“That the Donegal Municipal District call on the Planning Department of Donegal County Council to determine if the state of dereliction of the site / property that is known locally as the Millstone Site on the Main Street of Ballyshannon is warranted. If it is case then this MD calls on the Planning Department for the same said property be added to the Derelict Sites Register following inspection and that the statutory notice to reflect this be served on the owners, followed by a notice to clean-up the site and if also warranted that the local authority applies the derelict sites levy that amounts to 3% of the market value of the property annually, otherwise if the owner applies for Planning Permission to develop the landmark property then DCC seek a bond instead”.

On the proposal of Cllr Jordan, seconded by Cllr Conaghan, the Minutes of the Workshop of the Municipal District of Donegal held on the 14th February 2017 were confirmed.
MDD/33/17 HOUSING CORPORATE AND CULTURAL SERVICES REPORT Corporate Services Port Pier Inver
Cllr Jordan submitted that the Members of the Municipal District should write to Minister Creed, in the Department of the Marine requesting a significant capital funding package for Piers and Harbours. He referred particularly to the Port Pier at Inver, which is the second busiest pier for fish landings outside of Killybegs which is in need of significant works. Cllr Kennedy supporting the comments also submitted the works necessary at the Port Pier are ‘shovel ready’ should funding be allocated. In response to a query from Ms. B McBrearty, Cllr Jordan advised the Port Pier is no. 2 on the priority list for the County. In conclusion, Ms. B McBrearty informed Members the request to write to Minister Creed would be channelled through the office of the Director of Roads and Transportation.
Housing Services
Progress reports on Grants, Loans, Casual Vacancies, and Social Housing Support Programme, Tenant Purchase Scheme 2016 and Housing Assistance Payments
Members noted the update reports on Grants, Loans, and Casual Vacancies, Tenant Purchase Scheme 2016, Housing Assistance Payments and Social Housing Support Programme as circulated with the Agenda and presented by Ms. B McBrearty.
Social Housing Investment Programme
Ms. McBrearty advised Members on the up to date position in relation to the SHIP programme in the MD. Repair and Leasing Scheme Ms. B McBrearty informed Members that the Council has not yet received the Circular on the Repair & Leasing Scheme. In relation to the Buy to Let Scheme the Council is working to identify potential dwellings which may be suitable in areas of housing need.

MDD/34/17 ROADS / TRANSPORTATION SERVICES REPORT
2017 Roadworks Programme Status Report Members noted the update report on the 2017 Roadworks Programme circulated with the Agenda as presented by Mr. M Sweeney. Mr. Sweeney also updated Members on matters arising from the previous meeting which he had also circulated by e-mail to Members dealing with the following matters;-
• Roadworks Programme 2017
• Footpath Survey
• Super’s Turn
• Proposed meeting with the Department of the Marine in Killybegs
• Airtricity - public lighting Island Junction at Clogher, Mr. M Sweeney informed Members that the company erecting the Meenadreen Windfarm, as a gesture of goodwill to the local community, has agreed to carryout works on the island junction at Clogher, with the Council surfacing the junction thereafter. Landslide on Rossnowlagh Road Mr. M Sweeney advised Members that there had been a landslide on the Rossnowlagh Road which necessitated the road being closed while the matter is being resolved. Work will be done in next couple of weeks and the cost implication will have to be dealt with during 2017. A number of other comments / queries were dealt with as follows;- Ramp at Inver Pier In response to a request form Cllr Jordan for the Ramp at Inver Pier to be repaired, Mr. M Sweeney undertook to investigate the matter same in consultation with the Coastal Officer. Bench with Plaque on the Diamond, Donegal Town Cllr Conaghan requested on behalf of the Four Masters GAA Club permission to provide a bench with a plaque in honour of the late Dom and Mary Breslin on the Diamond in Donegal Town. Arrangements would be worked out through the Roads Office. This was agreed. Graveyard at Inver Cllr Jordan thanked the Roads Staff for the works carried out at Inver Graveyard and submitted that an allocation for further works should be provided at this location.

