Who Should be Responsible for the Frequent "Quality Scandals"?
頻發的 事件, 到底是在考驗誰? 「品質安全」
一波未平,一波又起。當某知名牛奶品牌含有高危險致癌物質的餘波尚未散盡時,又接連出現好幾起產品安全事件,分別讓不銹鋼炊具、地板以及藥品的中國國內領先製造商身陷「質量門」中。這些都是和普通老百姓日常生活息息相關的常用物品,如果連知名企業的產品安全都被質疑,那麼試問作為普通消費者的我們,還可以相信誰?全社會對產品安全領域的普遍憂慮,頻繁發生的安全事件,在拷問每一個負責任的企業。從事檢測驗證理應具有公信力的第三方驗證機構,在這樣的事件中又應該扮演什麼樣的角色?事件爆發的根源,到底是企業自身技術問題,成本考量,還是安全責任意識淡薄,亦或是國家相關的法律、法規、標準的不完善,還是檢測及監督部門在監管流程及實施上的不到位,孰是孰非,我們需要答案。

Who Should be Responsible for the Frequent "Quality Scandals"?
頻發的 事件, 到底是在考驗誰?
Earlier this year, several reports indicated that milk produced by a famous brand in China contained additives that were harmful to human health. While the memory and effects of this incident sti l l l ingered, new product quality scandals involving leading Chinese companies created further stress for consumers and brought stainless steel cookware, floor products and drug under the publ ic spotl ight . What is at the root of such incidents – manufacturers’ lack of awareness of their safety responsibilities, c o s t c o n s i d e r a t i o n s , t h e l i m i t a t i o n s o f t h e r e l e v a n t l a w s , regulations or standards, or the accountability of the testing and supervising departments? This is a difficult question to answer. Yet the insights from these scandals reveal that the mechanism intended to guarantee product quality and safety – involving manufacturers, testing and certification bodies, official standard-setting organisations and consumers – is far from satisfactory.

Empowering consumers with the right information via convenient resources, represents an important step in raising awareness of product safety.
回顧這幾起產品安全事件,有些問題
值得我們深思。首先,這些事件的主
角都可算是各別行業中規模較大甚至
是數一數二的企業,試問,如果行業
領頭羊都存在如此普遍的安全問題,
廣大的中小型企業的產品品質如何,
就應該是一個更大的問號了。此外,
這些事件的其中之一反映了不銹鋼炊
具的品質問題,那麼請問其他的不銹
鋼食品接觸級容器是否也會存在超標
問題?我們家庭裝修中的複合木地板
普遍使用膠水,那麼其他會使用到膠
水的產品,例如傢俱板材、牆體批灰
和粘合材料,能保證有毒氣體的排放
合格嗎?藥品的膠囊被爆出了問題,
其他藥物包裝是否就安全無疑?類似
的問題有沒有引起大家的關注?
同時,我們注意到,當一些企業在面
對輿論的質疑聲中,進行的解釋之一
是援引了某國際第三方檢測機構的檢
測結果作為解釋依據,我們要說這是
一個進步。媒體有質疑權,企業有解
釋權,並且企業援引第三方檢測機構
的檢測結果作為材料證明,這應該成
為一種慣例。但是我們發現,很多媒
體沒有真正注意到或者瞭解這一點,
隨之而來的質疑聲此起彼落:這家第
三方機構和該企業因為有商業利益關
係,其檢測結果不能作為證明依據。
那麼非官方第三方檢測機構的檢測結
果到底能不能作為依據來證明產品品
質呢?
還有,在各種質疑和解釋的說法中,
多次提到了國家相關產品標準,大家
很容易會有疑問,一些標準的制定年
代久遠,面對企業製造工藝的變革以
及層出不窮的新材料,這些標準能否
及時跟上日新月異的產品更替?標準
的制定、修改、更新,需要形成良性
發展機制,但我們經常會看到一些大
牌企業綁架行業甚至國家標準的新聞
事件,到底什麼樣的標準才是可以信
賴的?如何讓全社會的產品安全底線
得到保障,這也需要有一個明確的交
代!我們的政府監管機構可以發揮作
用的空間還非常大。
同類事件經媒體曝光後,消費者最為
關心的是透過什麼管道可以得到幫
助,什麼樣的機構可以信賴,真相能
否及時得以澄清。在如今資訊快速傳
播的社會裏,如果累積的疑問無法立
刻得到令人信服的答案,無論是對製
造商還是普羅大眾,都是對其知的權
利不尊重。如何培養消費者的主動安
全意識,塑造企業的產品責任感,確
立監督機構的權威性,這是一個亟待
解決的實際課題。
以上所有這些問題不是三言兩語就可
以回答清楚,但一些成熟發達國家的
產品安全監管事例卻可作為明鏡,給
予我們一定啟發。首先,我們需要建
立完善的產品召回制度。日常聽到看
到最多的是一些國際品牌汽車或者
IT類產品因為品質或者安全問題,主
動申請召回,為消費者進行免費維修
或者更換。那麼請問,中國國產的品
牌在國內市場上是否有主動召回的案
例,這問題我們一時都很難回答得
上。這是為什麼?是國際品牌的產品
品質不如國產品牌好?還是中國國內
相關的召回制度不完善?企業的品質
責任意識不夠?產品責任事故懲罰的
代價太低?答案不說自明。

