親愛的朋友：

善機構最經常被問及的問題莫過於如何保証捐款人的善款能正確地運用以使項目取得成果。在所有的小母牛項目中，我們均執行嚴緊的監察方式，例如定期的項目評估、

財務審計及簽訂法律合同等。然而，我們發現除了這些政策外，受援家庭及項目夥伴對小母牛理念的認同亦是決定項目成功與否的重要 元素。

因此，小母牛在項目計劃及評估時，經常會採用參與式項目管理方法，鼓勵所有項目家庭及有份參與項目執行的人員，包括村長、項目夥伴等一同參與。

今期會訊中，你會看到安徽嶽西項目中，村民如何以投票的方式選出有逼切需要的項目家庭。然而，這只是開始，被選出的項目家庭接著會一起討論項目細節，研究當中的挑戰及項目如何幫助他們脫貧。

他們亦會參與一些決定，例如購買哪種牲畜，甚至討論如何保護環境。在往後的日子 ，他們會多次坐下來一起回顧項目的進度及探討可改善的地方。小母牛的職員均會在整個過程中提供指引。

為何小母牛不單單告訴村民如何執行項目，反而要讓他們一同參與項目實施的討論？根據我們過去跟基層村民相處的經驗，其實參與式的方法可以帶來很多好處。此方法除了讓我們能從項目家庭身上得到很多寶貴的領悟外，更可建立更強的社區，同時項目

家庭透過參與計劃及評估，加強了他們對項目的責任感。因此，幫助他們建立互信和發展潛力，亦令他們對項目產生歸屬感，大大提高項目成功的機會。

許多曾觀察項目家庭參與式討論的人士，都會因為看到農戶們渴望改善生活及對項目的投入而感動。在足夠的指引及鼓勵下，他們往往都能提出可行及有創意的方案。看見他們臉上的自信的笑容，這不就是我們努力的最佳鼓勵嗎？

Dear Friends,

ne of the questions that charitable organizations get asked the most is how we ensure project success and that donors’ money is properly spent. Surely Heifer’s program adopts strict monitoring

practices including regular evaluations against project goals, financial and project audits, signing of legal agreements, etc. But in addition to policies and procedures, we have found that getting buy-in from the recipients and project partners themselves is vital to success.

To this end, Heifer often employs a participatory approach when planning and evaluating projects. All project families, plus other people who has been an integral part of the project, such as village leaders, government project partners and others, are expected to participate in such exercises.

In this issue, you will read about how villagers in the Anhui Yuexi Project voted among themselves to select those who genuinely needed help and should become Heifer recipients. This is just the beginning. Next, selected project families would get involved in planning by jointly defining their challenges in overcoming poverty, and how the project could help them. They would debate on what animals to purchase, and perhaps how they might protect the environment. And several times during the year, they would review their progress against set goals, and define areas that need improvement. Of course the entire process would be guided and facilitated by our China colleagues.

But why does Heifer bother to get the villagers involved in project implementation, rather than just telling them what to do? Our experience working at the grass-root level tells us that a participatory approach actually reaps many benefits. Insights from our “end users”, or the project families themselves, are always valuable. But the most important is that it strengthens the village community and fosters accountability among the families as they actively get involved in project planning and evaluation. It builds capacity and mutual trust, as well as a strong sense of ownership that enhances success among the recipient families.

Those who have a chance to observe such a participatory session are often moved by how much participants do understand their own issues, and how eager they are to solve them. With guidance and encouragement, project families often come up with practical and creative solutions. The smiles and confidence on their faces tell the whole story. Now wouldn’t this be an inspiration that moves us closer to sustainability?

