FIJAT - NADASRPSKIHPRIVREDNIKAProjekat Fijat, od samog po~etka izazivao je komentare kojisu se kretali od skepse do euforije, a njegovo usporavanjepod pritiskom prvog talasa ekonomske krize, mnoge jenavelo da posumnjaju kako }e ikada postati stvarnost. Ipak,ono {to poslednjih dana ni~e ispod krovova nove fabrikesagra|ene na temeljima Zastave, malo je tehnolo{ko ~udo idobro ~uvana tajna koja budi nadu da }e ponovo zabrujatima{ine i prekinuti nit od dve decenije zaostajanja ne samokragujeva~kog proizvo|a~a, nego i ~itave plejade malihfabrika koje su radile za taj sistem. Ra~unaju}i na saradnju saFijatom, u Kragujevac ali i druge okolne gradove, gotovo poceloj Srbiji, svoj dolazak najavljuju svetski proizvo|a~iautomobilskih komponenti. Mnogi od njih ve} su po~eli dagrade svoje pogone a ~itava plejada doma}ih proizvo|a~auveliko priprema programe koji su deo budu}e velike serijskeproizvodnje automobila.

Ali, i pre nego {to je prvo vozilo iza{lo iz fabri~kog kruga,dvadesetak doma}ih firmi okupilo se u zahtevnom posluobnove i izgradnje nove fabrike. Za njih, posao sa Fijatomnije samo dragoceni prihod u vreme krize. To je potvrda dakvalitetom i strukom mogu da odgovore potrebama gradnjejedne od najsavremenijih fabrika, ali i zna~ajna referenca zanove poslove na koje svaka od tih firmi ra~una. Iznad svega,to je svedo~anstvo da su ti gaditelji, prethodnica velikogprojekta koji bi trebalo da o`ivi doma}u industriju i da budevesnik jedne druga~ije Srbije. Ovo je prii~a o njima.

FIAT - THE HOPEOF THE SERBIANBUSSINESMENFrom the very beginning the project Fiat caused commentarieswhich oscillated between scepticism and auphoria and due to theslowdown of its realization under the pressure of the economiccrisis many people were made to doubt that it would neverbecome the reality. Nonetheless, what has been raised these daysunder the roof of the new factory built on "Zastava" foundation isa small technological miracle and a well kept secret whichinvokes hope that the machines will make noise again and endthe period of lagging not only of the manufacturers fromKragujevac but also of the whole myriad of small factories whichworked for that system. Counting on the cooperation with Fiat,the world manufacturers of automobile components announcetheir arrival to Kragujevac and other surrounding towns, almostall across Serbia. Many of them have already started buildingtheir own facilities and the whole myriad of the domesticmanufacturers intensively prepare programs which are the partof the future mass series production of automobiles.

But, around twenty domestic companies assembled within thedemanding work of the reconstruction and building new factory.For them the deal with Fiat is not only the opportunity forobtaining income in the time of crisis. It is the proof that they canrespond to the needs of the construction of one of the mostmodern facilities with the quality and professionalism. It is also animportant reference for new business activities which all thesecompanies count on. Above all, it is the confirmation that thesecontractors are the precursors of the large project which shouldrevive domestic industry and be the herald of a different Serbia.This is the story about them.

rojekat Fiat automobili Srbija je, kao retko koji projekat do sada,izazvao interesovanje naj{ire javnosti, uz opre~ne stavove i mi-{ljenja. Istina je da je zajedni~ka investicija Fiata i dr`ave najve-

}a pojedina~na investicija u industriju Srbije u poslednje vreme, i da re-alno o~ekivani pozitivni efekti ove investicije, kako na makroekonom-sku sliku Srbije, tako i za regionalni razvoj {umadijskog okruga prevazi-laze efekte bilo koje investicije u Srbiji u poslednjih nekoliko decenija.

^injenica je da je pre perioda tranzicije srpska ekonomija po svo-joj strukturi bila orijentisana, pored poljoprivrede i energetike, domi-nantno na industrijsku proizvodnju - odluka ~ija je korisnost za Srbijuvi{e osporavana nego hvaljena. Razlog za to je pre svega nerazumeva-nje zna~aja industrijske proizvodnje i iskrivljena slika da druge privred-ne grane generi{u zna~ajniju dodatu vrednost. Velike korporacije bilesu i ostale jedan od najzna~ajnijih privrednih subjekata ~ije je postoja-nje neophodno za razvoj malih i srednjih preduze}a kao prstena indu-strijskog razvoja nacionalnih ekonomija.

he project Fiat Automobiles Serbia aroused almost unprece-dented interest of the widest possible audience, which impliedcontradictory views and opinions. It is true that the joint invest-

ment of Fiat and the Republic is the greatest recent individual invest-ment in the industry of Serbia, and that the realistic positive effects ofthis investment, both on the macroeconomic picture of Serbia and re-gional development of Šumadija County, are greater than the effectsof all previous investments made in Serbia over the last several decades.

It is a fact that before the transition period the structure of the Ser-bian economy was directed not only to agriculture and energy sectorsbut mainly to the industrial production, as well - the decision the ben-efit of which for Serbia was more disputed than praised. This situationis mainly caused by the lack of the understanding of the importance ofindustrial production and the distorted image that other branches ofindustry generate the higher added value. Great corporations have beenone of the most significant economic entities, the presence of which isnecessary to the development of small and medium size companies asthe ring of the industrial development of national economies.

The industrial production is by its nature the capital-intensiveprocess - the great investments in the basic means, which are the mostimportant in the balance sheet, are necessary. In the world where thetechnology has been improved at increasingly fast rate, the cycle of re-placement and modernization of equipment has become considerablyshorter, which lead to the requirements for the cost optimisation, ex-tension of the scope and the greater efficacy of the production. The Ser-bian economy, previously hindered by the international embargo, andnowadays by the consolidation of the great international companies,which are faced up with the crises, focused on their domestic marketsand not currently interested in the extension to the new markets, is inthe situation which implies that there was multi-annual underinvest-ment for the obvious reasons.

Simply speaking, the scope of the investments necessary for the re-vitalization of the Serbian industry is far greater than the domesticsources of capital, while the foreign sources of investment were un-available, for many different reasons. Thereby the industrial produc-tion, instead of being the generator and engine of the economy in gen-eral, was the burden for the state budget, since it was necessary to sup-port the economically unsustainable production by subsidiaries, whichunder the above conditions was the only solution to providing the con-tinuous business activities, presence at the relevant markets and preser-vation of the work talents of the employees.

By strengthening ties with the international community, mainlywith the European Union, the conditions for the establishment of newmodel of encouraging economic growth and creating the investmentframe, which would eliminate the permanent financing of the econo-my without the significant progress of technology, competitiveness andprofitability, would be created.

It should be emphasized that by the introduction of the signifi-cant incentives to the investors for the investment in the Serbianeconomy and opening of the new work places, the economic policy

}i, {to je dovelo do zahteva za optimizacijom tro-{kova, pove}anjem obima i efikasnosti proizvod-nje. Srpska privreda, ranije optere}ena sankcijamame|unarodne zajednice, a sada konsolidacijomkrizom zahva}enih velikih internacionalnih kor-poracija fokusiranih na svoja mati~na tr`i{ta i tre-nutno neizainteresovanih za {irenje na nova tr`i-{ta, na{la se u situaciji da ima industriju u koju seiz objektivnih razloga godinama nedovoljno inve-stiralo. Jednostavno, obim ulaganja neophodnihza revitalizaciju srpske industrije daleko prevazila-zi doma}e izvore kapitala, dok su strani izvori fi-nansiranja, iz raznih razloga, bili nedostupni. Nataj na~in je industrijska proizvodnja, umesto da su-{tinski deluje kao generator i pokreta~ ~itave pri-vrede, predstavljala balast za dr`avni bud`et, jer jebilo neophodno subvencijama podr`avati eko-nomski neodr`ivu proizvodnju, {to je u datimuslovima bilo jedino re{enje za odr`avanje konti-nuiteta poslovanja, prisutnosti na relevantnim tr-`i{tima i odr`avanja radnih ve{tina zaposlenih.

Uspostavljanjem ja~ih veza sa me|unarod-nom zajednicom, pre svega Evropskom unijom,stvorili su se uslovi za razvoj novog modela pod-sticanja privrede i kreiranja investicionog okvirakoji bi eliminisao permanentna davanja privredibez zna~ajnijeg napretka u tehnologiji, konkurent-nosti i profitabilnosti.

Uvo|enjem, mora se re}i, zna~ajnih podstica-jima investitorima za ulaganje u srpsku privredu iotvaranje novih radnih mesta, ekonomska politi-

ka koju vodi Ministarstvo ekonomije i regionalnograzvoja fokusirala se na obezbe|ivanje povoljne in-vesticione klime za kredibilne strate{ke partnere,~iji je cilj bio da se Srbija izdvoji na vrlo konku-rentnoj mapi investicionih destinacija u regionu.

Mora se priznati da je takav model doneo o~e-kivane rezultate - veliki broj preduze}a koji je go-dinama ~ekao na investicije uz pomo} Ministar-stva ekonomije i regionalnog razvoja, Agencije zastrana ulaganja i promociju izvoza i Agencije zaprivatizaciju prona{ao je strate{ke partnere, ~imesu se permanentna bud`etska izdvajanja za sub-vencije dru{tvenim i dr`avnim preduze}ima zame-nila kona~nim paketima podsticaja. Tako su, naprimer, u Srbiji svoju proizvodnju zapo~eli ,,Tatra-vagonka“,“Beneton“ i ostali. Dr`ava je tako|e ususret iza{la i investitorima ~iji je izbor bio da po-krenu proizvodnju „od nule“, tzv. greenfield inve-sticije, i njima je obezbedila podsticajne pakete za

investiranje i otvaranje novih radnih mesta. Na tajna~in su u Srbiju do{li ,,Panasonik“, „Leoni“, „Fal-ke a odnedavno i svetski priznat nema~ki„Bosch“ koji je potpisao ugovor sa Vladom Repu-blike Srbije o izgradnji nove fabrike u Pe}incima.

Proces privatizacije u Srbiji poznaje nekolikomodela privatizacije, koji se u su{tini svode na pro-daju kapitala ili prodaju imovine. U slu~aju proda-je kapitala, kupac pored ugovorom definisanihobaveza, preuzima sve postoje}e obaveze predu-ze}a koje kupuje, dok se u slu~aju prodaje imovi-ne preuzimaju u su{tini samo ugovorne obaveze.Preduze}a koja su bila uspe{na, sa profitabilnimposlovanjem i jasnom slikom zadu`enosti, moglasu da se privatizuju prodajom kapitala. U izve-snom broju slu~ajeva, kupci u privatizaciji, prepo-znavaju}i potencijal koji pojedini biznis poseduje,bili su spremni da preuzmu kapital i prezadu`enihpreduze}a, naravno za cenu koja je reflektovala ta-

It should be admitted that the desirable resultswere achieved by using this model - the numerouscompanies which had been waiting for investorsfor many years, with the help of the Ministry ofEconomy and Regional Development, Serbia In-vestment and Export Promotion Agency, and thePrivatization Agency, found their strategic part-ners, which implies that the permanent budget ex-penditure for subsidiaries to the public and state-owned companies were replaced with the final in-centive packages. Therefore, among others,„Tatravagonka“, „Benetton“ and other compa-nies, started their production in Serbia. The Re-public also met the requirements of the investors,who would choice to start the production „fromscratch“, so-called „greenfield“ investments, andgave them the incentive packages for investingand opening of the new work places. Thereby,„Panasonic“, „Leoni“, „Falke“ came to Serbia,and the internationally renown „Bosch“ has re-cently signed the agreement with the Governmentof the Republic of Serbia on the construction ofnew factory in Pe}inci.

The process of privatization in Serbia is fa-miliar with several models of privatization, whichessentially imply the selling of capital or assets. In

the case of selling of capital, the customer alongwith the obligations defined by the contract,should meet all obligations of the company whichis being sold, while in the case of the selling of as-sets essentially only the obligations from the con-tract should be met. It was possible to privatize thecompanies which used to be successful with theprofitable business activities and clear picture ofindebtedness, by selling of capital. In some cases,the buyers during the privatization, having recog-nized the capacity of some business, were ready totake over the capital of the indebted companies aswell, of course at price which reflected such in-debtedness, by also taking the risk of the paying-off these debts.

