In recent years, the population density of urban areas has increased significantly. The most energy-efficient and cost-effective way to accommodate them and the business they bring is not by spreading but by rising, in tall and supertall buildings (over 300m) with direct links to transport and other infrastructure. Developed countries have emerged as centres for new high-rise buildings. Nowadays, high-rise buildings are a common site in developed countries, where the city's skyline meets a mix of different but dominating architectures. Unfortunately, in this race Pakistan is still at the starting line. The development of high-rise buildings has become need of the hour for Pakistan.

The twin cities Islamabad and Rawalpindi with a combined population of more than 6 m i l l i o n , e x p a n d e d t o t h e p o i n t o f overlapping each other to meet the rising population. In contrast to other cities of Pakistan Fortunately, Islamabad has a greater t rend for bu i ld ing h igh-r i se buildings as compared to other areas of the country. Similarly, Karachi (20 million population), the biggest urban centre of the country, first grew in increasing horizontal magnitude, before the trend of using apartment buildings became popular. Now there are large areas dedicated to high-rise apartment buildings to overcome the scarc i ty o f res ident ia l space in the overpopulated metropolitan. This high population growth rate in urban centres means that land prices sky rocket, less space for expansion on the outskirts of the city and thus high-rise buildings provides a solution: high rise buildings in the

cities could save agriculture land around the city and green areas within the city more space for residential as well as commercial spaces within the span of the city.

Sharing the same concern, Pakistan's government recent ly permitted the construction of high rise buildings. Soon we will be seeing slums of the federal capital being converted into mult i -storeyed residential apartments.

While, high rise buildings Act 2019 is in process of preparation there are some challenges that needs to be discussed. For e x a m p l e , r o a d c a p a c i t y , t r a f f i c management, provision of sewerage, water, un-interrupted electricity supply and impact of socio economic elements are big challenges to deal while planning high rise buildings in the cities. Similarly, densely packing people into a high rise other p r o b l e m s a r i s e , t h a t i n c l u d e s t h e psychological and physiological limitations. For example, occupants of upper floors often feel claustrophobic because they can' t open windows and access the outdoors. To solve this, sky gardens and other outdoor spaces at height that are protected from the wind needs to be designed by the architects. Another issue is

Fire evacuation when too many stairs are involved. Buildings can be designed in a compartmented way that wi l l make evacuation unnecessary.

High-rise is the solution but may as well become a problem if sustainability and green construction is taken out of the picture. We need to heal and repair our cities because we're beyond the point of simply sustaining what we have. In the same regard, achieving “ ” Net Zero Sustainabilityis another mark that we need to achieve while making huge buildings, somewhat same case can be seen in Kenya, it has turned to the sun, the wind, the earth's heat and its organic matter. Now it has its eye on an additional source of power; human faeces. Humans generate over 2.1 billion tons of municipal waste annually. Most of this waste is transported to landfills, where it sits, decays, and releases a suite of e n v i ro n m e n t a l p o l l u t a n t s . B u t a n alternative solution is converting it into energy. Abundant and easily accessible, human waste can be converted into biogas used for generating electricity. The waste from the toilets is collected regularly in sealed cartridges and taken to a central processing facility.

There the waste is stored in special bio digesters where it breaks down and releases methane, which can be used as fuel. The bio digesters also remove disease-causing pathogens, so the leftover matter can also be used as fertiliser. The by-product of the Biogas generation process is enriched organic (digestate), which is a perfect supplement to, or substitute for, chemical fertilizers. The fertilizer discharge from the digester can accelerate plant growth and resilience to diseases, whereas commercial fertilizers contain chemicals that have toxic effects and can cause food poisoning, among other things.

