BOARD HIGHLIGHTS FOR JANUARY

Attendees: Directors Conner, Deal, Gorli, McIntosh, Rhodes, and Sye, Mr. & Mrs. Ted Tidmore (Basalt Drive), Covenants Administrator Erik Berndt, Facilities & Grounds Manager Guy McNeil, and General Manager Carol Teigen.

Approved the December 4, 2012 Board of Directors Meeting Minutes.

Accepted the committee minutes.

Sustained the Architectural Review Committee’s disapproval of the Section 54 fence application. Directors determined the fence did not meet the wrought iron or aluminum fencing criteria for Savannah homes referenced on page 30 of Community Code No 1, Design & Maintenance Standards, revised February 6, 2012.

Approved the request for the Friends of Gum Spring Library (FROGS) Family Fun Walk for April 13, 2013.

Appointed Shauna Watkins (Byrne Meadow Square) as a new member to the Activities Committee for a three year term.

Appointed David Greenwalt (Gypsum Way) as a new member to the Architectural Review Committee for a three year term.

Accepted the action in lieu of a meeting which included the approval of the year-end recognition and the 2013 compensation package as discussed and agreed to during the December 12, 2012 meeting.

Adopted Community Code No 1 “Architectural Design & Maintenance Standards (Basketball Goals, Doors, Fences) effective February 6, 2013 as specified in Article X, Section 10.2(b)(2) in the Amended and Restated Declaration of Covenants, Conditions, and Restrictions. Revisions to basketball goals, doors and fences will be added to Code No 1 and owner notification published in the February newsletter.

Approved the waiver of a past due fee of $561.24 for an owner in Section 52 as recommended by legal counsel, as the costs were uncollectible.

ACTIVITIES COMMITTEE

The Activities Committee met on January 8th at 7:30 p.m. in the Clubhouse Conference Room. Present was Chair Alton Bryant, Stephanie Rogers, Shauna Watkins, Tracey Fitzgerald, Ernestine Wilkins, Leslie Dominy, and Events Coordinator Edit Sherry.

• Finalized the 2013 event calendar.

• Discussed details for the February 22nd Wine Tasting Event. Registration will be open from February 1st to February 20th. Ticket prices will be $15/person and $25/couple. A variety

of local wines and appetizers from Food4Thought Catering will be served.

• Began discussing details for the Spring Egg Hung on March 30th.

• Planned Spring Yard Sale on April 27th. Registration will open April 1st until April 24th. The registration fee will be $10.00 for residents and $50.00 for business vendors.

The next scheduled Activities Committee Meeting will be held on February 5th at 7:30 p.m. in the Clubhouse Conference Room.

The Activities Committee plans, advertises, and conducts social activities that provide opportunities for enrichment to Stone Ridge residents.

Meetings are held the first Tuesday of every month at 7:30 p.m. in the Clubhouse. Meetings are open to all Stone Ridge residents.

Community Code No. 1, Stone Ridge Design and Maintenance Standards, Page 52 states: “One temporary sign advertising the property for sale or rent is allowed. One “open house” sign may also be used the day of the open house. This sign shall conform to the allowed signs in the Stone Ridge Comprehensive Sign Package.”

Now is the time to start planning your spring projects! Please pick up an Architectural Improvement Application at the Stone Ridge office or visit the Stone Ridge web site at srnet.cc/ to print a copy of the form.

All homeowners are strongly encouraged to attend the meeting when their application is reviewed. It will aid the Architectural Review Committee if there are any questions.

VEHICLE STORAGE

Stone Ridge follows specific guidelines concerning permissible vehicles and their storage. As a reminder, storage of boats, commercial vehicles, trailers, campers, mobile homes, recreational vehicles, etc. must be located so as to minimize their impact on neighboring properties, roadways, or common areas.

Community Code #1 Design & Maintenance Standards, Page 57 states: “The following types of vehicles shall not be permitted to be parked or stored in open view on any residential lot, common parking area, public street or private street:

- Any motorcycle, boat or boat trailer.

- Any motor home, mobile home, trailer, self-contained camper or fifth wheel vehicle.