However, most frequently there was a lack ofinterest in the capital of the indebted companies.Thus, the assets were sold without the debts, bymeeting the obligation of taking over certainnumber of employees, i.e. by the obligatory socialprogram.

Some companies which were important tothe economy of Serbia had difficulties in attract-ing of the investors. Such being the case of Zasta-va from Kragujevac, since the tender for selling ofthis company was issued in 2007, but none of theregistered participants met the entrance condi-tions. This tender was the clear signal that it wasneeded to establish the special model of the at-traction of the strategic partner for Zastava inKragujevac. Concerning the automobile industry,it is of the crucial importance to provide the place-ment of the products, which implies that oneneeds to have the easily recognizable brand. In ad-dition, in the global competition of the great au-tomobile companies, efficacy and scope of pro-duction are of vital importance. Nowadays the au-tomobile factory which can produce less than200,000 vehicles is unprofitable.

The fact is that Zastava managed to producethis number of vehicles in the late 1980s - at thetime of the considerably greater domestic market,

kvo zadu`enje, preuzimaju}i i rizik za vra}anje tihdugova.

Me|utim, naj~e{}e je interes za kapital takvih,prezadu`enih preduze}a izostajao. Tada se proda-vala imovina bez dugova, uz obavezu investiranjai preuzimanja odre|enog broja radnika, odnosnouz obavezni socijalni program.

Pojedina, za privredu Srbije zna~ajna predu-ze}a, imala su te{ko}a sa privla~enjem investitora.Jedan od takvih slu~ajeva je i kragujeva~ka Zasta-va, za ~iju fabriku automobila je krajem 2007. go-dine raspisan tender na kom nije bilo prijavljenihu~esnika koji su ispunjavali kvalifikacione uslove.

Ovaj tender je predstavljao jasan signal da jeza kragujeva~ku Zastavu potrebno razviti posebanmodel privla~enja strate{kog partnera. Za automo-bilsku industriju, klju~no je obezbediti plasmanproizvoda - pre svega je neophodno je imati pre-

poznatljiv brend. Tako|e, u globalnoj kompeticijivelikih automobilskih kompanija, efikasnost iobim proizvodnje su klju~ni. Danas je fabrika au-tomobila kapaciteta manje od 200.000 vozila ne-isplativa.

^injenica je da je Zastava krajem 80-tih godi-na pro{log veka ovu cifru i dostigla - u vreme zna-~ajno ve}eg doma}eg tr`i{ta, sa protekcionisti~-kim uvoznim stopama i u vreme kada je raspola-gala konkurentnom tehnologijom. Danas, doma-}e tr`i{te nije sposobno da apsorbuje grani~nu ko-li~inu proizvedenih automobila koja je neophod-na da bi proizvodnja bila isplativa. Klju~ uspeha jeplasman na inostrana tr`i{ta. Za takav plasman,globalno prepoznatljiv brend je imperativ.

Iz svih tih razloga, Ministarstvo ekonomije i re-gionalnog razvoja je pokrenulo pregovore sa itali-janskim Fiatom, kako bi re{ilo pitanje Zastave. U

trenutku zapo~injanja pregovora, Fiat je bio jednaod retkih globalnih automobilskih kompanija kojaje bele ila profit, {to se zadr`alo i do danas. Sa dru-ge strane, bez obzira na proteklo vreme od uspo-stavljanja proizvodnje u Zastavi do danas, ona setemeljila na principima i tehnologiji Fiata. Kompa-tibilnost proizvodnje bila je klju~na pre svega zapreuzimanje zna~ajnog dela radnika Zastave i re-lativno kratkom periodu obuke za rad sa novimtehnologijama koje koristi Fiat.

Kompanije koje proizvode automobile imajuposebno mesto u privredi - za funkcionisanje fabri-ke automobila je, pored velikog broja radnika u sa-moj fabrici, neophodno lokalno prisustvo klju~nihdobavlja~a, samim tim i generisanje novih investi-cija i otvaranje dodatnih novih radnih, po broju vi-{estruko ve}em od broja radnika u samoj fabriciautomobila.

Iz tog razloga se Republika Srbija odlu~ila da,zajedno sa Fiat-om kao strate{kim partneromosnuje zajedni~ku kompaniju u kojoj bi bila ma-njinski vlasnik. Pored navedenog, razlozi za u~e-{}e Republike Srbije u kapitalu kompanije su broj-ni - direktna kontrola investicionog ciklusa, dina-mike zapo{ljavanja, plasmana na inostrano tr`i{tesu samo neki od njih. Naravno, dr`ava ima pravoi na dividende, ali je primarni interes dr`ave bio daima direktan uvid i kontrolu u razvojni aspekt ko-ji ova investicija treba da donese.

Iako je transakcija zajedni~kog ulaganja Repu-blike Srbije i Fiata vrlo kompleksna, kada se sagle-

For all above reasons, The Ministry of Econ-omy and Regional Development started to ne-gotiate with the Italian Fiat, aimed at solving theissue of Zastava. When the negotiations began,Fiat was one of few global automobile compa-nies which made profit, and this trend has con-tinued to this very day. On the other hand, re-gardless of the time which passed from startingof production in Zastava, it was based on theprinciples and technology of Fiat. The compati-bility of production was of the key importancemainly to the taking-over the majority of the per-

sonnel of Zastava over the relatively short peri-od of training for the work with new technolo-gies used by Fiat.

The companies which produce automobileshave a special role in the economy - along with nu-merous employees in the factory, the local pres-ence of the key suppliers is necessary for the ac-tivities of the automobile factory, which imply thegeneration of new investments and opening of ad-ditional new work places, the number of which isfar greater than the number of employees in theautomobile factory itself.

Therefore, the Republic of Serbia, with Fiat asthe strategic partner, decided to establish the jointcompany in which it would have the minoritystake. There are other numerous reasons why theRepublic of Serbia decided to become one of theinvestors of the company, such as the direct con-trol of the investment cycle, of dynamics of em-ploying, placement at the international market ,

etc. Of course, the Republic is able to gain divi-dens, but it is primarily interested in the directmonitoring and control of the development aspectwhich this company should achieve.

Although the transaction of the joint invest-ment of the Republic of Serbia and Fiat is verycomplex, having in mind the complete picture,the essence is simple - the Republic of Serbia, asthe minor shareholder, and Fiat together investin one of the greatest domestic companies, thefacilities and equipments of which would worthmore than one billion euros, which would bemainly provided by the credit given by the Euro-pean Investment Bank, and which would be paidoff by the profit made by the joint company, theRepublic of Serbia is solving the problem re-garding the unsustainable production in Zastavabased on the subsidiaries, by opening the newwork places and made multiple benefits regard-ing the economic and macroeconomic develop-ments. Namely, the company is able to produce200,000 vehicles, and there is a possibility to in-crease the number of produced vehicles to300,000. Based on the preliminary forecasts , thenet effect on the external balance sheet would beimproved by the additional one billion euros,which will considerably contribute to the stabili-ty of the Serbian currency, and which would re-duce the risk from the inflationary pressures. Ifwe analyze the effect on GDP, the annual pro-duction can contribute to the increase of asmuch as 3%. In addition, Fiat in its system in-

Naime, pun kapacitet ove fa-brike iznosi 200.000 vozila sa mogu}o{}u pove-}anja kapaciteta na 300.000 vozila. Preliminar-ne projekcije govore da bi neto efekat na platnibilans sa inostranstvom bio pobolj{an sa dodat-nih milijardu evra, {to }e bitno doprineti i stabil-nosti na{e valute, a {to za posledicu mo`e daima i smanjenje inflatornih pritisaka. Ukolikoposmatramo efekat na BDP, godi{nja proizvod-nja mo`e da doprinese rastu i do 3%. Takodje, Fiat u svoj sistem uklju-~uje najsavremeniju fabriku u okru`enju sa, za standarde Evropske uni-je, povoljnim tro{kovima radne snage, materijala i energenata, paketinvesticionih, poreskih i podsticaja za zapo{ljavanje koji su Srbiju kaoinvesticionu destinaciju izdvojili od ostalih zemalja okru`enja.

Na kraju, ali ne i najmanje va`no jeste da je prisustvo jedne takveglobalne kompanije koja se odlu~ila za Srbiju za investicioni projekatve}i od milijardu evra jasan signal svim velikim globalnim kompanija-ma i potencijalnim strate{kim partnerima srpske privrede da je Srbijastabilno i povoljno odredi{te za krupan kapital koji je klju~ za revitali-zaciju srpske privrede, pokreta~ razvoja i put ka transformaciji u vode-}u privredu u regionu.

Last but not least, the presence of such a global company, whichdecided to invest in the project in Serbia which is greater than one bil-lion euros, is the clear signal to all great global companies and poten-tial strategic partners of the Serbian economy that Serbia is the stableand favourable market to the great capital, which is the key to the re-vitalization of Serbian economy, engine of the development and pathtowards its transformation into the leading economy in the region.

Kako je i sam najve}i deosvog radnog veka proveo kao rukovodilac u Zastavi, razgovor po~i-njemo pitanjem kako mu sada izgleda nova fabrika.

- I u FAS-u tvrde da seovde instalira najsavremeni-ja oprema koja trenutno mo-`e da se na|e na svetskomtr`i{tu, a nabavljena je odproizvo|a~a u Nema~koj,Japanu, Italiji i drugde. Vi-deli ste najve}i deo te opre-me, kakvi su va{i utisci?

- Sve {to bih rekao izgle-dalo bi kao preterivanje, jerta postrojenja jednostavnotreba videti. Ja samo moguda potvrdim Fijatove tvrd-nje, i da dodam da najve}ideo te opreme ~ine robotiposlednje generacije.

- [ta za Kragujevac zna-~i dolazak Fijata?

- To je u poslednjih 50godina najzna~ajniji pri-vredni doga|aj ne samo ugradu, nego i za Srbiju. Fija-tova fabrika u Kragujevcuobezbedi}e velikog broj di-rektnih i jo{ ve}i broj indi-rektnih radnih mesta, jer tuinvesticiju prati veliki brojkooperanata koji }e tako|eanga`ovati nove radnike.Uz to, sa Fijatom }e o`ivetii sektor usluga, pre svegaugostiteljstva i hotelijerstva.

he city of Kragujevac is also involved in the implementationof the project Fiat Automobiles Serbia, and it signed the Me-morandum on Strategic Planning with this company. There-

fore, City Mayor Veroljub Stevanovi} is a frequent guest in FAS,where nowadays the reconstruction of the factory facilities, construc-tion of new facilities and installing of modern manufacturing equip-ment are in the final phase. Since he spent the greatest part of hiscareer as a manager in Zastava, we begin this conversation by thequestion how this new factory looks like.

- The factory where I worked does not exist any more. The onewhich is built on the base of the previous factory is a completely newand, undoubtedly, the most advanced Fiat factory. But, there is so-mething more. I am a mechanical engineer by trade, specialized inengines and motor vehicles and I visited many famous world com-panies, from Audi to BMW, and I am sure that this factory in Kra-gujevac is one of the most advanced ones in Europe.

FAS also claims that inthis factory the most advan-ced equipment, which canbe currently found at theworld market, and whichwas procured from produ-cers in Germany, Japan,Italy and other countries,has been installed. You ha-ve seen the majority of thisequipment, what are yourimpressions of it?

- Whatever I saywould sound like an exag-geration, since these facili-ties should simply beseen. I can only confirmthe claims made by Fiat,and add that the majorityof equipment refers to therobots of the latest genera-tion.

What does the arrival ofFiat mean for Kragujevac?

- It is most importanteconomic event, not on-ly in this city, but in Ser-bia in general, as well.Fiat factory in Kraguje-vac will provide numero-us direct jobs, and evenmore indirect ones, sincethis investment implies agreat number of collabo-

- Koliko }e, prema Va{oj proceni, proizvodnjaFijatovih automobila u Kragujevcu doprineti o`i-vljavanju i razvoju doma}e industrije i privrede?