Many national product standards, which are frequently mentioned on both sides of the public and corporate fence, were created quite long ago. While companies are experiencing innovations in production processes and new mater ia l s , the pace a t which standards are updated seems to be too slow to keep up with such continuous developments. There is an urgent need for an impartial d e v e l o p m e n t m e c h a n i s m t o be formed for the production, modification and updating of product s tandards . However, suspicions that certain major companies are hijacking national standards can be heard from time to time. We can still remember the doubt over whether the new standards for dairy products were drafted by a few dairy manufacturing giants. This makes it even harder for the public to determine who to trust. A clear answer on how to guarantee minimal product safety needs to be provided, offering governmental supervision bureaus a wider space to play their key roles.
When safety incidents occur, consumers’ primary concerns are to seek the channels through which they can obtain help, identify which organisations they can trust, and demand when the truth will be clarified. In a virtually connected society in which information spreads
fast, questions that are not answered quickly and convincingly can affect the reputation of stakeholders by disrespecting the general public's right to be properly informed. H o w t o d e v e l o p c o n s u m e r s ' active awareness of safety, shape companies' sense of responsibility for their products, and establish the author i ty o f superv i sory organisations are practical problems that need to be settled immediately.
We may be able to learn from cases of product safety supervision in mature developed countries. First, we need to establish a solid system of product recall. In daily life, the products that are most frequently r e c a l l e d a r e i n t e r n a t i o n a l l y renowned car brands or IT products. The companies concerned actively apply for recalls due to quality problems or safety problems and provide free repairs or replacements for consumers. How many proactive p r o d u c t r e c a l l c a s e s f e a t u r e domestic brands? Why is it difficult to give an immediate answer here? Is the quality of international brands not as good as that of domestic products? Does China still not have a system for product recall in place, and if not, why not? Is it that local companies lack a sense of responsibility or that the cost of liability for accidents is too low? The answer tells its tale.

hint further implications. One key
observation is that the companies
involved are large-scale industry
leaders. Attention is rarely paid
to small producers. If the safety
quality of high-end brands is
questioned, who can consumers
trust? Problems with stainless
steel cookware cause consumers to
wonder whether similar problems
exist with other stainless steel food
containers. The industrial glues
in flooring emit toxic gases. Can
we be sure that all products using
such glues are closely monitored
fo r uncontro l l ed emis s ions?
Other than capsules, are the other
packages for drugs qualified?
Another observation from these
cases is that when confronted by
questions from the media, the
companies quoted test results from
some international certification
body as the basis for their defense.
This may be regarded as a sign
of progress, as the media have
the right to pose questions and
companies should be able to back
up their testimony with proof.
Although quoting testing results
from an international certification
body should become routine, many
media do not really understand the
process and legal bearing of such
certificates and cannot differentiate
between official and non-official
c e r t i f i e r s . M a n y u n f o u n d e d
accusations have been made,
suggesting that certification bodies
have business relations with the
relevant companies and thus the
test results are biased. Education of
the public and the media on the
certification process by “accredited”
testing houses is clearly lacking.

Second, in countries where people have a mature awareness of safety, consumers themselves will ensure that products carry the certification marks of authoritative certification bodies before purchasing them. T h e s e b o d i e s e n j o y s t r o n g reputations, and people are familiar with them. Furthermore , the manufacturers are also willing to place the awarded safety marks on their products to give consumers confidence. If major incidents occur due to safety problems with the product, the associated certification bodies must undertake joint liability and may even face legal penalties.
Turning to our local market, how do we fare regarding joint liability? To be frank, the relative systems in our country and the habits of our consumers are not yet matching the actual needs. However, this should not compromise our determination to construct "a country powerful in quality”. This year, the National

