1 Uvod

Ovaj izvještaj "Aktivnost " predstavlja prvi

rezultat Zadatka 2 koji se bavi pripremom tenderske dokumentacije za

rehabilitaciju odlagališta "Vrtijeljka" za Projekat " č r ku ,

transporta i tretmana otpada iz Pr c C r r m d r š

i tender k d kum c r h b c u d š Vr k " u skladu sa

Projektnim zadatkom (Prilog 1).

Ciljevi Cilj ovog Izvještaja je da se, nakon ažuriranja dostupnih podataka, identifikuje i

analizira postoje e stanje na lokaciji "Vrtijeljka", kao i izbor relevantnih

podataka neophodnih za izradu idejnog rješenja, odnosno:

Stanovništvo Cetinja (vremenske demografske varijacije),

Podaci o generisanju čvrstog otpada (obim i sastav)

Lokacija i karakteristike lokacije "Vrtijeljka" (podaci o lokaciji,

topografija, geotehničke, hidrogeološke i meteorološke karakteristike)

Postoje a situacija u upravljanju čvrstim otpadom na odlagalištu

Uticaj odlagališta na postoje u životnu sredinu (zagađenje podzemnih

voda, zagađenje površinskih voda, emisija deponijskih gasova,

nekontrolisani požari, raznošenje sme a).

Osnovne informacije Za potrebe takve analize, Konsultant je sproveo sljede e aktivnosti:

Istražni radovi na lokaciji (obilazak, topografska (Prilog 2) i geotehnička

istraživanja (Prilog 3))

Korespodencija i intervjui sa predstavnicima opštine Cetinje i Javnog

komunalnog preduze a (JKP) (vidjeti intervju i upitnik za odlagalište

"Vrtijeljka", Prilog 4)

Pregled prethodnih studija i postoje e dokumentacije.

Struktura izvještaja U poglavlju 2 ovog Izvještaja, analizirana je postoje a dokumentacija.

Poglavlje 3 daje kratak opis lokacije "Vrtijeljka" i sadašnjeg stanja, kao što su

lokacija, i prirodni, klimatski, geološki uslovi. Poglavlje 4 kratko razmatra

uticaje odlagališta na životnu sredinu. U poglavlju 5 su dati demografska

procjena i obračun postoje eg obima i strukture čvrstog otpada pripremljeni od

strane Konsultanta, kao osnov za izradu idejnog projekta. Poglavlje 6 sumira

zaključke koji su relevantni za dalju pripremu idejnog projekta.

2 Pregled prethodnih studija i postojeće dokumentacije

U cilju identifikacije relevantnih podataka koji e biti osnova za budu e odluke,

Konsultant je razmotrio i analizirao raspoložive podatke i informacije o

sljede im dokumentima:

Strateški master plan za upravljanje otpadom na republičkom nivou,

GOPA Consultants, 2004 (SMPUO);

Strategija za implementaciju Master plana za upravljanje čvrstim otpadom

u Crnoj Gori, Egis BCEOM International, 2009 (SIMPUČO);

Nacrt Lokalnog plana za upravljanje otpadom na teritoriji Cetinja 2011-

2015, 2011. (LPUO);

Lokalni ekološki akcioni plan Prijestonice Cetinje, Regionalni centar za

životnu sredinu, Kancelarija u Crnoj Gori, 2006 (LEAP);

Plan upravljanja otpadom u Crnoj Gori za period od 2008-2012 (PUO)

Izvještaj postoj eg stanja i mogu nostidaljeg odlaganja čvrstog

komunalnog otpada na lokaciju "Vrtijeljka", Opština Cetinje, Prof. Dr.

efik ejnilovi et.al, 2007;

Studija o ocjeni potrebe revizije Strateškog Master plana za upravljanje

otpadom u Crnoj Gori i preporukom za organizovanje poslova upravljanja

otpadom do 2030. Godine, usvojena na Vladi u julu 2012.

Pored navedenog spiska, Konsultant se takođe pozivao na Izvještaj o analizi

pripremljen i odobren u ranijoj fazi (Zadatak 1) Projekta WB4-MNE-ENV-12F.

Štaviše, za potrebe ažuriranja i provjere prikupljenih podataka, Konsultant je u

avgustu 2012. godine napravio intervjue sa predstavnicima opštine Cetinje i

JKP-a. Rezultati intervjua su navedeni u Upitniku za odlagalište "Vrtijeljka" u

Cetinju i priloženi kao Prilog 4.

2.1 Analiza podataka

Konsultant je napravio potpunu reviziju gore navedenih dokumenata i izdvojio

relevantne podatke i informacije. Opšti zaključak je da postoje značajne razlike

u podacima o količini i sastavu čvrstog otpada generisanog u opštini Cetinje, u

zavisnosti od izvora i načina predstavljanja podataka.

Uzimaju i u obzir svrhu i budu e koriš enje ovog Izvještaja, u narednim

poglavljima bi e predstavljeni odabrani podaci o stanovništvu, količini i

sastavu generisanog čvrstog otpada za opštinu Cetinje, kao i podaci o

nesanitarnom odlagalištu Vrtijeljka.

2.1.1 Demografski podaci

Veoma je važno definisati demografske podatke, kako bi se mogli koristiti kao

osnova za projekcije generisanih količina čvrstog komunalnog otpada (ČKO).

SIMPUČO Podataci o projekcijama stanovništva dati su u Strategiji za implementaciju

Master plana za upravljanje čvrstim otpadom (SIMPUČO) u Crnoj Gori..

Strategija daje procjenu promjene stanovništva u centralnom regionu Crne

Gore, kojem Cetinje pripada, u vidu smanjenja; - 0,80% godišnje za period od

2011. do 2014., i u vidu pove anja; + 0,81% godišnje, počev od 2015. godine.

LPUO U Lokalnom plana upravljanja otpadom (LPUO), rast broja stanovnika u

opštini Cetinje procijenjen je na 0,81% godišnje.

Izvještaj o analizi U Izvještaju o analizi (Zadatak 1) realizovanom u okviru projekta WB4-MNE-

ENV-12F uzete su u obzir projekcije iz prethodnih studija i procijenjeno je da

e 2013. godine opština Cetinje imati 16.490 stanovnika, dok e se 2014. blago

smanjiti na 16.358 stanovnika.

2.1.2 Podaci o generisanju čvrstog otpada

Podaci o proizvedenim količinama čvrstog otpada u postoje im dokumentima

znatno se razlikuju, kao što je ve kazano. Ove varijacije se odnose i na

količine i na način prezentacije.

SIMPUČO Strategija za implementaciju Master plan za upravljanje čvrstim otpadom u

Crnoj Gori pokazuje da je u Opštini Cetinje 2009. godine generisano 5.882 tona

čvrstog otpada. Takođe, u pomenutom dokumentu se navodi da je do 2009.

deponovano 19.054 tona čvrstog otpada.

SMPUO U Strateškom master planu za upravljanje otpadom na republičkom nivou

(SMPUORN) navedeno je da je 2004. godin u Opštini Cetinje generisano 5,471

tona čvrstog otpada i da je 3.999 tona tog otpada deponovano.

LPUO U nacrtu Lokalnog plana upravljanja otpadom Prijestonice Cetinje 2011-2015

(LPUO), tvrdi se da je u opštini Cetinje 2010. godine generisano 5.501 tona

čvrstog otpada.

LEAP U Lokalnom ekološkom akcionom planu (LEAP), navodi se slede e:

„Dnevno se odloži oko 140 m3 čvrstog otpada, i to 30 m3 presovanog sme a,

60 m3 rasutog kontejnerskog sme a i 50 m3 sme a na divljim lokacijama. Čvrsti

otpad se odlaže na nesanitarnoj deponiji koja se nalazi na lokaciji Vrtijeljka

udaljenoj od grada šest kilometara.”

Upitnik Na osnovu odgovora predstavnika JKP Cetinje na pitanja iz upitnika koji je

pripremio Konsultant za potrebe ovog izvještaja, utvrđeno je da količina

prikupljenog čvrstog otpada iznosi oko 100 m3 dnevno, dok količina otpada

deponovanog na nesanitarno odlagalište "Vrtijeljka" 2011. godine iznosi oko

10.000-14.000 tona.

Izvještaj o analizi Izvještaj o analizi ( adatak 1) takođe se odnosi na podatke dobijene od JKP-a,

koji govore da je 2011. godine na uslužnom području opštine Cetinje

prikupljeno 12.000-14.000 tona čvrstog otpada. U izvještaju je takođe navedeno

da gore navedeni iznosi obuhvataju i građevinski otpad koji, pod normalnim

uslovima, ne bi trebalo da bude prihva en na opštinskom odlagalištu čvrstog

otpada.