- Treba se setiti {ta je proizvodnja Zastavinihautomobile nekada zna~ila ne samo za srpsku,nego i za privredu biv{e jugoslovenske dr`avnezajednice. Tada je na stotine hiljada srpskih i ju-goslovenskih radnika, direktno ili indirektno, bi-lo vezano za fabriku u Kragujevcu. Sli~no }e bitii sada, jer sa Fijatom, ponovi}u, dolaze proizvo-

|a~i auto-delova i komponeti, ali i drugi investito-ri, i to ne samo iz Italije, ve} iz celog sveta. To seve} de{ava, pomenu}u samo ju`nokorejsku Jurakorporaciju koja je prisutna u Ra~i Kragujeva~koji Ni{u. U Srbiju je do{ao i nema~ki Leoni, tu jeod skora i veliki Bo{. Fijat je, reklo bi se, magneti za ostale velike inostrane investitore ne samo uindustriji, nego i u drugim delatnostima. Primeraradi, u Kragujevac je posle Fijata, pored ostalihfirmi, do{la i izraelska Placa koja ovde gradi naj-ve}i {oping mol na Balkanu, u kojem }e biti neko-liko stotina novih radnih mesta.

- Da li dr`ava i grad ispunjavaju preuzete oba-veze, posebno one vezane za izgradnju putne in-frastrukture, koja FAS-u obezbe|uje urednu logi-stiku i normalno funkcionisanje?

- Saradnja grada, dr`ave i Fijata na najvi{emje mogu}em nivou. Ima, dodu{e, malih ka{nje-nja kad je gradnja infrastrukture u pitanju.

Osnovano, ipak, verujem da }e gradnja kako in-ternih i lokalnih, tako i magistralnih saobra}aj-nica biti okon~ana do po~etka serijske proizvod-nje prvog novog modela, zna~i u aprilu, ili majunaredne godine.

There isvirtually no free room in the hotels in Kragu-jevac and vicinity, so we seriously considerthe construction of new ones, and these buil-dings are supposed to be of the highest class.New highways were also built in Kragujevac,and in the foreseeable future many other pro-

jects will be implemented. However, the mostimportant thing refers to the fact that Kragu-jevac will be the second city in Serbia regar-ding the economic development, directly fol-lowing Belgrade.

In your opinion, to what an extent the produc-tion of Fiat automobiles in Kragujevac will con-tribute to reviving and developing of Serbian in-dustry and economy?

- We should have in mind the great impor-tance of the production of the former Zastavaautomobiles not only to the Serbian economy,but to the economy of the former Yugoslaviaas well. At the time hundreds of thousands ofSerbian and Yugoslav workers were either di-rectly or indirectly associated with the factoryin Kragujevac. The case of Fiat is similar as, Irepeat, the producers of car parts and compo-nents and other investors are coming to Serbia,not only from Italy but from all other parts ofthe world as well. This process has been al-ready in progress, and it is enough to mentionSouth Korean Yura Corporation which is pre-

sent in Ra~a Kragujeva~ka and Ni{. The Ger-man Leoni Company also came to Serbia, andthe great Bosch Company has arrived recently.Fiat is, so to speak, magnet for other great fo-reign investors not only in the industry but inother domains as well. For instance, along withother firms, Israeli Plaza Company came toKragujevac after Fiat, and it builds the biggestshopping mall in the Balkans, where severalhundred new jobs will be available.

- Do the state and local authorities meet the-ir obligations, particularly ones regarding the con-struction of road infrastructure, which providesthe suitable logistics and enables the normal bu-siness activities of FAS?

- The cooperation of local and state authori-ties and Fiat is at the highest possible level. Ne-vertheless, there are small delays in the construc-tion of infrastructure. I rightly believe that theconstruction of not only internal and local ro-ads, but of arterial ones, as well, will be finishedbefore the serial production of the first new mo-del began, which means in April or May 2012.

Trenutno u fabri~kom krugu FSS-a i oko njega gradimo trimosta i pet saobra}ajnica za vezu fabrike sa gradskim i magi-stralnim putnim pravcima, kao i sa Slobodnom zonom "Gro-{nica", u kojoj }e biti locirane fabrike najzna~ajnijih Fijatovihkooperanata. Auto - put od Kragujevca do Koridora 10, premazvani~nim najavama iz Vlade Srbije, mora da bude u potpuno-sti zavr{en do kraja naredne godine. Izgradnja Ju`ne obilazni-ce oko Kragujevca, koja }e predstavljati direktnu vezu fabrikesa me|unarodnom saobra}ajnicom, trebalo bi da se okon~a do2014. godine, ~ime }e najve}i deo obaveza dr`ave i grada pre-ma Fijatu biti ispunjen.

Meeting deadlines

At the plot of land where the FAS is located and around itwe currently build three bridges and five highways in order toconnect the factory with not only the local and arterial roads,but with Free zone "Gro{nica", where the factories of the mostsignificant Fiat collaborators will be located, as well. The high-way Kragujevac - Corridor 10, according to the official anno-uncement of the Serbian Government, should be completedby the end of 2012. The construction of South bypass aroundKragujevac, will be the direct connection of the factory withthe international highway, will have been finished until 2014,by which the majority of the obligations of the state and localauthorities regarding Fiat will be met.

Uveliko se grade i fabrike najzna~ajnijih Fijatovih dobavlja-~a u Slobodnoj zoni „Gro{nica“. Kad }e u tim fabrikama po~etiproizvodnja delova za ugradnju u Fijatove automobile?

- Fabrike najva`nijih dobavlja~a, u kojima }e se proizvoditito~kovi, sedi{ta, pozicije od plastike i drugo, i bukvalno se gradedanono}no, pa se na tim lokacijama no}u radi uz reflektore. Fa-brike glavnih kooperanata grade se i u krugu FAS-a, gde }e najve-}i dobavlja~ Manjeti Mareli i D`onston Kontrol imati po dva po-gona, i u biv{oj vojnoj kasarni „Gro{nica“, udaljenoj nekoliko sto-tina metara, gde ni~u objekti multinacionalnih kompanija, tako-|e D`onston Kontrola, kao i Promo manjeto kompani, Sid`et iHTL. U neposrednoj blizini FAS-a }e, za sada, biti podignuto se-dam fabrika najzna~ajnijih Fijatovih dobavlja~a. Sve one bi}espremne za sopstvenu masovnu proizvodnju onog trenutka kadai FAS u|e u serijsku proizvodnju novog modela.

- The reconstruction of the production facility and the busi-ness premises of the former automobile factory „Zastava“,which was taken over by FAS at the beginning of this year, isthe largest industrial project in Serbia over the last few decades.The performance of the works in the practically completelynew factory is in the final phase, most pieces of the modernproduction equipment obtained from Germany, Japan, Italyand other countries have already been set up, and the rest of itwill have been installed by the end of the first quartal of thenext year. It is the cutting-edge equipment for the productionof vehicles which can be obtained from the world market.Therefore the factory in Kragujevac will be the most modern

Kada mo`emo da o~ekujemo otvaranje nove fabrike automo-bila u Kragujevcu i po~etak serijske proizvodnje prvog od dva pred-vi|ena Fijatova modela?

- Fabrika }e biti otvorena sredinom aprila naredne godine. Ta-da }e u njoj po~eti i serijska proizvodnja novog modela sa pet se-di{ta, koji }e, prethodno, po~etkom marta, svetskoj javnosti bitipredstavljen na Sajmu automobila u @enevi, a vrlo brzo o~ekujese i proizvodnja varijante od sedam sedi{ta. Uvo|enje u proizvod-nju i drugog modela zavisi}e od Fijatovih komercijalnih planova.

Izgradnja Ju`ne obilaznice oko Kragujevca, koja je trebaloda predstavlja direktnu vezu FAS-a sa auto-putem prema Bato~ini,odlo`ena je. [ta je sa ostalom putnom infrastrukturom, neophod-nom za normalan rad nove fabrike automobila?

- Trenutno se intenzivno grade lokalne i interne saobra}ajni-ce i mostovi unutar i okolo FAS-a, koje bi fabriku trebalo da po-ve`u sa kooperantima u Slobodnoj zoni „Gro`nica“, kao i sa put-nim pravcima koji vode prema magistralnim putevima. Auto-putod Kragujevca do Bato~ine bi}e zavr{en naredne godine, a Ju`naobilaznica 2014.

Da li }e i koliko po~etak serijske proizvodnje u Fijatovojkompaniji u Kragujevcu doprineti razvoju doma}e industrije i pri-vrede?

- Automobilska industrija, koja podrazumeva i proizvodnjukomponenti, i dalje je motor razvoja i najnaprednijih zemalja. Otome svedo~i ~injenica da su se u spasavanje svojih auto-industri-ja, tokom svetske ekonomske krize, li~no uklju~ili predsedniciSAD i Francuske, Barak Obama i Nikola Sarkozi, kao i premijer-ka Nema~ke Angela Merkel. Srbija od proizvodnje u kompanijiFAS mo`e da o~ekuje devizni prihod od milijardu evra godi{nje.Zna~ajan prihod treba o~ekivati i od proizvodnje i izvoza delovaFijatovih komponenta{a, koji }e ovde imati status doma}ih firmi.Direktna korist od dolaska Fijata i po~etka proizvodnje automo-bile u novoj fabrici bi}e velika i nema dileme da }e zna~ajno do-

What is actually reconstructed and installed in the facilities?- The whole equipment has been installed in „Karoserija“ and

all works on that facility for manufacturing auto body parts andcar shells are completed. The first line of press machines has beentransported in „Preseraj“ facility from Japan, and the second onewill come at the beginning of the next year. The works on the fa-cilities „Lakirnica“ and „Hemijska priprema“ have mainly beenfinished. The installation is ready for the beginning of the test pro-duction of the new model, and it will be totally completed for thestart of the series production of that vehicle.

The construction of the factories of the most important Fi-at's suppliers in the Free Zone „Gro~nica“ is in full swing. Whenwill the production of the parts for the installation in Fiat's auto-mobiles start in these factories?

- The factories of the most important suppliers, in which thewheels, seats and plastic parts, etc, will be manufactured, havebeen literally built day and night. Therefore, the constructionworks at these locations have been performed under floodlightsby night. The factories of the main partners have been built inthe area of FAS, where the largest suppliers Magneti Marelli andJohnson Control will have two facilities each, and also in the siteof the former barracks „Gro~nica“, which is a few hundred me-tres away, where the buildings of the multinational companiesand of Johnson Control, Promo Magneto Company, Sid'et andHTL have been raised. Seven factories of the most important Fi-at's suppliers will be built in the immediate vicinity of FAS forthe time being. All of them will be ready for their own mass pro-

duction as soon as FAS starts the seriesproduction of the new model.

When can we expect opening of thenew automobile factory in Kragujevac andthe start of the series production of the firstof two planned Fiat's models?

- The factory will be opened in midApril next year. At that time we will startthere the series production of the newmodel with five seats, which will be previ-ously presented to the world public in theauto show in Geneva at the beginning ofMarch. The production of the variant withseven seats is also expected in the near fu-ture. The start of the production of thesecond model will depend on Fiat's com-mercial plans.

The construction of the South By-pass around Kragujevac, which should havebeen the direct connection of FAS with themotorway towards Bato~ina, was can-celled. What about the rest of the road in-frastructure which is neccesary for normalfunctioning of the automobile factory?

- The construction of the local and in-ternal traffic arteries and bridges withinFAS and around it has now been inten-sively performed. They should connect thefactory with the partners in the Free Zoneand communication lines leading to themain roads. The motorway from Kraguje-vac to Bato~ina will be completed nextyear and the South Bypass will be finishedin 2014.

Will the start of the series produc-tion in Fiat's company in Kragujevac con-tribute to the development of the nationalindustry and economy and to which degree?

- Automobile industry, which includesthe production of components, is still theengine of the development in the most ad-vanced countries as well. The proof forthat is also the fact that the presidents ofthe US and France, Barack Obama andNicolas Sarkozy, and Germain chancellorAngela Merkel have personally participat-ed in the process of rescuing the automo-bile industry in their own countries duringthe global financial crisis. Serbia can ex-pect the foreign currency income worth abillion euros per a year from the produc-tion in FAS company. The significant rev-enue should also be expected from theproduction and export of the parts manu-factured by Fiat's partner companies,which will have here the status of domes-tic firms. The direct benefit from the ar-rival of Fiat and the start of the produc-tion of automobiles in the new factory will

be huge, and there is no doubt that it will significantly contributeto the recovery and development of the domestic industry. Fiatand its partners, which will be located beside in Kragujevac and[umadija in other parts of Serbia as well, are an example to oth-er foreign companies and investors that one can normally makebusiness in Serbia, which is the indirect benefit from Fiat's arrivalto Kragujevac.