Road to St John’s Point In response to a query from Cllr Kennedy in relation to the road leading to the Lighthouse at St. John’s Point, Mr. M Sweeney confirmed it was being resurfaced. Road Opening at Cashel, Glencolmcille Cllr Kennedy highlighted the number of submissions made in respect of an application for a Road Opening licence for the main street at Cashel in Glencolmcille and queried the status of same. In response Mr. M Sweeney informed Members that the Roads Office is liaising with the contractor involved with a view to ensuring that either half of the carriageway remains open or commencing works in October 2017. He advised that a decision on the licence would be made shortly. ESB Boxes in Donegal Town and Killybegs In response to a request from Cllr Kennedy, Mr. M. Sweeney confirmed that he would discuss the matter of painting the ESB boxes in the towns with the ESB and advise accordingly.
MDD/35/17 PLANNING CONTROL REPORT Mr. Gerard Kellett, Assistant Planner, Planning & Economic Development was in attendance to deal with planning matters. Members noted the planning statistics reports as circulated with the Agenda. Members also noted the report on Taking in Charge of Housing Estates circulated with the Agenda. Planning Clinics In response to a query from Cllr Kennedy regarding the planning clinics in the public services centre, Mr. Kellett informed Members that they have been busy and well received. Mr. Suzanne Bogan, Waste Awareness Officer presented the report circulated with the Agenda dealing with the following updates:

Public Toilets in Ballyshannon Ms. S Bogan advised Members that an assessment of public toilets is currently under way and should be completed by May 2017. Members will be updated thereafter. Request for Portaloos for Rowing Clubs Ms. S Bogan informed Members that the Council do not have the facilities or resources to provide portaloos for rowing clubs at present. Cllr Jordan submitted that some mechanism should be explored to provide same. A number of comments / queries were also dealt with as follows: Marram Grass planting In response to a query from Cllr Jordan in relation to the planting of Marram Grass, Ms. S Bogan informed Members groups should make contact via e-mail with Mr. David Friel, Coastal Officer, Donegal County Council. Life Rings on Beaches Cllr Kennedy suggested the methodology for securing life rings that has been used on Drumbeigh Beach should be reviewed by the Council as it may be appropriate to duplicate across other beaches. Ms. S Bogan confirmed she would bring this to the attention of the Coastal Officer for consideration. Cappings at Car park at Drumbeigh In response to a request from Cllr Kennedy for missing cappings at the carpark at Drumbeigh Beach to be replaced Ms. S Bogan undertook to refer the matter with the Coastal Officer for follow up. World War II Lookouts Cllr Kennedy referred to the old World War II look outs that are located on Murvagh, Rossnowlagh, and Drumbeg Beaches and asked if these could be re-instated for historical purposes. She also noted that Ms. Joy Harron, Donegal Tourism had been exploring the tourism potential for these lookouts as has been done in France. She requested that this matter be raised with Mr. Joseph Gallagher the Heritage Officer. Ms. S Bogan undertook to refer the matter to Mr. Joseph Gallagher for consideration.
MDD/38/17 Schedule of Municipal District Works
Mr. G Martin briefed Members in relation to the schedule of Municipal District Works as circulated with the Agenda and a number of comments / queries were dealt with at the meeting. Following a short discussion on the proposal of Cllr Conaghan seconded by Cllr Jordan, Members resolved “that the Municipal District of Donegal hereby adopt for the financial year ended 31st December 2017, the Schedule of Municipal District Works as set out

in the schedules presented at the Municipal District meeting of the 14th March 2017 as required by Section 103A of the Local Government Act 2001 (as amended) and in line with requirements of Circular LG27/2014/Fin21/2014.”
MDD/39/17 Date of next meeting
Members agreed the next Municipal District meeting would be held on Tuesday the 11th April, 2017 commencing at 11.30 am as per Standing Orders. Members also agreed to hold a workshop on the morning of the April meeting (11th April 2017) to commence at 10.00 am for a briefing on the access to Tullan Strand, Bundoran. Members also agreed to a workshop at 11.00 am on Wednesday the 22nd March 2017 in relation to Sliabh Liag (date to be confirmed by Mr. B McLaughlin).

2. Junctions on the N56 (Harveys Point-Lough Eske) Mr. Trevor Gordon, A/SEE, NRO and Ms. Karen Hartin, EE, NRO were in attendance to brief Members on the proposals to close the Junction at Birchill and to modify the junctions at Lough Harvey’s Point/Lough Eske and Driminin. Members were briefed in relation to issues raised at the public meeting held in the local Community Centre together with the submissions received to date. Members also noted the closing date for submission had not yet expired. A number of comments / queries were dealt with at the workshop. Following a discussion, it was agreed that the NRO proceed with detailed designs, following consultations with Transport Infrastructure Ireland, and also proceed to a further public meeting in the local Community Centre. Thereafter the detailed report will be presented to Members for consideration. Maintenance, development and promotion of walks & trails in Donegal
including cycle routes and Greenways.