Another interesting yet ignored source of clean energy is the , using Brown's Gasefficient electrolyzing techniques water is disassociated into H and O. The ready and limitless availability of water makes Brown's Gas possibly the best carrier for solar energy and other a l ternat ive energy sources

developed to this time. It has higher energy-conversion efficiency than hydrogen alone, which is conventionally considered to possess the highest conversion efficiency as fuel. Brown's Gas is non-polluting — it does not even emit the nitrogen oxides, which results from hydrogen burning. It is natural ly recyclable — the product of its burning is pure water. Brown's Gas i s adaptable , l ike hydrogen, to most of the existing energy utilization technologies, without any major modifications.

As a result of quick modern development in China, significant urban areas like Beijing and Shanghai have turned out to be contaminated to such an extent that individuals living there must walk around with surgical masks to mitigate breathing in the toxic air.

In the same manner, Shanghai Tower, stands 632 meters. Only recently completed, it is hoped that the skyscraper will be a model of sustainability. The tower has won multiple awards, and has been described by architects Skidmore, Owings & Merrill as redefining, “what is possible in sustainable design by incorporating the latest green technology and engineering advancements.”

Moreover, Bosco Verticale, located in Milan, has more than 100 different species of trees and greenery surrounding these two

biophilic residential towers.

H o w w i l l t h i s d i v e r s e g r e e n e r y survive—who or what takes care of it?

The framework enables the use of radio spectrum on trial basis for non-commercial purposes to carry out trials for i n n o va t i v e u s e o f ra d i o f r e q u e n c y spectrum, apparatus/equipment and academic purposes including but not l imited to sc ient i f ic research, radio c o n c e p t s a n d n e w s y s t e m s demonstrat ions . In th is regard, the government of Pakistan's policy directive-based framework invites all stakeholders for participation and in subject trials. The rapid growth in mobile data traffic and consumer demand for enhanced mobile broadband experience have led to an increasing emphasis on the upcoming fifth generation of mobile technology (5G). Seen as a comprehensive wireless-access solution with the capacity to address the demands and requirements of mobile communication for IMT-2020 and beyond, it is projected that this technology will o p e rate i n a h i g h l y h ete ro ge n e o u s environment and provide ubiquitous connectivity for a wide range of devices, new applications and use cases.

The scope of IMT-2020 is much broader than the previous generations of mobile broadband communication systems. The ITU's work in developing the specifications for IMT-2020 in close collaboration with the whole gamut of 5G stakeholders is now well underway along with the associated

spectrum management and spectrum identification aspects. IMT-2020 will be a cornerstone for all of the activities related to attaining the goals in the 2030 Agenda fo r S u sta i n a b l e D e ve l o p m e nt . T h i s framework enables the use of radio spectrum on trial basis for noncommercial purposes to carry out trials for innovative u s e o f r a d i o f r e q u e n c y s p e c t r u m , apparatus/equipment and academic purposes including but not limited to scientific research, radio concepts and new systems demonstrations.

The document contains the terms and conditions which will be complied by an entity/organisation which intends to conduct tr ials, demonstrate systems and/or services in Pakistan-based on IMT 2020 for the purpose of demonstrating re a d i n e s s fo r n e w t e c h n o l o g i e s i n standalone (SA) and/or non standalone (NSA) environment including but not limited to identified use cases of EMBB (enhanced mobile broadband), URLLC ( u l t r a r e l i a b l e a n d l o w - l a t e n c y communications) and MMTC (massive machine type communications) through slicing, orchestration and management techniques, application and use case development, etc, for better spectral efficiency and improved overall user e x p e r i e n c e . T h e S e c t i o n 4 o f t h e government i.e. "policy directive for test and development of future technologies particularly for Fifth Generation (5G) wireless networks in Pakistan" requires the PTA to issue a framework for temporary test and development licences/authorisations

which sha l l inc lude cr i ter ia for the provision of authorisation, conditions, duration, and other terms and conditions.

An entity registered with the Securities and Exchange Commission of Pakistan (SECP) and/or Pakistan Engineering Council (PEC), R & D O r g a n i s a t i o n s a n d a c a d e m i c institutions, devices and/or equipment manufacturers, etc will be eligible to apply for test and development authorisation. The applicant will apply for authorisation to the PTA in accordance with the checklist of this framework. The PTA will analyse the a p p l i c a t i o n a n d m a y r e q u i r e a n y clarification or additional information from the applicant in a timely manner. Once the application is complete in all aspects, the P TA m a y fo r w a r d t h e s a m e t o t h e Frequency Allocation Board (FAB), under the Telecom Act Section 5(2) (c) read with the Section 43(5).