2.1.3 Podaci o sastavu čvrstog otpada

Podaci o sastavu čvrstog otpada su predstavljeni u SMPUO i LPUO,

uključuju i i projekcije po periodima. Ovi podaci o sastavu čvrstog otpada

prikazani su u Tabela 1.

2.1.4 Podaci o odlagalištu "Vrtijeljka"

Ve ina postoje e dokumentacije ne sadrži nikakve podatke koji bi mogli biti

relevantni za preciznu identifikaciju i opis nesanitarnog odlagališta "Vrtijeljka".

LEAP U Lokalnom ekološkom akcionom planu (LEAP) kaže se: „Uslovi na deponiji

ne zadovoljavaju ni minimum ekoloških standarda, jer deponija nije ograđena,

nema rampu za kontrolu i naplatu. Mjesečno je za tamponiranje potrebno 100-

150 m tampona, često otpad gori, ne postoji rasvjeta, niti hidroizolacija,

pristupni put je uzak i ošte en”.

U izvještaju o postoje em stanju i mogu nostima za odlaganje čvrstog

komunalnog otpada na lokaciji "Vrtijeljka", pripremljenom od strane Dr.

Refika ejnilovi a 2007. godine, primje eno je da lokacija zagađuje životnu

sredinu na sljede e načine:

agađenje zemljišta (direktno i indirektno): direktan uticaj na zagađenje

zemljišta kroz čvrsti otpad odložen na lokaciji. Kvalitet zemljišta je

ugrožen supstancama iz komunalnog čvrstog otpada.

agađenje vode (i podzemnih i površinskih voda): uzrokovano je

procjednim vodama koje mogu doprijeti do izvora ijeke Crnojevi a.

Štaviše, u izvještaju je takođe dat sljede i komentar: „Kako se neposredno

pored lokacije otvorenog smetlišta nalazi privatni objekat to je neophodno

riješiti imovinsko-pravne odnose sa vlasnicima, koji su u toku razgovora sa

podnosiocima ovog izvještaja iskazali spremnost na dogovor sa Opštinom”

3 Podaci o lokaciji stanje postojeće lokacije

3.1 Lokacija

Nesanitarno odlagalište Vrtijeljka u Prijestonici Cetinje koriš eno je za

odlaganje čvrstog otpada od 1987.godine, a urbanističkim planom iz 1990.

definisano je kao lokacija za odlaganje čvrstog otpada.

Topografija1 Odlagalište se nalazi u blizini brda Vrtijeljka, udaljenog od Cetinja 5,7 km,

blizu magistralnog puta Cetinje-Budva.

Prosječna nadmorska visina terena na lokaciji odlagališta je 700-800 m. Na

terenu koji okružuje loakciju nalazi se nisko rastinje i slaba vegetacija.

3.2 Prirodne karakteristike2

Cetinjsko polje je formirana u istočnom kraško-kontinentalnom podnožju

planine Lov en, čiji najviši vrhovi su Štirovnik (1.749 mnm) i Jezerski vrh

(1.660 mnm) na kojem je izgrađen mauzolej Petra II Petrovi a jegoša.

Cetinjsko polje je okruženo golim krečnjačkim brdima sa strmim padinama.

Izuzetno kraški teren uslovio je formiranje nekoliko pe ina na ivici Cetinjskog

polja. Ove pe ine su formirane od podzemnih kanala, komora i sala sa bogatim

speleološkim ukrasima. Posebno su atraktivne Cetinjska pe ina u gradu i

Lipska pe ina u blizini grada.

3.3 Klima2

Cetinje ima umjereno kontinentalnu klimu koju karakterišu suva i topla ljeta sa

prosječnom temperaturom od 20°C, i blage i vlažne zime sa prosječnom

temperaturom od 2,1°C.

Temperatura Prosječna godišnja temperatura na teritoriji cetinjske opštine iznosi 11°C.

Prosječna godišnja temperatura se kre e od 0,9°C u januaru do 21,1°C u julu.

Padavine Cetinje je poznato po velikom nivou padavina tokom prolje a i jeseni, a smatra

se jednim od najkišovitijih gradova u Evropi, sa oko 4.000 mm vodenog taloga

godišnje.

Uprkos velikoj količini padavina, na teritoriji cetinjske opštine nema površin-

skih vodotoka i, uopšte, kapacitet vodenih resursa je siromašan. azlog za ovo

su kraški sastav stijena i geološka struktura.

Podaci o prosječnim mjesečnim padavinama na Cetinju predstavljeni su u Ta-

bela 3.

Vjetar Cetinje je sa svih strana okruženo visokim brdima, tako da preovlađu-

ju i vjetrovi nisu mnogo jaki. Jači vjetar duva sa jugoistoka, iz pravca Skadar-

skog jezera i naselja ijeka Crnojevi a. Karakteristike vjetrova su predstavljene

u Tabeli 4 i u Tabeli 5, kao ina slikama 2 i 3.

3.4 Geološke i hidrogeološke karakteristike lokacije

Podaci prikazani u ovom poglavlju predstavljaju kratku prezentaciju o "geo-

tehničkom istraživanju” sprovedenom u avgustu 2012. godine, za potrebe

ovog projekta, koji je predstavljen u Prilogu 3.

Morfologija postoje e lokacije odlagališta "Vrtijeljka" je tipična kraška sa

karakterističnim krajolikom kao što su vrtače, depresije i grebeni. Plato na

kojem se nalazi odlagališta izdvaja se veličinom (100,0 m širine i 120,0 m

dužine), sa dvije padine od kojih se jedna pruža ka istoku, a druga ka jugu sa

nagibima od 35 do 45 stepeni. Visina ove lokacije je od 720 m do 760 m

nadmorske visine.

Teren šireg istraživanja obuhvata formacije Gornjeg trijasa (T3) poput dolomit-

skog krečnjaka i masivnih krečnjaka, postepeno formirane iz Ladinskih (T22)

krečnjaka sa rožnjacima. Dolomitski krečnjaci i dolomiti su široko rasprostran-

jeni na ovom području prema jugu, od Cetinja ka Vrelima i Očini ima. Dolo-

miti se uglavnom nalaze u zbijenim naslagama (banks), rijetko se nalaze u slo-

jevima i nijesu masivni, smjenjuju i se povremeno sa dominantnim krečnja-

cima. Blokovi su razdvojeni, ali bez vidljivog kontinuiteta.

ajmlađi, Kvartarni nanosi/sedimenti sastoje se od deluvijalne (dl), crvene

gline koja se pretežno može vidjeti u depresijama i ponorima, a rijetko na

površini terena. Pukotine i pe ine u krečnjaku su pune crvene gline i finih

naslaga. Duboke pukotine na ovom području su mapirane, i uglavnom se

prostiru u pravcu sjeverozapad- jugoistok što je ujedno i pravac seizmičke ak-

tivnosti.

a osnovu hidrogeoloških karakteristika i funkcija terena, veoma dobro su pri-

kazane vodopropusne stijene i kompleksi.

Kao propustljive stijene pukotinskog kraškog poroziteta terena, možemo izdvo-

jiti sve karbonatne stijene sa izuzetkom čvrstih dolomita koji se rijetko po-

javljuju. Intenzivno mehaničko odvajanje i stepen karstifikacije ukazuju da pre-

ovladava kraški porozitet i takvi su tereni bez površinskih voda. Teren koji se

sastoji od veoma vodopropusnih stijena formira razbacane/raštrkane kraške iz-

dani. a istražnom prostoru mogu se vidjeti pukotine, pe ine i depresije, koje

obično prate pukotine. One su glavne propusne zone na lokaciji.

Voda koja pada na zemlju brzo, kroz mrežu otvorenih pukotina, pe ina i jama

infiltrira se duboko u zemlju. a velikoj dubini, formiraju se raštrkani kraški

izdani. Pražnjenje ovih izdana vrši se kroz izvor ijeke Crnojevi a (Obodski

izvor). Baza karstifikacije je veoma duboka u ovom dijelu terena, skoro do

nivoa Skadarskog jezera. Deluvijalna glina sa drobinom je klasifikovana kao

stijena niske propustljivosti sa intergranularnom i kapilarnom poroznoš u. ji-

hova distribucija na površini je minimalna, i oni nemaju značajan uticaj na

hidrogeološke karakteristike terena.

područja B3. a navedenu oblast B3, maksimalni očekivani zemljotres ima in-

tenzitet VIII stepeni MCS skale. Seizmički parametri njihovog ponavljanja za

vremenski period od 50, 100 i 200 godina, dati su u tabeli 6. Karta seizmičke

regionalizacije Crne Gore predstavljena je na slici 4.

Tokom sanacije i zatvaranja "Vrtijeljke" svi građevinski radovi moraju biti u

skladu sa svim važe im pravilima i principima za projektovanje i izgradnju,

kako bi se smanjio seizmički rizik na prihvatljiv nivo, u skladu sa akonom o

prostornom planiranju i izgradnji ("Službeni list Crne Gore", 51/08).