Recreation Grant 2016 :
Sli Cholmcille €7,385 maintenance and upgrade of this route. Some
maintenance work has been done and the route was inspected on
November 2016. Any issues identified will be addressed as soon as we receive the report from the National Trails Office including
representations made about part of the route at Carrick opposite the National school.
The Colmcille Drum loop and tower loop were also inspected and reports
have now recommended some changes to be made to trail head maps to
update information. This will be carried out over the Summer months.
We are also finalising the routes for proposed local walks in and around Kilcar with the support of DFI Funds to be agreed February. Materials are
ordered and trail head sign for the village is being designed.
The Hiking Europe project continues where Service providers along the
route can submit their details for inclusion in marketing the area which will promote the Bealach na Gaeltachta as a Hiking destination. Anyone

Repair works was also carried out at Slieve League where the wooden
fencing was upgraded at the viewing area.
Other proposed projects include:
Local walks around Killybegs.
The upgrading of the existing walks and trails to an acceptable standard to meet the requirements of the National Trails Office including the two
Colmcille loops.
Ongoing consultation with agencies including Roinn na Gaeltachta,
Udaras na Gaeltachta, National Parks & Wildlife Services, Donegal Tourism and Donegal Local development Committee.
Project Targets for the
next bi-monthly/quarter 2 reporting period
Completion of the first phase of the Kilcar local walks in early 2017.
Explore funding options for Ballyshannon to Belleek walk and finalise Old
Famine Graveyard walk in Ballyshannon.
Look at the potential for a walk at Killybegs towards Fintra Bridge
Continuation of maintenance programme where damage to the existing
routes can be repaired.

Bundoran over the past month – this has been highlighted through
our social media channels. Working on competition prizes with members.
Events for 2017
• Worked with Cara Bundoran Challenge committee to ensure successful
staging of 7th annual event March 10th – 12th. Broadcast from the start of each of the start lines from the various races on our Facebook page
and also from the finishing line – this has generated in excess of
11,000 views. Highlights video produced by me using aerial and “on the ground” footage.
• Worked with St Patrick’s Day Parade committee to publicise event.
Broadcast the parade live on our Facebook page and had viewers from every corner of the globe – so far this has generated over 10,000
views. Our snapchat story on the day generated over 3,000 views to our Snapchat account.
• Working on annual Easter Egg painting event which takes place on
Easter Saturday.

Marketing of Bundoran Waterworld
• Media booked for various campaigns throughout 2017. Countdown on
to opening on Good Friday April 14th at midday.
• Waterworld currently #2 Thing to Do in Bundoran on TripAdvisor
(overtaken by Fairy Bridges) – would expect this to climb back once it has reopened.
Management and Staffing of Bundoran Tourist Office
• Structured staff plan with office now open 7 days per week – Mon-Fri
09:30-17:00 Sat-Sun 11:00-17:00. • Two new members of staff on TUS employment scheme have started.
Also we will have a volunteer in the office 2 days per week bringing
staff number to 4 (inclusive of Tourism Officer).