- Srpsko tr`i{te na~elno jeste primamljivo za strane investitore,mada je tokom poslednjih sedam godina interesovanje variralo. Odmomenta kada je Mace International odlu~io da otvori svoje pred-stavni{tvo u Srbiji 2004, pa sve do 2009. godine, uprkos ~injenici daSrbija nema najjednostavnije procedure za izdavanje gra|evinskihdozvola, interesovanje investitora je raslo i rukovodili smo velikimbrojem objekata, ali je ekonomska kriza uticala na gra|evinsku in-dustriju i pad interesovanja.

Kako biste u kratkim crtama pobrojali benefit kori{}enja PM-a? - Ukoliko investitor u okviru svog tima ima projekt menad`ment

Koji su va{i najzna~ajniji svetski projekti?- Veliki je broj zna~ajnih i atraktivnih svetskih projekata kojima

je Mace rukovodio, a neki od njih postali su svojevrsni simboligradova u kojima su izgra|eni. Recimo, uz Big Ben, London se pre-poznaje i po London Eye-u a novi simbol taj grad }e dobiti u jo{ jed-nom Mace projektu - Shard, najvi{oj zgradi specifi~ne arhitekture.Ne mo`emo presko~iti Dubai koji poslednjih 10 godina prednja~i uizgradnji najatraktivnijih svetskih projekata, gde smo rukovodili iz-gradnjom ~uvenog Mall of Emirates, {oping centrom koji u okvirusvog kompleksa ima zatvoreno skijali{te.

Prilikom sprovo|enja projekata vodite ra~una o za{titi `ivotnesredine. Da li nam mo`ete pojasniti koncept zelene gradnje?

- U poslednje tri godine u svetu dominira model zelene gradnje,a re~ je o sveobuhvatnom konceptu koji se primenjuje od projekto-vanja, gradnje pa sve do na~ina na koji }e objekat funkcionisati. Uobzir se uzimaju najrazli~itiji parametri, kao {to su orijentacijazgrade, pristupa~nost lokacije, gustina izgra|enosti, zatim upotrebavode, energetska efikasnost, izbor gra|evinskih i drugih materijala i,kona~no, kvalitet kori{}enja unutra{njeg prostora. Iako na prvipogled izgleda da ovako kompleksan proces mnogo ko{ta, praksa jepokazala da zelena gradnja tokom kori{}enja donosi velike u{tede.

mestic investors in the tradition of their foreign coun-terparts involved the companies such as Mace in theteam, starting from the phase of planning, says BranislavSimovi}, the Regional Manager of Mace Belgrade. Headds that this kind of service is still more often used.

Mace has had the branch-office in Serbia for sev-en years. How much is our market attractive and towhich degree was it changed during this period?

- Generaly speaking, Serbian market is appealing to the foreign in-vestors, although the interest in it varied in the past seven years. Despitethe fact that Serbia's procedure for obtaining construction permit is notso simple, the interest of investors increased and we led many projectsfrom 2004, when the Mace International had decided to open its branch-office in Serbia, to 2009. But the economic crisis affected the construc-tion industry and caused the decrease in interest.

Can you shortly list the advantages of using the PM?- If an investor has the project manager company within the team, as

is the case with MACE, the total safety is ensured for him/her, not onlywith respect to the quality of the construction of a building, but also withrespect to meeting the deadlines and covering the costs during the wholeprocess of the development and construction, and also to the plannedcosts during the process of construction in the future.

What are your most important world projects? - There were numerous significant and attractive world projects

which were led by Mace, and some of them became the unique symbolsof the cities in which they had been carried out. For example, beside BigBen, London is also recognizable due to the London Eye, and this citywill get the new symbol within another project of Mace - the Shard,which will be the tallest building of the specific architecture. We cannotomit to mention Dubai which in the last ten years has been a leader inthe field of carring out the most attractive world projects. We led therethe project of building the famous Mall of Emirates - the shopping mallwhich includes the indoor ski resort within its complex.

During the process of carring out the project you take care about theenvironment protection. Can you explain the concept of „green building“?

- The model of „green building“ has domanated the world over thelast three years. It refers to the comprehensive concept which has beenimplemented from making project design and the construction to theway in which the facility will function. One takes into consideration themost different parametres, such as the orientation of the building, the ac-cessibility of the location, the density of already built constructions, theuse of water, energy efficiency, the choice of the construction materialsand other type of the materials and finally the quality of the use of the in-ner space. Although it may seem at first glance that such a complexprocess costs a lot, the practice has showed that „green building“ resultsin huge savings through its use.

- In addition, we are present in the domains of construction andconstruction-handworks, maintenance of the bearing capacity ofconstructive elements, and we provide the services of the profes-sional monitoring and consulting in the civil engineering - Milan Lu-ji}, General Manager of BeoNant, says for Danas. This company isto the greatest possible extent present at the Serbian market, but italso implemented several projects in Republika Srpska.

The experience and high-quality work were also recognized byinvestors of new Fiat factory, who hired BeoNant for the activitiesin the domain of this company.

- We are involved in the construction of the following wa-ter supply systems: hydrant, sanitary and technological.

Also, we have performed the activities regarding theconstruction of external rainwater, fecal and tech-

nological sewage systems with pumping stations.Over the last few weeks we have been involvedin activities regarding the external rainwatersewage system. Aktivnosti „Delta In`enjeringa“ na rekonstrukciji i izgradnji fabrike „Fijatautomobili Srbija“ u Kragujevcu zapo~ete su sa prvim dolaskom „Fi-jata“ u Srbiju. Od tada pa do danas „Delta In`enjering“ je aktivno prisu-

tan u „Fijatu“ i kao projektantska i kao izvo|a~ka firma.Nakon adaptacije dela upravne zgrade u „Fijatu“ i na{e prve saradnje

2008. godine, „Delta In`enjering“ nastavlja aktivnosti na polju projektovanjaunutar parcele fabrike automobila.

Projektnom dokumentacijom (LOT4) izradili smo kompletne infrastruk-turne projekte vodovoda i kanalizacije, kao i projekte rekonstrukcije posta-je}ih i izgradnje novih cevnih mostova za transport fluida do objekata kom-pletnog kompleksa „Fijata“, povr{ine 170 hektara. Ovaj multidisciplinarni pro-jekat obuhvata izgradnju novog cevnog mosta ~eli~ne konstrukcije u du`iniod 1500m, sanaciju i rekonstrukciju postoje}eg cevnog mosta du`ine1000m, zamenu svih cevovoda na cevnom mostu 10km, postavljanje pot-puno novog energetskog 20kV razvoda, ukupne du`ine 3,6km, izgradnjunovog sistema za snabdevanje pitkom i industrijskom vodom, izgradnjunovog sistema protivpo`arne instalacije, ukupne du`ine 25km, rekonstruk-ciju i izgradnju atmosferske i fekalne kanalizacije, ukupne du`ine 18km,postavljanje novog telekomunikacionog sistema i dr.

Projektantska uloga „Delta In`enjeringa“ zamenjana je 2011. godine ul-ogom izvo|a~a radova na izgradnji III faze cevnih mostova. Ovim projektomura|ena je kako toplifikacija nekoliko objekata u okviru kompleksa tako irazvod tehnolo{kih fluida u du`ini od preko 5km cevovoda.

Na poslovima izrade ma{inskih instalacija u Objektu 3 (Karoserija40.000m2) „Delta In`enjering“ je i projektant i izvo|a~. Ovim projektomobuhva}ena je kompletna dokumentacija razvoda fluida kako za grejanje ob-jekta tako i za potrebe tehnolo{kih potro{a~a, kompletna nabavka materijalai monta`a preko 250t cevovoda.

Na polju elektroinstalacija na{e aktivnosti zapo~ete su izgradnjom privre-menih instalacija za potrebe drugih izvo|a~a i kontinuirano traju ve} tri go-dine. Na{e ekipe konstantno su prisutne na monta`i novih instalacija i na ispi-tivanjima i rekonstrukcijama starih razvoda.

Novozapo~eti poslovi odnose se na ugovor za ma{insku monta`uopreme za Rashladno postrojenje Ergom, kapaciteta 2200kw, koji je pot-pisan u septembru ove godine. Za „Delta In`enjering“ ovo je tre}e postro-jenje takvog tipa u ovoj godini.

„Delta In`enjering“ u okviru „Fijata“ ima svoje kancelarije u kojima jein`enjerski kadar gra|evinske, ma{inske i elektrostruke.

Activities of „Delta Engineering“ regarding the reconstruction and con-struction of factory „Fiat Automobiles Serbia“ in Kragujevac started as ear-ly as „Fiat“ arrived in Serbia. Ever since „Delta Engineering“ has been ac-

tively present in „Fiat“ both as a project designer and contractor.After the adaptation of some parts of main building in „Fiat“ and our business

cooperation in 2008, „Delta Engineering“ continues activities in the domain of pro-ject designing within the plot of land where the automobile factory is located.

By making project documentation (LOT4) we made complete infrastructureprojects concerning water supply and sewage systems, as well as projects re-garding the reconstruction of current and construction of new pipe bridges for trans-port of fluids to the units in each part of „Fiat“ factory, the area of which is 170hectares. This multidiscipline project implies construction of new pipe bridges ofthe steel construction which is 1,500 meters long, repair and reconstruction of cur-rent pipe bridge, which is 1,000 meters long, replacement of all pipe lines at thepipe bridge which are 10 kilometers long, setting of completely new 20 kV elec-tricity conductor, the total length of which is 3.6 kilometers, construction of new sys-tem for supply with drinking and industrial water, construction of new system of fire-resistant installation, the total length of which is 25 kilometers, reconstruction andconstruction of sewer system for atmospheric wastewater and fecals, the total lengthof which is 18 kilometers, setting new telecommunication system, etc.

The role of the project designer of „Delta Engineering“ was replaced in 2011by the role of contractor in the construction of Phase 3 of pipe bridges. This pro-ject implied both setting heating power system in several units within the factoryand transport of technological fluids by the pipelines the lenght of which exceeds5 kilometers.

Regarding the construction of mechanical installations, „Delta Engineering“ isboth project designer and contractor. This project implies making the completedocumentation of transportation of fluids, aimed both at the heating of the factoryand meeting the demands of technological consumers, complete procurementof materials and setting pipe lines the weight of which exceeds 250 tons.

In the domain of electrical installations our activities begun by the constructionof temporary installations for meeting the needs of other contractors and have beencontinuously performed for three years already. Our teams have been continu-ously present during setting of new installations, controls and reconstruction of oldconductors. The activities which have begun recently imply the agreement on themechanical setting of equipment for Cooling System Ergom, which is 2,200 kW,signed in September 2011. It is the third facility of this kind in 2011 for „Delta En-gineering“. „Delta Engineering“ within „Fiat“ has its offices where civil, mechanicaland electrical engineers work.

Fabrika automobila „Fijat automobili Srbija - FAS“ - Tretman tehnolo{kih otpadnih voda

Krajem maja 2009. godine „Delta in`enjering“ je, na osnovu ten-derske dokumentacije, zapo~eo re{avanje veoma komplikova-nog problema pre~i{}avanja tehnolo{kih otpadnih voda tada{nje

fabrike „Zastava automobili“. Ovaj projekat je bio od velikog zna~aja ima-ju}u u vidu aspekt za{tite `ivotne sredine.

U periodu od novembra 2009. do aprila 2010. godine izvedena je prvarekonstrukcija Postrojenja za pre~i{}avanje tehnolo{kih otpadnih voda, ~ijije interni naziv „Katak I“. Prva faza rekonstrukcije zasnivala se se na fizi~ko-hemijskom tretmanu tehnolo{kih otpadnih voda u odnosu na njihov ulaznikvalitet. Tehnolo{ke otpadne vode na liniji Hemijske pripreme, a u pogonuPovr{inske za{tite, kao i na liniji Kataforeze bile su podeljene na kontinualnei diskontinualne otpadne vode, dok su se na ostalim linijama, u okviru pogo-na Lakirnice, javljale diskontinualne vode. Postrojenje „Katak I“ zavr{eno jesredinom marta 2010. godine i pre~i{}avalo je otpadnu vodu do nivoa kva-liteta potrebnog i dovoljnog za ispu{tanje u gradski kanalizacioni sistem.

U okviru radova na rekonstrukciji pogona Fabrike automobila „Fijatautomobili Srbija“ u Kragujevcu predvi|ena je II faza rekonstrukcije Po-strojenja za pre~i{}avanje otpadnih voda („Katak II“) u cilju prilago|ava-nja novim zahtevima budu}e Lakirnice, kao i budu}eg pogona za farba-nje branika, u pogledu koli~ine i kvaliteta tehnolo{kih otpadnih voda.