3.5 Postojeće stanje na odlagalištu “Vrtijeljka”

Kao što je ve pomenuto, u cilju identifikacije situacije odlagalištaVrtijeljka,

Konsultant je obavio posjete lokaciji i istraživanja odlagališta i okoline,

prikupljeni su podaci od predstavnika JKP Cetinje, i sproveo je geološka i geo-

detska istraživanja na licu mjesta. Tipični rezultati koji identifikuju situaciju na

lokaciji su dati ispod.

Životni vijek Prikupljeni čvrsti otpad u opštini Cetinje se odlaže svakog dana na nesanitarno

odlagalište “Vrtijeljka”, koje se koristi za tu svrhu ve 25 godina.

Područje Lokacija “Vrtijeljke” je stjenovita i ima otežan pristup, te stoga nije koriš ena

za neku drugu namjenu prije nego što je počela da se koristi kao nesanitarno

odlagalište. Lokacija je okružena rastinjem i slabom vegetacijom.

Površina Nesanitarno odlagalište ima površinu prekrivenu sme em od približno 16.300

m2, što se može videti na topografskoj podlozi koja je snimljena u avgustu

2012. godine.

Okolna naselja ajbliže naselje se nalazi na oko 500 metara udaljenosti od nesanitarnog

odlagališta, ali najbliži objekat (privatna štala) je na oko 100 metara udaljenosti

od lokacije i nije u upotrebi.

Infrastruktura Nema komunalnih ili infrastrukturnih instalacija na lokaciji, osim nedavno

postavljene javne rasvjete.

Struja Dalekovod se nalazi blizu ulaza nesanitarne deponije, sa kablovima koji se

protežu iznad parcele nesanitarnog odlagališta i nije povezan na energetsku

mrežu. Dalekovod je prikazan na slici 5.

Ograda Područje nesanitarnog odlagališta nije ograđeno i ne postoji kontrola pristupa

deponiji uključuju i i kamione za prikupljanje otpada. Međutim, uzimaju i u

obzir karakteristike topografije, nesanitarno smetlište je praktično nedostupno

iz drugih pravaca osim ulaza.

Ulaz Ulaz je opremljen malom kapijom i stražarskom ku icom, ali je visina

postoje e ulazne kapije manja od 2 metra, što nije adekvatano. Stražarska

ku ica nije opremljena potrebnim sanitarnim instalacijama. Pogled na ulaz ne-

sanitarnog odlagališta i stražarsku ku icu prikazan je na slikama 6 i 7.

Oprema Mašinerija deponije neophodna za prevrtanje i sabijanje čvrstog otpada se

privremeno nalazi na lokaciji. Sabijanje čvrstog otpada se vrši bagerom, valjak

se ne koristi.

Prekrivka Čvrsti otpad se pokriva zemljom 5 do 8 puta u mjesec dana, a debljina sloja

varira od 0,5 do 1,5 metara. Materijal koji se koristi za prekrivanje je uglavnom

zemlja, ali i građevinski otpad, a s vremena na vrijeme i izlomljen kamen.

aštita epropusni sloj nije postavljen na dnu odlagališta te se stoga čvrsti otpad

odlaže direktno na tlo. Tlo je propusno, a sve otpadne vode i filtrati iz ot-

pada idu direktno u zemlju predstavljaju i na taj način direktnu prijetnju za-

gađenju podzemnih voda. Lokacija nije zašti ena/okružena drenažnim

kanalima koji bi spriječili dopiranje vode iz uzvodnog pravca, što pove ava

količinu otpadnih voda nastalih na tijelu nesanitarne deponije.

Emisija gasova Nesanitarno odlagalište nema sistem za prikupljanje gasova, zbog čega dolazi

do požara. Iz tog razloga, emisija gasova sa odlagališta je začajno smanjena, a

može se očekivati manja količina gasa u tijelu deponije. Fotografija požara je

prikazana na slici 9.

Recikliranje Sakupljači otpad prisutni su s vremena na vrijeme na nesanitarnom odlagalištu,

a prikupljaju materijale koji se mogu reciklirati. Količina recikliranog čvrstog

otpada na ovaj način je veoma mala, pa se može smatrati i zanemarljivom kada

se radi o smanjenju količine odloženog čvrstog otpada.

Pristupni put Pristupni put je dug oko 500 m i širok 4 m, sa pojedinim djelovima širokim od

6 do 7 m. Pristupni put je makadamski put.

4 Uticaj na životnu sredinu postojećeg odla-gališta

U skladu sa zahtjevima Projektnog zadatka, Konsultant je analizirao mogu e

uticaje na životnu sredinu, prvenstveno kroz:

agađenje vode (podzemne i površinske vode);

Emisiju gasova sa odlagališta;

ekontrolisani požari;

Sme e koje raznosi vjetar.

4.1 Zagađenje podzemnih voda

Tokom sprovođenja istražnih bušenja u avgustu 2012. godine nije bilo

podzemnih voda u bušotinama.

Međutim, kako je krečnjak veoma propusno tlo, gotovo sva količina vode

koja padne na tlo infiltrira se duboko pod zemljom, gdje se nalaze kraške

izdani. Ove izdani se prazne kroz izvor ijeke Crnojevi a, uz mogu nost da

prenose zagađenje sa odlagališta na ovaj izvor. Stoga je od vitalnog značaja

sprovođenje mjera ublažavanja koje e spriječiti infiltraciju vode sa odla-

gališta u podzemne vode.

4.2 Zagađenje površinskih voda

Kako nema površinskih voda u blizini nesanitarnog odlagališta “Vrtijeljka”,

nisu predviđeni nikakvi uticaji na tokove površinskih voda.

4.3 Emisija gasova sa odlagališta

a lokaciji "Vrtijeljka" nema sistema kontrole koji bi pružio precizne podatke

o emisiji gasova na odlagalištu. a osnovu pretpostavki vezanih za raniji čvrsti

otpad na Cetinju, na osnovu podataka dobijenih od JKP-a, te na osnovu posjeta

lokaciji i zatečenog stanja, Konsultant je napravio model stvaranja gasova na

osnovu koga procjenjuje emisiju gasova. ezultati ovog proračuna su prikazani

u Dodatku 5.

aključak je da je ve ina gasa proizvedena u prethodnom periodu bila spaljena

ili ispuštena u vazduh. Takođe je pretpostavljeno i da se dio nastalog gasa

nalazi i dalje unutar tijela nesanitarnog odlagališta, a može biti oslobođen u bilo

koje vrijeme zbog nanošenja/raspoređivanja čvrstog otpada. Očigledno je da,

čvrsti otpad, koji je odložen u posljednjih nekoliko godina, još uvijek stvara

štetne gasove, ali i čvrsti otpad koji e se odlagati do zatvaranja nesanitarnog

odlagališta e takođe doprinijeti stvaranju štetnih gasova. Stoga, procijenjena

količina proizvedenog štetnog gasa mora biti prikupljena i obrađena odgovara-

ju im sistemom prikupljanja gasova.

4.4 Nekontrolisani požari

Budu i da ne postoji sistem za prikupljanje gasova i da se dnevne prekrivke

preko tijela deponije primjenjuju veoma neorganizovano, uobičajena je pojava

nekontrolisanih požara.

Zbog pojave nekoliko uzastopnih požara ove godine, ulaz na nesanitarno odla-

galište je osvijetljen i čuvar je angažovan 24 časa dnevno.

Kako bi se ublažio ovaj negativan uticaj, sistem za prikupljanje gasova mora

biti obezbijeđen i opremljen odgovaraju im instalacijama za kontrolisano is-

puštanje gasova.

4.5 Raznošenje smeća

Lokacija nesanitarnog odlagališta "Vrtijeljka" je praktično okružena sa svih

strana visokim brdima i prevladavaju i vjetar je prilično nizak. Stoga,

raznošenje sme a sa nesanitarnog odlagališta nije značajno.

Međutim, zbog neadekvatnog zbijanja čvrstog otpada i neredovnog prek-

rivanja tijela čvrstog otpada, kao i zbog nedostatka ograde oko nesanitarnog

odlagališta, male količine sme a, koje je vjetar oduvao sa nesanitarnog od-

lagališta mogu biti primije ene u okoloni. Koriš enje prekrivnog sloja, u

skladu sa propisima, e spriječiti ovaj negativni uticaj.

5 Analiza podataka koji će se koristiti za dalja izračunavanja i idejno rješenje

Budu i da različiti izvori podataka pokazuju značajne varijacije, Konsultant je

odlučio koristiti najnovije zvanično ažurirane i odobrene podatke. Dakle, u dal-

jim izračunavanjima, smatra e se relevantnim podaci verifikovani i pred-

stavljeni u adatku 1 Izvještaj o analizi.