「競步善行」慈善比賽2006母牛於十一月四日在維多利亞公園舉行首屆「競步善行」慈善

比賽，以「十人十一足」障礙賽方式，籌得善款超過410萬元，

支持中國小母牛於雲南、四川及青海等地的多個項目。

今次「競步善行」慈善比賽共有15間工商機構派隊參與，每隊在90米

的賽道上克服重重的障礙物，例如越過車胎，踏汽球。最終德昌電機工

業製造廠有限公司以53.48秒的紀錄成為首屆冠軍。

有更多的國內農戶可以脫貧。」

當日，本會還在會場的另一角搭建了一個特別的模擬農舍，展示內

地農村生活的狀況，並有攤位介紹小母牛在國內所進行的扶貧工作，希

望喚起港人關心內地貧困農民，同時加深市民對本會的認識。現場又設

有不同的遊戲，為小朋友帶來歡樂。

Race to Feed 2006Race to Feed 2006”, the first large-scale fundraising event of Heifer International

– Hong Kong was held at the Central Lawn of Victoria Park on November 4, 2006. More than HK$4.1 million was raised to support Heifer China’s projects in Yunnan, Sichuan and Qinghai.

Fifteen corporations joined the inaugural race and competed on a course of 90m dotted with various obstacles, such as tyres and balloons. Johnson Electric Industrial Manufactory Limited walked away with the Champion trophy with a record of 53.48 seconds.

Race to Feed 2006 received support from different sectors of Hong Kong and Mr. Frederick Ma Si-hang, Secretary for Financial Services and the Treasury, was the event’s Guest of Honour. One of the highlights of the day was the “Heifer Cup Race” in which four guest teams, namely Hong Kong Elite Athletes Association team, Television Broadcasts Limited team, ‘Ching King Team’ <政經隊> (members include Jeffrey Lam - Exco member, Thomas Chow - Director of Leisure & Cultural Services & Dr Rosanna Wong JP - Executive Director of Hong Kong Federation of Youth) and Community Group (members include Dr. Ko Wing Man, Bunny Chan - Chairman of Kwun Tong District Council), competed fiercely in the race. After a close race, ‘Ching King Team’ <政經隊> won the Champion of the Heifer Cup.

“We are organizing ‘Race to Feed’ to provide enthusiastic corporations with the opportunity to fuel a brighter future for impoverished families in rural China. Our heartfelt thanks go to our generous sponsors and teams and we hope that Race to Feed will go from strength to strength in the years to come so that more families can benefit from it,” said Mr Antony Leung, HHK Board Chairman.

A mock-up village house was set up at the venue to illustrate the livelihood in rural China. Exhibits introducing Heifer’s work were set up to arouse public’s awareness on the poverty issue in rural China. Young visitors also enjoyed the games there.

Heifer Charity Sale 2007 ince the launch of Heifer Toy Cow in 2005, we have received a lot of positive feedback and were pleased to launch the 2007 edition Heifer Toy Cow during Christmas 2006. The new edition was featured at the Charity Sale held in the Maritime Square and Luk Yeung Galleria during the period of December 11 – 24, 2006.

Besides, thanks to the kind support from Sincere Company Limited and Carsac Limited, the toy cows are also available for sale in all Sincere Department Stores, LeSportsac shops, Pylones shop and Yugamama restaurant in January and February, 2007.

What’s more, Circle K Convenience Stores (HK) Limited generously donated HK$250,000 to Heifer International – Hong Kong in honor of “Circle K customers” to support the Sale.

All proceeds of the Sale will go towards supporting the Toksun Sustainable Livestock and Agriculture Development Project in Xinjiang.

New Publication: “Faith the Cow”《信念小母牛》新書發佈Faith the Cow” <信念小母牛>, a children’s book about Heifer’s founder, was published in July 2006. It was written by Willde Ng, illustrated by Marco Szeto, and published by TWT Company Limited. All proceeds from the publisher will be donated to Heifer International – Hong Kong. Mr Szeto has also kindly donated all

the illustrations and the right to use them.The book is endorsed by Ms Fanny Law, Ms Shelley Lee JP, Mr Linus Cheung JP, Principal Maria Lam, Ms

Fu Ming-xia and Ms Shirley Loo. Ms Loo also joined Ms Lily Li, Ms Lynn Yao and Mr Francis Mak in “Heifer Celebrity Story-telling Session” held at the Hong Kong Book Fair on July 23, 2006, in which the story was told to more than a hundred kids and parents in 3 languages (Cantonese, Mandarin and English).

