The ASEAN Vision 2020, adopted by the ASEAN Leaders
on the 30th Anniversary of ASEAN, agreed on a shared
vision of ASEAN as a concert of Southeast Asian nations,
outward looking, living in peace, stability and prosperity,
bonded together in partnership in dynamic development
and in a community of caring societies.

ACF is an alliance of the constructors associations of the ASEAN nations
ACF Requirements for membership:
◦ Applicant for membership must be a constructors association composed of local contractors and must be recognized by the respective government institution for construction
◦ A private enterprise (non-governmental)
◦ Free election of officers (not by appointment)
◦ Must submit the charter/by-laws of the association
◦ Membership would require the concurrence of the Council
Objectives of the Association:
◦ to provide a forum for dialogue among the construction
contractors in the ASEAN
◦ to foster closer co-operation among the construction
contractors in the ASEAN
◦ to promote mutual consultation among construction
contractors in the ASEAN
◦ to unify efforts of the construction contractors in the
ASEAN

Overall Objective:
To promote harmonization of construction
skills standards across ASEAN countries to
increase productivity and value creation of
their respective workforce
Why do we need the ACF Construction Standards Trade Skills Training (ACSTST) Program
◦ ASEAN countries are moving towards a single common
market (AFTA, GATS)
◦ There will be greater mobility of manpower across
ASEAN countries
◦ However, ASEAN countries’ manpower are at different
level of skill and needs to be improved
◦ Some of these manpower undergo training, some learn
the skill based on the on-the-job training and others in
unstructured learning process
◦ Minimum standard of trade skills must be promoted
What will be
harmonized in the ACF
Construction Standards
Trade Skills Training (ACSTST) Program
1. Competency standards – refers to the list of
skills/competencies available to the individual for his education
and training
2. Training standards – set to provide the instructors with the
information and other important requirements to consider when
designing training programs for a specific competency standard
3. Assessment/certification arrangements – created to verify
and validate the competencies of the trainees through a hands-
on and written assessment; demonstrating the competencies
they have learned in the Training Standards
◦ The harmonized construction standards will be called the
ACF Trade Skills Standards (TSS)
◦ Based on the 2010 survey results from the ACF
members, ten (10) trade skills were prioritized
1. Steel Reinforcement Work
2. Systems Formwork (combined Metal and Timber Formwork)
3. Plastering
4. Tile Setting
5. Brick Laying
6. Concrete Block Laying
7. Structural Steel Work
8. Welding
9. Lifting Equipment
10. Heavy Equipment / Earthwork Equipment