Priprema idejnog rješenja, kao sljede i korak ovog projekta, bi e preduzeta na-

kon što se odobri ovaj izvještaj o trenutnoj situaciji, stoga e se podaci

prikupljeni u daljem tekstu iskoristiti za dalja izračunavanja koja e pred-

stavljati bazu za Idejno rješenje za rehabilitaciju odlagališta “Vrtijeljka”.

5.1 Analiza stanovništva Demografski podaci veoma su važni za razumijevanje i predviđanje proizvod-

nje čvrstog otpada. S druge strane, budu i da nije bilo sistematske evidencije o

podacima o čvrstom otpadu odloženom na nesanitarnom odlagalištu, i kako bi

se utvrdio iznos odloženog čvrstog otpada i izračunala proizvodnja gasa u tijelu

nesanitarnog odlagališta i trenutni status emisije gasova sa odlagališta, bilo je

potrebno utvrditi podatke o stanovništvu za proteklo razdoblje. Ovi podaci su

uzeti iz popisa izvršenih do sada.

Prema podacima popisa iz 2011, u opštini Cetinje ima 16.757 stanovnika što je

2,67% ukupne populacije Crne Gore. Grad Cetinje ima 13.991 stanovnika. Na

osnovu podataka iz 1948., na Cetinju se broj stanovnika smanjio sa 25.000 na

16.750 stanovnika. Tabela 7 pokazuje promjenu u broju stanovništva u opštini

Cetinje između 1948. i 2011. godine.

Rast populacije Broj stanovnika opštine Cetinje opada. Izmedju dva popisa stanovništva 1991 i

2011, broj stanovnika Cetinja opao je za 3.550. Paralelno sa Strategijom za im-

plementaciju Master plana za upravljanje čvrstim otpadom, pretpostavlja se da

e se ovaj negativni trend nastaviti do 2014. godine, pos topi od -0,8%

godišnje.

Takodje je očigledno da se i struktura populacije značajno promijenila, a prim-

jetna je i migracija ruralnog stanovništva. Prema popisu iz 2011. godine, samo

16,51% populacije živjelo je na seoskim područjima opštine Cetinje, u pore-

đenju sa 64% zabilježenih 1948. godine.

5.2 Karakteristike čvrstog otpada Od početka koriš enja nesanitarne deponije, nema evidencije o odloženom

čvrstom otpadu, te stoga, ne postoje službeni podaci o količini čvrstog otpada

na nesanitarnomodlagalištu Vrtijeljka.

S obzirom da do sada praksa recikliranja, odnosno implementacija separacije

izvora reciklabilnog čvrstog otpada, nije bila efikasno organizovana u opštini

Cetinje pretpostavlja se da su sve vrste proizvedenog čvrstog otpada odložene

na nesanitarnom odlagalištu "Vrtijeljka" s neznatnom količinom koju su recik-

lirali sakupljači sekundarnih sirovina.

Godine 2011., nakon stupanja na snagu Zakona o upravljanju otpadom (Sl. List

RCG, broj 64/2011) i drugih relevantnih zakona, odlaganje specifičnog čvrstog

otpada na nesanitarno odlagalište “Vrtijeljka” je zaustavljeno (poput dotrajalih

vozila, otpad od električne i elektronske opreme, baterije i istrošeni akumula-

tori, otpadna ulja, otpadne gume, i druge slične vrste otpada).

Opasni otpad i medicinski otpad nekada se skupljao i odlagao na lokaciji ne-

sanitarnog odlagališta, kao i industrijski otpad, koji bi mogao da se okarakteriše

kao kompatibilan sa komunalnim čvrstim otpadom.

Građevinski otpad se dijelom odlaže na nekoliko manjih nekontrolisanih ne-

sanitarnih odlagališta, a dijelom ga koristi JKP Cetinje kao svakodnevni pok-

rivni materijal na odlagalištu "Vrtijeljka".

Sastav otpada a osnovu zaključaka predstavljenih u poglavlju 2, Konsultant je napravio

izbor podataka o sastavu čvrstog otpada koji e se smatrati relevantnim za dalje

proračune. Prihva eni podaci predstavljeni su u sljede oj tabeli.

5.3 Količina čvrstog otpada Količina čvrstog otpada koji je odložen na nesanitarno odlagalište "Vrtijeljka"

do avgusta 2012.godine određena je upoređivanjem rezultata iz dva različita

pristupa:

1. Proračun konsultanta na osnovu modeliranja deponije, i

2. Proračun konsultanta o količini (masi) odloženog otpada i prosječnoj

gustini čvrstog otpada.

5.3.1 Pristup 1 – Modeliranje deponije

Da bi izračunao količinu čvrstog otpada odloženog na odlagalište "Vrtijeljka",

konsultant je sproveo model postoje eg otpada pomo u dvije granične

površine:

Modeliranje gornje površine – na osnovu topografskog istraživanja, i

Modeliranje donje površine (donji sloj deponije – postoje i podzemni

nivoi) – na osnovu zaključaka "Geotehničkog istraživanja"

Izračunato je da razlika između gornje i donje površine iznosi 99.300 m3 što je

ekvivalentno količini deponovanog čvrstog otpada na lokaciji "Vrtijeljka" u

period od 1987. do avgusta 2012. godine.

5.3.2 Pristup 2 – Proračuni

U cilju procjene količine čvrstog otpada na lokaciji potrebno je da se procijeni

količina (masa) i prosječna gustina deponovanog materijala.

Proračun o količini čvrstog otpada izvršen je na osnovu podataka o broju

stanovnika i specifične količine čvrstog otpada po stanovniku.

Prosječna gustina tijela deponije zavisi od sastava čvrstog otpada i količine i

vrste inertnog materijala koji se koristi za svakodnevni površinski sloj, ali ta-

kodje i od procesa slijeganja materijala, budu i da je odlagan tokom dužeg

vremenskog perioda.

Konačno slijeganje je proces koji se sastoji od početno-neposrednog slijeganja,

primarne konsolidacije i sekundarne kompresije.

Treba napomenuti da za razliku od prirodnog tla, u kojoj se ve ina slijeganja

dešava u početnoj i primarnoj fazi konsolidacije, slijeganje materijala čvrstog

otpada dešava se tokom cijelog radnog vijeka deponije, i glavni efekti slijeganja

su sekundarne kompresije. azlog za to leži u činjenici da sekundarna kompre-

sija obuhvata sve "skrivene" efekte uključuju i i one povezane sa degradacijom,

kako hemijskom tako i biološkom. Efekti sekundarne kompresije mogu sman-

jiti deponiju do 25-40% prvobitne visine i zapremine. Sekundarna kompresija

uglavnom zavisi od vremena.

Govore i o "Vrtijeljci", procjenjuje se da slijeganje čvrstog otpada od mak-

simum 37 % treba uzeti u obzir za prve deponovane slojeve, sa postepenim

smanjivanjem do posljednjih godina upotrebe, gdje ne bi trebalo očekivati

značajnije efekte slijeganja. Budu i da čvrsti otpad nije zbijen upotrebom prese,

ve upotrebom bagera sa kašikom, postignuta gustina sabijenog čvrstog otpada

se procjenjuje na 0,5 t/m3.

Gustina čvrstog otpada zavisi od sastava, sadržaja vlažnosti i procenta mineral-

nih sastojaka. Prosječna gustina čvrstog otpada izračunava se pomo u dolje

ispisane formule:

Vrijdnosti upotrijebljene za distribuciju sastojka u čvrstom otpadu pred-

stavljene su u Tabeli 8, a prosječna gustina određenih sastojaka čvrstog otpada

predstavljena je u Tabeli 9.

Koriste i podatke prikazane gore, prosječna gustina čvrstog otpada u Cetinju, a

odložena na odlagalište "Vrtijeljka" iznosi 0,263 t/m3.

Pokrivni materijal Budu i da nije bilo zabilježenih podataka o upotrijebljenom pokrivnom

materijalu, količina pokrivnog materijala odloženog na nesanitarnom odla-

galištu "Vrtijeljka" procijenjena je na osnovu činjenica i predviđanja dobijenih

iz Upitnika i intervjua JKP-a. :

Čvrsti otpad se pokriva inertnim materijalom 5 do 8 puta mjesečno;

Debljina inertnog pokrivnog materijala kre e se od 0,5 m do 1,5 m;

Prvih 10 do 15 godina na nesanitarnoj depeniji nije koriš eno pokrivanje

inertnim materijalima;

atim je u sljede ih 5 godina pokrivanje vršeno rijetko (vjerovatno samo

ljeti radi sprječavanja paljenja, širenjačvrstog otpada, prašine i neprijatnih

mirisa);

Posljednjih 5 godina pokrivanje inertnim materijalima vršeno je kao što je

pomenuto gore (5-8 puta mjesečno);

Prosječna količina čvrstog otpada u prvih 20 godina perioda koriš enja bila

je oko 2.400 t/godišnje;

Pove anje čvrstog otpada zbog prosječnog privrednog rasta od 2%

godišnje;

Približno 5% smanjenja deponovanog čvrstog otpada zbog aktivnosti

sakupljača sekundarnih sirovina u posljednjih 10 godina;

Približna vrijednost gustine ne-sabijenog čvrstog otpada je 0,263 t/m3.