Donegal Town Hub - The broad elements to this Development Hub are Enterprise Development, Retail Strategy and Tourism ----------------------------- CEDRA - Following the success of the Certificate in Marine Tourism and Seafood Fundamentals course that was delivered in 2016, as part of the Donegal Costal Trail Project, the course is now open for applications for 2017 with the next course due to start on 1st February 2017. This part time course has been developed by LYIT’s School of Tourism for people working in the marine tourism and seafood sector. The Certificate in Marine Tourism and Seafood Fundamentals is funded by Údarás na Gaeltachta and Donegal County Council. As the course is fully funded, it is free of charge for participants and offers a recognised academic qualification on completion and opportunities to progress to further education.
Donegal’s Atlantic Coastal Trail is an innovative food and marine tourism project focused on marine leisure and seafood experiences, which will advance rural, coastal and island economic development in County Donegal. The goal of this project is to raise awareness of the excellent marine leisure and seafood opportunities on the Donegal coast and islands and to encourage local communities to experience our own marine leisure activities and seafood coast that is right on our doorstep and perhaps unexplored. The inclusion of the islands adds an additional unique element to the project where visitors can experience something different and unexplored. The project will help local marine leisure activity providers, restaurants and pubs to work together to bundle their offering and create experiential packages that can be enjoyed by locals and visitors alike. This will reduce seasonality by offering experiences that are available all year long.
Donegal’s Atlantic Coastal Trail is promoting the further development of tourism along the coast of Donegal on the Wild Atlantic Way is funded under the Department of Agriculture, Food and the Marine Commission for the Economic Development of Rural Areas scheme (CEDRA), Donegal County Council and Údarás na Gaeltachta. ---------------------------------------------------
Cool Route Project funded under the Northern Periphery & Arctic programme 2014-2020. Donegal County Council is a project partner on the Cool Route project. Other project partners include Glasgow Caledonian University, Royal Cork Yacht Club, Derry City Council, Port Authority Torshavn Faroe Islands, Blue Seas Marinas Scotland, Western Norway Research Institute and associated partners Donegal Tourism, the Irish Cruising Club and Sail Scotland.
The project merges all aspects of the practical logistics and business potential to establish a bi-directional yacht cruising route along the offshore areas of the Northern Periphery Area, stretching from the South of Ireland, to the UK (Northern Ireland and Western Scotland) on onwards to Norway. Donegal County Council is responsible for the Communications Work-package of the project.
Sliabh Liag – Interpretative Strategy – the explicit intentions of Donegal County Council are that this strategy would:
• Develop Sliabh Liag as a flagship tourism destination along the Wild Atlantic Way.
• To protect and promote the natural and built environment at Sliabh Liag.
• To improve the visitors experience at Sliabh Liag, encouraging visitors to stay longer at Sliabh Liag and its hinterland.
TY Tourism/Hospitality Course:
Working closely with the School of Tourism in Killybegs and AVS School (Donegal Town) and St. Columba’s School (Stranorlar) to deliver a new Transition Year Tourism/Hospitality Course – this will be delivered initially on a pilot basis to these two schools. The programme will be delivered by the School of Tourism’s experienced lecturers on the LYIT’s Killybegs Campus in training kitchens, restaurants and demonstration classrooms. The programme will culminate in a live lunch service to invited guests and a tourism presentation by the Transition Year students. The programme content will be supplemented by guest speakers from the tourism/hospitality industry and career/employment opportunities.
The programme is funded by Donegal County Council.
Needs Analysis – Caravan and Camping Sector
To design and carry out a needs analysis on the Caravan and Camping Sector including engagement with the umbrella association in Donegal and then contacting each site in the county. Write up final report.
Time Capsules/Trees & Plaques – Donegal Municipal District
Area
Work with the co-ordinator of the Donegal Youth Council – Carlyn Maguire to fill 7 time capsules for Bundoran, Ballyshannon, Pettigo, Donegal Town, Mount Charles, Killybegs and Carrick. Then link with the MD Councillors in those areas to organise a planting ceremony including trees and plaques.

There are 4 Implementing Partners within the county; Donegal
Local Development Company (DLDC), Inishowen Development
Partnership (IDP), Údarás Na Gaeltachta and Comhar na
nOileán. All 4 Implementing Partners have been accepting and
registering Expressions of Interests (EOI’s) under rolling and
targeted funding calls. Application forms have issued were EOI’s
are deemed eligible in line with the Local Development Strategy
(LDS), and formal applications will then be assessed and
brought forward to each regional Evaluation Committee. Project Targets for the next
bi-monthly reporting period
Applications will firstly be assessed and scored by the relevant
Project Officer in each Implementing Partner. These
applications will then be brought before the Evaluation
Committee for their recommendation, and onto the LCDC for
approval. It is expected that the earliest funding for projects
should be awarded will be May 2017.

The Big Donegal Clean-up was officially launched by
Cathaoirleach of Donegal County Council Cllr Terence Slowey and The Ryan's from Ireland Fittest Family on the 22nd March
2017.
Clean-up forms for equipment are available at all PSCs and there is also an online application.
National Spring Clean is also a National clean- up campaign organised by An Taisce each year, groups are also encouraged
to register for this campaign to receive additional support and materials.
We are also encouraging everyone to share their clean-up stories with the Council's social media pages.

IFFPG have nearly completed their calendar of Bring Centres for the bring bank of Farm Plastics for Donegal in 2017. See
below a list of confirmed dates and locations.
Farmers are reminded to bring their labels with the code when
returning farm plastics.
Charges are €15 per half tonne with the code and €85 per half tonne without the code.
Types of materials collected are silage wrap and sheeting, Large fertilisers bags (liners removed), small fertilisers and feed
bags, Plastic drums (triple rinsed), netting and twine. Products manufactured from farm plastics are refuse sacks, Piping,
Damp proofing, Garden Furniture.