黃爸爸，一同接受香港電台鄧靄霖小姐《訴心事家庭》節目的訪問。節

目中，黃同學談及計劃引發她對閱讀的興趣，並向聽眾推介了一些感

人好書，如由木藤亞也著的《一公升的眼淚》。

之後黃爸爸更道出黃同學小時候總不愛乖乖吃飯，別無他法之下，

便帶了詠彤返鄉體驗。當看到農民種田的苦況，黃同學才真正明白粒粒

皆辛苦的道理，從此也不用父母「捱」飯，也不隨便浪費。

Read to Feed Student Sharing in RTHK Program

n July 7, 2006, Annie Fung - Executive Director of HHK , Wong Wing Tong - student participant of “Read to Feed” at Kowloon Tong School Primary Section- and her father were interviewed

by Blanche Tang’s program on RTHK Radio 1. In the program, Wing Tong shared on how the Read to Feed sparked her interest in reading, and recommended her favorite books to the listeners, eg <一公升的眼淚> (One Litre of Tears).

Her father told of Wing Tong’s rebellious childhood, how she refused to eat. Thus, her father brought Wing Tong back to their home town. Once she saw the life of poor farmers, Wing Tong understood the efforts behind the food presented to her. Since then, she knew better than to waste resources.

pecial thanks to Ying Wa Primary School for joining Read to Feed 2 years in a row. To cultivate students’ reading habit and sense of compassion, the school will implement a series of extracurricular

activities, including “Lucky Me” script writing competition, “Heifer’s story – the Sequel” creative writing, “Winning and Losing” family acting competition, and “Building the Dream Home” drawing competition. Through the series of lessons and activities, the school hopes to enhance students’ learning, whilst the combined efforts from teachers and parents will raise more funds for the impoverished families in Ping Wu Village, Sichuan Province.

小母牛如何對抗愛滋病

歲的愛麗斯住在盧旺達，在她

六歲生日前不久，她証實感染

愛滋病。不久，她的父母也証

實同樣被感染了。

就在得悉患病前，她的父母從朋友口

中知道「小母牛」在當地為貧窮家庭提供

牲口以改善生活，他們於是非常積極參與

「小母牛」的培訓及準備迎接牛隻。

「小母牛」送的牛對愛麗斯一家的健

康帶來了明顯及即時的改善。父親能從牛

奶中吸收營養及蛋白質，令他的身體狀態

改善，可以有力氣教兒子耕種。

愛麗斯的大哥說：「我真的很喜歡

這頭牛，我們會用心照顧牠，父親希望

父親非常熟悉傳統的飼養牛隻方法，但是他的身體實在太弱，沒有

氣力到草地放牛。幸好，他從「小母牛」學會「零放牧」的養牛方法。

現在，他不用四處放牛，相反，只要將割好的草送到牛隻活動的固定地

方便可。這種養飼的方式有助收集牲口的排泄物以做肥料，及有效地改

善土地的養份。

愛麗斯家中原有的牛，每天只能生產一加侖牛奶，小母牛提供的優

質牛卻能生產多達四加侖牛奶！因此，愛麗斯一家可以出售剩餘的牛奶

賺錢，以給愛麗斯購買葯物。因此，她的情況大大改善。

他們還履行了「傳遞禮品」的承諾，把一隻小母牛傳遞給另一個家

庭，並賣掉另一頭小牛，賺了600多元，對當地的人來說，那是一筆可觀

的收入。母親表示：「連同出售牛奶賺來的600元，我們有能力買了這座

靠在路邊的房屋，安裝了良好的儲水系統及買了幾隻雞。每日早晚還可

以有牛奶飲用。」

現在，父親的願望是

How a Cow Fights AIDS even-year-old Alice Karwera lives in Rwanda. Shortly before her sixth birthday, she tested HIV positive. Not long after that her parents also tested positive.