Uzimaju i u obzir smanjenje otpada nakon sabijanja, procijenjena gustina

čvrstog otpada iznosi 0,5 t/m3.

Proračuni ezultati proračuna na osnovu gore pomenutih predviđanja, za zapreminu

čvrstog otpada sa i bez slijeganja (od početka upotrebnog perioda do kraja

2013) i za procijenjenu količinu inertnog materijala predstavljeni su u Tabela

10.

Prema rezultatima proračuna prikazanih u Tabela 10, ukupna količina čvrstog

otpada deponovanog na “Vrtijeljci” do avgusta 2012. procjenjuje se na 99.438

m3.

5.3.3 Zaključak

Na osnovu analiza i rezultata gore predstavljenih, Konsultant je procijenio da je

na nesanitarnom odlagalištu “Vrtijeljka” do avgusta 2012. depenovano prib-

ližno 99.500 m3 čvrstog otpada.

6 Zaključak

a osnovu analize podataka iz postoje e dokumentacije i analize podataka

prikupljenih sa nesanitarne deponije i od predstavnika Opštine Cetinje, za dalju

pripremu Idejnog rješenja za rehabilitaciju smetlišta, sljede i zaključci se sma-

traju validnim:

a) Prema podacima sa popisa iz 2011. godine, Opština Cetinje ima 16.757

stanovnika od čega 13.991 živi na gradskom području.

b) Promjena populacije za period od 2011. do 2014. iznosi -0,8 %, na osnovu

odobrenog adatka 1 Izvještaj o analizi.

c) Količina čvrstog otpada iznosi 0,80 kg/stan./dan, na osnovu odobrenog

adatka 1 Izvještaj o analizi.

d) Sastav čvrstog otpada za centralni region Crne Gore, koji uključuje opštinu

Cetinje,predstavljen je u Tabela 8, na osnovu odobrenog Zadatka 1 Iz-

vještaj o analizi.

e) Proširenje usluga prikupljanja čvrstog otpada za kratkoročni period (2005-

2009) projektovano je kao:

­ na gradskim područjima, postepeno pove anje sa 85% na 92%;

­ na seoskim područjima (za populaciju od preko 190 stanovnika)

postepeno pove anje sa 15% na 27%.

f) Proširenje usluga prikupljanja čvrstog otpada za srednjoročni period (od

2010 do 2014) projektovano je kao:

­ na gradskim područjima, postepeno pove anje sa 93,3% na 100%;

­ na seoskim područjima (za populaciju od preko 190 stanovnika)

postepeno pove anje sa 48,3 % na 75 %;

g) Nesanitarno odlagalište Vrtijeljka zauzima površinu od oko 16.300 m2, na

osnovu rezultata topografskog istraživanja sprovedenog u avgustu 2012.

godine. Do rehabilitacije, odlagalište e nastaviti sa radom. Međutim, oče-

kuje se da e novi čvrsti otpad biti deponovan na vrh nesanitarnog odla-

gališta, a ne sa strane.

h) a osnovu zaključaka geotehničkog izvještaja pripremljenog u septembru

2012, površina vrha nesanitarnog odlagališta je 100 m širine i 120 m

dužine, sa dvije padine, jednom na istoku i drugom na jugu, nagiba 35º do

45º.

i) Količina čvrstog otpada deponovanog na nesanitarnom odlagalištu “Vrti-

jeljka” do avgusta 2012. procjenjuje se na približno 99.500 m3.

j) Očekuje se da e se do kraja 2013. (završne godine) zapremina tijela ne-

sanitarnog odlagališta pove ati do približno 112.500 m3, uzimaju i u obzir

čvrsti otpad iz Opštine Cetinje.

k) “Vrtijeljka“ treba da se zatvori i rehabilituje implementacijom svih neo-

phodnih mjera definisanih EU Direktivama i crnogorskim zakonodavstvom

datim ispod:

­ Direktiva o otpadu 2008/98/EC;

­ Direktiva o deponiji otpada 1999/31/EC;

­ Pravilnik o bližim karakteristikama lokacije, uslovima izgradnje, sani-

tarno-tehničkim uslovima, načinurada i zatvaranjadeponije za ot-

pad,stručnoj spremi, kvalifikacijama rukovodioca deponije i vrstama

otpada i uslovima za prihvatanjeotpada na deponiji(Službeni list Crne

Gore, 84/2009 i 46/2011);

­ akon o upravljanju otpadom (Službeni list Crne Gore, 64/2011);

­ Zakon o uređenju prostora i izgradnjiobjekata (Službeni list Crne

Gore, 51/08, 40/10, 34/11, 40/11 i 47/11).

1 Background

Montenegro has entered into a finance agreement with the European Investment Bank

(EIB) for the implementation of the “Montenegro Solid Waste” project (the Project).

The total investment under the Project is estimated to be approximately EUR

54,000,000 for the benefit of municipalities throughout Montenegro.

The Government of Montenegro, the Beneficiary, has established a Project Implemen-

tation Unit (PIU) for the purposes of implementing the project. The PIU is the National

Project Implementation Unit in the Field of Communal Services and Environment

(PROCON). The Project will benefit from Technical Assistance under the Western

Balkan Investment Framework (WBIF), which will be directed initially towards specif-

ic outputs to mobilise projects or specific components of identified projects.

The Government of Montenegro passed, in 2005, the Strategic Master Plan for Solid

Waste and in 2007 the National Waste Management plan (February 2008), which en-

visage the construction of seven regional sanitary landfills for the needs of all 21 mu-

nicipalities, recovery of the existing dumpsites, procuring equipment and machinery

with the aim of a better level of equipment of the public utility service companies and

for resolving the issues of hazardous waste disposal.

2 Overall Objective

The overall objective of the Project is to develop EU-standard Integrated Sustainable

Solid Waste Management in Montenegro, as defined in the National Strategic Master

Plan adopted in 2005. The Project concerns inter alia the construction of new sanitary

landfills, recycling and composting facilities, including the implementation of the first

disposal cells of up to 5 new inter-municipal sanitary landfills, with transfer, recycling

and composting facilities, as well as the rehabilitation of existing dumpsites.

Under the Project, ToRs for separate components will be drafted which can be imple-

mented by different resources and with varying durations.

3 Specific objectives and purpose

The general objective of this Component is the provision of an adequate waste man-

agement system in the Municipality of Cetinje.

The specific objectives of this Component are:

to prepare an analysis of the way of collection, transport and treatment of waste

from the Old Royal Capital of Cetinje;

to prepare the conceptual design and tender documents for necessary infrastructure

components as i.e. the construction of a transfer station;

to prepare the conceptual design and tender documents for the rehabilitation of the

existing dumpsite “Vrteljka”

4 Specific background and information

4.1 Background

Cetinje, the Old Royal Capital of Montenegro, is located in a karst area, at an altitude

of 640-750 m. It lies at a distance of 10-12 km from the Adriatic Sea, the Bay of Kotor

and Skadar Lake. The Municipality of Cetinje covers an area of about 900 km2

According to the latest population census of 2009 (Monstat – Statistical Office), the

Municipality of Cetinje has about 18,000 inhabitants (including the 3,000 inhabitants in

the villages). According to the Republic-Level Solid Waste Strategic Master Plan, the

total municipal solid waste generation is about 5,500 Ton /year. There are no signifi-

cant separate collection and recycling activities.

The municipal solid waste of the Old Royal Capital Cetinje is presently disposed in the

dumpsite “Vrtijeljka” but this dumpsite does not meet the requirements of the EU and

Montenegrin legislation. The dumpsite “Vrtijeljka“ needs to be closed and rehabilitat-

ed.

Pursuant to the Strategic Master Plan, the Municipality of Cetinje should dispose its

waste at the sanitary landfill “Livade“ in Podgorica, which was constructed in 2007.

According to the Waste Management Plan 2008 – 2012, a transfer station needs to be

constructed in Cetinje to facilitate the transport of the waste to “Livade”.

4.3 Key Environmental Regulations of Montenegro

The Project will be implemented in compliance with the legislation of Montenegro and

applicable EU Directives in the field of waste management. EIB and EU guidelines on

the preparation of feasibility studies should be taken into consideration.