The FAB will assign the spectrum to be used for subject trials as per the act which will become ef fect ive f rom the date o f authorisation issued by the PTA. Mere assignment of spectrum by the FAB would not give right to the applicant for use of the same until authorisation is obtained from the PTA. Upon the assignment of spectrum by the FAB, the PTA will issue authorisation to the applicant consistent with terms and conditions. The grant of authorisation will be subject to fulfilment of all the codal formalities by the applicant. The Test & Development Authorisation allows an app l i cant to use spectrum on non-e x c l u s i v e , n o n - c o m m e r c i a l b a s i s temporarily for the purposes mentioned at 1.3 of this framework. The applicants can propose spectrum for trial purpose which could inter alia, including but not limited to the requisite spectrum blocks in 2.6 GHz, 3 . 6 G H z a n d o t h e r r e l e va n t b a n d s amenable to millimetre wave (MMW) propagation.

There is no regulatory fee associated with 'non-commercial trial permission' or the spectrum usage for this purpose. If the trial network is connected to any licensed n e t w o r k , t h e t e s t & d e v e l o p m e n t authorisation holder can be liable for any charges from host/operators incurred during the trial; however, users/consumers will not be charged for any services offered during the trial. The trial will last for the period of three to six months or as stated in the authorisation issued by the PTA. Any request for re-issuance/extension in the period of trials must be submitted to the PTA for prior written approval. The PTA may determine a reasonable period for the extension in the trial period, taking into consideration the proposed trial set-up and request will be processed as per the regulatory and standard provisions.

The relationship between Pakistan and C h i n a u n d e r w e n t a s t r a t e g i c transformation in 2016 with the launch of the China-Pakistan Economic Corridor (CPEC), which reinforced the already strong ties between the two countries. Initial investments under the CPEC banner helped Pakistan overcome chronic electricity shortage and led to the upgradation of the country’s road networks. However, CPEC projects have also been associated with a strain on both the fiscal and current accounts, dragging down the pace of development during 2018. Although the current Pakistani government seeks a g r e a t e r e m p h a s i s o n i n d u s t r i a l cooperation, we expect the original framework of the CPEC to remain largely intact, with a strong focus on physical infrastructure.

With a total estimated value of around US$50bn, intended for dozens of projects spanning the energy, infrastructure and industrial sectors, the CPEC is China’s largest bilateral partnership under its Belt and Road Initiative (BRI). It was touted by the former government as an economic lifeline, which promised to deliver sorely needed foreign investment to the country. However, when the PTI formed a coalition government after the general election in July 2018, it tried to renegotiate the terms of certain projects and to reshape others. So far there have only been limited changes and the CPEC plans have largely been retained.

Since coming into power, the PTI, led by the Premier Imran Khan, has had to deal with harsh economic realities while deciding the future course of engagement with China. Following a few years of moderate growth

and rising aggregate demand, the economy started to slow down in 2018. After annual growth of 5.6% on average during fiscal years 2015/16-2016/17 ( Ju ly- June) , Pakistan’s GDP grew by 5.4% in 2017/18, and expansion was expected to slow further in 2018/19.

Meanwhile, the fiscal and current-account deficits ballooned to the equivalent of 5.4% and 5.8% of GDP respectively in 2018, compared with 5.2% and 3.9% of GDP respectively on average in 2016-17. The pressure on both the fiscal and current accounts over the last year and a half has been driven by a drastic increase in imports. This is largely attributable to the highly capital- intensive nature of the CPEC projects undertaken so far, which have mainly focused on power plants and road infrastructure. This partly contributed to not only higher government spending, but also a drastic increase in imports, resulting in pressure on both the fiscal and current accounts. Consequently, a number of CPEC projects slowed down or were halted during the second half of 2018.

