Hong Kong Institute of Construction Managers General Council 2017/18

President’s Report It is my great honor to serve as the President of Hong Kong Institute of Construction Managers (“HKICM” or “the Institute”) and see how much the Institute has grown and advanced within the construction industry throughout the past two years. Same as last year, 2018 was again another challenging but fruitful year for the Institute as we have achieved a lot on various major tasks, including promotion of the Institute’s public image and professional profile, membership development and recognition, external communication and collaborations as well as public policies participation, which I am pleased to report and summarize those major ones as follow.

(b) HKICM Newsletter

The Institute has resumed the production of newsletter named “Construction Voice” since 2017 to strengthen the communication with the members. This year up to now, a total of 3 quarterly newsletters have been issued which contained news updates of the Institute and promotion of latest CPD and training, events and activities. Members are welcomed to submit articles to share their experience and opinions on various topics.

Since revamped in May 2014, the no. of sessions by members and visitors surfing HKICM website have been gradually been increasing while the monthly average details for 2018 are listed below:

2. Membership (i) Growth

At the end of November 2018, the total number of membership reached a record high of 2 814, representing a growth of 17.3% over the same period last year, or a total increase of 38.1% over the past two years. Out of the total membership, 1 143 were Corporate Members (96 Fellows and 1 047 Members). In addition, there were 12 Honorary Fellows, 123 Associates, 96 Construction Supervisors, 28 Graduates and 1 412 Student Members. The Institute will continuous to create, promote and monitor appropriate and effective membership development programs to enhance cohesion amongst members as well as to increase HKICM membership not only in Hong Kong, but also in Mainland China and Macau. Thus, it is expected that our membership will continue to growth while with implementation and promotion of the Construction Supervisors Registration System in 2019, the number of Construction Supervisor Members shall be increased substantially in the years to come.

(ii) Election of New Honorary Fellow It is our great pleasure that Ir HON Chi-keung, GBS, JP, former Permanent Secretary for Development (Works), Works Branch, Development Bureau was appointed as a Honorary Fellow of HKICM during the Extraordinary General Meeting held on 3 October 2018. His appointment will definitely enhance the future development of the Institute and increase the recognition of our professionalism within the construction industry. An official certificate presentation ceremony was held during the HKICM Honorary Fellow Certificate Presentation Ceremony cum Honorary Fellows and Past Presidents Gathering Dinner on 27 November 2018.

3. Events, Activities and Highlights

(i) External Communications with Government Departments and Other Institutes

The Institute has maintained continuous communications with relevant government bureaus, departments and public authorities through courtesy visits while with other peer professional institutes and associations via meetings and joint organization of events and activities.

During 2018, external communications with government departments and other institutes including:

Courtesy Visit to Macau Institution of Engineers on 3 January 2018 and it was agreed in principle to enter into a MOU on co-operation between the two institutions later this year so as to enhance the professionalism of engineering and construction management as well as the built environment in Hong Kong and Macao respectively.

Meeting with Mr David TAYLOR, President of Chartered Association of Building Engineers (CABE) during his visit to Hong Kong on 8 January 2018 while the existing MOU on collaboration between HKICM and CABE was renewed for a further term of 2 years.

Courtesy Visit to Legislative Councillors, including Hon Tony TSE Wai-chuen, BBS (Functional Constituency - Architectural, Surveying, Planning and Landscape) on 30 April 2018 and Ir Dr Hon LO Wai-kwok, SBS, MH, JP (Engineering Functional Constituency) on 12 June 2018 respectively.

Meeting with Mr. Norman FAIFER, Overseas Chapter President of Australian Institute of Building (AIB) during his visit to Hong Kong on 13 July 2018 while the existing MOU on collaboration between HKICM and AIB was renewed for a further term of 2 years.

Lunch meeting with the officials of Department of Educational, Scientific and Technological Affairs, Liaison Office of Central People's Government in HKSAR on 24 July 2018.

Courtesy Visit to Hong Kong Science and Technology Parks Corporation (HKSTPC) and met with Mr. Simon WONG (Chief Project Development Officer) and his project development management team at HKSTPC Head Office on 31 August 2018.

(ii) Connections with Mainland China

To strengthen communication with our counterparts in the Mainland China, the following courtesy visits have been organized:

(a) On 17 May 2018, a 16-member delegation has paid a courtesy visit to the Guangdong Construction Industry Association during a 2-day visit to the Greater Bay Area (Guangdong Province). During the visit, a MOU on co-operation was also signed to develop a closer tie between the two organizations in enhancing development of the construction management profession in both Hong Kong and Mainland China.