家耳熟能詳。而商家也樂意在推薦產
品的同時,將其獲得的檢測驗證機構
標誌張貼在產品上,給消費者信心保
障。如果產品因為安全問題發生重大
事故,相關的檢測驗證機構都要承擔
連帶責任,甚至面臨法律的制裁。 那
麼我們在這方面又做的如何?
誠然,目前中國相關制度和消費習慣
還存在種種不完善,但並不影響中國
建設「品質強國」的決心。今年國家質
檢總局提出了「抓品質、保安全、促發
展、強質檢」的工作方針,加強品質
監管將是工作的主要重點。除了政府
機構的努力,「品質強國」需由製造
企業、第三方檢測機構、標準制定機
構以及消費者共同努力去實現。
對於製造企業來說,品牌從無到有的
建立絕非一朝一夕,然而苦心經營的
企業形象往往會僅由於某一產品的品
質問題而在一夜之間被摧毀。 無論是
面向全球市場還是專注於本地發展,
我們都會建議製造企業應該以最高產
品安全標準為基本目標,劣幣驅逐良
幣的常態已經不會再有市場。
隨著社會更加注重誠信、品質、安
全,更加需要傳遞信任的第三方評估
機構的服務,檢測驗證作為社會評估
服務業將有更大的發展空間,而且
「十二五」規劃首次將驗證認可納入
其中,使得驗證認可工作在國家經濟
社會發展大局中的地位有了新高度。
作為該行業的一員,我們宣導每一家
業界機構做好行業自律,以安全標準
為基石,幫助製造商在生產過程中鑑
別優劣,確保產品特性符合目標市場
的安全及品質要求,滿足消費者需求
並保障其健康,降低產品投放市場後
被投訴和召回的風險。除此以外,應
製造商的要求,我們還可協助他們量
身定做檢測要求,以生產出更高品質
的產品,讓品牌增值,成為消費者信
心的保障。
同時,作為國際性標準的積極參與
者,我們也非常希望能夠把在相關領
域的經驗帶到中國,幫助中國的標準
制定機構完善國家或者行業標準,提
供安全評估的保障依據。最後,我們
呼籲可以適時考慮開放中國國內產品
安全檢測市場,儘快衝破行業發展的
能力瓶頸,讓中國產品檢測領域的水
準及時跟上全新產品發展的速度。只
有形成由製造商、標準制定機構、檢
測機構以及消費者共同組成的有機開
放的消費迴圈,才能推動生活品質的
提升,讓消費者買得放心,中國製造
才會成為品質與可靠的代名詞!

testing". In addition to the efforts
of governmental organisations,
m a n u f a c t u r e r s , t h i r d p a r t y
testing bodies, standard-setting
organisations and consumers also
need to make the effort to realise
the goal of "a country powerful in
quality".
As for manufacturers, brands cannot
be built in a day. However, an
image created through painstaking
efforts could collapse overnight
due to quality problems with just
one product. No matter whether
companies are facing international
markets or focus ing on local
development, we suggest that they
aspire to the highest standards of
product safety as a basic objective.
As society pays more attention to
honesty, quality and safety, the services of third party certification b o d i e s t h a t p r o j e c t t r u s t a r e
increasingly in demand. Certification
and approval are employed for the
first time in the "12th Five Year Plan",
placing greater emphasis on the work
of certifiers in the context of national
economic and social development.
As a member of the industry, TÜV
Rheinland advocates that every
industrial organisation should
improve self-discipline and help
manufacturers to identify quality
and safety standards in production,
and thus ensure that products satisfy
the safety and quality requirements
of the target market. Products should
also meet the needs of consumers
and safeguard their health, reducing
the risk of complaints and recalls
once they enter the market. We can
respond to manufacturers’ specific
requirements with our tailor-made
testing services, to ensure high-
quality products that wil l add value to their brands and ensure consumers' confidence.
Meanwhile, as an active participant in setting international standards, we hope to bring our experience to China to help domestic organisations upgrade their national and industrial safety standards to provide a basis for evaluation. Last but not the least, we appeal to open up the domestic product safety testing market to break through the bottleneck of industrial development as quickly as possible, to improve the level of domestic product testing and keep pace with the development of new products. By shaping the organic and open consumption cycle, combined with manufacturers , standard-setting organisations, testing bodies and consumers, quality of life will be promoted and consumers will purchase with confidence. Finally, "made in China" will become a synonym of quality and liability.

「安全容許、牛豬分離、強制標示、
排除內臟」的原則來處理。因此,安

大眾無非希望安心、安全的選購與享
用優質的肉品。
「瘦肉精」其實是受體素的俗稱,
學名是「腎上腺乙型接受體作用
劑(β-agonist)」,在藥品分類上屬
於「類交感神經興奮劑」,成份包含
前述克倫特羅、萊克多巴胺、沙丁胺
醇、特布他林(terbutaline)等多種不
同的藥物。飼料添加瘦肉精有助於蛋
白質合成,縮短飼養天數,增加產量
效率。雖然目前尚未有醫學研究指出
食用瘦肉精對人體有害,且成分也多
屬核准用藥,但治療用藥品畢竟不是
「食品」,安全等級當然不能輕忽。
目前台灣對瘦肉精並未開放,訂定的
衛生標準仍為「不得檢出」,市售簡
易型檢測試劑雖方便檢測的執行,但
檢測的能力與靈敏度有限,其檢測結
果未必符合「不得檢出」的衛生標
準,優良的商家不可不察。

近來由於開放美國牛肉進口議題,導致「瘦肉精」一詞頓時不僅是媒體追逐的焦點,亦成一般民眾關注的切身課題。
Due to the recent opening up of beef imports from the United States, the term “lean meat powder” has become not only the focus of media attention, but also an issue of public concern.

