PTCL
HISTORICAL BACKGROUND
Before partition (before 1947)
It was called “Indian Post Office”
Headed by “ Post Master General”
After Partition (in 1947)
It was named as “Pakistan post office”
In 1950 it became post and Telegraph ( P & T )
In 1962 it named as Telegraph and Telephone ( T & T )
It became Pakistan Telecommunication Corporation (PTC) in 1991 and took control over
T & T.
In 1995 Government announces its Privatization and it becomes a Limited company and
denoted as (PTCL) 5% shares are transferred to PTA.
In 2005 it was privatized by the Government of Pakistan and Etisalat purchases its 26%
shares plus management was given in their hands in 2.6bn
Government of Pakistan still have 62% share
And remaining 12% shares are owned by general public and are traded in stock
exchange.

From the humble beginnings of Posts & Telegraph Department in 1947 and establishment of
Pakistan Telephone & Telegraph Department in 1962, PTCL has been a major player in
telecommunication in Pakistan. Despite having established a network of enormous size,
PTCL workings and policies have attracted regular criticism from other smaller operators and
the civil society of Pakistan.
Pakistan Telecommunication Corporation (PTC) took over operations and functions from
Pakistan Telephone and Telegraph Department under Pakistan Telecommunication
Corporation Act 1991. This Coincided with the Government’s competitive policy,
encouraging private sector participation and resulting in award of licenses for cellular, card-
operated pay-phones and lately data communication services.
Pursuing a progressive policy, the Government in 1991, announced its plan to privatize PTC,
and in 1994 issued six million vouchers exchangeable into 600 million shares of the PTCL in
two separate placements. Each had a par value of Rs.10 per share. These vouchers were
converted into PTCL shares in mid-1996.
In 1995, Pakistan Telecommunication ( Reorganization) Ordinance formed the basis for
PTCL monopoly over basic telephony in the country. The same PTCL launched its mobile
and data services subsidiaries in 2001 by the name of Ufone and PakNet respectively. None
of the brands made it to the top slots in the respective competitions. Lately, however, Ufone
had increased its market share in the cellular sector. The PakNet brand has effectively
dissolved over the period of time. Recent DSL services launched by PTCL reflect this by the
introduction of a new brand name and operations of the service being directly supervised by
PTCL instead of PakNet.
As telecommunication monopolies head towards an imminent end, services and
infrastructure providers are set to face even bigger challenges. Pakistan also entered post-
monopoly era with deregulation of the sector in January 2003.

do get time for cricket whether they have to go .You just have to dial 1216 and listen to the live
commentary of ongoing match.
PTCL does have solution to their problems!!
Previously T-20 World Cup and Asia Cup 2010 and now for all futures games, PTCL proudly
announces Cricket info service through which PSTN and VFONE subscribers of PTCL will be
able to listen to live commentary of cricket matches just by dialing a four digit access code 1216
and listening to the live commentary.”

Personal Global Number Service
Due to an ever increasing number of Pakistanis migrating overseas each year, the amount of
international calls being made has amplified remarkably. PTCL has introduced “International
Plus” that will provide PTCL subscribers with lowest international call rates and more talk time.
Subscribers need not unsubscribe from their existing package to be able to benefit from
International Plus. In fact subscription to International Plus will enable them to talk with their
near and dear ones in UK, US, Canada, Australia and China for a fixed monthly charge.
“International Plus” will provide PTCL subscribers with lowest international call rates and more
talk time. With this package customers will be able to talk freely with their near and dear ones in
UK, US, Canada, Australia and China for a fixed monthly charge. All international plus
subscribers will get 500 international minutes each month and will be charged Rs. 499 monthly
for calling on landline & mobile both in USA, Canada & China and on landline only in UK &
Australia.

also get UFONE SIM with the same number (03xx-7 digit) as of PTCL Landline. There wouldn’t
be any special charges for UFONE SIM , on the top of that UFONE SIM would be sent to the
customer through TCS.

A PTCL digital multi channel Television service that delivers television programs to households
via a broadband connection using the Internet Protocol (IP) technology. The service requires
subscription and Customer Premises Equipment (CPE). An IP-based platform allows the TV

The Human Resource Department in PTCL was formally established in 1986 and it was re-
organized in 2005. PTCL Human Resource System is known as HRIS-PTCL and it is working
under SEVP & GM at regional centers.

management and low level employee. He is the one of the most important people to achieve

For the purpose of job analysis the company provides different to check their efficiency. The
company also checks the grip of the employees on his job recruitment and observes his
interaction with other employees. They mainly focus to check their attitude because in service
sector customer are directly involved with the employees.
The company matches whether employee is fulfilling his tasks properly or not, if not company
try to find that reason. The company also checks the number of complaints against the employee
and what the basis of that complaint is.
Recruitment:
Company uses different sources to fulfill vacant vacancies. First of all it identifies how many
employees are required and for which posts. This job analysis is done by PTCL HR governing
body consisting of highly skilled persons. The company evaluates it on the basis of different
regulations given by the Pakistani government and labors law enforce in Pakistan.

electronic media are utilized to achieve their goal of hiring best suited employees. For technical staff
candidates holding engineering degree from all over Pakistan and for management staff people with MBA
are invited but the preference is given to LUMS students because PTCL partner with LUMS.