- Any truck with a camper slip-on where the camper is higher then the roofline of the cab of the truck.

- Any other vehicle not defined above which is not normally or regularly used for daily transportation, including dune buggies, non-operational automobiles or other automotive equipment not licensed for use on the highways of Virginia.

- Any vehicle with commercial signs, advertising or visible commercial equipment will be reviewed on a case-by-case basis.

- Any private or public school or church bus.

- Any vehicle not in service or good repair.

1. Any vehicle falling in the above classifications may be stored in a garage out of open view.

2. Any vehicle falling in the above classifications that are owned by a resident may be temporarily parked in a private driveway or common parking area for a period not to exceed 48 hours.

3. Prohibited vehicles owned by guest of residents may park such vehicles within the community for a period not to exceed 5 days.”

HOLIDAY LIGHT REMINDER

As a reminder; Community Code No. 1, Stone Ridge Design and Maintenance Standards, Page 40 states: “…Lights shall be displayed no earlier than thirty days before the holiday and shall be removed no later than thirty days thereafter.”

Please do your part in maintaining the “curb appeal” of Stone Ridge and remember to take down your holiday lights within the allowed time frame. Association Staff will begin issuing letters of non-compliance on February 1st. Thank you!

INTRODUCING THE NEW FACILITIES & GROUNDS MANAGER, GUY MCNEIL

Stone Ridge Association is pleased to introduce their new Facilities & Grounds Manager, Guy McNeil who began working at Stone Ridge in January.

Guy moved to Northern Virginia in 1965 and has been working in the construction and land development industry ever since. He has

worked as a contractor in Stone Ridge, in land development for Van Metre, and for Loudoun Water. Guy’s vast experience and familiarity with Stone Ridge will prove extremely helpful in his new position as Facilities & Grounds Manager.

Guy currently lives in Haymarket with his wife and four children. In his spare time, he enjoys running with his dog and working on projects around the house.

Please make sure to give Guy a warm welcome next time you are in the Association Office!

SNOW PLOWING IN STONE RIDGE

Winter weather may strike at any time and Stone Ridge residents should be as prepared as possible so when the snow falls, you know where to call for plowing information. The Community has several different snow plowing arrangements, depending on the location of your street.

The Clubhouse and sections 1, 2, 3, 13, 14, 36, 43, 44, 45 46, 47A, 53, 54, and 55 are plowed by Tri Star Development. If you have questions or concerns, please contact the Association office at 703-327-5179. Sections 4, 9, 10, 11, 12, 51, 52, Stone Springs Blvd, Tall Cedars Pkwy, Millstream Dr, and Greenstone Dr. are plowed by VDOT. 703-327-6925.

Condominium residents with snow plowing questions or concerns should contact Armstrong Management at 703-385-1133.

Van Metre sections 47B, 48, 49, Destiny Drive, and Marrwood are plowed by Tri-Star. Please contact Van Metre Customer Care at 703-723-2800.

REMINDERS

PARKING: When snow is headed our way, please park your car in your driveway or in a designated parking space. Cars parked on the street make the job much more difficult for the snow plows…and you may have to deal with the task of digging your car out if it’s plowed in.

DRIVEWAYS: When you shovel your driveway, please toss the snow back into your yard – not in the street. Less snow helps the plows clear the streets more efficiently.

SIDEWALKS: Homeowners are responsible for clearing the sidewalk in front of their homes.

RENTING? IMPORTANT INFORMATION FOR LANDLORDS

If you are an owner who leases your property, we’d like to make the leasing experience successful and positive for everyone by informing you of some of the responsibilities that go along with it. This will help preserve your property value and maintain the association’s property value as well.

Your tenants may not be familiar with living in a planned community. Please take a few minutes to explain to them that, like all residents, are subject to the rules and regulations of the association, and it’s up to you to educate them and see that they comply. We recommend you provide your tenants with written copies of all governing documents and advise them on the proper use of the association’s facilities. You can obtain copies of these from Armstrong Management or have your tenant register for access to the community web site (www. srnet.cc/) where copies are posted.