4.4 Risks and Assumptions

According to the Waste Management Plan 2008 – 2012, a transfer station needs to be

constructed in Cetinje to facilitate the transport of the waste to the “Livade” landfill. It

is assumed that a transfer station is indeed the most cost and environmentally effective

solution for disposing the waste at the “Livade” landfill. If the analysis demonstrates

that this not the case, the Consultant is required to provide alternatives.

For the rehabilitation as well as for the construction of the transfer station, it is ex-

pected that Environmental Impact Assessment Studies need to be prepared. The decision

whether indeed an EIA study is required is made by the Environmental Protection Agen-

cy based on a request for decision from the investor(s).

5 Detailed Tasks and deliverables

5.1 Task 1 Analysis

The purpose of this task is to prepare an analysis for the need for a transfer station to be

established in Old Royal Capital of Cetinje to transport municipal solid waste from the

Old Royal Capital of Cetinje to the regional landfill “Livade” of Podgorica, and to ana-

lyse alternatives in terms of treatment of waste (collection and recycling of waste).

The study shall include economic, financial and environmental factors in determining

the need for a transfer station and options for collection and recycling of the waste, and

compare two or three different options for transport of municipal solid waste from Ce-

tinje to the Livade landfill including, inter alia:

Direct haul by compaction collection trucks,

Reloading into open semitrailers without compaction (directly or via floor/dozer),

Reloading via hopper into compacting containers and transport via truck,

Bailing and transport by truck.

The cost comparisons shall be expressed as total capital and operating costs over a 20-

year period (NPV, applying a discount rate per annum in accordance with the Monte-

negrin legislation).

Environmental concerns to be included in the study are inter alia:

CO2 emissions

NOX emissions

Number of transports

Noise/dust/odour

Littering

Waste quantities should be based on data on present waste generation of municipal sol-

id waste, derived from the documents listed in 4.2 and estimates of future waste gen-

eration for an equal number of years as the lifetime of the investment with the longest

economic lifetime. This includes estimates of future quantities of waste recycled or

otherwise disposed of by methods other than landfilling at Livade landfill. The estimate

shall also include waste from the Vrtijeljka” dumpsite, if the decision is to move the

waste as the preferred option for rehabilitation (see section5.2.2).

The Consultant will prepare a report comparing the different methodologies and criteria

for choices together with a recommendation for the best option.

The report and recommendations shall be discussed and approved by PROCON and the

Old Royal Capital of Cetinje before the following phases of the project continues.

5.1.2 Activity 1.2: Siting and conceptual design of the preferred option for a transfer station

In case the preferred option is a transfer station (and not direct haul of waste in collec-

tion trucks), conceptual design of the transfer station shall be carried out. This includes

inter alia:

Site identification and analysis of site considerations (e.g. traffic patterns, distance

to primary road network, environmental considerations, and others),

Acceptance of site by Municipality of Cetinje,

Obtaining of urban-technical conditions and other preconditions and requirements

form the authorities for obtaining building permit,

Conceptual design, including, but not necessarily limited to:

o Overall layout

o Access road (principles and simple cross section)

o Equipment

o Soil, earth and concrete work as required

o Fencing, gate, weight bridge and others

o Operations and maintenance

o Cost estimate

If the result of the analysis under Task 1 indicates that the most economical and finan-

cially and environmentally feasible option is direct haul by compacting trucks, the fol-

lowing activity 1.3 shall not been carried out. Then the activity 1.3 shall be revised and

the man days which are foreseen for the preparation of the Tender Documents shall be

used for a detailed outline report for options for source-segregation and selective col-

lection of recyclable waste fractions and establishment of equipment for pre-processing

and preparing the waste for recycling, e.g. balers and other equipment at the chosen

site. This should be supported by a more comprehensive recycling study for Old Royal

Capital of Cetinje and possible surrounding municipalities (which is outside the scope

of this study).

It is assumed that no geological, hydrological and waste composition analysis are to be

carried out at this stage, and that sufficient information about waste quantities and

composition is available from the Municipality of Cetinje. The Consultant is required

to identify if any such analyses are necessary for the later stages by a detailed review of

available information and to include an estimate of associated costs in the tender doc-

uments.

Any EIA to be conducted for the transfer station is outside the scope of this study and

shall be conducted by the Municipality of Cetinje.

The activity shall be reported in a Siting and Conceptual Design report to be approved

by PROCON and the Municipality of Cetinje before the following phases of the project

continue.

5.1.3 Activity 1.3: Preparation of the Tender Documents for Transfer Station

Tender Documents for the construction of the transfer station, in accordance with the

legislation and regulations of Montenegro, shall be prepared. The Tender Documents

shall include the following parts as a minimum:

Invitation for Tenders;

Instructions to Tenderers;

Forms of Tender and Tender Security;

General Conditions of Contract (Conditions of Contract for Plant and Design-build,

FIDIC Yellow Book)

Particular Conditions;

Evaluation matrix/criteria;

The Tender Documents will be prepared in compliance with the rules and requirements

of the European Investment Bank, i.e. signed Financial Agreement between the EIB

and the State of Montenegro for "Montenegro Solid Waste”, and require the approval

of PROCON, and the "no objection" from the EIB, the Municipality of Cetinje and

from the Ministry for Sustainable Development and Tourism.

5.2 Task 2 Preparation of Tender Documents for the Rehabilitation of “Vrtijeljka” Dumpsite

5.2.1 Activity 2.1: Analysis of Existing Situation

The information available about the “Vrtijeljka” dumpsite is rather limited and from

2007. The information needs to be updated and the Consultant is required to prepare a

complete overview of gaps in the information. The following needs to be determined:

Approximate amount of waste being deposited on the site

Type of waste

Period for disposal and date for last disposal (to determine if the dumpsite is still in

its active phase)

Topographical information needs to be available. If not, a survey shall be carried out

under this project allowing for calculation of area and approximate volumes of waste, if

this cannot be established in any other way.

An assessment of the geological and hydrogeological conditions shall also be made for

the site. If necessary, water samples shall be taken and analysed in order to check the

current impact on surface and/or ground water. In the event that soil has been applied

as top layer the thickness and quality of the soil shall be checked.

The analyses of the environmental impacts of the current dumpsite may include:

Groundwater pollution,

Surface water pollution,

Landfill Gas Emissions,

Uncontrolled fires,

Wind blown litter.

Any EIA to be conducted for the remediation of the dumpsite “Vrtijeljka” is outside the

scope of this study and shall be conducted by the Municipality of Cetinje.

The activity shall be reported in a report describing the existing situation.

5.2.2 Activity 2.2: Conceptual design of the Rehabilitation of the Dumpsite

Based on the information obtained under activity 2.1, the Consultant prepares a con-

ceptual design of the rehabilitation project, including specific closure and remediation

measures for the actual site.

Emphasis shall be put on a realistic and feasible option, not only with respect to in-

vestment costs, but more importantly with respect to subsequent operation costs and

likelihood for proper maintenance of the measures. The following options are dis-

cussed:

Shaping of dumpsite surface and installation of top covers

Taking into consideration the level of seismic activities

Control of landfill gas emissions

Hydraulic measures in the aquifer

Excavation and removal of the waste

Establishment of surrounding fences

Leachate management

The most probable methodology is to clean up the site, keep the waste on the site, cov-

er the waste by a layer of low permeable soil, and re-cultivate the area.

The design includes a description of monitoring activities that are recommended to be

initiated if relevant in order to document the future situation.

The design report is subject of approval by PROCON and the Municipality of Cetinje.

5.2.3 Activity 2.3: Preparation of the Tender Documents for the Rehabilitation

Based on the analysis of existing situation, including all measures proposed and agreed

in the conceptual design report, the procurement strategy must be determined. Tender

documents for the rehabilitation, in accordance with the legislation and regulations of

Montenegro, need to be prepared. The tender documents shall include the following

parts as a minimum:

Invitation for Tenders;

Instructions to Tenderers;

General Conditions of Contract (Conditions of contract for works contract or plant

and design-build, FIDIC Red or Yellow Book);

Particular Conditions;

Requirements;

Evaluation matrix/criteria.

The procurement strategy will determine which of the contract complexes will be ap-

plied. In case the decision is to carry out the tender according to the FIDIC Red book

(Works contract), a main design project must be available, prepared by another party,

outside these TORs.

The Tender Documents will be prepared in compliance with the rules and requirements

of the European Investment Bank, i.e. signed Financial Agreement between the EIB

and the State of Montenegro for "Montenegro Solid Waste” and requires approval from

PROCON and the Municipality of Cetinje and "no objection" from the EIB.