Selection:
Selection attempts to thin out the large set of application that arrives during the recruiting phase
and to hire an applicant who will be successful on the job. After conducting test and interviews
potential candidates are selected and they are given

Regular:
It is the selection on the permanent basis.
NCPG: {New Contract pay grade}
First they will have to work for one month and then contract is given.
Daily wages:
Usually security guards and peons are selected on daily wage basis.
NTC New Term & Conditions:
Employees are given contract on two to three years.
Project based:
People are selected on project basis and their time duration depends on the time of the project.

comparison with it has in a manufacturing involved organization. This role becomes more
significant in a situation where the need to transform organizational culture is identified as the
most glaring problem and the most difficult impediment on the way to organizational growth.
PTCL employees are great assets not only for the company but also for the country. Their
marvelous potential is yet to be exploited. Their skills need to be developed, their expertise need
to be updated for which training and development department is at their disposal to cater to their
training needs.
At PTCL, training and development team would never miss an opportunity to contribute towards
the betterment of the company. Training and development is playing an essential role in
changing PTCL from a government to corporate Sector Company. PTCL considers every
employee as our customer and firmly believe that meeting their expectation would help us

IT Department:
IT department was the first department in which I was rotated, during my internship in PTCL. In
this department I have learned how to develop pivot tables and got to know how pay roll is run
all over the Pakistan with the help of SAP software system .I was explained by the IT manager of
that department Sir Waqas, that the basic purpose of technical department is to run the pay roll to
the employees. As head quarter has to flow pay all over the Pakistan so they have divided it into
four zones. In these four areas data is dispersed these zones are known as personal areas,

Pay roll agent:
Documents are sent to the pay roll agent basically the work they perform is that they check any
changes in pay, wrong entries are checked, they had to have a vigilant watch over the personal
sub areas because they have the authority to maintain a good check and balance.
The duty of sub personal areas is to check the posting, DDO’s (drawing and dispersing
officer)the amount that is run for the payment of employees should be equal to the amount that
is post by the headquarters if any changes occur and the amount is not matched with the head
quarters amount then the pay roll agent is responsible for all this.
Divisions
Every division has a business manager, his responsibility is to see the exchange carefully ,take
care of the maintenance of the building ,then to see the service book in which all the records are
maintain if anyone wants leave for any reason then he is responsible to report to the business
manager.
Process:
basically if any change occur it is inform to the system in the head quarters in a very systematic
way first the business manager inform to the regional general manager office about the change
occur then to the pay roll agent and finally to the head quarters
Training and development

period and it is mandatory for all the new hiring and this type of training is basically provided
in Haripur training center.
On the job training is not given formally it is that type of training when a person is working, he is
learning by working. On the other hand off the job training calendar is maintain and according to
that calendar trainings are provided.

RECOMMENDATIONS
Sincere and hardworking employees should be recruited.
PTCL should established more training centers, if the resources are not up to the mark
then other training centers of any organization should be hired for this purpose.
The most important thing that should be focused while training the employees is
ETHICAL VALUES.

Permanent / Government Employees and old staff should be trained according to the
need.
Previous records of files and all the data should be converted to computerized system
from manual system.
Human Resource department should allocate resources for this computerized system.
Unions worked in PTCL should be decreased and controlled by the management.
Discrimination between the old staff who is permanent and the new hiring staff should be
minimize.
Every employee must know their duties and responsibilities, and worked for the benefit
of the Organization.
PTCL basically have large number of employees worked in the organization, so there
must be a system to check the performance of each employee.
CONCLUSION
Human Resource Management can play a vital role in building infrastructure of
telecommunication in Pakistan. There is need to realize the importance of HRM in mind of
PTCL’s employees and to train them according to the emerging technologies in the world.
Employees motivation level is also very low in PTCL they must work on it for more good
services. There is a lot of discrimination between the old staff and the new hiring staff, old staff
who are permanent they know that even if they work not well and performed not according to the
need of the Organization, no one can easily dismissed them from their jobs. Management must
give them training on ethical values and aware them of new technologies because they still
giving more preference to the manual work then the computerized work. And because of all this
there is a discrimination between the old staff who are permanent and new hiring staff after the
privatization of PTCL. This thing should be overcome by the management and if they really
control all these things PTCL would really had a bright future and will go further with success
and the performance of the organization must increased.