In the event your tenant fails to comply with these documents, the association will issue violation notices to you and copy your tenant. Please contact your tenants in an attempt to correct the violation and bring the property into compliance. If you are unable to correct the violation, please contact the association office and explain the situation. We will be happy

to work with you if problems exist. Never assume that your tenants are taking steps to remedy the situation, you are ultimately responsible.

Please provide the Association with the names and contact information of your tenants by filling out a Memorandum of Lease form. This form, along with the Membership Application, will also be used to issue ID Cards to your tenants if you have waived your right to use the amenities and passed that right along to your tenants. Your tenants will receive the newsletter, invitations to participate on committees, notices of social activities and general association-related information.

FEBRUARY HOME MAINTENANCE TASKS

February is the perfect month to finish indoor home maintenance projects before Spring weather arrives and outdoor lawn and flower maintenance begins. Weather.com recommends the following home tasks for February:

• Remove drain traps under sinks and clean them thoroughly. Clean pop-up drain plugs. Inspect the linkage for pop-up drains to make sure they are set properly. To adjust the linkage, squeeze the finger-operated pressure lock to release it and slide it up or down as necessary.

• Inspect grout and caulk around tubs, sinks and showers. Chip out cracked grout and replace missing grout. Stained, discolored and mildewed caulk should be cleaned with trisodium phosphate or other household cleaner. If the caulk remains discolored, remove it and replace it with fresh, mildew-resistant caulk.

• Musty closet odors can be reduced or eliminated by removing the closet’s contents and washing walls with a diluted solution of chlorine bleach. In addition, try replacing solid doors with louvered doors. Note: If the mustiness is the result of moisture, find the source and correct it. Otherwise the problem will come back.

TRASH TOTERS GONE WITH THE WIND Has your trash toter wandered off? Have you discovered someone else’s trash toter on your property? The Association receives many calls like this during windy weather. We recommend that residents put their address or some other identifying mark on trash toters and recycling bins to identify them. Grab a big Sharpie, write your lot number on the side of your trash toter and recycling

bin…and the next time they wander off you’ll have a better chance of finding them and bringing them back home.

TAX TIME TIPS

It’s that time of the year again. The income tax filing season has begun and important tax documents should be arriving in the mail. Even though your return is not due until April, getting an early start will make filing easier. Here are the Internal Revenue Service’s top 10 tips that will help your tax filing process run smoother than ever this year.

1. Start gathering your records: Round up any documents or forms you’ll need when filing your taxes: receipts, canceled checks and other documents that support income or deductions you’re claiming on your return.

2. Be on the lookout: W-2s and 1099s will be coming soon; you’ll need these to file your tax return.

3. Use Free File: Let Free File do the hard work for you with brand-name tax software or online fillable forms. It’s available exclusively at http://www.irs.gov. Everyone can find an option to prepare their tax return and e-file it for free. If you made $58,000 or less, you qualify for free tax software that is offered through a private-public partnership with manufacturers. If you made more or are comfortable preparing your own tax return, there’s Free File Fillable Forms, the electronic versions of IRS paper forms.

4. Try IRS e-file: After 21 years, IRS e-file has become the safe, easy and most common way to file a tax return. Last year, 70 percent of taxpayers - 99 million people - used IRS e-file. Starting in 2011, many tax preparers will be required to use e-file and will explain your filing options to you. This is your chance to give it a try. IRS e-file is approaching 1 billion returns processed safely and securely. If you owe taxes, you have payment options to file immediately and pay by the tax deadline. Best of all, combine e-file with direct deposit and you get your refund in as few as 10 days.

5. Consider other filing options: There are many different options for filing your tax return. You can prepare it yourself or go to a tax preparer. You may be eligible for free face-to-face help at an IRS office or volunteer site. Give yourself time to weigh all the different options and find the one that best suits your needs.

6. Consider Direct Deposit: If you elect to have your refund directly deposited into your bank account, you’ll receive it faster than waiting for a paper check.

7. Visit the IRS website again and again: The official IRS website is a great place to find everything you’ll need to file your tax return: forms, publications, tips, answers to frequently asked questions and updates on tax law changes.