Pigs and cattle are the main sources
of human animal protein, and Dong-
po pork stew and beef noodles are
common dishes on Chinese dining
tables. Due to the recent opening
up of beef imports from the United
States, the term “lean meat powder”
has become not only the focus of
media attention, but also an issue
of public concern. According to
the current media reports and press
releases from the Food and Drug
Administration and the Department
of Health, the policy of the Executive
Yuan is based on the principle of
being “within safe limits, cattle and
pig separation, mandatory labeling,
and excluding offal.” Hence, safety
is still a wide concern, especially for
the general public who want nothing
more than to be able to select and
enjoy high quality meat without
concerns over its safety.
“Lean meat powder” is actually
t h e c o m m o n n a m e o f a n
agonist; its scientific name is
“sympathomimietic stimulant
(β-agonist)”. Pharmaceutically,
it is classified under the “adrenal
beta-receptor agonists”, which
include various drugs such as
clenbuterol, ractopamine, salbtamol
and terbutaline. Adding lean meat
powder aids protein synthesis,
reduces the number of feeding days
and increases production efficiency.
Although no medical research has
indicated that the consumption of
lean meat powder is harmful to the
human body, and the ingredients
are mostly approved medications,
the drugs are, after all, not “food”,
and the security issue must not be
overlooked.
Taiwan has not approved the
use of lean meat powder and
the health standard is still set as
“Detection not allowed”. Although
commercially available simple
test reagents can facilitate testing,
businesses must keep in mind that
the test results may not conform
to the “Detection not allowed”
health standard, due to the limited
capacity and sensitivity of the tests.
TÜV Rheinland Aimex has long
been concerned about food safety
in Taiwan, and the company was
the first to implement a lean meat
powder testing service. The “Test
of full lean meat powder found
in meat products” programme
has recently been launched to
simultaneously analyse eight of
the products in lean meat powder,
inc lud ing rac topamine ( i . e . ,
paylean), clenbuterol, salbtamol
and so on, to assist the market in
testing all meat items and track
suppliers’ imported meat quality.
The establishment of a positive
food reputat ion requi res the
endorsement of professional testing.

自願性的再生料規範出現,如瑞典的

相信的事,而且也難以想像。想想,從前的我們,對於
垃圾的想法很簡單,只要垃圾不要在我家附近就好。
Turning trash into gold is something we could not have
imagined in the past. When we thought about garbage
we merely wanted them to be away from where we lived.
Yet it has become harder to ignore what we throw away. The advent of the information age has brought with it new products that are released onto the market in quick succession. Consumers buy them just as quickly, and discard ‘old’ products that contain enclosures, castings and electrical components made of materials that are difficult to classify and recycle.
Fortunately, changes in government policies, the creation of recycling systems and increased public a w a r e n e s s h a v e m e a n t t h a t electronic waste is now recycled and reused more often. There is now a relatively sustainable supply chain of recycled materials. In addition, the concepts behind the management o f e l ec t ron ic s d i sposa l have expanded from the early Extended Producer Responsibility (EPR) and Waste Electrical and Electronic
Equipment (WEEE) ) -Directives, to today's internationally recognized voluntary regulations on recycled materials such as Sweden’s TCO eco-label, Germany’s Blue Angel eco-label, America’s Electronic Product Environment Assessment To o l ( E P E AT ) a n d Ta i w a n ’s Environmental Label.
These voluntary regulations require manufacturers, particularly monitor and laptop manufacturers, to use a certain percentage of recycled materials in plastic parts to meet the goal of eco-design and promote mandatory resource recycling. Among these regulations, TCO Edge has the strictest requirements for monitor products ; which is a minimum of 65% recycled materials, all of which must be post-consumer plastics.
With the rise of environmental consciousness and increased social-ecological responsibility t a k e n b y c o r p o r a t i o n s , manufacturers are increasingly us ing recyc led mater ia l s in
their products, which not only ensures that they fulfill their
corporate social responsibility (CSR) but also influences their partners in the green supply chain. Because a recycling system has been established and recycling technology is becoming more m a t u r e , t h e u s e o f r e c y c l e d resources will continue and be extended to areas other than information products.
The planet’s resources are limited. I f m a t e r i a l s f r o m c o n s u m e r products can be recycled and reused, we will not only reduce the discarding of unused materials but will also promote resource recovery, fulfilling humankind’s responsibility for a sustainable environment. Rheinland and granted an RF4CE

February 2012. The platform is

The output of notebook computer in the beginning of this year is good. It’s around 2.77 million pieces in January and it’s 5.6 times of last January. 市內中短途用車習慣-符合電動車的續航特性
調查結果證明:中國駕駛者用車大多在城市裏往返,且是中短距離。被問及未來五年是否有計劃購買電動車時,
有意願購買者占總數的88%,僅次於印度(92%);其中44%的人表示使用
電動車的方式會和目前的用車方式相同,39%的人則表示只用於日常的
代步。超過六成的中國人表示駕車區域在城市裏;87%的人駕車距
離通常在100公里以內,且不超過2小時。若將收入水準與駕駛
習慣進行比較,不難發現駕車時間和駕駛距離會隨著駕駛
者其家庭收入的增加而延長。
研究報告發現,由於中國人駕車多是中短途且
在市內,對電動車有限的續航里程這個特點雖
有顧慮但未產生明顯衝突,因此在購買電動車
的意願上較其他國家表現更為積極。

德國萊因集團 (TÜV Rheinland) 稍早前公佈全球電動車市場調查結果:大多數印度和中國的車主表示打算在未來五年內購買一台電動車。
The TÜV Rheinland Global Electric-Vehicle (EV) Survey which was released earlier, suggests that a majority of car owners in India and China would choose to purchase an EV in the next five years.