5.3 Task 3: Assistance during Tendering

The assignment will be led by the Component Project Manager who shall provide

technical assistance and on the job training to PROCON during the tendering process

and the tender opening and evaluation. This shall include as a minimum:

Planning and assistance to organize and attend pre-tender meetings, site visits, clar-

ification meetings and preparing draft responses to questions of tenderers;

Reviewing the queries raised by tenderers and preparing draft responses to be ap-

proved and distributed by PROCON to all tenderers. Assistance in preparing the

MoMs and draft tender addendum notices;

Being present in the tender opening and assistance for preparing the draft the

minutes of tender opening;

Attending to the meetings of the Evaluation Committee as an Observer and provid-

ing assistance during the evaluation process;

Prepare the draft Tender Evaluation Reports;

Assistance for any necessary post-tender correspondence with tenderers,

Assistance to PROCON during the pre-contract clarification and negotiation meet-

ings

Assistance to prepare the Contract to be submitted to the “no objection” of the EIB.

6 Project Coordination and Meetings

6.1 Coordination and meetings

PROCON will coordinate all activities, including communication between the Consult-

ant and The Ministry of Sustainable Development and Tourism and the Municipality of

Cetinje. All activities shall be carried out in close cooperation with the appointed pro-

ject manager at PROCON.

Regular meeting shall be held with PROCON to report and discuss progress, critical

issues and all aspects of the work.

PROCON and the Municipality of Cetinje will provide the Consultant with all relevant

documents, reports, maps that they have, as well as the ones they manage to provide

from the relevant institutions. The duty of the Consultant is to check the quality and

appropriateness of this information.

The assignment will be led by the Component Project Manager (CPM) who will report

to the overall Project Manager (PM) of the project. The CPM is responsible for ensur-

ing progress to plan, for coordination with PROCON and for reporting / highlighting

critical issues in project execution of their respective component.

The CPM will organise meetings for the discussions and review of the reports. At these

meetings the presence of PROCON and the Municipality of Cetinje is required, and the

Ministry for Sustainable Development and Tourism and the EIB will be invited.

Minutes of the meeting will be prepared by the CPM who shall also ensure timely

comments and approval of the reports.

The Project Manager (PM) of the overall project is responsible for supervision of the

project, quality control and internal reporting to the environment KE and to IPF2 Team

Leader (TL) who then reports to EC DG ELARG.

6.2 Facilities for the Consultant and access to information

The IPF2 Consultant will work in the local IPF project office in Podgorica.

PROCON with assistance of the Municipality of Cetinje and MoSDT shall provide ac-

cess to all available and relevant information, maps, studies, legal documents etc. at no

cost to the Consultant.

All expenses including but not limited to taxes, fees, duties stamps etc. obligatory and

necessary for the application/follow-up/approval are outside of the scope of the Con-

sultant and shall be born by the Investor.

The cost of communications material, printing and report production is also covered by

the Consultant.

7 Experts’ profiles

The Consultant should ensure that the appropriately qualified experts are available for

each task defined above. For this project, the following staffing is foreseen:

8 Incidental expenses

The Project office for this assignment will be in Podgorica. As defined in the IPF2

Contract, the incidental expenses in this contract will be the cost of travels of the STE

experts within the region to/from the Project Office – not including the transfers from

their home offices to the Project Office –, per diems of the experts during such mis-

sions when overnight stays are necessary. In addition, if necessary, field surveys will

be carried out to be included in incidental expenses, see section 10.

9 Requirements for Reporting and Deliverables

All reports will be delivered in electronic copy to PROCON and the municipality of

Cetinje. All reports shall be prepared in English. PROCON will ensure that the munici-

pality of Cetinje, and the MoSDT will receive a copy for commenting.

All other project outputs and communication will be in English. Minutes of Meetings

shall be prepared and distributed to the participants by the Consultant during the Pro-

ject Activities. Draft Minutes of Meetings must be commented within seven calendar

days.

The comments to the draft final outputs shall be submitted to the Consultant in maxi-

mum 3 weeks. Following the receipt of comments on Draft Final Outputs, the Final

Outputs will be produced in two weeks and will be submitted for approval to PROCON

and for their no-objection to the EIB.

The final approval of the PROCON should be sent to the Consultant with an official

letter. The no-objection of the lead IFI and of the Promoter may be sent by letter and/or

by electronic message.

Following the approval of the Tender Documents for the transfer station and for the

rehabilitation of the dumpsite and closure of the project PROCON and for their no-

objection to the EIB shall draft in maximum 7 days a “works completion certificate”.

The final approval of the PROCON should be sent to the Consultant with an official

letter. The no-objection of the lead IFI and of the Promoter may be sent by letter and/or

After these have been received, reports are submitted to EC DG ELARG, together with

the above approval/no-objection.

10 Budget

The indicative budget for these services is EUR 194,360 including EUR 8,340 for con-

tingencies and EUR 19,220 for Incidental expenses.

1. INTRODUCTION

"GEOTEHNIKA Montenegro" d.o.o. from Niksic performed detailed geotechnical field explorations of existing sanitary landfill "Vrtijeljka", city of Cetinje, for the reconstruction Study purpose based on the accepted offer, number 0606/012 dating from 06.06.2012, by the Investor of the project. With its implementation the Elaborate will be done to obtain necessary geotechnical basis for reconstruction Study.

Exploration has consisted of field, laboratory and cabinet work. From the field work was carried out reconnaissance of the site, engineering- geological mapping of the field, drilling exploratory wells, core mapping of the exploration wells, digging of exploration trial pits and mapping of it, sampling for laboratory testing, installation piezometric structures in boreholes and geotechnical supervision of field work. In the laboratory was carried out detail analysis of samples. Subsequently, based on the results obtained and data collected from the fund documentation and literature, Elaborate on geotechnical properties of the terrain has been done for sanitary landfill reconstruction Study purpose.

In the Study are presented data on the morphology, geological structure, hydrogeological characteristics and seismic properties of the ground as well as the engineering-geological properties of the specific formations. In the specific chapters the geotechnical conditions for re-construction of the landfill has been presented as well as recommendations for project managers.

On the performance of field and laboratory work and in Elaborate work out Dragomir Vukašinović M.Sc. geology, Andrija Delibasic M.Sc. geology and Vukašin Gredić M.Sc. geology have been participated.

The works were carried out in August and September 2012.

2. POSITION OF EXPLORATION AREA

Location of the existing sanitary landfill is on the left side of the main road Cetinje-Budva, locality Vrtijeljka. Landfill location is situated about 1 km from the main road and is connected with the local road. Exploration area, geodetically mapped, is situated on area of approximately 4.50 ha and existing sanitary landfill occupies area of some 1.65 ha.

Location is presented In Appendix No. 1.

3. TYPE AND SCOPE OF PERFORMED WORKS 3.1. Field works

Next field works have been performed: o reconnaissance of the micro-location; aimed at preliminary detection of

location and research activities planning;

o engineering-geological mapping of the terrain; was performed on the entire site that has been geodetically mapped around (4.5 ha). For field mapping, method of spring and engineering-geological processes detection was used. Engineering-geological map of the terrain is presented in appendix 3;

o exploration drilling; 6 exploration geomechanical wells has been drilled

with depths from 3.0 to 15.0m. Successively with the drilling of the wells, core of the boreholes has been mapped. Engineering-geological profiles of the exploration wells are given in Appendixes No. 5. The following table provides an overview of the performed exploration wells:

o the installation of piezometric construction; in performed exploration wells 42.0 m length of piezometric structure has been installed. Piezometric structure is pipe with the cover both made from PVC with bottom perforations;

o digging of exploration trial pits; exploration trial pit was dug to the depth of 1.0 m. After was mapped. Engineering-geological profile is given in Appendixes No. 6. The following table provides an overview of the performed trial pit:

o taking of samples for laboratory geotechnical analysis; during mapping of the core exploration boreholes and exploration pit 8 samples of the soil sample and 2 rock samples were taken, as well as 1 sample for Proctor and CBR test.

o the expert-geotechnical supervision was performed continuously during performance of field exploration works by the geotechnical engineer.

3.2. Laboratory analysis

Soil samples from sanitary landfill were taken. Partial geomechanical analyses have been performed on taken soil samples. Only identification-classification tests were performed with determination of: lithology, specific gravity, density and dry density.

Rock samples were determined with: density, compressive strength, angle of internal friction and cohesion.

Sample from exploration pit was tested for moisture condition with Proctor test and also CBR values were determined.

3.3. Cabinet works In cabinet, the interpretation of results of exploration work has been

done, also its processing and synthesis with data from the fund documentation and literature. Based on all of that, the Elaborate on the geotechnical properties of the terrain for reconstruction Study of an existing sanitary landfill, city of Cetinje locality “Vrtijeljka”, has been done.

4. EXPLORATION RESULTS

4.1. Morphological characteristics of the terrain Morphology of sanitary landfill "Vrtijeljka" location is typical Karst with

characteristic landforms like sinkholes, depressions and reefs. Landfill plateau depicts with size (100.0 m wide and 120.0 m long), with to slopes spreading one to the East and second to the South with inclinations 35º to 45º. Elevation of the site is from 1080 m to 1176 m above sea level. Location morphology is presented in engineering-geological map and profiles given in Appendixes No. 3 and No. 4.

