    EXECUTIVESUMMARYThereisagrowingneedacrossthecountryforqualifiedworkersininscience,technology,engineeringandmath(STEM)fields.Minnesotaisnoexception,needing188,000STEMworkersby2018.1MinnesotamustcompetewithotherstatestoattractandretainSTEMworkersandcompaniesaswellastheeconomicgrowthandhighqualityjobstheycreate.SciTechsperienceisapaidinternshipprogramthatmatchescollegestudentsstudyingSTEMdisciplineswithsmall,forprofitcompaniesinMinnesotawithfewerthan100employees.Hiringcompaniesreceiveadollarfordollarmatchingstipendfortheinternswages.Thematchiscappedat$2,500.SciTechsperiencewasanoutcomeoftheMinnesotaScienceandTechnologyAuthoritys(MnSTA)2011strategicplan.TheLegislatureestablishedtheMinnesotaScienceandTechnologyAuthorityattherequestofthebusinesscommunitytodevelopandimplementastatewidetechnologybasedeconomicdevelopmentplanledbyindustryandacademiainpartnershipwithgovernment.BasedontheMnSTAstrategicplan,anRFPwascreatedforSciTechsperience.Itlistedseveralgoalsfortheprogramincluding:

    acollegedegree,willhelpthemgainfulltimeemploymentinaSTEMfield. Assistsmallforprofitcompanieswithresearchanddevelopmenteffortsandemployeerecruitment. Attractnewandretainexistinghightechcompanies. Placeasignificantnumberofparticipatingstudentsingainfulemploymentfollowinggraduationwitha

    Minnesotaforprofitcompany.2Inlate2011,theMinnesotaHighTechAssociation(MHTA)wasawardeda$150,000onetimeMnSTAgranttobuildtheSciTechsperiencepilotwithenoughmatchingfundstosupport40internships.BeginninginJanuary2012,MHTAbuilttheprogramfromscratchusingsimilarinternshipprogramsinOhio3andNebraska4asamodel.OnFebruary3,2012onlyfourweeksafterworkbegantheSciTechsperienceprogramwaslaunched.PositiveresponsetoSciTechsperiencewasimmediatefrombothstudentsandcompanies.TheresponsewassofavorablethatitpromptedMnSTAtoaddmatchingfundsfor20additionalinternshipsinMarch,bringingthenewtotalto60.TeninternshipswerereservedforcompaniesinGreaterMinnesota.Thenumberofstudentapplicantsreached246.TheycamefromcommunitiesacrossthestateandrepresentedabroadrangeofSTEMfieldsfromtwoandfouryearcollegesanduniversitiesinMinnesotaandbeyond.ThepoolofstudentsalsorepresentedsomeofMinnesotasbrightesttalent,withanaverageGPAof3.3.

    ByMay18,2012,all60internshipsaccompaniedbymatchingstipendswerefilled.Sevenadditionalinternswereplacedafterthematchingstipendsranout,foratotalof67internships.Thisrepresentsa67%increaseovertheoriginalgoalofforty.GreaterMinnesotacompaniesinDuluth,Alexandria,Isanti,PineRiver,St.Cloud,andNorthfieldhired14ofthe67interns.Seventyninepercentoftheinternshipswerefulltimepositions,withtheremaining21%ofinternshiredforparttimework.Thesuccessoftheprogramwasalsoevidentinthequalityoftheinternshipexperiences.MarkWuollet,coownerofSelkeaSystems,LLCinMinneapolisremarkedthat:

    WeareastartupcompanythathadjustestablishedanewApplicationDevelopmentLabinMinneapolis.Thestudentsthatcamethroughyourprogramweregreatcandidatesandthetwointernswechoseperformedwell.Theydefinitelyhelpedmeetourneedsasagrowingorganization.Ialsobelievethattheygotaverywellroundedexperience.Wewoulddefinitelyconsiderparticipatingintheprogramagain.