8. Remember this number: 17: Check out IRS Publication 17, Your Federal Income Tax on the IRS website. It’s a comprehensive collection of information for taxpayers highlighting everything you’ll need to know when filing your return.

9. Review! Review! Review!: Don’t rush. We all make mistakes when we rush. Mistakes will slow down the processing of your return. Be sure to double-check all the Social Security Numbers and math calculations on your return as these are the most common errors made by taxpayers.

10. Don’t panic!: If you run into a problem, remember the IRS is here to help. Try http://www.irs.gov or call toll-free at 800-829-1040.

SCOOP THE POOP

Be courteous of your neighbors and scoop it up! To assist with the clean-up of pet droppings, pet waste stations stocked with plastic bags have been installed throughout the community. You may also want to carry your own bags each time you walk your dog. The bags can be disposed of safely in the bin of each pet waste station.

Residents who walk their pets on community property are required to comply with Loudoun County registration and leash laws. Pet owners must register all pets over four months old with the County. Owners/walkers must keep pets on a leash in public and immediately pick up all droppings. Also, remember that pets are not permitted in or on the lawns, sidewalks, or parking areas surrounding the Community Center buildings or amphitheater stage or seating area.

BYRNE’S RIDGE PARK FIELD LIGHTS

The Board of Directors would like to ensure all residents are aware of Loudoun County Parks and Recreation Department’s proposed addition of lights to the Byrne’s Ridge Park Ball Fields in Stone Ridge. The plan, as

presented by the County, provides for the addition of field lights to extend Spring and Fall field usage. Complete project details for this Special Exception application (SPEX 2012-034) may be found at the Loudoun Online Land Applications System (LOLA) via this URL: http://www.loudoun.gov/index.aspx?NID=1078 and zoom in to Stone Ridge on the map.

The Stone Ridge Board of Directors felt that, while the extended playing time benefits a majority of the community, the needs of the residents living near the park were not adequately addressed by the County. The resident Directors drafted and presented a letter of support for the lights at the December 19th Planning Commission Public Hearing but listed numerous issues affecting adjacent homeowners such as no tree buffer, increased traffic and parking issues, and increased noise.

In addition, they reminded the Planning Commission that the County has not maintained the existing parking lot and landscape to the same standards as the rest of Stone Ridge. Many impacted homeowners also attended and reiterated the same concerns.

Commissioners understood the concerns and took action to amend the park light application which included (1) re-installation of the Type II tree buffer that was originally installed, (2) installation of 3 board fence behind residential properties adjacent to the fields, (3) fields lit only when in use and (4) lights must be turned off at 10pm (instead of the proposed 11pm cut-off during tournaments).

The application will now move to the Board of Supervisors for final action and approval. The next public hearing with the Board of Supervisors is on Wednesday, February 13th. 21ST ANNUAL VAN METRE 5 MILE RUN IN BROADLANDS

The 21st Annual Van Metre 5 Mile Run in Broadlands will take place on Saturday, March 23, 2013 at 8:30 a.m. The 5-mile run and the one-mile fun run will benefit the Children’s National Medical Center. Runners and walkers of all skill levels are invited to participate.

Cash prizes will be presented to the first, second, and third place overall male and overall female runners. Additional prizes will be presented to the top two male and female runners in their age group. The race will be timed using the ChronoTrack race timing system.

STONESPRINGS EMERGENCY CENTER TO OPEN FALL 2013

Construction has officially begun on the StoneSpring Emergency Center, with an opening date planned for Fall 2013!

“StoneSpring Emergency Center will provide vital medical services to residents along the Route 50 corridor,” said John Deardorff, president and CEO of HCA Virginia Health System’s Reston Hospital Center. “We’re delighted to be one step closer to making this facility a reality for Loudoun County.”

StoneSpring Emergency Center will have 12 private rooms, a full-service laboratory, a CT scanner, and other technology needed to diagnose and treat patients with moderate to serious injuries and illnesses. It will be opereated as a department of Reston Hospital Center. Like a hospital emergency room, the $10 million, 9,600-square-foot facility will be open 24 hours a day, staffed by physicians, nurses, and other caregivers with specialty training in emergency care. It will accommodate ambulance traffic as well as walk-in patients.