This report draws findings from a poll of 6,421 people, conducted by our vehicle testing specialists in 12 main markets including China, Germany, Japan and the USA. From this sample, a total of 502 adult drivers in China were surveyed. The respondents owned a representative variety of
cars varying in size, brand and category.
The survey shows that although the problem of charging is the biggest concern for Chinese drivers, most people are still willing to invest more for the sake of environmental protection. In addition, Japan and Germany are perceived as the leaders in EV technology and thus customers would prefer to buy Japanese and German EVs. Potential EV buyers selected Volkswagen as their preferred brand.
The survey confirmed that Chinese drivers commute mainly in cities and most
driving is short- or mid-distance.
When asked if they would purchase an EV in the coming five years, approximately 88% of the Chinese respondents said that they would, trail just behind India with 92%. The poll finds that 44% of respondents would use an EV in the same way as their present car, while 39% would prefer to use the EV only for regular trips. Over 60% of driving journeys are in cities and 87% of those surveyed drive less than 100km in their daily lives, with journey times of less than 2 hours. The study shows that families with a higher income drive longer hours and distances than those with lower incomes.
The report found that most of the Chinese respondents drive fewer than 100 miles per day. This makes driving an EV viable because the battery needs to re-charge after a certain distance and this is likely to be satisfied. Thus, Chinese people are more willing to buy an EV than others.

等。另有32%的受訪者則著眼於成本

16%的受訪者表示希望通過購買電動
車以降低燃料購買成本;此外,購車
價格和政府資助、稅收減免也成為購
買電動車的誘因。
出於對環保的支持,中國受訪者有超
過八成表示願意支付更多錢去購買電
動車,其中 38% 的人甚至願意承擔超
出常規車價最高達 20% 優先考慮購買
電動車。若將家庭收入水準納入分析
發現:收入高者對環境保護的考量明
顯高於其他收入水準,63% 的人願意
支付超出常規車價11%∼20%來購買
電動車以減少對環境的破壞;而收入
低的人群中則有四分之一表示不願為
環保買單。
充電問題成最大憂慮,電池安
全亟待提高
調查資料表明,電動車充電問題成
為阻礙中國駕駛者購買電動車的
主因,相關問題包括:有限的續
航里程( 2 2 %),充電站數量有
限(19%),充電時間過長(9%),
電池耗電問題(4%)。
所有因素中因安全顧慮而拒絕購買電
動車占9%,此類受訪者中有50%是
關注電池安全與性能問題,如:電
池滲漏或爆炸(17%),常規電池
安全(17%)以及途中電池電力不
足(16%)。
日、德被視為發展電動車技術
的領導者在中國人看來,日本和德國是發展電
動車技術的領導者。德國萊因專家發
現,當談到哪個國家電動車發展技術
最先進時,約半數中國受訪者認為是
日本(50%)和德國(49%);美
國(33%)位居第三,中國(31%)
第四。中國駕駛者相信兩國在全球車
輛技術方面處於領先地位。
此外,調查還揭示了消費者的首次購
買經驗會直接影響下一次購買類似品
牌,大眾的品牌魅力使其成為本次調
查中最多潛在買主選擇的電動車品
牌。但事實上,德國汽車製造商到目
前為止並沒有在中國銷售電動車。

This result shows that Chinese drivers will choose Japanese or German brands because they believe these lead in vehicle technology. The survey also reveals that people’s first car buying experience has a direct impact on their next purchase. Volkswagen was selected as the best choice for an electric vehicle for its brand reputation and not for a specific product. In fact, the German automaker so for does not sell EVs in China.