According to the official definition of the initiative, which was mutually agreed between Pakistan and China, the CPEC is based on the so-called 1+4 framework, which prioritizes Gwadar port, energy, transport infrastructure and industrial co-operation. So far, almost all of the completed and ongoing projects—with cumulative investment amounting to around US$19bn—have been in the power and transport sectors. The power projects have been largely financed by Chinese firms and banks under the build-operate-transfer model, while road projects have been carried out through a combination of

b i l a t e r a l l o a n s f r o m t h e C h i n e s e government and f iscal out lays from Pakistan.

The current government of Pakistan has indicated its intention to shift the focus of the CPEC more towards industrialization and socio-economic development. In particular, it wants to start activating the nine special economic zones (SEZs) that were originally planned under the CPEC, in the hope that Chinese industries will relocate or set up joint ventures with local parties in these zones. The Pakistani government is also keen to accelerate the development of Gwadar port, on the Arabian Sea in Balochistan province, with the aim of transforming it into a trade hub.

Not with standing the desire to streamline the focus of the CPEC towards deeper industrial development on the Pakistani side, the CPEC portfolio is likely to remain skewed towards the energy sector in 2019-20, with six ongoing power projects estimated to add a combined 6,910 MW of electricity to the national grid once completed. Alongside energy, transport infrastructure will continue to comprise a sizeable part of the initiative, with the largest project being the upgradation of the Karachi-Peshawar main railway line (“ML-1”), at an estimated cost of US$8.2bn.

On the other hand, success in promoting industrialization in Pakistan under the CPEC via the planned SEZs is likely to be limited. Although the government has promised reduced red tape and tax concessions, a broadly difficult business environment will continue to deter investors. Export-oriented Chinese firms facing rising labour costs at home could consider relocating to the SEZs in Pakistan, where wages are much lower. However, the lack of requisite skills and supply linkages in the local market is likely to present a problem, particularly for higher-end manufacturing segments such as electronics. Other markets, especially in South-east Asia (such as Vietnam), are likely to remain much more competitive in attracting Chinese manufacturing.

For Pakistan, despite some misgivings around debt obligations associated with the CPEC, China remains the largest source of foreign investment, as well as a key strategic ally. Sino-Pakistani cooperation has grown beyond the economic sphere to include defence and security. The CPEC will remain the fulcrum around which the two countries are set to enhance cooperation in the coming years.

He said 5000 UK firms were operational in the United Arab Emirates (UAE) however those organizations had not understood the genuine capability of Pakistan. Islamabad: Mo� MacDonald has been appointed as lead consultant for the Tarbela 5th Extension hydropower project in Pakistan. The project, being delivered by the Water and Power Development Authority of Pakistan, will increase the Tarbela Power Plant’s total genera�ng capacity from 4888mw to 6300mw. The appointment fo l lows the successful commissioning of Tarbela 4, where Mo� MacDonald was also lead consultant. Tarbela power sta�on, situated below the

largest earth-filled dam in the world, has been steadily developed since it was originally commissioned in 1976. The aim of the extension is to increase seasonal power supply in Pakistan to meet increasing demand for electricity.

The project incorporates a new 1410mw hydropower plant to be constructed at the end of an exis�ng 43-year-old tunnel through the iconic Tarbela dam. The project a l s o i n c l u d e s a n e w 5 0 k m 5 0 0 k V

transmission line and a 20-40mw floa�ng solar pilot project which will be the first in Pakistan. Unlike the other four tunnels, the 5th tunnel is situated within the le� abutment of the dam. Mo� MacDonald conducted the feasibility, scoping studies and detailed design for the 5th Extension project of Tarbela, which will significantly increase its genera�ng capacity.