Just before being diagnosed with HIV, Alice’s parents heard from some friends that Heifer was helping families in the area by providing livestock. They eagerly began to train and making preparations to receive a cow.

Heifer cow’s impact on the family’s health was immediate and profound. The protein from her milk rejuvenated the family, and in short time, Alice’s father gathered the strength to begin planting teaching her brothers again.

“I really like the cow,” says Alice’s eldest brother. “We should always be taking care of her and feeding her well. Dad wants us to learn all about the cow.” His younger brother adds, “We help to put the manure in the garden. We mix the soil with the dung. We help with weeding the garden too.”

Alice’s father was already experienced in traditional cattle farming, but the time and energy required to take a cow to pasture is more than his fragile health could bear. So he put his Heifer training in zero-grazing to use. Now the cow stays in a restricted area where it is cared for, and food is brought to it. The manure it produces is easier to gather for fertilizer, and it quickly improved the family’s crop yields.

The family already had a cow, but it could produce only a single gallon of milk per day. In comparison, Heifer’s cow is a super cow. It produces four gallons! When you have a cow that produces four gallons of milk a day, you have milk to sell. Because of the income from their cow, little Alice’s family can afford anti-retroviral drugs for her. Much improved, she is able to run and play.

The family has passed on a heifer to another family and sold a second calf, also a female, for $600 - an enormous windfall for a family in rural Rwanda. “Then we saved $600 from selling the milk,” mother says, “and we were able to buy this house near the road, install a good water collection system, and buy some good hens. Besides that, we are drinking milk at home every morning and evening.”

Father’s prayer is to see the cow business continue and engage the whole family. “I would love to have five cows. It is very possible,” he grins. “I will even pass on cows to our children when they set up their homes.” Mother is on anti-retroviral drugs and hopes to be able to work in the gardens again soon.

大別山農戶選擇實況 徐曉燕 • 中國小母牛

戶選擇，是小母牛項目開展最關鍵的一步。我和同事與大別山鄉村委員會

（村委）的人員進行溝通，發現他們已經自行草擬好受援農戶的名單。按照村 以往的慣例，每當有新項目要啟動時，村委就會聚在一起討論，然後確定受援家庭名單，之後甚至張榜公佈，以示公正。但村民沒事也不會到村委，有多少人能夠看見公佈的名單呢？即使看見了，有異議，閒言碎語是免不了的，但按照習慣已經決定了的事情又有多少人願意去推翻？這樣選出來的農戶又是否是小母牛十二條基石*所要求的具「逼切需要」的弱勢社群？最後，基於小母牛受援農戶的選擇標準，結合當地的情況，工作小組與村委達成了共識：既然每個農戶心中都有自己的秤，只要他們明白了項目的宗旨和項目農戶的選擇標準，何不讓村民自己來選擇受農戶！

於是，在村委的人員和幾個農戶的參與下，小母牛的工作人員做了一張村內的平面資源圖，從圖上可以看出八個小組的地理分佈和資源佔有情況。根據貧困、集中的原則，我們確定了幾個小組作為項目首批受援農戶選擇點。其他組貧困農戶相對較少而分散，可作為「傳遞禮品」的候選目標，並邀請願意參加項目的農戶集中到村委進行篩選。

晚飯過後，自願參加項目的農戶都來到了村長家 。按照既定的程式，我們進一步為村民介紹了小母牛項目的宗旨及嶽西肉牛項目的具體情況和要求。同時，我們將項目農戶的選擇標準貼在牆上，並向村民解釋。對於投票選擇受援農戶的方式村民非常擁護，大家共同參與，共同監督，這無疑於是一種最公開透明的選擇方式。投票的時後大家都特別慎重，他們不僅是在要按照要求選出一個結果，同時也是在享受項目的

