Summary:

Requirements under HERC will encompass the full range of methods and technologies supporting activities necessary to design and construct new facilities and infrastructure, as well as remodel and upgrade existing facilities and infrastructure including, but not limited to: design, construction, demolition, repair, and emergency response tasks.

Task orders (TOs) will be awarded for work to be performed various locations worldwide, with typical low-end TOs of $2M-$5M. In some instances, AFCEE will be requiring work in high-risk forward locations directly related to worldwide, ongoing operations of a temporary nature (contingency environments), such as Southwest Asia (SWA).

Construction and engineering activities may include commercial and industrial projects such as fuels projects, military construction (MILCON), community development projects, and emerging requirements, such as homeland security, force protection, and military family housing projects. Significance:

The follow-on Multiple Award Task Order Contract (MATOC) brings several methods of construction together under one contract, including: turnkey, design-build, design-build-plus, and design-bid-build.

The current contract is expected to expire in September 2013, and the contracting office is in the very early stages of discussing the follow-on procurement.

Reported spending on the existing contract was $4.8 billion from FY 2006 – 2011. One of the largest task awards was an 8(a) award of $190 million to Lakeshore Engineering Service for the construction of airfields.

In addition to construction projects at CONUS bases, approximately 20% of the current program tasks were awarded for construction in Afghanistan and Iraq.

The Renewable and Alternative Energy Power Production opportunity will support the Net Zero Energy Program at multiple locations throughout the United States and its territories. This is a new requirement which is anticipated to result in multiple awards. The focus of this effort will be on executing solar, wind,

geothermal and bio-mass energy projects. This will be achieved through a variety of tasks including: feasibility studies; economical analyses and life cycle cost estimates; risk analyses; and providing technical information about the proposed project to the extent as may be requested by the Government to evaluate environmental impact, cost reasonableness, system reliability, safety, compatibility with Army operations, etc. In addition, the Government anticipates a requirement for competitive financing sources to support real estate and supporting infrastructure requirements, power outage schedules for maintenance operations, emergency response and contingency plans associated with the energy plant operation and Measurement and Verification (M&V) reports.

A draft RFP was released in February 2012; the final RFP is expected to be released in July 2012. The Joint United States Army - United States Air Force Renewable Energy Industry Day is scheduled to be held on June 12, 2012, in Arlington, Virginia.

Significance:

The Army with the help of the Army Energy Initiatives Task force will work with industry to develop strategies to execute large-scale renewable energy projects on Army lands. This is a unique opportunity for industry to play a key role in shaping the future energy strategy for the Army.

Worth an estimated $7 billion, contractors receiving an award as a result of this effort will have a minimum of three-year, with a maximum of ten-year period of performance with up to 30 years of work related to individual task orders.

In an effort to meet a Government mandate for increased sustainability and reduced energy consumption, the Army is taking on this effort to achieve these goals in a measured way. The Army will pave the way for other agencies which require similar long-term efforts to meet the same goal.

Significance:

Fort Bliss has been designated by the Army as a Pilot Integrated Net Zero Installation to achieve net zero status in Energy, Water, and Waste by 2020. Fort Bliss aims to achieve Net Zero Energy by 2015 to be followed by Net Zero Water and Waste by 2018. This program is the tip of the spear for the Army push to become energy, water, and waste efficient and secure across its infrastructure.

The EITF Joint United States Army - United States Air Force Renewable Energy Industry Day is scheduled to be held on June 12, 2012, in Arlington, Virginia.

The contracting office was recently reassigned from the MICC-Fort Bliss Office to the Army Energy Initiatives Task Force (EITF). As such, Deltek is researching how the acquisition strategy will be impacted for this effort.

Significance:

The Mt. Weather Emergency Operations Center (MWEOC) is a Department of Homeland Security facility, situated on 564 acres high in the Blue Ridge Mountains, approximately 64 miles west of Washington, DC. The original contract was awarded in 2008, and is anticipated to expire in March 2013.

Construction work required by the contractor(s) will involve all trades normally utilized in construction, to include but not limited to: installation and movement of heavy equipment; electrical, plumbing, mechanical, masonry, carpentry, sheet metal, and painting; manage, administer, supervise and inspect the construction; and provide storage, warehouse, management, safeguarding and transportation of all materials, equipment, and supplies required for each project completion.

Some task orders may require concrete, steel erection, ceramic tile, carpet, sprinkler or fire alarm device installation and programming.

For design-build efforts, the Contractor(s) will also be required to provide all the necessary architect-engineering functions in conjunction with normal construction trades to produce a complete useable facility.

Significance:

The anticipated follow-on competition is planned to be an 8(a) set-aside requirement with between six to ten awards.

Because of the sensitive nature of the Mt. Weather facility, the contractors must hold a Top Secret facility clearance and have appropriate engineers and support staff that hold active Top Secret clearances.