(b) A 10-member HKICM delegation paid a visit to Beijing from 12 to 14 September 2018. During the stay, the delegation met with the leaders and officials of its mainland counterparts, China Construction Industry Association (CCIA) and its Constructor Committee, representatives from Ministry of Housing and Urban-Rural Development as well as other relevant national ministries and offices. The purposes of the visits were to understand relevant mainland policies and regulations, foster a closer working relationship and seek further co-operation opportunities in enhancing the development of construction management profession between Hong Kong and Mainland, and to explore the possibilities and ways to implement the mutual recognition of professional qualifications of Constructors in China and Construction Managers in Hong Kong.

(iii) Councillors Reaching Out 2018 has been indeed a very busy year for the Councilors in reaching out as they have participated in more than 110 external events and activities. In addition, the Institute has also taken part as supporting organization of peer professional institutions and associations widely.

(iv) Community and Voluntary Services Involvement in community and voluntary services and activities is very important in promoting our profession and enhancing our professional image. Hence, through our involvements as listed below, it is believed that the expertise of construction managers has been reinforced among the general public.

(a) Construction Industry Sports Day cum Charity Fun Day 2018

Over 30 HKICM Councillors, YMC members and their families led by Cr Andy SZE, Young Members Committee Chairman, have participated in the Construction Industry Sports Day cum Charity Fun Day 2018 which is organized by Construction Industry Council on 21 October 2018 at Shing Mun Valley Sports Ground in Tsuen Wan. Cr C W TANG, Cr Daniel SHUM, Cr Tony ZA and Cr Terence MANG have also participated in the charity run by each donating HK$2,000 to the Construction Charity Fund.

(b) Voluntary Services

The Institute, in response to the appeal of Home Affairs Department, has co-operated with Central and Western as well as Shatin District Office to form a professional voluntary services team to assist in removing fallen trees, refuse and obstructive objects on roads left behind by the super typhoon Mangkhut over the weekend of 22 & 23 September 2018.

(v) Other Major Events and Activities

(a) HKICM 21st Anniversary Dinner

The HKICM 21st Anniversary Dinner was successfully held on Friday, 16 November 2018 at the JW Marriott Hotel Hong Kong in Admiralty area, Hong Kong. We were delighted to

have Mr Walter CHAN, SBS, JP, Chairman of Hong Kong Housing Society as our Guest-of-Honour as well as Mr LAM Sai Hung, JP, Permanent Secretary for Development (Works), Development Bureau, Dr Cheung Tin Cheung, JP, Head Juror of CMA 2018 and Mr HO Sai Chu, GBM, GBS, JP as VIP guests. In addition, the event also attracted over 600 distinguished guests, including officials from Government Departments and Liaison Office of the Central People's Government in HKSAR, prominent figures from professional bodies and educational institutions, senior executives of major developers, consultants and construction companies, representatives of trade organizations and associations as well as HKICM Honorary Fellows, Past Presidents, Councillors and members to join the event.

(b) Construction Management Awards (CMA) 2018

Announcement and awards presentation ceremony of the CMA 2018 were successfully held during the HKICM 21st Anniversary Dinner, themed “Taking up Challenges for Better Tomorrow”, on Friday, 16 November 2018. For CMA 2018, two new categories of awards, namely “HKICM Outstanding Achievement Award” and “Young Construction Manager Award” have also been established to recognize the eminent construction managers who made remarkable contribution to the construction industry and achievement of construction practitioners who encountered challenges at a youthful stage respectively. The Grand Award of CMA 2018 “Excellent Construction Team Award” was presented to the construction team of Xiqu Centre, a world-class arts venue built for Chinese Opera performances, as the project team has exhibited the most outstanding overall attributes, in turns of strong team spirit and definite sense of belonging, built up of open-minded and cooperative relationship with the client and consultants, and maintained respect and trust with subcontractors.

(c) General Council 2017/18 Spring Gathering

A spring gathering of the new General Council 2017/18 was held on Saturday, 27 January 2018. The event first kicked off with a lunch gathering at Lingnan Club, 12/F of On Lok Yuen Building in Central and thereafter a photo-taking session, both group and individual photos of the council and co-opted members, at the HKICM Secretariat Office. The gathering provided an invaluable occasion for old and new council and co-opted members to get acquaintance and know each other as well as to foster closer communication and cooperation in participation of the Council’s events and activities in the coming year.

(d) Construction Industry Alliance Anti-Filibustering Activities

The Institute, as a member of Construction Industry Alliance (CIA), has supported and participated in its anti-filibustering rally on 4 March 2018 to urge for funding approval of public works projects and halt filibustering in the Legislative Council.