參與權和監督權。統計票數的時候，村民都站在旁邊，我們更是小心翼翼，不敢懈怠。

結果統計出來了，基於項目的要求，通過大家的選擇，小母牛首批項目農戶的名單終於確定了。大家都鬆了一口氣，村民們也高興，沒有人不服氣了，即使沒有選上的也表現得很坦然，大家一起決定的，有什麼好說的呢？

「傳遞禮品」的時候我們還有機會呢！

Xu Xiaoyan • Heifer China election of project families is the most important step when launching a Heifer project. At a recent visit to Dabieshan Village, our mission was to carry out this important task and train the selected families on

“Heifer’s 12 Cornerstones for Project Implementation”. Soon after our arrival, the village committee told us that they had

already shortlisted a group of families for our project, as they usually did for other projects. They were planning to post the list on the bulletin board outside their office to “show fairness”. Yet, our team could not help doubting that villagers would actually see the list as they would not visit the office unless they had to and villagers would voice their opinions when a “decision” had been made.

More importantly, was this selection process in line with one of Heifer’s 12 Cornerstones*, “Genuine Need”, which was meant to be our guideline in project implementation?

Having heard our explanation of Heifer’s criteria on project families and the village’s particular situations, the project group and the village committee agreed that the project families should be elected by villagers themselves as long as they were aware of the principles of the project and the selection criteria.

Assisted by the village committee and some villagers, we came up with a diagram showing the distribution of resources among the 8 groups in the village. Upholding the principle of helping the most in need first, representatives from the 8 groups decided on the groups in which the first lot of participating families should be elected and groups that would benefit from “passing on the gift” in two years’ time.

Then, representatives went off to their respective areas to introduce Heifer and the project to the qualified families. Those who were willing to join the project were asked to gather at the house of the village’s head for final screening and election.

After dinner, we conducted a presentation on Heifer, the project’s requirements and family selection criteria for all the interested families before the voting started.

When we were counting the vote tickets, everyone there stood up and quietly witnessed the whole process. When the counting was completed, everyone gave a sign of relief and was pleased to see the first project families being decided. No more complaints and gossip. Even those who were not on the list appeared to be at ease. Although the change in Xia Chunxing’s lifestyle was immediately evident on seeing his house, I feel that the most valuable change Heifer helped create within him. His pride of his accomplishments were...雖然，從他現在的房屋已可看出生活上的改善，但我覺得他最有價值改變的是從小母牛的協助，他找到的尊嚴和自信。

...overwhelming and the glint in his eyes said: “I will succeed.” In the neighbouring villages, houses are crumbling and villagers face a vicous cycle of poverty. Xia Chunxing used to live in such a house.他閃爍的眼光彷彿在說：「我將會成功的！」在鄰近村落，房屋大多破舊，村民面對無休止的貧窮問題，夏春杏亦曾居住在這類的房屋。

Perhaps all the villagers need is an opportunity - one that can release their pride and entrepreneurship just as Heifer gave Xia Chunxing a chance to realise his visions.對當地村民而言，最需要的正是像小母牛提供給夏春杏的機會和資源，讓他們可以發揮所長及企業家潛能，以實現夢想。

He sensed a demand for a uniform specimen of geese pellets throughout the village that abided to Heifer’s standards. Soon enough, he monopolised the geese pellets supply in the village.他意識到在小母牛持續的品質監控影響下，村民極需要一種統一的高質素鵝飼料。在不久之後，他壟斷村內的鵝飼料供應。

...except for this man here. He literally refused to put all his eggs in one basket. He took advantage of the new geese eggs economy in his village and envisioned a new commodity.但這個農戶夏春杏卻堅決拒絕單靠出售鵝蛋賺錢，他在村內新興的養鵝業看見了商機，引發他去研發一種新商品。

From raising geese to running his own geese pellet factory operations, Xia Chunxing’s vision does not end here. He has plans to create the first refridgeration service for geese and feather duvet market.雖然要飼養鵝隻又要管理工廠的生產，夏春杏的目光卻非謹此而已，他已經計劃去創造第一個急凍鵝隻服務及羽絨市場。