4.2. Geological structure of terrain Geological structure of terrain can be seen on Basic Geological Map

"Kotor" 1:100 000 with interpreter (Institute for Geological and Geophysical Research, Belgrade, 1962-1969). Terrain of wider exploration includes Upper Triassic formations (T3) of dolomitic limestones and massive limestones, gradationally developing from Ladinian (T2

2) limestones with chert. Dolomitic limestones and dolomites are widely distributed on area, going to the South, from Cetinje to Vrela i Očinići. Dolomites are usually in tick banks, rarely stratified or massive, changing occasionally with dominant limestones. Blocks are separated but without apparent continuality.

Youngest, Quaternary depositions consist from deluvial (dl) red clay

dominantly seen in depressions and sinkholes, while rarely seen on terrain surface. Fractures and caverns in limestones are filled with red clay and fine debris.

Terrain of wider exploration area by the geotectonic structure belongs to “High karst” zone and “Old Montenegro” anticlinorium (axis is dipping Southeast) changing to “lower Zeta” sinclinorium. Paleorelief is cross-sected with faults differently orientated. Deep faults were mapped on this area; generally spreading Northwest-Southeast and Northwest-Southeast are also directions of seismic activity.

4.3. Hydrogeological characteristics of the terrain Based on hydrogeological characteristics and functions of the terrain

very well water permeable rocks and complexes were depicted.

As permeable rocks of fracture-karst porosity in the terrain we can sort out all the carbonate rocks with the exception of solid dolomites who appear very rarely. Intensive mechanical separation and degree of karstification indicate that prevails karst porosity and such terrains are without surface waters. The terrain made of very well water permeable rocks forms scattered karts aquifer type. On exploration area fractures, caverns and depressions, that usually accompany faults, can be seen. They are the main sinking zones on the site. Water that falls on the ground quickly, through a network of open fractures, caverns and caves infiltrate deep into the ground. At great depth scattered karst aquifer is formed. Discharge of this aquifer is through the spring of Crnojevića River (Obodska springs). Karstification base is very deep in this part of the terrain, almost to the level of Skadar Lake.

Deluvial clays with debris are classified as low permeability rocks of intergranular and capillary porosity. Their distribution on the surface is minimal, and they do not have a significant impact on the hydrogeological characteristics of the field.

During exploration drilling (August 2012.) there was no underground

water appearance in exploration wells.

4.4. Seismicity of the terrain

According to the map of seismic microzonation of urban areas Cetinje with Ivanova Korita, Njeguši and Rijeka Crnojevića, this location is a part of seismic area B3. For the mentioned area B3, the maximum expected earthquake is with intensity of VII degree MCS scale. Seismic parameters for return periods of time for 50, 100 and 200 years are:

4.5. The modern geological processes and phenomena

From modern geological processes and phenomena at the site of

exploration planar erosion and karstification are present. Planar erosion has affected the entire field and the intensity is

different depending on the type of environment in which it takes place. Mostly eroded surface deluvial sediments are subject to planar erosion. In the limestone dominant formation, planar erosion intensity is low.

Karstification is expressed in the limestone since the limestone is

highly tectonically fractured. It is estimated that karstification depth goes up to several hundred meters. In terms of engineering-geological characteristics terrain is stable.

4.6. Engineering-geological characteristics of selected areas Based on the analysis of existing documentation relating to the

location and other related terrains, engineering-geological location mapping and exploration drilling can be concluded that the field is basically built out of solid rock (limestone and dolomite). At one end of location is existing landfill. Sections viewed from the surface are: • Mound (DR, PR)n - an artificial mound, and materials of the existing

landfill (in terrain profile it is section numbered 1). Material composition is heterogeneous, unsorted, medium consolidated. It is compiled from debris and limestone blocks, dust and various municipal waste. It covers part of the site. Mound thickness is variable, from minimal to over 10.0 m (central part of the landfill between wells B-3 and B-4). According to building standards GN-200 this material belongs to Class II and III of the excavation. Physical and mechanical parameters of this section are not considered as a landfill material is not sorted and there is a large range of values (from limestone blocks to the waste of plastic, metal, wood or construction debris).

• Limestone (K, D) - massive dolomitic limestone or dolomite that forms

the base and the back of the field to a wider area (in terrain profile it is section numbered 2). These are massive rocks, fractured on surface, degraded and karstified, whitish in colour. When drilling or digging this dolomitic limestone is broken into pieces, debris or dust. Fractures and caverns in the surface zone are enlarged by karstification and filled with

red clay and limestone debris. Limestones are stable and well-supporting formation. The water level is deep in the ground. According to building standards GN-200 this material belongs to the category V to VI of the excavation. A good basis for founding. Physical and mechanical parameters of this environment (based on founding documentation and immediate field assessment) are given in the following table:

5. GEOTECHNICAL CONDITIONS FOR RECONSTRUCTION OF THE LANDFILL

Geotechnical conditions for reconstruction of the landfill are complex. Section that is favourable in geotechnical terms for construction of necessary facilities is the limestone section. On the site they are partially covered with a thick layer of the existing landfill. Landfill itself is not suitable for any construction on it. If any facility is planned to be build it is required to remove the landfill from the site and perform the founding in the limestone.

Allowed load capacity of limestone is good while the subsidence is

negligible because it is virtually undeformable. To calculate the allowable loads Goodman's formula for ultimate bearing capacity of foundations in fractured rock formations:

Permitted load qa is obtained when the ultimate bearing capacity is reduced for the safety factor value (qa=qf/Fs). Value of the safety factor Fs range from 3 to 5. In this case, the adopted value for Fs is 5. The adopted values for parameters used in the calculation are:

As it can be seen from the calculation allowable load of the substrate is high. Subsidence is negligible since it is practically undeformable formation.

Limestone is good in terms of allowable load, subsidence and stability. It is not suitable in terms of hydrogeological properties since it is tectonically fractured, faulted, cracked and karstified, high permeable rock. All the water that falls on the ground infiltrates deep into the ground where they form scattered karst aquifer. This aquifer is discharged through springs of Crnojevića River (Obodska springs). This means that the water takes all pollution from the landfill deep underground.

It is necessary to provide waterproof basis for future landfill, waters

from landfill should not be washed down and drained in the ground without purification.

6. RECOMMENDATIONS FOR THE PROJECT MANAGERS AND CONTRACTORS

In the design and construction of the facilities to keep in mind the following recommendations:

� excavation for the facilities foundations can be performed completely by

machines, with excavator and pikamers, since the material belongs to the II and III to V and VI category excavation by GN-200 categorisation,

� landfill has poor geotechnical properties on one side so it needs to be

removed if any facilities are planned there,

� all facilities should be founded in the limestone since they have good geotechnical properties,

� Large fractures and caverns if they occur in the initial excavation is

necessary to clean of red clay and debris and space should be filled with broken stone or lean concrete,

� for future landfill waterproof surface at the basis should be provided

since limestone basis is well-permeable and karstified, � wastewaters from the landfill must be purified before being released to

the ground, � geotechnical engineers presence is recommended in the execution of

foundation excavation and groundwork.

7. CONCLUSION Landfill terrain site "Vrtijeljka" in Cetinje from engineering-geological aspect is built from underlying limestones. At one end is existing landfill. Foundation conditions are generally favourable in geotechnical but are problematic in terms of hydrogeological conditions. Location is stable under natural conditions.

From the hydrogeological point of view, the terrain is one of the well-permeable, fractured and karstic porosity. The water level is deep inside the ground where it forms a scattered karts aquifer.

The facility is in seismic zone with the expected maximum earthquake intensity of VIII degree MCS scale.

Permitted load of limestone as a base for foundation of buildings is

high (over 500 kN/m2), while the subsidence is negligible. Basic excavations can be carried out completely by machines. Analysis Report says 1987 (25 years). Zdenka will check once again which year is stated in official Montenegrin documents.

Approx. 490.000 cubic meters (around 35.000 cubic meters per year i.e. 14 tons)

Waste disposal area, 150 times 100 i.e. around 15.000 sq. meters.

Dumpsite is covering periodically with levelling towards entrance gate (preparation for winter period).

There is no area recultivated according to standards. When say dumpsite sanitation, they include only covering dumpsite periodically with ground cover layer.

Access road 4m wide, on some parts 6 and 7m.

No railway close to the dumpsite.

19. Is transmission line or other installations crosses over the dumpsite?

Transmission line is 50 m away from the dumpsite land border.

Electricity for dumpsite lightening is conducted month and a half ago. This is borrowed electricity (unofficial) for security purposes.

20. Is in the vicinity of the dumpsite any protected area (Nature Park, Natural Park, Cultural Heritage etc.) and what is their distance from the location?

No.