    Studentsexperiencedbenefitsthroughtheprogramaswell.KevinClark,aseniormajoringinchemistryatGustavusAdolphusCollegeinSt.Peter,said:

    Iwasfortunateenoughtoreceivediverseexperiencesinanalyticalchemistrynotonlyinthelaboratory,buttheworkplaceingeneral.Havingneverworkedatacorporationbefore,Iwasintroducedtoitsfastpacedanddemandingenvironment.Furthermore,Ibecameproficientwiththeinstrumentsandsoftwaretoolsassociatedwithanalyticalchemistry.Havingaslewofavailable[internship]positionsatmyfingertipswasmorebeneficialthanIcanexplain.Thankyouforconnectingmewithmyfuture.

    AprogramsurveywasconductedinmidAugust.FiftytwopercentofthestudentsrespondingtothesurveyreportedthattheirSciTechsperiencesummerinternshipleddirectlytoextendedemploymentineitheraparttimeorfulltimecapacitybeyondtheoriginaltermoftheinternship.Threestudentsreceivedoffersoffulltimeemployment,withoneadditionalstudentstartingafulltimejobatBostonScientific.Thesefiguresareagoodindicationofthesuccessoftheprogramgiventhat15%oftheoriginaltermsoftheinternshipswerestillunderwayatthetimeofthesurveysandamajorityoftheinterns(63%)arestillintheprocessofcompletingtheirdegrees.

    Basedonoursurvey,thetoptworeasonsgivenforhiringaninternthroughtheprogramwere(1)receivingamatchingstipend(70%)and(2)tohavehelpwithashorttermproject(40%).Inotherwords,manyofthesesmallcompanieswerenotnecessarilyinapositiontobringonadditionalfulltimestaff,whichiswhytheinternshipoptionwasappealingtomanyoftheminthefirstplace.AnotherreasontheSciTechsperienceprogramwassoattractivetocompanieswastherecruitingandscreeningserviceprovidedbyMHTA.Thislegworkwasanenormoushelptosmallcompaniesbecausetheyoftendonthavetheresourcestohandlethenecessaryrecruitingandscreeningofinternapplicantsthatlargercompaniesdo.DespitethetremendoussuccessoftheSciTechsperiencepilot,thefutureoftheprogramisuncertain.TheMinnesotaScienceandTechnologyAuthoritydidnotreceiveongoingfundingduringthe2012legislativesessiontoensuretheSciTechsperienceprogramisabletobemaintainedorgrow.MnSTAhascommitteditsremaining2011appropriation($30,000)totheSciTechsperienceprogramfor2013.Inaddition,MHTAhassecuredsomeprivatesectorandfoundationfundingwhichwillmaintaintheprogramonasmallerscale.MHTAremainscommittedtogrowingtheprogramtobuildMinnesotasSTEMworkforcepipelineandsupportsmalltechcompanies.However,afterdozensofprivatefoundationapplicationsandcorporateasks,itisclearthattheSciTechsperienceprogramwillonlybesustainedthroughongoingstatefunding.

    THENEED|MinnesotasgrowingworkforcechallengeinSTEMfieldsEveryday,weseenewsstoriesabouttheurgentneedformorequalifiedworkersinscience,technology,engineeringandmath(STEM)fieldsintheUnitedStates.Thegrowthofthescienceandtechnologysector,alongwiththeoncomingsilvertsunamithenumberofupcomingretirementsinthebabyboomgenerationhascreatedgreatdemandforadiverseandwelleducatedSTEMworkforce.InMinnesota,188,000jobswillneedtobefilledinSTEMfieldsby2018.5MinnesotaiscompetingwithotherstatestoattractSTEMworkersandcompaniesbecauseofthehighquality,wellpayingjobstheycreate.Thesejobsstrengthencommunitiesbyhelpingtospuradditionaleconomicdevelopment.

    In2010,theMinnesotaLegislatureestablishedtheMinnesotaScienceandTechnologyAuthorityattherequestofthebusinesscommunitytodevelopandimplementastatewidetechnologybasedeconomicdevelopmentplanledbyindustryandacademiainpartnershipwithgovernment.TheMinnesotaScienceandTe