The center will be built on HCA Virginia’s StoneSpring Medical Campus, a 50-acre site located at the intersection of Gum Spring Road and Route 50. On that same site, HCA Virginia has been awarded a Certificate of Public Need to build StoneSpring Medical Center. The medical center is scheduled to open December 2015, at which time the emergency center will be integrated into the hospital structure.

HCA Virginia Health System’s other Northern Virginia expansion plans include a $25 million, 150,000-square-foot medical office building at Reston Hospital Center. Groundbreaking for the project occurred on September 17. The facility will house hospital services as well as physician offices and is scheduled to open in the fall of 2013.

VIRGINIA LAUNCHES NEW STATE WEBSITE

The commonwealth unveiled a redesigned and revamped official website Jan. 4, featuring a rotating home screen with a less-busy feel.

The new Virginia.gov’s (http://www.Virginia.gov) home page features several themes which appear randomly with each visit to the site: “Leading Virginia,” focused on transparency and service; “Family Ties” and “Home, James,” featuring the state’s diverse culture, traditions and history; “Best Practices” and “Open for Business,” aimed to help new and existing businesses and employees navigate the state’s economic climate; and “Bright Minded,” focused on education in Old Dominion.

Gov. McDonnell’s office says the new site’s “inviting new look” is backed by an “efficient architecture focused on improving citizen usability.”

“Internet service delivery has changed significantly since Virginia launched its first government website in 1997,” McDonnell, a Republican, said in a prepared statement. “Today, our citizens are enjoying faster connections and often using mobile devices. Our job as a website provider has not changed, however; we must efficiently deliver information and services that our citizens, businesses and visitors need.”

Five rounds of citizen usability testing were conducted on the desktop and mobile versions, according to McDonnell’s office. “We have measurably improved our service delivery through this new website by focusing on the user’s experience with government tasks,” McDonnell said. “Use of this quantifiable process will help us continue to improve going forward.”

Visitors of Virginia.gov can search for state information and services, research business licensing and workforce development, look for job opportunities, browse tourism-related events and learn about each branch of the state’s government.

TRANSPORTATION UPDATE FROM DEL. LEMUNYON

Widening Route 50 west of Route 28 will result in three lanes in each direction, open by the end of 2014, with final details completed in 2015. You should expect to see shifting of lanes in both directions at various times during the winter as construction continues, weather permitting. The reason this project is taking so long is due to the need to keep traffic moving during construction, which limits the ability of VDOT to close lanes.

The Fairfax Parkway bridge over Fair Lakes Parkway is now open. Construction will continue at this site for a few months as exits to Fair Lakes Parkway and the connector lanes to Monument Drive are completed.

Repaving of Fairfax Parkway was completed in early December. VDOT repaved a 24-mile section from Rolling Road in Springfield to the Fairfax/Loudoun County line north of Reston. Special quiet asphalt has been applied to road surfaces in both directions between Rugby Road and West Ox Road. Fairfax Parkway is just one of several roadways being used to test quiet pavement technology in Virginia. Quiet pavement is being implemented according to a law I authored in 2011.

Stringfellow Road work continues. Utility relocation above and below ground is now complete. Road surface construction is expected to commence in March 2013 and be completed in mid-2015, providing two lanes in each direction the full length of the road between Route 50 and I-66. VDOT will hold public outreach meetings about this in the near future.

Widening Route 606 in Loudoun County from Evergreen Mill Road to the Dulles Greenway is in the planning stages. This five mile project would build a four lane median-divided road designed to be widened further in the future. A public hearing regarding this is anticipated in early 2013.

Braddock and Pleasant Valley Road – VDOT has funding to evaluate a possible roundabout or traffic light solution to the long backups at this intersection.

Dulles Rail - Phase 1 of the “Silver Line” will open later in 2013 from near the West Falls Church Metro station through Tysons Corner to Wiehle Avenue in Reston. Financial decisions made several years ago by the state and the Metropolitan Washington Airports Authority (MWAA) permit the use of tolls on the Dulles Toll Road to pay for a significant part of the project’s cost. Tolls increased again this month.