U odnosu na I fazu rekonstrukcije, kada je recipijent bila fekalna ka-nalizacija fabrike, nove tendencije u modernizaciji fabrike odredile su i no-ve uslove za izlazni kvalitet pre~i{}ene vode. Kontinualne otpadne vodepotrebno je pre~istiti do nivoa kvaliteta efluenta potrebnog za dalji tretmanna budu}em Postrojenju za recirkulaciju tehnolo{ke vode, dok za diskon-tinualne otpadne vode kvalitet efluenta treba da odgovara MDK vredno-stima za upu{tanje u gradsku kanalizacionu mre`u.

Koli~ina otpadnih voda je:Predvi|eni ~asovni protok kontinualnih otpadnih voda (poogon Lakirnice + pogon Farbanja branika) qk=34,6 –41,0 m3/hPredvi|eni ~asovni protok diskontinualnih otpadnih voda (poogon Lakirnice + pogon Farbanja branika) qk=9,0 – 15,0 m3/hPredvi|ena ukupna koli~ina zbirnih diskontinualniih otpadnihvoda na godi{njem nivou QDUK= 15 441,20 m3/god.

S obzirom na zadate uslove, no-vodefinisani koncept za potrebe II fa-ze, pored fizi~ko-hemijskog tretmanatehnolo{kih otpadnih voda, obuhva-ta i biolo{ki deo tretmana na najsa-vremenijem MBBR ure|aju.

Koristili smo najsavremeniju opre-mu, a deo opreme je proizveden una{oj fabrici ^elik u @itora|i po sop-stvenim tehnolo{kim re{enjima.

U toku su zavr{ni radovi, odno-sno monta`a procesne opreme, uokviru izgradnje i rekonstrukcije Po-strojenja „Katak II“, a paralelno seodvijaju i pripremni radovi, kao i izra-da projektne dokumentacije za III fa-zu rekonstrukcije.

Automobile factory „Fiat Automobiles Serbia - FAS“ - Treatment of technological wastewater

In late May 2009, „Delta Engineering“, based on the bid documentation,began to solve very complex problem regarding the purification of tech-nological wastewater of the then factory „Zastava automobiles“. This pro-

ject was of the great importance to the environmental protection.From November 2009 to April 2010 the Facility for purification of tecno-

logical wastewater, nicknamed „Katak 1“, was reconstruced for the first time.The first phase of reconstruction implied the physical-chemical treatment oftechnological wastewater based on their initial quality. The technologicalwastewater at line Chemical preparation, in the facility Surface protection, aswell as at line Cataphoresis, was divided into continuous-flow and discontin-uous-flow wastewater, whereas at other lines, within Dye house facility, dis-continuous-flow wastewater occurred. The facility „Katak 1“ was built in mid-March 2010 and purified wastewater to the quality level sufficient for pouringinto the urban sewage system.

The activities aimed at the reconstruction of facilities of Automobile Fac-tory „Fiat Automobiles Serbia“ in Kragujevac imply the Phase 2 of recon-struction of the Facility for purification of wastewater („Katak 2“) aimed at meet-ing new requirements of future Dying house, as well as of the future facility forbumper painting, regarding the quantity and quality of technological waste-water.

Concerning the Phase 1 of the reconstruction, when the recipient wassewer system for fecals, the new trends in modernization of the factory set thenew conditions for the output quality of the purified water. The continuous-flowwastewater is needed to be purified to the effluent quality level needed for thefurther treatment at future Facility for recirculation of technological water,whereas the effluent quality of the discontinous-flow wastewater should be in

accord with MAC for pouring into urbansewer system.

Given the requirements, newly-de-fined concept for Phase 2, along withphysical-chemical treatment of techno-logical wastewater, implies the biologi-cal treatment at the most advancedMBBR device.

We used the most contemporaryequipment, and some of it was pro-duced in our factory elik in @itora|a, byusing our own technological solutions.

The final activities are in progress,which means setting of the processingequipment and reconstruction of facili-ty „Kapak 2“, with the simultaneouspreparatory activities, and it also impliesmaking project documentation forPhase 3 of reconstruction.

Izgradnja Fijatove fabrike u Kragujevcu okupila je brojne doma}e fir-me. [ta je bio va{ deo posla u tom projektu?

- Radovi na Fijatovoj fabrici automobila predstavljaju jednu od najve-}ih investicija u Srbiji u proteklih 20 godina i normalno je da je na tomprojektu anga`ovan veliki broj doma}ih firmi. Mi smo do sada ugovorili,i u najve}oj meri i izveli, vi{e pozicija na tom poslu. Kao i uvek kada suovakve investicije u pitanju, po~eli smo sa izradom tehni~ke dokumenta-cije, u ovom slu~aju za spoljnu infrastrukturu, cevovode i cevne mosto-ve, da bi te i{te na{ih aktivnosti nakon toga postalo izvo|enje radova naizgradnji i rekonstrukciji ma{inskih i elektro- instalacija i objekata.

O koliko zahtevnom poslu je re~?- Obim radova na izgradnji Fijatove fabrike je ogroman, sa velikim

brojem anga`ovanih firmi, kako doma}ih tako i stranih. Gradili{te tadanaj~e{}e li~i na ko{nicu. Kako se izvo|a~i preklapaju na istom prostoruprilikom obavljana razli~itih vrsta radova, vrlo je va`no po{tovanje dogo-vorenih rokova, jer jedno zaka{njenje povla~i za sobom ka{njenje u vi{epozicija. Zato je organizacija gradili{ta, ljudstva i sredstava, mehanizacije,kao i mikro i makroplaniranje radova neophodno da bi se ispo{tovali ugo-voreni rokovi. Svesni ove obaveze i onoga {to nas o~ekuje na ovom gradi-li{tu, mi smo samo za Fijat odredili jednog od na{ih najsposobnijih direk-tora kao vo|u posla i koordinatora svih aktivnosti u Fijatovoj fabrici.

Da li su uneta neka originalna re{enja u projekat?- Ponosni smo {to su pojedini ugovori sklopljeni po sistemu "klju~ u ru-

ke" i {to su obuhvatali na{a tehnolo{ka re{enja, izradu projektne dokumen-tacije, nabavku opreme i izvo|enje radova kao i pu{tanje u rad i dokaziva-nje proizvodnih performansi. To se prvenstveno odnosi na I i II fazu radana postrojenju za pre~i{}avanje otpadnih voda Lakirnice . Delta in`enje-ring ima poseban sektor koji se bavi tretmanom voda i taj sektor razvijamoposlednjih 10 godina. Uspeli smo da razvijemo sopstvenu tehnologiju, kaoi odre|ene specijalizovane proizvode. Za ovaj projekat u Fijatu specifi~noje i to {to smo prilikom razvoja ovog postrojenja ostvarili saradnju sa itali-janskim stru~njacima iz te oblasti i imali priliku da razmenimo iskustva.

Kolika je bila vrednost projekta?- Finansijski gledano, anga`ovanje Delta in`enjeringa na tom poslu

- Investitori kao {to je Fijat imaju visoke zahteve u pogledu kvalitetaradova, rokova, organizacije rada i, naro~ito, u pogledu za{tite na radu iza{tite ivotne sredine. Delta in`enjering ve} vi{e od 15 godina sara|ujesa stranim kompanijama kao {to su Henkel, Holcim, Messer, USS, NIS-Gazprom neft, tako da smo na vreme uo~ili njihove zahteve i prilagodilina{e poslovanje i organizaciju njihovim standardima. of the greatest Italian automobile manufacturer in Serbia im-plies that this company is engaged both as the project-makerand contractor. General Manager of Delta Engineering Bo-jan Tomi} speaks about their cooperation for Danas.

Numerous Serbian firms are involved in the construc-tion of Fiat factory in Kragujevac. Which of the activities areyou responsible for?

- The activities regarding construction of the factory Fiat Automobileshas been one of the greatest investments in Serbia over the past 20 years andit is logical that many Serbian firms participate in this project. So far we havemade agreements and to the greatest extent implemented several activitiesconcerning the project. As it has always been the case with the investmentsof this kind, we have started to create the technical documentation, i.e. forthe external infrastructure, pipelines and pipe bridges, so that the our activi-ties would subsequently be focused on construction and reconstruction ofthe mechanical and electrical installations and facilities.

How much demanding are these activities?- The scope of activities regarding the construction of Fiat factory is very

broad, and many firms, both Serbian and international ones, are involved.The construction site at these moments most often resembles a beehive.Since contractors are simultaneously doing different types of the activities atthe same place, it is of particular importance to meet the arranged deadlines.Every delay implies the delay in several directions. Therefore, organizationof the construction site, human resources, instruments, machinery, as well asmicro and macro planning of the activities, are necessary in order to meetthe arranged deadlines. Aware of such an obligation and the envisioned ac-tivities on this construction site, one of our most skilled directors was ap-pointed project manager and coordinator of all activities in Fiat factory.

Have any original solutions been brought into the project?- We are proud of the fact that some agreements were made by using

„turn-key“ system and that they implied our technological solutions, creationof project documentation, procurement of the equipment and implementa-tion activities, as well as the starting and appraisal of the manufacturing per-formances. It mainly refers to the phases One and Two of the activities re-garding the facility for the treatment of the wastewater from the Dye-house.There is a special department of Delta engineering which deals with the wa-ter treatment, that has been developing over the past 10 years. We managedto develop our own technology, as well as some specialized products. Thisproject in Fiat is special because during the development of this facility westarted the cooperation with the Italian experts in this domain and had thechance to exchange our experience.

What is the value of the project?- In regard to finances, the value of the involvement of Delta engineering

in this project over the past two years exceeded 8.5 million euros.What does the cooperation with Fiat bring to your company?

- The investors like Fiat have a high demand regarding quality of work,deadlines, organization of activities, and, particularly, safety at work and envi-ronmental protection. Delta engineering has been cooperated with the inter-national companies such as Henkel, Holcim, Messer, USS, NIS-Gazprom neftfor more than 15 years already, so we noticed their demands on time and adapt-ed our business activities and organization to their standards. As a result, we dobusiness in accord with ISO 9001, 14001 and 18001. Of course, it is not our fi-nal result and we are constantly working on the improvement and enhance-ment of the level of our services. The investors such as Fiat expect it from us.

Osim toga zadatak ove firme jeste i uklanja-nje PCB otpada iz objekta „Galvanizacija“, kaoi ~i{}enje povr{ina kontaminiranih PCB-em upogonu „Eska Plant“, kao i kona~no zbrinjava-nje otpada nastalog nakon ~i{}enja predmetnihpovr{ina.

- Trenutno smo anga`ovani na projektu raz-re{enja zemlji{ta zaga|enog PCB-em na glavnojlokaciji Fijata. Nadamo se da }e uspe{na po-

slovna saradnja sa Fijatom na do sada realizova-nim projektima zbrinjavanja otpada, kao i velikoiskustvo koje imamo u oblasti upravljanja otpa-dom omogu}iti nastavak saradnje na poslovimazbrinjavanja otpada iz redovnog procesa rada fa-brike - isti~e ^oli} Mohora.

Miteco godi{nje u proseku zbrine 800 do1.000 tona opasnog otpada. Nakon planiranog in-vesticionog ciklusa kapaciteti kompleksa }e omo-gu}iti manipulaciju sa preko 7.000 tona opasnog iindustrijskog otpada, a u narednom trogodi{njemperiodu plan je, prema re~ima direktorke, da se in-

vestira u infrastrukturu kompleksa, sve u cilju po-bolj{anja kvaliteta usluge i boljeg pozicioniranjakompanije na tr`i{tu. ry. "In concrete terms, Miteco company has start-ed implementing two main projects and it estab-lished the successful business cooperation with FI-AT company in the domain of treatment, packing,collecting, transport and export of the hazardouswaste material for the final treatment, burning ofthe waste colours, adhesive and chemical prod-ucts, the quantity of which is around 1,700 tons -Nevena ^oli} Mohora, the General Manager ofMiteco-Kne`evac says for Danas.

In addition, this factory is responsible for re-moval of PCB wastes from the facility "Galva-nizacija", cleaning of areas contaminated by PCBin the facility "Eska Plant", and the final treatmentof waste material which occurred upon cleaningof the utilised areas.