Enforcement staff spent a number of hours on Sat 25th March along the popular Rougey Walk in Bundoran in conjunction
with Bundoran Tidy Towns.
Time was spent talking to dog owners reminding them of their
responsibility in relation to cleaning up after their dogs and distributing poop scoops free of charge to dog owners.
This day was a great success and it is hoped that it will have
had an impact on dog owners in relation to cleaning up after
their pets.

Press release 22 March 2017 Ryan family going to great lengths to support the Big Donegal Clean-up The Ryan family are going to great lengths to support this year’s Big Donegal Clean Up and to lend a hand to the hundreds of individuals and groups around the county who come together each year for their community clean ups. Danny, Jordan, Keane and Alannah were on hand this week to help out the Donegal County Council Litter Management Team launch the 2017 Big Donegal Clean Up. “We are delighted to have the Ryan family supporting the Big Donegal Clean Up this year” says Cathaoirleach Cllr. Terence Slowey “They are great ambassadors for Donegal and their ‘get up and go’ attitude is a great tonic for all of us. The Ryan family are not just wonderful sports people but are also rooted in their community and this is what this initiative is all about. The Ryan family brought a great sense of pride to Donegal when they competed in Irelands Fittest Family last year and this initiative is about building on this sense of pride and making our county the cleanest in Ireland”. Last year’s Big Donegal Clean Up was a great success with over 300 community groups from all over Donegal taking part and Suzanne Bogan Waste Awareness Officer with Donegal County Council believes that this year is shaping up to be another successful year. “We already have in the region of 100 groups signed up for the An Taisce National Spring Clean campaign and the Donegal Clean-Up so we are confident that we will achieve similar numbers this year.” “The interest from communities is brilliant and it will all help in making Donegal litter free and allowing us to put our best foot forward for the forthcoming tourist season”. “Donegal relies heavily on the tourist industry and the beauty of the county’s landscape and natural environment is without doubt our unique selling point. Rubbish and litter can be a major blight on our environment and portrays a very negative message for Donegal. “So hat’s off to all those individuals and groups across Donegal who take it upon themselves to clean up their area. Donegal is a large county and unfortunately the Council cannot keep the county litter free on its own. That’s why the work of these individuals and groups is so important and vital to us”. This campaign sees the Council supporting individuals, groups and organisations in organising their own clean-ups. The Council provides bags, gloves and litter pickers and arranges for the collection of the rubbish once it has been bagged.
“We are seeing an increase in the number of individuals who are taking it upon themselves to clean up their local area when they are out walking. So we would be urging people when they are out walking to bring a bag with them and pick up litter as they find it along their walk. The Council is more than happy to help with gloves, litter pickers and bags and we will also collect the rubbish once it is bagged”. That the Donegal Municipal District call on the Planning Department of Donegal County Council to determine if the state of dereliction of the site / property that is known locally as the Millstone Site on the Main Street of Ballyshannon is warranted. If it is case then this MD calls on the Planning Department for the same said property be added to the Derelict Sites Register following inspection and that the statutory notice to reflect this be served on the owners, followed by a notice to clean-up the site and if also warranted that the local authority applies the derelict sites levy that amounts to 3% of the market value of the property annually, otherwise if the owner applies for Planning Permission to develop the landmark property then DCC seek a bond instead

Response: The referenced site is not included on the Derelict Sites Register at present. When complaints regarding such sites are brought to the attention of the Planning Department, the protocol is for Planning to request a site inspection and follow-up report including recommended actions by the Area Housing Engineer. Planning follows up accordingly. It is proposed to follow these procedures for this site in the context of limited resources and other competing priorities.

Response: These faults along with others were immediately reported to Airtricity when we were made aware of the lights being out. A number of the repairs reported have been done but we contacted Airtricity again with regards to the lights noted above and they confirmed the following: Light at Parkhill - Repairs to be completed by week ending 07.04.17 Lights at Allingham Park (Fair Green) - Repairs to be completed by week ending 07.04.17 Lights at the footbridge - Unable to repair during first visit as access to the lights was an issue. Airtricity are making arrangements for mobile scaffolding to be brought to the site to facilitate the repair and again they hope to have the repairs completed by week ending 07.04.17.