Using the tunnel for dual purpose, such as irriga�on releases and power genera�on, has presented a unique set of challenges. Many of the challenges relate to its loca�on between two large sp i l lways , the i r associated plunge pools and a common discharge channel. Mark Gill, Pakistan power sector leader, Mo� MacDonald commented: “We are excited to con�nue our involvement with the Tarbela project. The Swiss company, Zurich International, will be required to submit a d e ta i l e d d e s i g n a n d s t r u c t u ra l engineering report to the executing agency of the project — the Rawalpindi Development Authority (RDA). If it fulfils t h e re m a i n i n g re q u i re m e nt s , t h e company would be awarded the Rs. 85 million contract. The contract, though, requ i red that the Swiss company complete the project within six months.

RDA intends to invite consultancy offers again if the company fails its physical verification test. The Punjab government has a l located Rs . 4 b i l l ion of the estimated Rs6 billion in the next fiscal budget for acquiring land for the project. Should these dialogues prove successful, the government will save 85 per cent of the project cost that was allocated in the budget. During the ongoing fiscal year, some 768 residential buildings plans were submitted to the authority for approval. However, the department has thus far approved only 262 plans were

approved while remaining 506 are p e n d i n g a p p ro va l a f te r d i f fe re nt objections were raised on them.

Similarly, 27 of 48 commercial building plans submitted for approval have been granted the green light. Moreover, the property transfer department has finalised only 35 transfer cases so far of the 100 cases it has received. Citizens said that they are tired of repeatedly visiting the RDA office to have the critical documentation process completed but

Outer Dome Installed OnHualong One ReactorIn KarachiKarachi: The outer containment dome of the Karachi unit 2 nuclear reactor in Pakistan was successfully installed on Monday (17 June 2019), the China National Nuclear Corp (CNNC) said. The installation of the outer containment dome of Karachi unit 2, the first export of China's Hualong One pressurised water reactor design, will be followed up by containment and heat tests, it said. CNNC has four HPR1000 units under construction around the world, which make up the world's only third-generation pressurised water reactor n u c l e a r p owe r p ro j e c t co n st r u c te d according to schedule.

Analysts said the successful installation of the outer containment dome will speed up

nuclear cooperation between China and countries and regions participating in the B e l t a n d Ro a d I n i t i a t i v e , b o o s t i n g conf idence in Ch ina 's Hualong One technology. Construction of Karachi unit 2 started in 2015 and is scheduled for commercial operation in 2020, said the company.

According to CNNC, the HPR1000 (Hualong One), the country's self-developed third-generation nuclear power technology, adopts a double containment design, with t h e o u t e r c o n t a i n m e n t p r o v i d i n g protection for the primary containment. The outer containment dome is a 366-ton m u l t i - s u r fa c e s h e l l m a d e u p o f 6 3 prescribed components.

Washington: A robotic bricklayer, 3D printing and furniture that can be stowed away at the wave of a hand could all help to address the global deficit in affordable housing, according to a study released on Thursday. Nearly 90 percent of the world’s cities cannot provide affordable homes for their citizens and millennials are spending more on housing than any previous generation, said the report, compiled by the World Economic Forum (WEF) and consultants PwC. That is not sustainable, according to the report’s lead author Alice Charles, who said better land management practices and improved efficiency in the construction industry could make urban housing more affordable.

“Construction practices really haven’t changed much in the past 100 years,” C h a r l e s , h e a d o f t h e W E F ’s c i t i e s programme, told the Thomson Reuters Foundation, adding it was among the sectors investing least in research and development. The cost of construction could be brought down significantly by new technologies such as a robotic bricklayer being used in the United States that can build a wall up to 10 times faster than a human counterpart, Charles said. Large-scale 3D printing has advanced to the point that companies in the United States, China and the Netherlands are working on housing projects, she said.

Some can produce a home in 24 hours for just a few thousand dollars, according to the report, which cites a 2017 study of 30 African cities that found construction can make up nearly three-quarters of the cost of a project, pushing up prices. Many of these technologies are likely to be adopted far more readily in developed countries, but some hold out promise for poor nations, Charles said from Chicago, where she is due to present the new report at the Pritzker Forum on Global Cities.