- We are currently involved in the project re-garding treatment of the soil polluted by the PCBon the main site of Fiat. We hope that successfulbusiness cooperation with FIAT in the previouslyimplemented projects of the waste material treat-ment, as well our great experience in the domainof waste material management will enable us tocontinue the cooperation regarding the waste ma-terial treatment from the regular factory process-es - ^oli} Mohora emphasizes.

Miteco every year manages from 800 to1,000 tons of hazardous waste material approxi-mately. After the planned investment cycle, itwill be possible to treat more than 7,000 tons ofthe hazardous and industrial waste material inthe factory, and General Manager says that inthe following three-year period there are plans toinvest in the infrastructure of the factory, aimedat the improvement of the quality of services andthe best possible positioning of the company atthe market. ^oli} Mohora remarks that Mitecodoes perform its activities as a socially responsi-ble company, and will continue to do so, both toits employees and to social community in whichit is doing business. tablished in December 2004, and it dealswith logistics and trade by the materials,equipment and waste material. During therenewal of the country, after the NATObombing, the company increasingly startedto do activities regarding reconstructionand construction of energy facilities, which

Na osnovu Ugovora o zajedni~kom investicionom ulaganju potpisanog29. septembra 2008. godine izme|u Republike Srbije i Fiat GroupAutomobiles S.P.A. napravljen je plan ~i{}enja fabrike automobila u

Kragujevcu gde je kao prioritet definisano uklanjanje otpada koji je u krugufabrike bio skladi{ten decenijama (istorijsko zaga|enje), a koji su, izme|uostalog, ~inile i velike koli~ine otpadnog materijala nastalog nakon NATObombardovanja fabrike „Zastava“, kao i otpada nagomilanog iz redovnog pro-cesa rada. Polaze}i od zakonskih obaveza koje reguli{u ovu oblast i posto-janja potencijalnih opasnosti od zaga|enja `ivotne sredine, anga`ovano jepreduze}e MITECO SYSTEM d.o.o. iz Beograda, na poslovima kona~nogzbrinjavanja opasnog otpada.

Pursuant to the Contract on joint investment venture concluded on 29th Sep-tember 2008 between Republic of Serbia and Fiat Group AutomobilesS.P.A. a plan for cleaning the car production factory in Kragujevac had been

made. Defined priority was the removal of waste stored in the factory for decades(so called historical waste), containing a large amount of waste material generatedafter the NATO bombing of the "Zastava" factory, as well as accumulated waste fromthe regular production process. Taking into consideration the legal requirementsregulating this area and the existence of potential hazards of environmental pollu-tion, company "Miteco System" d.o.o. from Belgrade was engaged for the clean-ing-up of locations identified as contaminated/containing hazardous waste.

The waste has been properly prepared by Miteco for transport and disposalin European treatment facility, in accordance with EU regulations. 1) PAKOVANJE, SAKUPLJANJE, TRANSPORT I IZVOZ NA KONA^-NO ZBRINJAVANJE/SPALJIVANJE OTPADNIH BOJA, ZAPTIV-NIH MASA I HEMIKALIJA

Cilj ovog projekta bio je da se defini{e i sprovode procedura upravlja-nja opasnim otpadom za uklanjanje opasnog otpada od kori{}enja boja,rastvara~a, zaptivnih masa, hemikalija i kontaminirane ambala`e iz najve-}e fabrike automobila u Srbiji. Opasan otpad je bio nepropisno skladi{tenpreko vi{e od 30 godina na lokaciji fabrike. Otpad je, od strane Miteco-a, na propisan na~in pripremljen za transport i odlaganje u evropskom po-strojenju za tretman otpada, u skladu sa propisima EU. Kompanija Mite-co je uspela da organizuje svoje resurse {to podrazumeva 10-15 ljudi utimu, koji su konstantno bili na raspolaganju za zadatke koji se odnose naovaj projekat. Projekat je obuhvatao:

Cilj projekta bio je da se defini{e i sprovode procedura uklanjanjaPCB otpada i dekontaminacija/~i{}enje povr{ina kontaminiranih PCB-em. Opasan otpad je na propisan na~in pripremljen za transport i odlaga-nje u evropskom postrojenju za tretman PCB-a, u skladu sa propisimaEU. Kompanija Miteco je uspela da organizuje svoje resurse {to podra-zumeva 18-20 ljudi u timu, koji su konstantno bili na raspolaganju za za-datke koji se odnose na ovaj proje-kat, rade}u u skladu sa FIDIC-ovimuslovima. Od kada je jula pro{le godine privatizovana Energotehnika Ju`naBa~ka (EJB) pove}an je broj zaposlenih i obim poslova u ovompreduze}u, a neki od planova koji bi doprineli da u 2011. firma

ostvari prihod izme|u 35 i 40 miliona evra, ve} su po~eli da se ostvaru-ju. Prema re~ima direktora Neboj{e Grbu{i}a, u prvoj polovini ove go-dine potpisan je ugovor sa Siemensom, prema kome su u Srbiji postalijedini ovla{}eni distributer srednjonaponskih RMU postrojenja.

- Pritom, napravljena je disperzija poslova po vrsti i po investitori-ma, tako da je EJB po~ela da {iri svoje aktivnosti prema poslovnim prav-cima koji ranije nisu bili zastupljeni - alternativnim izvorima energije, iz-gradnji pre~ista~a otpadnih voda, klimatizacije i ventilacije, kao i kom-pleksnim in`enjering projektima. Energotehnika Ju`na Ba~ka je privatizovana jula pro{le godine, aposlovni prihod u 2010. bio je oko 22 miliona evra, {to predstavlja po-ve}anje od skoro 40 odsto u odnosu na 2009. Since July 2010, when Energotehnika Ju`na Ba~ka (EJB) was pri-vatized, the number of the employees and scope of activities in thisenterprise have increased, and some of the plans which con-

tributed to making the profit ranging from 35 to 40 million euros, havestarted to be implemented. General Manager of the company Neboj{aGrbu{i} says that in the first half of 2011 the agreement with Siemenswas signed, based on which EJB became the only authorized distributorof medium voltage RMU facilities in Serbia.

- In addition, activitieswere dispersed by usingthe criteria of types and in-vestors, so EJB has startedto extend its activities to-wards the directions whichwere not present before -towards alternative energysources, construction ofthe waste water purifiers,air-conditioning, ventila-tion systems, as well as to-wards complex engineer-ing projects. It is possibleto implement all these pro-jects only by the positiveapproach to business andby the constant selectionof the personnel who havethe main role in the implementation - Grbu{i} says.

Energotehnika Ju`ba Ba~ka was privatized in July 2010, and its busi-ness profit in 2010 was about 22 million euros, i.e. almost 40 percentmore than in 2009. One of the projects on which this company can beproud is the cooperation with Fiat, worth about 20 million euros. Our in-terlocutor emphasizes that "the agreement implies setting of the powertransformer stations, creation of the cable networks in all parts of Fiatfactory, automatization of boiler-room, reconstruction of complete pro-duction halls within the factory", that the new business projects will beimplemented very soon in Slovenia and Germany, and that more than650,000 euros has been invested in the purchase of new equipment.

U svomprogramu ima elektroopremu za trafostanice, ~eli~ne konstrukcije, kablovske priklju~nekutije, gasno merne regulacione stanice. Me|u brojnim klijentima su i Merkator, NIS, EPSi mnogi drugi, a osvetljenja zgrade Matice srpske, Varadinskog mosta i Petrovaradinsketvr|ave u Novom Sadu delo su upravo Energotehnike Ju`na Ba~ka. Half-century long history

During its half-long century this company has emerged as the leader at the Serbianmarket, and in the rich collection of the projects which have been implemented so farthere are 8,500 power transformer stations, power transmitters of all voltage levels,which are more than 12,000 kilometers long, as well as gas and hot water pipelines whichare more than 400 kilometers long. This company has the electrical equipment for pow-er transformer stations, steel constructions, cable installation boxes, regulative stationsfor gas measurement. Merkator, NIS, EPS and many other companies are among nu-merous clients of EJB, and the lighting systems of the builiding of Matica Srpska, Varadin-ski Bridge and Petrovaradinska Fortress are made by Energotehnika Ju`na Ba~ka. Thereare 320 employees in EJB, and the number of them increased after the privatization.

rimo in`enjering je u~estvovao kao generalniizvo|a~ na projektu sanacije krovova i fasada pogona Fijat auto-mobila Srbija u Kragujevcu i na izradi novih objekata u krugu fa-

brike FAS. U brojkama, na {est objekata kragujeva~ke fabrike, isprojek-tovali smo, proizveli u na{oj fabrici panela u [imanovcima, i montiralipribli no 250.000 kvadratnih metara krovnih i fasadnih sendvi~ panela.Uz to, projektovali smo i montirali i oko 4.000 tona ~eli~ne konstrukci-je - nagla{ava Bojana \or|evi}, generalni direktor Trimo in`enjeringa.Prema njenim re~ima, na projektima u okviru FAS, u zavisnosti od ni-voa aktivnosti, bilo je anga`ovano izme|u sto i tri stotine radnika, uklju-~uju}i Trimo in`enjering i podizvo|a~e Trimo in`enjeringa. Ta ~injeni-ca, dodaje \or|evi}eva, sama po sebi govori o posebnom zna~aju pro-jekta u doba krize.

- S obzirom na to da smo sanirali krovove i fasade na starim i o{te-}enim halama nekada{nje Zastave, verujemo da bi bez tih radova pokre-tanje proizvodnje novih automobila bilo veoma te{ko. Dotrajala kon-strukcija hala, kao i krovovi i fasade zamenjeni su savremenim krovnimkonstrukcijama i Trimoterm sendvi~ panelima koji su trajni, vatrootpor-ni, i imaju sve ateste i sertifikate u skladu sa doma}im i evropskim zako-nodavstvom. Na ovom projektu ~ak smo imali i prvi put slu~aj da izvo-

dimo radove na hali u kojoj se odvijaproizvodnja automobila i to je predsta-vljalo ote`avaju}u okolnost za organiza-ciju i logistiku radova - obja{njava Boja-na \or|evi}. Ona isti~e da osim sa Fija-tom, Trimo in`enjering sara|uje i sa nje-govim klju~nim dobavlja~ima, koji tako-|e grade svoje pogone u Kragujevcu. UTrimo in`enjeringu o~ekuju da se sarad-nja nastavi i na budu}im projektima.

- Cilj nam je da postanemo vode}aizvo|a~ka ku}a u oblasti izgradnje ko-mercijalnih, poslovnih, industrijskihmonta`nih objekata, kao i niza objeka-ta drugih namena. Trimo in`enjering participated as a contractor in carring out theproject regarding the roof and facade repair of the factorybuilding Fiat automobili Srbija in Kragujevac. It also took part

in building new facilities within the area of the FAS factory. Speak-ing in numbers, we laid out in six facilities of the factory in Kragu-jevac around 250.000 square metres of roof and facade sandwichpanels, which we had designed andproduced in our panel factory in[imanovci. Apart from that, we alsodesigned and assembled there around4.000 tonnes of steel construction,Bojana \or|evi}, the General Direc-tor of Trimo in`enjering, says.

According to her words, between100 and 300 employees were en-gaged in carring out the projects with-in the FAS, including Trimo in`en-jering and the producers of Trimoin`enjering, depending on the level ofactivities. \or|evi} adds that this factitself indicates that this project is ofspecial importance at time of crisis.

- Considering the fact that wehave repaired the roof and facade ofold and damaged halls of the formerZastava factory building, we believethat launching the process of produc-tion of new automobiles would bevery difficult without these works hav-ing been previously done.

Worn out construction of the halls and the roof and facade havebeen replaced with modern roof constructions and Trimoterm sand-wich panels which are enduring, fireproof and have all certificatesin compliance with national and European legislation. Within thisproject for the first time we were carring out works on the hall inwhich the production of the automobiles was ongoing and it was theaggravating circumstance for the organization and logistics of works,Bojana \or|evi} explains.

She stresses that beside Fiat Trimo in`en-jering cooperates with its key suppliers, whoalso build their own facilities in Kragujevac. Itis expected in Trimo in`enjering that the co-operation will be continued, reagrding otherprojects in the future.

Our goal is to become a leading contractorin the domain of building commercial, busi-ness, industrial assembly structures, as well asa series of constructions which have some oth-er purposes. We would also like to improve ourposition of the leading suppliers of high-qualityand safe roof and facade systems in Serbia andSoutheast Europe, Bojana \or|evi} stresses.