(e) Construction Industry Council Football League 2018

Council Football League 2018 again for the third consecutive year. The tournament, competed by 24 teams divided into 8 groups each with 3 teams, has started in July 2018 and the finals will be played in December 2018. It is pleased to report that HKICM Football Team has won the 2nd Runner-up award of the Golden Plate Group of the competition and the prize presentation ceremony dinner will be held on 13 December 2018 (Thursday).

4. Education and Academic/Professional Accreditation (i) Academic/Professional Accreditation

During the year, an accreditation visit was conducted to the University College of Estate Management, Hong Kong Office at Admiralty on 17 January 2018 for validation of the accreditation application of its newly established programme – MSc in International Construction Project Management (FHEQ Level 7). In addition, several enquiries for accreditation applications have been received, including: (i) VTC SHAPE (BASc in CM); (ii) PolyU (MSc/PgD in Construction and Real Estate, MSc/PgD in Construction Law and Dispute Resolution and MSc/PgD in Project Management); (iii) PolyU SPEED (BSc in BEM F/T & P/T Top-up degree); and (iv) THEi (BSc in Surveying) but no formal applications have yet been received so far.

(ii) HKICM Scholarship

To demonstrate the Institute’s dedication and commitment in promoting professional development in construction management and helping to nurture young talents for the industry, the Institute has continued in 2018 to donate a total of 7 scholarship awards with total amount of HK$28,000 to recognized outstanding students undertaking programmes in construction management related disciplines at 4 local universities or vocational training institutions, including PolyU, CityU, CIC and IVE (Morrison Hill and Tuen Mun).

(iii) Recognition of Professional Qualification In addition to the Memorandum of Understanding (MoU) on collaboration entered with Singapore Institute of Building Limited (SIBL) on 16 November 2017, the existing MoUs on collaboration with Chartered Association of Building Engineers (CABE) and Australian Institute of Building (AIB) have been both renewed for a further term of 2 years on 8 January 2018 and 13 July 2018 respectively during their presidential visit to Hong Kong in 2018. Under the renewed MoUs, HKICM members would be able to join CABE and/or AIB membership at a grade commensurate with HKICM membership level via their “Direct Entry Route/Program for HKICM Members” respectively. The Institute is actively liaising with SIBL, AIB and New Zealand Institute of Building (NZIOB) to explore the possibility of signing a Quadripartite Agreement. The agreement will build a closer cooperation between peer professional institutions in Asia Pacific region or even global worldwide eventually in enhancing the professionalism of construction managers and the memberships in their respective country or area.

5. Continuing Professional Development and Training A record high total of 41 CPD seminars and training events, including 17 seminars, 4 technical/factory visits and 20 training short courses, were either organized or co-organized by

HKICM this year for our members to enhance their professional competency and to keep them abreast with the latest development of the building industry and changing market conditions. Out of the training short courses, a total of 14 two-hour courses under the training series on "Professional Practice in Construction Management" were organized to enhance construction practitioners on the relevant knowledge on technologies, laws and regulations, procedures and practices, etc. specific to the roles and duties of construction managers practicing in Hong Kong. In addition, a total of 2 pre-qualification structured learning courses “HKICM Professional Assessment Workshop” were organized in April and October 2018 respectively to encourage and assist potential candidates to pursue HKICM membership.

6. Young Members Committee (YMC) YMC carries the duty to liaise and attract quality young members. We believe that Student Members will be the strong support for continues development of the Institute. Some of the major events and social functions participated or to be organized by YMC include: YMC Chairman represented HKICM to attend the site visit, organized by Development Bureau,

to Xiqu Centre of West Kowloon Cultural District on 10 Feb 2018 Career Talk held at City University of Hong Kong in May 2018 CIC Football Tournament 2018 held from July to December 2018 CIC Construction Industry Sports Day cum Charity Fun Day 2018 on 21 October 2018 at Shing

Mun Valley Sports Ground in Tsuen Wan Other than YMC members, Council and Co-opted members are also invited to deliver introductory briefing of HKICM and career talks to students of HKCPE, HKCT, UCEM, THEi, CIC, VTC and etc. in addition to those major educational institutions.

7. Professional Services and Development (i) Dispute Resolution

A quick survey on members' interest in dispute resolution was conducted in April 2018. This survey aimed to help Dispute Resolution Committee understands the extent of members’ basic knowledge in various forms of alternative dispute resolution (ADR) mechanisms and practical experience in the dispute resolution processes. The data collected also reviewed members’ preference in different dispute resolution topics which facilitate the Committee in formulating the upcoming training and CPD events in 2018 so as to enhance members’ basic knowledge on various forms of dispute resolution mechanisms and processes. A CPD seminar on “Practical Tips on Dispute Resolution and Real Case Sharing for Construction Contract” was held on 4 October 2018. Contents of the seminar include 3 sessions: (a) Guest speaker Mr Wesley PANG talked on the topic of “Construction ADR - where we are

and where we ought to be”; (b) Guest speaker Mr M T YEUNG delivered the topic on “Overview of construction

arbitration process”; and (c) Guest speaker, Mr Joseph CHUNG presented the topic on “Moving on from Chun Wo

Buildings vs Metta Resources”, an experience sharing on the court case of Tsz Shan Monastery in Tai Po.