Environmental Benefits of EVs are high on Chinese respondents’ minds.
In China, 40% of those interviewed said that they would like to buy an EV because of environment protection. Saving fuel (19%) tops the list of environmental concerns; i n c l u d i n g c o m b a t i n g g l o b a l warming, air pollution, protecting our future from environmental c h a n g e s a n d e n v i r o n m e n t a l protection through reduced oil explorat ion. The cost i s a l so relevant; for example, the rising fuel price weighs quite heavily with 32% of respondents. To this end, 16% may choose an EV to save money on fuel. The purchase price, governmental subsidy and tax credits can also assist in the adoption of electric vehicles.
More than four out of five (80%) are willing to pay more to buy an EV to support environmental protection. 38% of the respondents claimed that they would prefer an EV to a regular vehicle even if the price of the EV was 20% higher. The study finds that those with a higher household income are more likely to value environmental protection, with 63% wanting to buy an EV, which is 11-12% higher than those with a lower income. One in four of the low-income respondents said that they were discouraged by the cost of environmental protection.
Access to charging points and battery safety are the greatest concerns.
Data shows that charging options, convenience and accessibility will be critical to EV adoption. People worry about the need to recharge the battery after a certain distance (22%), the availability of charging stations (19%), the number of hours required to charge the battery (9%) and loss of power while driving (4%).However, 9% of the respondents would not buy an EV due to safety considerations. Of these, 50% of them are very concerned about battery leakage/explosion (17%), battery safety (17%) and loss of power in the street (16%).

The specialists from TÜV Rheinland Group found that when asked which country was the most technologically advanced with regard to EV technology, more than half of the respondents perceived Japan (50%) and Germany (49%) as the leaders, followed by the USA (33%) and China (31%).

The latest studies show that the energy consumption of buildings accounts for 40% of global energy consumption. As the number of buildings increases, so does the amount of energy consumed. A lift, a crucial component of any modern building, consumes on average 3%-8% of all energy. There is then great potential to improve to increase energy efficiency by simply tuning the way they operate. As various countries pay more attention to environmental issues, more policies restricting emissions and focusing on energy saving will be introduced. More lift manufacturers and users are putting lift energy efficiency and relevant assessment on their agendas. Many countries have also started to research and prepare relevant standards and regulations on lift energy efficiency.
At present, VDI 4707 Part 1 of the Association
of German Engineers is commonly used
for the assessment of lift energy efficiency
around the world. This standard was issued
in March 2009, after the comprehensive
testing and assessment of 33 lifts from eight
major lift manufacturers in Europe by the
Swiss Agency for Energy Efficiency in 2005.
The standard is applicable for the energy
efficiency assessment and classification of
new passenger lifts and cargo lifts as well
as existing lifts. There are seven classes of
lift energy efficiency based on the energy
required for operation and standby, indicated
by seven coloured labels from A to G, among
which Class A represents optimal energy
efficiency and Class G means that lift energy
efficiency needs to be improved urgently.

依據VDI 4707 Part1標準進行能效測
試,共分為六個步驟。首先,需要評
定待測電梯的使用類別(類別1至類別
5),這與電梯所在建築物的型式、電
梯的用途及運作頻率有關,同時,可以
參考電梯製造商提供的相關運作資料以
及該大樓實際運作統計資料進行綜合判
斷。評估電梯能效的關鍵,是每一個使
用類別對應著特定的每天平均運作時間
和每天平均待機時間,而這兩個資料也
是後續計算的基礎。接下來,需要在真
實運作條件下,進行現場測試電梯的待
機及運作所使用的能耗。其中,待機
能耗需要由最後運行結束後的5分鐘確
定,運作能耗通常需要至少測量並記錄
3次運作的能耗值作為參考運作值,然
後取其平均值作為最終的結果。在對上
述資料進行相關計算後,便可得到需要
的各個參數並確定該部電梯的能效等
級,最終由驗證機構頒發電梯能源效
率證書。此處需要說明的是,透過VDI
4707 Part1標準進行能效評估是針對單
台電梯而言的。即便是型號和所有配置
均完全相同的兩部電梯,由於現場安裝
條件和使用頻率的不同,其能效也是
完全不同的,需要分別測試並分別頒
發能效證書。
德國萊因TÜV從2008年開始率先在亞
洲地區展開電梯能效檢測及驗證,所
測試的電梯涵蓋了地標建築、國際商
業大樓及高層住宅等。截止目前,經
德國萊因TÜV檢測並驗證的電梯能源
效率證書,已超過50張。此外,德

