Section 1 Executive Summary

In accordance with the conditions of the licence W0188‐01, dust monitoring is undertaken at the

Greenogue Facility.

In accordance with the licence, dust monitoring is carried out on three occasions in the year –

twice between May and September.

Dust monitoring was completed in December 2016. The levels of dust recorded ranged from 52.76

mg/m2/day to 277.66 mg/m2/day. The dust level recorded at each location was within the limit of

350 mg/m2/day as specified in the licence.

Section 2 Introduction

Starrus Eco Holdings Ltd. (SEHL ) operate a waste material recovery facility (MRF) at the

Greenogue Business Park in Rathcoole, County Dublin. The facility operates under an

Environmental Protection Agency (EPA) issued license (W0188‐01).

The facility is located in south County Dublin, approximately 12 km west of Tallaght. The facility is

in Greenogue Industrial Estate in Rathcoole.

SEHL appointed CDM Smith to conduct the annual environmental monitoring services at the

Greenogue Business Park MRF under the conditions and schedules of the waste license.

2.1 Monitoring and Reporting Requirements All monitoring was carried out in accordance with Condition 8 and Schedule D of the licence. All

reporting was carried out in accordance with Condition 11 and Schedule E of the licence. The

monitoring frequency and parameters specified in the licence are presented in Table 1.

Section 3 Dust Monitoring

3.1 Sampling Point Locations There are four dust monitoring locations on site. The sample locations are shown on the Drawing

FIG 001 in Appendix 1.

3.1.1 Sample Collection Bergerhoff style gauges were used to determine total dust deposition levels at the site. Three

gauges were set up so that the dust jars were at a height of at least 1.5 m above the ground and

the jars were set in place during the monthly monitoring event. The samples were submitted to

City Analysts for analysis of organic, inorganic and total dust contents.

The dust samples represent dust deposition on the site in August 2017.

3.2 Dust Analysis The results of the analysis are presented in Table 2. The full laboratory report is presented in

Appendix 1. For comparative purposes the ELV (Schedule 1 of the licence) is included in Table 2.

3.3 Discussion The levels of dust recorded ranged from 52.76 mg/m2/day to 277.66 mg/m2/day. The highest level

was recorded at D‐4. The ELV was not exceeded at any of the monitoring locations.