As a result of the Post-Katrina Emergency Management Reform Act of 2006, FEMA is required to have a human capital strategy to ensure that FEMA has a workforce of appropriate size and with appropriate skills and training to carry out FEMA’s mission. Section 624 Surge Capacity Force requires FEMA to establish and implement a Surge Capacity Force for deployment of individuals to natural disasters and to acts of terrorism and other man-made disasters, including catastrophic incidents. The contract requirement is for staffing designed to fulfill Section 624 for this work activity, including verification that a property is suitable for a temporary disaster housing unit such as manufactured home, mobile home, travel trailer, and/or other readily fabricated housing; and verification of placement sites such as private, commercial and group sites.

The post-disaster data collected includes, but is not limited to: the extent of real property damage to the home; how the habitability of the home has been affected; verification of ownership, occupancy and insurance information; the extent of damages to personal property and vehicles.

Significance:

Through this contract, FEMA is striving to have access to an inspector staffing cadre to perform 20,000 inspections of residential disaster damaged homes per day.

FEMA expects contractors to have available a cadre of experienced Inspector personnel to work in a disaster environment for the duration of their deployment. The site Inspectors should be knowledgeable in areas of manufactured housing and site development, installation inspection, and minor maintenance.

FEMA would like each contractor to be able to deliver 3,500 trained and adjudicated inspectors that can be deployed without any post disaster exceptions to perform inspections.

It is anticipated that two awards will be made: one for CONUS and one for OCONUS.

Two sole source bridge contracts were awarded in April 2012, with expirations set for 2013. Deltek anticipates that procurement activity for the follow-on contract will begin in late summer 2012.

A Sources Sought Notice was issued in mid-April 2012, with responses due in early May.

Significance:

This contract will support Government medical and non-medical facilities in the continental Unites States (CONUS) and outside the continental United States (OCONUS) to include Alaska, Hawaii, Guam, Puerto Rico, Spain, Portugal, France, Germany, Italy, Turkey, Korea, and Japan.

The procurement is anticipated to be an unrestricted full and open competition resulting in multiple awards.

Originally tracked by Deltek as the follow-on for the Worldwide Planning, Program, and Design (4P A-E08), the requirements are now being competed in two procurements. The first is this opportunity, Design Construction Services (DCS); the second is for Environmental Services (ES) and is valued at $500M. It is tracked as Deltek Opportunity 85050.

For DCS, the worldwide contracts will be full and open competition and the regional contracts will be 100% small business set-aside competition. It is anticipated that there will be ten to twelve worldwide IDIQ contracts under full and open competition, and three CONUS regions with approximately three to six competitive small business set-aside IDIQ contracts per region. Small businesses must indicate the region in which they are competing.

The AFMS is responsible for the programming, planning, design, construction, and initial outfitting of new and renovated US Air Force medical treatment facilities worldwide, as well as modernizing hospitals, clinics, medical office buildings, warehouses, veterinary clinics, and wellness centers.

To meet these requirements, the AFMS requires a contracting vehicle that utilizes experienced firms who are able to rapidly respond to multiple requirements, meet constrained project schedules, and deliver a variety of Design- Build (D-B) construction and renovation products.

The scope of work for the resultant contract will primarily be associated with the renovation of existing facilities, but may also include major repair and new construction Work may include restoration and/or modernization of HVAC, medical gas, plumbing, electrical, elevators, building envelope, fire protection, interior renovation, terrorism/force protection, and exterior site and systems work such as utilities infrastructure, roadways, sidewalks, parking lots, landscaping, irrigation, etc.

The objective is for the contractor to provide turn-key services for the design and construction/renovation of facilities, as well as the delivery of medical equipment, furniture, case goods, communication equipment, information technology hardware and software, and furnishings. These services must include cradle to grave project management services, design services, procurement of furniture and medical/clinical case goods, warehousing capabilities, delivery, installation, inventory, warranty services, commissioning and training on all new equipment/furniture/systems.

A Sources Sought Notice was issued in January 2012.

Significance:

The Contracting Office confirmed that this effort is intended as a follow-on contract to the incumbent contracts held by Heery International, Inc., J.E. Dunn Construction Company and United Excel Corporation.

The original procurement was a small business set aside; however, the competition type for this procurement has yet to be determined. Note that small businesses, 8(a) businesses, HUBZone businesses, as well as Service-Disabled Veteran-Owned Small Businesses, were “highly encouraged” to reply to the sources sought notice.

The AFMS anticipates that this contract vehicle will enable the AFMS to standardize execution, minimize acquisition lead times and costs, work multiple projects concurrently, and complete projects on schedule.

Summary:

NAVFAC, Engineering Field Division, anticipates having a continued requirement for Global Contingency Construction (GCC) outside the Continental United States (OCONUS). The scope includes the capability to provide general mobilization services (embarkation) for personnel, equipment and material in support of Naval Construction Forces (NCF) mobilization efforts and similar mobilization efforts.

NAVFAC anticipates that the work will be predominately construction. Contractors, on a limited basis and incidental to construction services, may be required to provide Base Operating Support (BOS) Services such as: Air Operations; Port Operations; Morale, Welfare and Recreation Support; Galley; Billeting; Facilities Support; Utilities; Base Support Vehicles and Equipment; and Environmental Services. These services are primarily anticipated in support of facilities overseas, but may also be ordered for work in the United States in support of disaster recovery efforts and other contingency operations.

A Pre-solicitation Notice was issued in late April 2012.