Trimo in`enjering was estab-lished in 2002. as the part of the in-ternational group with the samename, which has branch offices in 25countries and it is active in more than50 global markets. In the factory in[imanovci in Serbia roof and facadeTrimoterm sandwich panels filledwith mineral wool and P line by tri-mo made of polyurerthane are pro-duced. They have certificate aboutthe compliance with the EN14509:200, the European qualitystandard for the production of roofand facade sandwich panels of theInstitute IMS from Belgrade togeth-er with all other neccesary docu-ments which show it is fireproof,HACCP, etc. The quality of the productwas also confirmed by the Europeancertified institute from Ljubljana, Bo-jana \or|evi} says.

gujevcu, rekonstrukciji spoljnih instalacija atmosferske i fekalne ka-nalizacije, remedijaciji tla i termalnoj desorpciji zemlji{ta - ka`e IvanBo{njak, zamenik generalnog direktora Milenijum tima.

Prema njegovim re~ima danas na gradili{tu Fijatove fabrike ra-di 30 zaposlenih u Milenijum timu, a u periodu kada su svi projektibili u punom obimu bilo je anga`ovano vi{e od 50 radnika. - Rado-vi koji su izvedeni, a odnose se na infrastrukturne objekte Fijatovefabrike, jesu od vitalnog zna~aja za vodosnabdevanje i kanalizaciju.Radovi na remedijaciji tla obuhvataju razbijanje betonske podne plo-~e hale povr{ine 34 775 kvadratnih metara, iskop sa odvozom natermalnu desorpciju kontaminirane zemlje 35.251 kubnih metara,polaganje geotekstila 50 000 kvadratnih metara i instalaciju geo-membrane 25 000 kvadratnih metara. Nasipanje zemljom, {ljunkomi tucanikom do potrebne zbijenosti i betoniranje podne plo~e hale -armirani beton sa zavr{nom obradom 35 000 kvadratnih metara ta-ko|e je zavr{eno. Na projektu termalne desorpcije zemlji{ta anga-`ovani su zaposleni u Milenijum timu u procesu opslu`ivanja i odr-`avanja postrojenja za termalnu desorpciju - isti~e Bo{njak. On do-daje da s obzirom na poziciju Milenijum tima na tr`i{tu gra|evinskeindustrije i dokazanim kvalitetom izvedenih radova o~ekuje nasta-vak poslovne saradnje sa Fijatom.

Activities vital for water supplyof the factory

Millennium Team is involved in four projects regarding theconstruction of Fiat factory, which imply: construction ofexternal water supply network, zone One at the main site of

Fiat Automobiles Serbia in Kragujevac, reconstruction of externalinstallations of sewer system for atmospheric wastewater and fecals,soil remediation and thermal desorption of soil - Ivan Bo{njak,Deputy General Manager of Millennium Team says.

He explains that there are 30 employees of the MillenniumTeam at the construction site of Fiat Factory, while at the time ofthe most intensive activities more than 50 workers were involved. -The implemented projects regarding infrastructural facilities of Fiatfactory are of the vital importance to water supply and sewage sys-tem. The activities aimed at soil remediation imply breaking of theconcrete floor pile of the hall, the area of which is 34,775 squaremeters, excavating and transporting contaminated soil, the volumeof which is 35,251 cubic meters, to thermal desorption unit, placinggeotextile, the area of which is 50,000 square meters, and installinggeomembrane, the area of which is 25,000 square meters. The ac-tivities regarding covering with soil, gravel, crushed stone to the suit-able level of compaction and cementing floor pile of the hall - rein-forced concrete with the final procession, the area of which is35,000 square meters, were also conducted. Concerning the projectaimed at thermal desorption of soil, the personnel of MillenniumTeam are involved in providing services and maintain the thermaldesorption unit - Bo{njak emphasizes. He adds that, given the posi-tion of Millennium Team at the construction industry market in Ser-bia and undoubted quality of the implemented projects, he expectsthe business cooperation with Fiat to be continued.

Our interlocutor emphasizes that the Industrial Enterprise Mil-lennium Team Ltd. is the private company established in Belgade in2003. The primary activity of the company is the construction of hy-drotechnical facilities, of gas pipelines, maintenance of hydrotech-nical facilities, as well as consulting and engineering in constructionindustry. Horizontal, vertical and oblique drilling and underdrilling- drilling of irrigation wells, underdrilling of highways, roads, rail-ways, canals, and placement of pipes are the special activities which

Energija iz obnovljivihizvora novi izazovU

izgradnji Fijatove fabrike, beogradsko preduze}e Montprojektd.o.o. anga`ovano je za izradu novih trafostanica i za kompletnoelektroenergetsko povezivanje postoje}e mre`e i trafostanica. Pre-

ma re~ima direktora Miloljuba Krsmanovi}a, osnovne delatnosti togpreduze}a osnovanog 1993. godine, su in`enjering, projektovanje i izvo-|enje elektroenergetskih i telekomunikacionih objekata, proizvodnja raz-vodnih ormana i postrojenja po sopstvenoj tehnologiji i licencnom pro-gramu Simens-Sivacon, kao i zastupanje stranih firmi. Projektovanje i iz-vo|enje elektroenergetskih i telekomunikacionih objekata odnosi se naizgradnju i postavljanje transformatorskih stanica i dalekovoda do 400kV, kablovskih vodova do 110 kV, postavljanje elektroinstalacija indu-strijskih postrojenja, pumpnih stanica, kao i telekomunikacione linije naaerodromima, poslovnim zgradama, apartmanima, hotelima, bolnicama.Firma radi i instalacije telefonskih mre`a, internih telefonskih i ra~unar-skih mre`a i signalnih sistema.

Koliko radnika je anga`ovano u poslu sa Fijatom?- Na projektovanju i izgrad-

nji objekata anga`ovano je 10in`enjera Montprojekta, zatim25 montera na terenu, 20 radni-ka u proizvodnji NN razvodnihpostrojenja kao i 50 - 60 radnikakooperanata za gra|evinske,ma{inske i ostale radove.

Da li o~ekujete da }e na-kon zavr{etka projekta, vratapreduze}ima koja su u njemuu~estvovala, biti otvorena i zainostrano tr i{te?

Naravno da o~ekujemo. Na{om viso-kom profesionalno{}u i kvalitetom u stanjusmo da konkuri{emo za sli~ne projekte nainostranom tr i{tu. Mi smo poslednjih go-dina ve} bili prisutni na gradili{tima Rusije,Nigerije, Crne Gore i Republike Srpske, aposlovi u izgradnji Fijatove fabrike }e namsvakako biti veoma korisna referenca zaulazak na druga inostrana tr i{ta.

Koji su planovi va{e firme u nared-nom periodu?

Planiramo da u~estvujemo u projekti-ma izgradnje objekata za proizvodnju ener-gije iz obnovljivih izvora, elektrana koje ko-riste snagu vetra, solarnu energiju, biomasui drugo. Na tim poslovima smo ve} zapo~e-li odre|ene aktivnosti. U planu je ulazak natr`i{te Norve{ke, gde su uspostavljeni po-slovni kontakti sa odre|enim firmama.O~ekuje nas i pro{irenje proizvodnih kapa-citeta novim savremenim proizvodnim lini-jama vrhunskih nema~kih proizvo|a~aopreme kao {to su Triumpf i Ehrt i to pr-venstveno u oblasti licenciranog programaSivacon S8 „Siemens“, ~iju smo licencu do-bili po~etkom 2011. godine.

Energy from the renewableresources as a new challenge

In the process of the construction of the Fiat factory Belgrade com-pany Montprojekt is engaged to make new power transformer sta-tions and complete electromagnetic connections between the exist-

ing network and the power transformer stations. We spoke with Gener-al Manager Miroljub Krsmanovic about the work on the factory andplans for the future.

How long does your company exist and what does it deal with? - Montprojekt was established on March 11, 1993 as a private com-

pany and its basic activities are engineering, making projects designs andthe construction of the electroenergetic and telecommunications facili-ties, the production of the cable dividing boxes and engines with its owntechnology and according to the licenced program Siemens-Sivacon, andthe representation of foreign firms. Making project designs for the elec-troenergetic and telecommunications facilities and the construction ofthem refer to building and the installation of the power transformer sta-tions and long-haul landlines of up to 400 kW, the cable lines of up to110kW, setting up of the industrial facilities' electroinstallations, pump-ing stations as well as thetelecommunications lines at theairports, business buildings,apartments, hotels, hospitals.We also install the telephonenetworks, the inner telephoneand computer networks and sig-nal systems.

How many employees areinvolved in the project with Fiat?

- Ten engineers of Mont-project are engaged in makingproject designs and the con-

struction of the facilities, 25fitters work in the field, 20 em-ployees work in the process ofthe production of the low-volt-age switchgears and 50-60worker-partners are involvedin the construction and mechanical engineer works, and other type ofworks.

Do you expect that after the project is finished the door of the for-eign market will be opened for those companies which were involved in it?

Of course, we expect it. Due to our high professionalism and qual-ity we are in the position to apply for similar projects in the foreign mar-ket. In the last few years we have already been present at the con-struction sites in Russia, Nigeria, Montenegro, Republika Srpska, andour involvement in the construction of Fiat factory will certainly be theimportant reference for our entry to other foreign markets.

What are the plans of your company for the future? We plan to participate in carring out the projects regarding the

construction of the facilities for the production of energy from the re-newable resources and the plants using the wind power, solar energy,biomass, etc. Montprojekt has already started certain activities in rela-tion to these projects. We also plan to enter the Norwegian marketwhere the bussines connections with some firms have already been es-tablished. We will increase our product capacity by introducing newproduction lines of the best Germain manufacturers of the equipp-ment, such as Triumph and Ehrt, primarily in the domain of the li-cenced program Sivacon S8 „Siemens“, whose licence we obtain at thebeginning of 2011.

reduze}e Grappa iz Beograda najzaslu`nije je {to }e Fi-jatova energana biti kompletno opremljena najsavreme-nijim rashladnim ure|ajima. Grappa je ovla{}eni distri-

buter i generalni zastupnik ameri~ke kompanije Carrier i ja-panske Toshibe, a posao sa Fijatom je jedan od najvrednijih.

- U okviru Fijatove energane postavili smo ~ilere i Balti-mor rashladne kule. Inicijalni ugovor sa Fijatom bio je oko2,5 miliona evra, ali je on naknadno smanjen. Uprkos tome idalje je jedan od najboljih koji smo imali - ka`e direktor pred-uze}a Grappa Predrag Filipovi}.

Grappa je relativno mlada firma, osnovana 2005, i trenut-no ima desetoro zaposlenih, od toga petoro in`injera. Osim{to prodaju robu, u Grappi se bave i odr`avanjem opreme ko-ju proizvode Carrier i Toshiba. Konkurencija na tr`i{tu je uoblasti rashladnim ure|aja velika ali, napominje Filipovi},oprema koju Grappa nudi je me|u najkvalitetnijima. Grappajedina prodaje Carrier, dok u Srbiji postoji jo{ jedna firma ko-ja se bavi prodajom Toshibine robe.

U bogatoj riznici referenci Grappa mo`e da se pohvali daje radila, odnosno ugradila opremu u zgradu Delta sitija, ali iu zgradu vlade Srbije u Belgiji.

- Imali smo dosta velikih projekata, na primer radili smona rekonstrukciji glavne zgrade Energoprojekta, VMA, Jugo-potrelove upravne zgrade, a u najve}oj meri na{a oprema je urobnim ku}ama Beograd. U nekima smo radili zamenu, a ne-gde ugra|ivali nove ure|aje - isti~e Filipovi}.

Iako su godine krize bile lo{e za poslovanje, Grappa je odove godine polako po~ela da se vra}a na onaj nivo na kom je,bar {to se obima posla ti~e, bila pre po~etka krize.

- Ugovora kakav je ovaj sa Fijatom nema mnogo, niti je donjih lako do}i, ali smo osim ovog imali jo{ nekoliko izuzetnovrednih, poput projekta u Nigeriji koji je vredeo izme}u500.000 i 600.000 evra. Ugovor za ugradnju osam ~ilera u po-slovnom objektu Blok 23 na Novom Beogradu bio je vredan300.000 evra - ka`e Fi-lipovi}.