There are six steps for the energy efficiency testing as per VDI 4707 Part 1 in total. First, determine the category of the lift to be tested (Category 1-5), which is related to the type of building, the purpose of the lift and the frequency of use. Operational data from the l i f t manufacturer and actual operational data in use can be used to accomplish a comprehensive assessment. One critical factor in the assessment of lift energy efficiency is that each category has specific daily mean operation and standby hours, which form the basis of the calculations. Next, the actual energy consumption in operation and standby is tested. In this process, the standby energy consumption is determined 5 minutes after the last operation, and the ope ra t iona l ene rgy
consumption is the average of the results over three tests. The required parameters are obtained once the relevant calculations are completed based on the above data. The lift energy efficiency can then be determined, and the certificate i s s u e d b y t h e a u t h o r i t a t i v e organization. It should be noted that the test based on VDI 4707 Part 1 only indicates the energy efficiency of a single lift. Lifts of the same model and configuration might have d i f f e rent energy efficiency levels due to differences in installation and frequency of use, in which case a separate test is required to issue the certificate.
TÜV Rheinland began testing and certifying lift energy efficiency in Asia in 2008. The lifts it has tested are used in landmark buildings,
international commercial buildings and high-end residential buildings. So far, TÜV Rheinland has issued more than 50 lift energy efficiency certificates. The industrial service unit of TÜV Rheinland has also established a database of local lift energy efficiency attributes in Greater China. I t has r ich experience in testing lift energy efficiency.
TÜV Rheinland provides lift energy efficiency tests, along with proposed improvement plans based on the test results. In one case concerning a test of a 14-storey residential building lift, TÜV experts graded its category of use at Class 2. The test results showed Class D standby energy needs, Class B operational energy needs and an overall energy efficiency of Class C. After careful analysis, engineers proposed a solution to improve the lift’s energy efficiency. Re-testing showed Class B standby energy needs with 67% energy saved, the same Class B operational energy needs but with 10% energy saved and an overall Class B energy efficiency with 48% energy saved. Energy consumption after the improvement was 52% lower to previous level. Along with this gain, the CO2 footprint was reduced. If similar improvements are made across vast cities, the benefits in terms of emissions and cost are considerable.
Currently, VDI 4707 Part 1 is not mandatory, but it is possible that it will become compulsory in the future. TÜV Rheinland recommends that lift manufacturers and building owners who are unfamiliar with VDI 4707 should learn more about this standard. TÜV Rheinland Greater China issued the ISO14067 certificate to CNPV Solar Power SA (CNPV) on February 2012, in Dongying, Shandong Province. The CNPV solar module carbon footprint project is the first ISO14067 certificate to be issued in the photovoltaic industry by TÜV Rheinland Greater China, confirming that CNPV is one of the leading companies in environmental control and natural resources area.

TÜV Rheinland Greater China issued its first Switch Witness Laboratory Certificate in the early of February to Zhejiang Zhongxun Electronics Co Ltd. The Zhejiang Zhongxun Electronics laboratory, established in 2000, implement the ISO 17025 system in 2007, passed the CNAS laboratory accreditation in the same year and the TÜV Rheinland Shanghai UA examination in 2009. The Switch Witness Laboratory Certificate will enable Zhejiang Zhongxun Electronics to perform all of the laboratory tests required by TÜV Rheinland, which will accept the data and award TÜV and CE certificates to the company within a week of the test. The test data will also be used for awarding international certificates such as Russia’s GOST certificate, Argentina’s S certificate, Australia’s ITACS, and North America’s cTUVus certificate.

TÜV Rheinland and the Xi’an Highvoltage Apparatus Research Inst i tu te (XIHARI) s igned a s t ra teg ic cooperation agreement in mid-2011 to provide joint testing and certification services for high voltage electrical apparatuses. On 21 February 2012, XIHARI successfully passed the Worldwide System for Conformity Testing and Certification of Electrical Equipment and Components (IECEE) certification requirements and was awarded a CBTL Certificate.

With IECEE certification, XIHARI can perform tests
according to IECEE and IEC standards and issue a CB
report, and TÜV Rheinland will then issue a CB certificate.
The report and the certificate are accepted and approved by
53 countries and regions under IECEE.
XIHARI now has three national-level product quality
inspection centres – the China National High Voltage
Apparatus Quality Supervision and Inspection Test
Centre, the China National Insulator and Surge Arrestor
Quality Supervision and Inspection Test Centre and the
China National Power Capacitor Quality Supervision and
Inspection Test Centre – and a National Measurement
Mutual Inductor Type Test and Assessment Laboratory.
The China National Accreditation Service for Conformity
Assessment has authorised XIHARI to inspect 69 types

Organophosphorus compounds are commonly utilized as
flame retardants in plastic and textiles. Materials in which
OPC are used as flame retardants include, amongst others,
polyvinylchloride (PVC), polyurethane foam (PU), thermoset
resins, textiles, cellulosics and polyesters (PES).
As plasticizers, they are utilized in materials like PVC, cellulose
acetate, PES, acrylonitrile-butadiene-styrene (ABS) and synthetic
rubber. Apart from their major usage, they are also used as
stabilizers, anti-foaming, solvent and wetting agent.