(ii) Registered Construction Managers (RCM) Up to 24 Aug 2018, a total of 248 members or equivalent to 24.8% of HKICM Corporate Members have been registered as Registered Construction Managers under 9 separate batches since the registration was first launched in May 2014. To promote the competence, status and professionalism of RCMs, the following events and activities have been held during the year: During 2018, 2 free CPD seminars were offered to all those registered RCMs as a token of

thanks for their registration and support, including: > RCM Series - Seminar on “Practical Tips for Selecting Suitable and Safe Tower Cranes

on Construction Site” on 28 June 2018; and > RCM Series - Seminar on New Construction Management Challenges in Modular

Integrated Construction by a Case Sharing on 14 September 2018. Summary profiles of the existing RCMs have been analysed and uploaded on to the

website on 10 May 2018. The existing criteria for RCM registration will be reviewed and revised during the

upcoming council session in order to broaden the base of RCMs. (iii) Registered Construction Supervisors (RCS)

Promotion talks on “Introduction of HKICM” and “Construction Supervisors Registration System” have been carried out continuously to students of various vocational institutions and CIC Students Alumni Association during the year. As a result, a total of 260 Student members have been recruited up to 15 October 2018.

(iv) Authorized Signatory (AS)

The following events and activities were held during the year:

6th intake of AS interview training course, jointly organized with HKCA, was successfully held on 13 Jan 2018 with a total of 23 participants.

3 private AS interview courses were also organized exclusively for Wo Hing Construction Company Limited on 20 Jan 2018, Bachy Soletanche Group Limited on 22 September 2018 and Ray On Construction Company Limited on 10 November 2018 respectively.

AS CPD Series “How Site Tests to Make the Quality on New and Existing Buildings” and “Piled Foundation (Authorized Signatory, what is your role, duty and what do you need to do)” wwere held on 11 April 2018 and 24 July 2018 respectively.

Talk on “Introduction of Registration of Contractors under the BO and Minor Works Control System” delivered by Registration Unit of Buildings Department was held on 10 July 2018.

AS social gathering “Pu’er Tea (普洱茶) Tasting cum Experience Sharing Gathering” was

held on 7 September 2018. (v) Promoting Our Profession and Members

The Institute is very concerned about the Shatin to Central Link Project incidents and has expressed our views through various media that “lack of proper supervision is likely the main cause of the substandard works at Hung Hom MTR Station. In the absence of a registration system for construction management and supervision personnel means they aren't forced to take responsibility for anything that goes wrong.”

To close the loophole, the Institute urges the Government to consider introducing a mandatory registration scheme to regulate the registration of and control the competency standard as well as to enhance the professionalism of site supervision personnel, including Construction Managers and front-line Construction Supervisors.

8. Financial As per the “Report of The Council and Financial Statements” prepared by the Independent Auditor - Li, Tang, Chen & Co., total income of the Institute for the Financial Year (FY) 2017/18 ended 31 March 2018 amounted to HK$2,042,407 (increased by 2.4% from HK$1,993,349 in FY 2016/17), total expenditure of HK$1,654,105 (increased by 0.06% from HK$1,653,045 in FY 2016/17), surplus of HK$388,302 (increased by 52.4% from HK$340,304 in FY 2016/17) and an accumulated net fund balance of HK$2,557,785 (increased by 17.9% from HK$2,169,483 in FY 2016/17). For details of the income and expenses, please refer to the attached Financial Statements for the year ended 31 March 2018.

9. Words of Appreciation This was a great period of my life as leading the Institute has been a fun, educational, sometimes exciting, sometimes disappointing and frustrating but always interesting experience that I highly recommend. My experience as HKICM President has been good because of the fantastic people I have had the privilege to work with under this role in enhancing and promoting the profession of construction management. Although extremely busy during my presidential period, it was very challenging but fruitful and I enjoyed contributing myself in the development of the Institute. The achievements listed in the foregoing are the endeavours of the Past Presidents, Council and Committee Members as well as the Secretariat Office staff who have worked with me during my time as President. Taking this opportunity, I would like to extend my heartfelt gratitude all of them, who have devoted a lot of their valuable time in the Institute for the betterment of the construction management profession. Under the leadership of the incoming President and with the generous support and patronage of Council Members and all our members, I am confident that our Institute will continue to prosper and maintain our progressive and sustainable development to face the challenges ahead.