Grappa ima u pla-nu nove tendere, a naj-verovatnije ih ~eka po-sao za hotel Falken-stajner u bloku 11. Ka-da je u pitanju dalja sa-radnja sa Fijatom, in`i-njeri Grappe }e u na-rednom periodu odr`a-ti obuku Fijatovim ma-{incima kako da odr`a-vaju sistem, dok }e ve-liki servisi i ubudu}ebiti posao preduze}aGrappa. There are no many contracts like thisone with Fiat M

uch credit goes to company Grappa for fully equipping Fi-at's energy facility with the most advanced air condition-ers. Grappa is the authorized distributor and general rep-

resentative of the American company Carrier and Japanese com-pany Toshiba, and the deal with Fiat is one of the most importantprojects.

- We put chillers and Baltimore cooling towers in Fiat's energyfacility. The initial contract with Fiat was worth 2.5 million, but itsvalue was reduced afterwords. Despite that fact it is still one of thebest contracts we have ever signed, Predrag Filipovi}, the GeneralManager of the company Grappa says.

Grappa is a relatively young company, which was established in2005. It currently has ten employees, five of them are engineers. Be-side selling goods in Grappa, they also maintain the equippment pro-duced by the Carrier and Toshiba. The competition in the marketin the domain of the airconditioners is great, but according to thewords of Mr Filipovic, the equippment offered by Grappa is amongthe best quality goods of that type.Grappa is the only company inSerbia which sells Carrier products, and there is one more firmwhich deals with selling Toshiba goods.

Within the vast reservoir of references Grappa is particularlyproud to have installed the equippment into the Delta City Buildingand also into the building of the Serbian government in Belgium.

- We had many huge projects - for example we worked on the re-construction of the head offices of the Energoproject and MilitaryMedical Academy, and of the head office of the Jugopetrol, and ourequippment is mainly installed in the department stores "Beograd".In some of them we only repaired old appliances, while we istallednew ones in others, Filipovic says.

Although the years of the crisis were bad for business, startingfrom this year Grappa has been regaining the level it had before thecrisis, at least regarding the scope of its business activities.

- There are no many contracts like this one we have with Fi-at, nor is it easy to win them. But apart from this one, we havehad several very lucrative contracts, such as the project in Nige-

ria which was worth between500.000 and 600.000. The

contract for the installation ofeight chillers within the businesspremises Block 23 in New Bel-grade was worth 300.000, Fil-ipovi} says.

Grappa plans new tenders,and most probably they will getthe job regarding the hotel Falken-stajner on the Block 11. As to thefurther cooperation with Fiat, theGrappa engeneers will train Fiatmachine maintenance officers tomaintain the system, while thecompany Grappa will deal withgreat services also in the future.

marketa Delta maksija, stambeno poslovni kom-pleks na Novom Beogradu, kao i industrijskiobjekti u krugu fabrike Fijat automobili Srbija.Trenutno se radi hotel u Kragujevcu, naftni ter-

minal u Sremskim Karlovcima, veliki poslovno-stambeni kompleksi u Vojvode Micka, na loka-ciji biv{e kasarne Stepa Stepanovi} Tempo Adai drugi.

- Za Fijat u Kragujevcu radili smo gra|evin-ske, instalacijske i zanatske poslove na Kompre-sorskoj stanici i Demi u energetskom bloku, za-tim pet objekata sekundarne trafo stanice i sve ra-dove, izuzev opreme i elektroinstalacija, na rekon-strukciji i izgradnji novih Cevno-kablovskih mo-stova. Trenutno, po sistemu "klju~ u ruke" u tokuje rekonstrukcija objekta 6 - hala i izgradnja dvenadstre{nice - obja{njava Opali} i dodaje da Ex-ing trenutno ima 140 zaposlenih, od kojih je 90odsto kvalifikovana i visokokvalifikovana radnasnaga gra|evinske i ma{inske struke, a sa stalnimkooperantskim firmama, na objektima u ~ijoj iz-gradnji u~estvuje, radi i vi{e od 1.000 radnika.

Prema njegovim re~ima, posao sa Fijatom jezna~ajna referenca za budu}e projekte ali }e oni

mo}i da se realizuju samo akofirma nastavi da insistira na po-litici kvaliteta.

- Poslednjih godina poseb-no ula`emo u stru~ni kadar iopremanje pogona, sa idejomrazvoja u oblasti izgradnje in-dustrijskih objekata. U toku jeizgradnja i opremanje hale za

prefabrikaciju ~eli~nih konstrukcija, a u oblastiproizvodnje protivpo`arnih vrata i sistema, pla-niramo pro{irenje programa uvo|enjem novih,atestiranih elemenata, ~ime bi zaokru`ili asorti-man u ovoj oblasti, koja do sada u Srbiji nijeimala ozbiljnog doma}eg proizvo|a~a - isti~eOpali}. Z. V.

Izgradnja fabrike Fijat u Kragujevcu je najve}i projekat koji se realizujeu Srbiji u poslednjih 20 godina. Upravo ta slo`enost projektaomogu}ila nam je da poka`emo punu snagu na{e kompanije kako u

Prema njegovim re~ima osim sistema za snabdevanje elektri~nomenergijom, Simens je isporu~io i sistem za nadzor i upravljanje toplot-nom energijom. Kako bi se obezbedilo pouzdano upravljanje koje jeotporno na kvarove primenjen je koncept redundantnog sistema up-ravljanja sa dvostrukim kontrolerima, SCADA ra~unarima i ko-munikacijom. Za{tita ljudi, okoline i imovine bi}e realizovanaupotrebom Simensovog koncepta Safety integrated koji ispun-java najvi{e standarde bezbednost. - Vi{e od 40 na{ih in`enjera anga`ovano je na projektimavezanim za izgradnju fabrike u Kragujevcu. The construction of Fiat factory in Kragujevac is greatest projectwhich has been implemented in Serbia over the past 20 years.The complexity of the project enabled us to demonstrate the full

strength of our company, which implies the production porfolio, pro-fessionalism and competence of our employees. One of the key seg-ments of the construction of new production center of FIAT group inSerbia is the provision of reliable and stable power feeding to the fac-tory at all voltage levels. Given its great importance to the continuityof the production, one of the main demands of investors was the pro-vision not only of the high-quality equipment, but confirmed high-qual-ity integration of all key elements of the system of power energy andreliable support during the period of the use of the equipment, as well- Vladimir Duboka, Head of the Industrial Sector in Siemens Ltd, Bel-grad, emphasizes.

By the further integration ofthe system and implementation of MES (ManufacturingExecution System), we enable Fiat to monitor not onlyindividual processes, but whole production process,from the input of raw materials, to the final automobile,as well. Prisutni smo sa proizvodima iz dva segmenta poslovanja. In-dustrijski, turbo kompresori i oprema za tretman vazduha koristese za snabdevanje komprimovanim vazduhom cele fabrike. Mismo prva kompanija koja je dobila sertifikat, ISO 8573-1 (2001)class 0, jer u komprimovanom vazduhu nisu na|eni nikakvi tra-govi ulja. Drugi segment je oprema za zatezanje, monta`u i obez-be|enje kvaliteta, i prvenstveno }e biti kori{}ena u delu fabrike zazavr{nu monta`u. Moderna oprema }e obezbediti zatezanje pre-ma specifikacijama korisnika, a najsavremenija re{enja }e se ko-ristiti kako bi se osiguralo smanjenje rizika od povreda radnika,~ak i pri vrlo visokim proizvodnim brzinama. Kombinacija opre-me za merenje i zatezanje, obezbedi}e sigurnost i pouzdanost vo-zila koja }e iza}e sa monta`nih traka.

Da li o~ekujete nastavak poslovne saradnje sa Fijatom?Osoblje Atlas Copco }e biti prisutno tokom monta`e i pove-

tory in Kragujevac?- We are present with the products from two business domains.

Industrial, turbo compressors and air treatment are used for the sup-ply of the whole factory with the comprimed air. We are the firstcompany which has obtained certificate, ISO 8573-1 (2001) class 0,since no traces of the oil have been found in the comprimed air. An-other segment refers to the equipment for tightening, setting andproviding of quality services, and it was mainly used in the depart-ment of factory responsible for the final setting of equipment. Themodern equipment will enable tightening based on specifications ofusers, and the most sophisticated solutions will be used in order tominimize the risk of injuries of the workers, even in the case of veryhigh productive speeds. The combination of equipment for mea-suring and tightening will enable safety and reliability of the vehiclesafter they are released from the assembly line.

Do you expect the business cooperation with Fiat to be continued?- The personnel of Atlas Copco will be present during the set-

ting and connection of equipment, as well as starting of it, in orderto provide technical help. Also, after the serial production of vehi-cles begun, we will be at the factory's disposal in order to providethe services of preventive maintenance, calibration and measuring,optimization of process, as well as problem-solving and repairs.

which can be emphasized as the greatest ones andon which we are particularly proud are: conctruc-tion and reconstruction of power transformer sta-tions 110 kV for U.S. Steel in Smederevo, Srems-ka Mitrovica, Sombor, Jagodina, as well as ofsmaller power transformer stations in Smed-erevska Palanka, Loznica 1 and Novi Be~ej. Thesignificant reference for us is also the reconstruc-tion and revitalization of electric power system ofRepublika Srpska, where we replaced the protec-tive rope 200 km long, with the rope containingoptical fibre for long-range power transmitters.

What are your business plans for the fu-ture?

- Regarding the future plans and activities ofElnos BL company, we will make an effort to beconsistent to the policy and plan of the long-termstrategic development of company, which ismainly based on cherishing and respecting ourpartners, as well as on establishing and preserva-tion of long-term relations with our buyers andsuppliers. ragujevac je, od sredine 50-ih pro{loga veka, kad je u Zastavi po~elaproizvodnja putni~kih vozila po licenci italijanskog Fijata, bio centarautomobilske industrije u Srbiji, biv{oj SFRJ i na Balkanu. U Zastavi

je od 1955. do leta 2010., kad je proizvodnja Zastavinih vozila, zbog dolas-ka Fijata, definitivno uga{ena, proizvedeno vi{e od ~etiri miliona automobi-la, pri ~emu je preko 700.000 izvezeno {irom Evrope i sveta, od ~ega jeoko 120.000 ("jugi}a") prodato kupcima u Americi.

U poslednjih dvadesetak godina, preciznije od 1991. do 2010.proizvodnja automobila u Zastavi bila je desetkovana, najpre zbog ratnograspada biv{e SFRJ i gubitka doma}eg tr`i{ta i najve}eg broja kooper-anata, zatim zbog sankcija me|unarodne zajednice, kao i zastarelostitehnologije koja, usled proizvodno - poslovne agonije, godinama nije os-avremenjivana. Nastavak proizvodnje automobila u u toj i takvoj Zastavimogao je da obezbedi jedino dolazak neke od od poznatijih svetskih au-tomobilskih kompanija, koja se, napokon, u liku italijanskog Fijata, po-javila u jesen 2008.

ince mid 1950s, when the production of the vehicles had started in Za-stava factory in compliance with the licence of Italian Fiat, Kragujevacwas the center of the automobile industry in Serbia, former SFRY and

the Balkans. In period from 1955 to summer 2010, when the production of theZastava's vehicles was definitely stopped due to the arrival of Fiat, more thanfour million automobiles were manufactured in Zastava. More than 700.000 ofthem were exported all over Europe and the world, and about 120.000 auto-mobiles of the "Yugo" brand were sold to the customers in the US.

Over the last twenty years, more precisely from 1991. to 2010, the auto-mobile production in Zastava was undermined, which had been primarily causedby the war breakup of the former SFRY and the loss of the domestic market andmost partners, by the sanctions of the international community and the old-fash-ioned technology, which had not been modernized for years because of thebussines-production agony. The continuation of the automobiles production inthe factory such as Zastava could be ensured only with the arrival of some ofthe better-known world automobiles companies. That company finally emergedin autumn 2008 under the Italian name Fiat.

The Government of Serbia and Fiat, to which the beginning of the auto-mobiles production in Serbia and the Balkans is related, on September 29,2008 signed the contract regarding the establishment of the common compa-ny Fiat Automobiles Serbia, which formally took over Zastava's factory on Feb-ruary 1, 2010. It was the beginning of the detailed reconstruction of its facili-ties, or the beginning of the construction of completely new automobiles facto-ry on the Zastava factory's foundation. Over the last several months the cutting-edge production equippment has been intensively installed in its halls.