EN 61010-1:2001 is to be withdrawnE N 6 1 0 1 0 - 1 : 2 0 0 1 ( G e n e r a l requirements) has been replaced by EN 61010-1:2010. The DOW/DOC (Date of withdrawn / Date of cessation of presumption of conformity of superseded standard) has been set to 2013-10-01. This means that from 2013-10-01, all EU-bound measurement, control and laboratory use e lectr ica l equipments need to be tested and cer t i f i ed for conformity in accordance wi th the new standard EN 61010-1:2010 (and EN 61010-2-030:2010 whenever applicable NOTE).
T h e c u r r e n t s t a n d a r d , E N 61010-1:2001, will cease to be valid as of 2013-09-30. All existing ce r t i f i ca t e s accord ing to EN 61010-1:2001 has to be updated to EN 61010-1:2010 before the DOC date.
Furthermore all new products must comply with the standard when placed onto the European market.
NOTE In IEC/EN 61010-1 :2001, the requi rements for te s t ing and measur ing c i rcu i t s were included in Part 1 itself. In IEC/EN 61010-1:2010, these requirements have been removed from IEC/EN
● The insulation requirements for all other circuits have been moved to a new Annex K.
● Additional requirements for protection against mechanical HAZARDS (Clause 7) have been included.
● Surface temperature limits (Clause 10 ) have been modi f i ed to conform to the limits of EN 563.
● Radiation requirements (Clause 12) have been modified, and take into account a distinction between intended emission and unintended emission.
● Requirements for reasonably foreseeable misuse and ergonomic aspects have been added (Clause 16).
● A new clause (Clause 17) has been added to deal with HAZARDS and environments not covered by the standard, along with a new informative annex (Annex J) dealing with RISK assessment.
● A new informative annex (Annex E) addresses methods of reducing the POLLUTION DEGREE of a micro-environment.
● Requirements for the qualification of coatings for protection against POLLUTION have been added (Annex H).
● A new informative annex (Annex I) has been added to further explain how to determine the WORKING VOLTAGE of a MAINS CIRCUIT.

61010-2-030:2010.
What are the differences?IEC/EN 61010-1:2010 cancels and replaces IEC/EN 61010-1:2001. It constitutes a technical revision.
IEC/EN 60101-1:2010 includes the following significant changes from EN 61010-1:2001, as well as numerous other changes.● The scope of the standard has
been expanded to include all locations where these products may be u sed , so tha t bo th professional and non-professional versions of these products are within the scope.
● The requirements for testing and measuring circuits (in various subclauses and the entirety of Clause 16) have been removed and included in a particular standard IEC/EN 61010-2-030.
● Insulation requirements (6.7) have been completely rewritten.
● Specific requirements have been added for solid insulation and thin-film insulation.
● Subclause 6.7 now contains only the insulation requirements f o r M A I N S C I R C U I T S o f OVERVOLTAGE CATEGORY II up to 300 V, and for secondary circuits.

One of the major Japanese machine tool manufacturers - Mori Seiki Co., Ltd. - is now certified by TÜV Rheinland for the Radiation Monitoring and Control process established at five locations in Japan.
First introduced a few months after Fukushima accident, TÜV Rheinland’s new certification scheme was used by several Japanese manufacturers in industries varying from automotive to medical products and equipment. TÜV Rheinland has been active in the field of nuclear engineering and radiation protection for decades. TÜV Rheinland operates fully equipped nuclear labs, uses highly accurate equipment and measures radiation levels according to international and domestic safety standards.

Whether by hacker attack, technical failure or employee error, no company
can afford the breakdown of critical business processes. For this reason,
Vodafone invested in its business continuity management and has been
certified by Cert in accordance with ISO 25999.
As Vodafone also maintains the necessary infrastructure for its customers,
it is all the more important that the company can fall back on safety
measures and emergency strategies. This was TÜV Rheinland’s first
customer certification in this area. “We already have the appropriate
knowledge due to our certification of security management systems in
accordance with ISO 27001. So auditing business continuity management
according to ISO 25999 is only a small step for us,” explained Ralph Freude
from TÜV Rheinland Cert GmbH.

(Standard Chartered HK Marathon 2012),他們各參與了10公里、21

On February 11th, the first group of TÜV Rheinland 2012 volunteers departed to Renjia Central School together with ICA facilitators and delegation from Sowers Action. More than 30 teachers working for Renjia School participated in the training.
The training programme consists of 3 modules: teaching methodology, design and practice. The first two-day training focused on teaching methodology. ICA facilitators presented how to guide students and control emotions. They taught the teachers how to build up multi-intelligence in teaching through workshops and games.
TÜV Rheinland volunteers, teachers and ICA facilitators interacted closely and made the training successful. After the training was successfully finished, volunteers and ICA staffs will follow up by interviewing the teachers to get their feedbacks for improving the training plan for the upcoming 2 modules.

團所發起的植樹活動。
同仁們大多沒有植樹經驗,然而情況並沒有想像中困難。所有人發揮團
隊合作精神,分為小組彼此協助植樹。
德國萊因志工辛勤成果就是在嶗山區的貧瘠山丘種了20棵樹,在當地養護
部門的專業照料下,這些樹將健逐漸成長茁壯,為整座山丘佈滿綠意。
On March 9th, around 20 colleagues from TÜV Rheinland Greater China Qingdao office participated in the tree-planting activity initiated by the
Youth League Committee.
Most of our colleagues did not have experiences of planting trees before. However, it is not as difficult as they imagined. As motivated by the spirit of team working, they divided into small groups and helped each other to plant trees.
After TÜV Rheinland volunteers’ hard work, 20 trees were planted on the barren hill in Laoshan District. With the professional caring by the local gardening department, the trees will grow up healthily and cover the hill all over with green.