Islamabad: A mother and child hospital being built in the Bhara Kahu area of the federal capital is expected to be completed by the end of the year. This was disclosed by health officials overseeing the project as they briefed the Special Assistant to Prime Minister (SAPM) on Health Dr Zafar Mirza on Tuesday. The SAPM was visiting a Basic Health Unit (BHU) in the area. He also inspected the under-construction Mother and Child Hospital in Bhara Kahu area of Islamabad.

During his visit, Dr Mirza was given a detailed briefing on the work being carried out to set up the Mother and Child Hospital. He was told that the construction of the hospital will be completed by the end of December. Once complete, the hospital is expected to boast modern facilities which can cater to around 100,000 residents of the area. Moreover, it is expected that up to 500,000 people living in adjoining areas will also benefit from the establishment of this hospital.

The initiative is part of the government’s effort to transform Islamabad into a model health city, said Dr Mirza. As a result of measures being taken by the government, the residents of Islamabad will soon see a complete transformation in the healthcare services in the city.

Later, Dr Mirza visited a Sehat Sahulat Cards Distribution Centre and reviewed the card issuing process.

Pakistan Rental Start-up Inspired By AirbnbA Pakistan-based heavy equipment rental start-up called Fleet, which currently supplies mobile cranes, forklifts and aerial work platforms, is taking inspiration from the Airbnb model and applying it to rental. The company, which was founded earlier this year by Saqib Qayyum, aims to enable equipment owners to rent or lend their heavy equipment when it is not in use. Qayyum oversaw the rental department of his family’s lifting equipment company in the UAE for ten years before launching this s t a r t - u p c o m p a n y. S p e a k i n g t o a n international news, Qayyum said, “We are trying to help contractors and equipment owners to rent out their under-utilised equipment, so that they can make some extra money off their assets.”

He added that Fleet is looking to create a marketplace where businesses can rent certified and tested equipment at lower rates than traditional equipment rental companies. Although in its infancy, the business has already started to make good traction. “We’re currently providing cranes to a number of Pakistani companies. This month we signed a multi-million rupees contract with a Chinese state-owned energy conglomerate to provide mobile crane services in Pakistan,” said Qayyum.

Fleet owns some mobile cranes, but it aims to become an asset- l ight company, supplying equipment that belongs to contractors. It also occasionally sources e q u i p m e n t f ro m t ra d i t i o n a l re n ta l companies . The company offers an Internet-of-Things-based te lemat ics system for heavy equipment that allows equipment owners to e lectronical ly monitor where and how equipment is being used via a web portal and mobile App. For this, Fleet provides both the hardware and software. Qayyum said, “This is the first of

its kind in Pakistan.”

F l e e t t a ke s r e s p o n s i b l i i l t y fo r t h e transportation of equipment, and while e q u i p m e n t o w n e r s a r e g e n e r a l l y responsible for maintaining their own machines at present, Fleet is considering hiring equipment mechanics to offer maintenance services for equipment in its network. The company intends to create a nation-wide network, with plans to expand into other equipment types, such as excavators, wheeled loaders and dozers.

Talking about the Pakistan-Afghan relations, Qureshi said that his country had played its role in helping Afghans reclaim peace, and has been hosting millions of Afghan refugees which is a testimony to the closeness between

Pakistan and Afghanistan. The foreign minister said that Pakistan is determined to build its bilateral relationship with Afghanistan on the principles of non-interference, mutual respect and common interest.

"Advancing the cause of peace and stability in Afghanistan is also in the best interest of Pakistan, and it shares the common objective of long-term peace and stability in the region", the foreign minister said, adding that Pakistan wishes to see a friendly Afghanistan, governed by elected leadership, which is representative of the aspirations of all Afghans.

“In addition to playing our role in the peace process, Pakistan also remains c o m m i t t e d t o t h e A f g h a n reconstruction and development efforts . We stand ready to help A f g h a n i s t a n t h r o u g h t r a d e , investment, connectivity and capacity-building of the Afghan people."
